Safeguard Assistant – Individual Consultant

REQUEST FOR EXPRESSIONS OF INTEREST

The Government of the Republic of Indonesia has received loan from the World Bank
toward the cost of Program to Accelerate Agrarian Reform (One Map Project) and
intends to apply part of the proceeds for individual consultant service as Safeguard
Assistant.
Provide support in terms of advice to the Project Implementation Unit (PIU) in
Provincial and District ATR/BPN offices and Project Management Unit (PMU) in
Jakarta and provide input into implementation of the activities of capacity
development and project outreach, and contribute in assessing, addressing and
monitoring social vulnerabilities and monitoring project impact to vulnerabilities.
The objective of the activities was to ensure clarity on land tenure in the field and
land rights at the village level in the seven targeted provinces. The increased clarity
over land rights and their use will enhance acceleration of agrarian reform,
sustainable landscape management, land governance, social stability, access to land
for investment, inclusive economic growth, conflict resolution, and environmental
protection and conservation, which also include positive co-benefits to climate
change adaptation and mitigation, and women's awareness and access to individual
land rights or through joint ownership.
The Safeguard Assistant is under supervision of Pejabat Pembuat Komitmen (PPK)
and close coordination with Safeguard Coordinator and general supervision of
Director of Project Management Unit – Agrarian Reform Acceleration Program. The
assignment will be full-time work and the selected individuals will be contracted with
a period of 5 (five) months until October 31, 2023. The assignment is expected to
start as soon as possible.
The Safeguard Assistant support the project with the safeguard data management,
technical accompaniment and internal coordination with ATR/BPN Provincial and
District Land Offices for Safeguard issues related, but not limited to:
1. Working closely with The Safeguard Coordinator in supporting Safeguards and
stakeholder engagement requirements as established in the Environmental and
Social Management Framework (ESMF);
2. Supporting the daily operations and management of the safeguards aspects of
the project (this include reviews, screenings, preparation on safeguards plan,
implementation, monitoring, evaluation and reporting), ensuring compliance
with the all safeguards documents and keeping/recording proper documentation
in the project file for possible review by the Ministry of ATR/BPN whenever
deemed necessary.
3. Supporting the Safeguard Coordinator with the social impact assessment
exercise in the project to check activities and permissible (as per the legal and
regulatory requirements of the project), determine the level of social assessment
required based on the level of expected impacts and establish where ESMF will
be required, providing estimated costs of implementation;
4. Supporting the stakeholder engagement process from the social safeguards
perspective, facilitating stakeholder identification, engagement, understanding
general operation of project activities;
5. Supporting the Safeguard Coordinator with the monitoring and reporting of risk
screening and risk monitoring process during project implementation ensure the
activities is regularly reported with site-specific monitoring and information;
6. Compile information from monthly reports received from Public Awareness
Specialists to feed in the biannual report;
7. Supporting and contributing to the compilation of safeguards documents
required for project prior to the implementation of activities each phase, following
the guidance identified in the ESMF and related safeguards documents.

The Consultant shall have the following minimum qualifications and experience:
a. University degree (Bachelor Degree or equivalent) in any majors
b. Minimum five (5) years of relevant operational experience and proven track
record in working on projects covering a broad range of social or environmental
issues.
c. Knowledge and understanding of national social impact assessment standards
and practices (with an emphasis on social standards and social impact
assessment).
d. Demonstrate on-ground/in-field experience working on development projects,
particularly related to stakeholder engagement, managing data and data
analysis related to social issues.
e. Demonstrate capacity to undertake operational and analytical tasks, work in
teams, supporting ATR/BPN staffs at Provincial and District Offices and sharing
knowledge.
f. Demonstrate ability to work independently with limited supervision and obtain
results in accordance with the agreed objectives and schedule.
g. Knowledge in operating the applications of Kobo Toolbox and Tableau.
h. English communication skill, both writing and verbally, is preferable.

PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites
eligible individuals to indicate their interest in providing the services. Interested
individuals must provide information indicating that they are qualified to perform the
services (brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, etc.). Individuals may
associate to enhance their qualifications.
The individuals will be selected in accordance with the procedures set out in the
World Bank’s Procurement Regulation for IPF Borrowers (current edition). Interested
