ActionAid is an international anti-poverty agency working in over 45 countries, taking sides with
poor people to end poverty together. ActionAid Myanmar’s approach is building capacity among
youth and supporting them to work for the community for short and long-term development for
their own community. One of its main programmes is participatory community development
(includes livelihood, health, education, women’s rights, DRR etc.); through fellowship for young
people to promote development in Myanmar. ActionAid Myanmar has been working in
partnership with Government, the local and national NGOs in different states and divisions.

Position Title : Consortium Project Manager


Project : LIFT Safe Migration for Decent Work in the Peri-Urban Areas
of Yangon (SECURE)
Department : Women’s Rights
Location : Yangon
Report to : Technical Adviser - Women’s Rights
Role Overview : The Consortium Project Manager will be responsible for coordinating and
facilitating the work of the Safe Migration and Decent Work Project, ensuring an integrated
approach in project implementation among consortium partner’s in the achievement of project
objectives. The role holder will be specifically responsible for facilitating integrated programming
in joint areas of operation with a focus on: cross-learning, downward accountability, integrated
monitoring and evaluation and the production of consolidated narrative reports.

Project Description: Safe Migration for Decent Work in the Peri-Urban Areas of Yangon
(SECURE) is a programme which seeks to reduce the vulnerabilities of internal migrants to labour
exploitation in the peri-uraban areas of Yangon. The consortium, led by ActionAid Myanmar,
includes four national partners. Funded by LIFT (Livelihoods and Food Security Trust Fund) the
programme will be implemented in 36 months.
Key Responsibilities:

Project Management
• Provide effective management and coordination of the programme, including compliance in
line with ActionAid’s Human Rights Based Approach and organisational values, with the
agreed consortium quality standards and with donor rules and regulations.
• Ensure that quality programme implementation tools and processes are developed in
consultation with the Consortium members (planning, financial reporting, narrative reporting
etc).
• Oversee the programme budget, and liaise directly with the relevant staff of Consortium
members and AAM staff.
• Ensure effect collaboration with the Consortium members
• Conduct and facilitate Consortium Programme Coordination meetings
• Coordinate joint consortium activities (e.g. reviews, evaluations, trainings etc).
• Ensure the production of communications IEC materials etc. as agreed by the consortium
partners.

People Management
• Build a cohesive, constructive and committed team, through proper motivation, participatory
decision making, and effective communication to promote staff productivity, working
enthusiasm, and creativity.
• Plan performance KPIs with staff, and provides induction, training, coaching, mentoring, and
advice to ensure that they understand and can carry out their responsibilities effectively.
• Conduct performance review and feedback to supervised staff periodically (e.g. six monthly
and annually), and work with staff to develop follow up actions if necessary. Submit hard copy
of signed performance appraisals to HR.
• Assist in the recruitment and interview process for any staff that fall under supervision of the
Project Coordinator.
• Identify and facilitate the work of appropriate consultants/volunteers appointed by AAM e.g.
to conduct the end line survey.
• Work with HR and the Technical Adviser to identify training needs, development
opportunities and recommend relevant training for supervised staff.

Grant Management
• Oversee management of grants and contracts with consortium members and to other
partners, ensuring timely release of grant funds, financial monitoring of partner projects
and internal budget monitoring that are in compliance with AAM’s financial systems
Documentation and Reporting
• Ensure effective documentation of all stages of the project through working closely with
consortium partners and AAMs Project Coordinator.
• Prepare timely and good quality consolidated donor reports, and maintain good
communication/relations with consortium partners and donor, in coordination with the
Women’s Rights Adviser and Manager and AAM’s Partnerships and Innovation Department

Monitoring and Evaluation


• Working closely with consortium partners and AAM’s M&E officer, ensure effective
project monitoring, in line with the projects detailed implementation plan, baseline and
monitoring framework. Track documentation and provide communication regarding
project progress and impact.

Representation
• Establish and maintain effective relationships with key programmatic counterparts, including
LIFT donor representatives, consortium partners, and regional (state officials).
• Represents the Consortium in external forums, including with LIFT, other donors and senior
government officials.
• Ensure high quality, accessible information about the project is available for internal and
external audiences.
• Represent Action Aid Myanmar in all related working groups along with the Technical
Adviser/Women’s Rights Programme Manager.
• Ensure effective communication with all project / consortium townships and ensure
consistency in project implementation.
• Adhere to/ comply with approved organisational policies and procedures
• Understand and practice AAM’s mission, vision, beliefs & values and its operating policies and
procedures.
• Any other tasks requested by the Line Manager or Advisor – Women’s Rights and Policy
Research from time to time.

Qualification, Experience & Skills Required:


• University Degree in management, business, development or social sciences
• Master’s degree in relevant field desirable
• Can demonstrate a minimum of 7 years of relevant working experience in similar positions
and have affinity with international development issues; familiarity with the rights-based
approach and a commitment to a gender sensitive approach;
• Have proven experience of large scale programme and financial management and coordination
of complex multi-partner and multi-annual programmes;
• Are willing and able to commit to leading this programme and team for three years
• Have human resources experience and experience with leading and inspiring a team;
• Have a well-developed understanding of the labour force and decent work, particularly in the
Myanmar context.
• Experience with LIFT systems and procedures is an asset.
• Have at least 3 years of working within a Consortia structure would be a significant advantage.
• Understand civil society dynamics and their role in change process.
• Have excellent interpersonal skills and a strong commitment to working in collaboration and
partnership.
• Have the ability to build constructive relationships and partnerships based on mutual values
and respect
• Have demonstrated the ability to distance manage a team and share management
responsibilities
• Have experience of analyzing and managing risks in a complex political context and creatively
minimizing their potential impact
• Good understanding and experience of linking programme work to lobby and advocacy, and
to media work
• Have good communication skills and fluent command of Burmese, in reading, writing and
speaking.
• Have good communication skills and fluent command of English, in reading, writing and
speaking.
• Able to generate clear and concise briefings and reports for the organisation and donors.
• Have excellent analytical and communication skills and demonstrable ability to think
strategically, innovatively and practically to improve programme quality
