Replacement components for vehicle repair

9.2(1) Subclauses 9.2(2) and 9.2(3) apply to any component that affects the braking performance of a vehicle and that is:

(a) manufactured, stocked or offered for sale in New Zealand; and (b) supplied for fitting to a vehicle to be operated on a New Zealand road.

9.2(2) A component used in a repair must have equivalent performance characteristics to that of the original component and must not prevent a vehicle from complying with this Rule. 9.2(3) A brake lining assembly used as a replacement component, whether or not the brake to which it is fitted is required to comply with an approved vehicle standard, complies with this Rule if it complies with UN/ECE Regulation No. 90, Uniform Provisions concerning the approval of replacement brake lining assemblies and drum brake linings for power-driven vehicles and their trailers (E/ECE/324-E/ECE/TRANS/505/Rev.1/Add.89).

Do ALL brake linings have to comply to UN/ECE 90 ????? including those from an approved agent????? if not WHY if it is clear that all linings have to comply to rule 90. And now were does it say that approved agents of any franchise do not have to comply to rule 90???? 9.2.3Is only stating that if the brake lining complies with rule 90 then it complies with that standard and does not say that it is the only standard to which brake lining must comply to.
