FCA is recruiting for a committed candidate for the position of MEAL Officer for its Myanmar Country
Office, based in Yangon, Myanmar, to be a part of our multi-cultural team and to further develop FCA’s work

We are currently inviting motivated and talented individuals to apply for MEAL Officer Position based in
Yangon, Myanmar. Please see the following detailed information.

Primary purpose of the position: The MEAL Officer will support Programme Manager in facilitating the
systematic collection and analysis of essential monitoring and accountability data through regular monitoring,
trend analysis, and continuous learning activities. In addition, this position will lead in consultation with his/her
supervisor in conducting research-based studies and analysis to assess and lead the effectiveness of project
implementation. The MEAL Officer will also provide support in establishing robust monitoring and evaluation
(M&E) systems, as well as strengthening existing FCA’s Complaints Response Mechanism (CRM).
Furthermore, He/she will promote and actively participate in strengthening FCA guidelines and values.

Main duties:

 Assist programme managers in conducting various research activities, including baseline,


endline, and activities-based assessments, to evaluate and measure the quality and
achievements of projects and their activities, in close collaboration with the program manager.
 Assist with the Programme Manager in jointly formulating and developing relevant tools for data
collection, surveys, and research guides and questionnaires.
 Ensure that FCA projects adhere to standardized M&E practices by utilizing appropriate tools
such as databases, surveys, and M&E trackers.
 Maintain up-to-date M&E trackers for FCA projects, enabling a comprehensive understanding of
the overall progress of the project.
 Conduct MEAL-related training and capacity building activities for partner staff, with the
guidance of the Programme Manager.
 Ensure that all M&E-related data, reports, and records are well-organized and archived in the
FCA Project workspace for future reference (specific to relevant projects).
 Support the Programme Manager in reviewing, analyzing, and summarizing monthly and
quarterly project trends to anticipate project conditions.
 Support and collaborate with various team members, including program managers,
communication officers, education specialists, and market-based specialists, in publishing best
practices, lessons learned, and success stories.

Special tasks

 Conduct frequent travels to project locations to identify any gaps that may exist between the actual
implementation and the reported progress. These visits also serve the purpose of actively listening
to the voices of community members to gain a better understanding of the impact of the projects.
Subsequently, submit findings reports based on the information gathered during these visits to
provide valuable insights for project evaluation and improvement.
 Assist FCA Myanmar Programme team preparing Country programme Annual Plan and Report.
 Demonstrate an understanding and a commitment to FCA’s approach and values including ethnic
diversity and cultural sensitivity.
 Uphold and promote FCA’s commitment to PSEAH and child safeguarding.

Competence, experience, skills, knowledge needed

 Bachelor's Degree in a relevant field.


 Minimum of 2 years of work experience in Monitoring, Evaluation, Accountability, and Learning.
 Proficiency in collecting and analyzing both quantitative and qualitative data, as well as
contributing to report writing.
 Strong proficiency in using MS Office software, including Excel, Word, Outlook, Skype, and
PowerPoint.
 Excellent interpersonal skills, with the ability to collaborate effectively with team members and
stakeholders.
 Proficiency in written and spoken Myanmar languages and Intermediate level in written and
spoken in English language Myanmar and English languages.
