The Commonwealth Scholarship Commission in the United Kingdom (CSC) is responsible for managing Britains contribution to the Commonwealth Scholarship and Fellowship Plan (CSFP). The CSC supports around 700 new awards annually. Awards are funded by the Department for International Development (for developing Commonwealth countries), and the Foreign and Commonwealth Office, the Department for Business, Innovation and Skills and the Scottish Government (for developed Commonwealth countries), in conjunction with UK universities. The CSC also nominates UK citizens for scholarships to study in other Commonwealth countries under the CSFP. The CSC is a non-departmental public body in its own right, and seeks to conform to all relevant guidelines on good practice. Members are appointed in line with the Code of Practice of the Office of the Commissioner for Public Appointments. No remuneration is paid to Commissioners, except for out-of-pocket expenses and an honorarium of 250 for each selection committee for which they assess applications. The Chair also receives an honorarium of 6,000 per annum, in respect of three days work per month. The CSCs secretariat is provided by the Association of Commonwealth Universities; financial and welfare support for scholars is provided by the British Council. The CSFP is an international programme under which member governments offer scholarships and fellowships to citizens of other Commonwealth countries. The Plan was established at the first Commonwealth education conference in 1959 and is reviewed by Ministers at their triennial meetings the only scholarship scheme in the world to receive such high-level recognition.

Commonwealth Scholarships and Fellowships in the UK


The CSC makes available seven types of award:

Commonwealth Scholarships for PhD research Commonwealth Scholarships for Masters study Available for postgraduate study at a UK university which has a funding agreement with the CSC. Candidates should apply in the first instance to the national nominating agency of their resident country. These agencies are listed on pages 36-40 of this report. Additional nominations are sought each year from developing country universities and other sources. The deadline for nominations for the academic year 2011-2012 is 21 December 2010. Commonwealth Shared Scholarships These awards, for developing country students who would not otherwise be able to undertake Masterslevel study in the UK, are supported jointly by the CSC and host universities. Individual universities are invited each year to bid for such awards by the end of May, and candidates should apply directly to the institution concerned. Where institutions have not specified a closing date, candidates should contact the institution to ascertain the latest date that the institution is willing to accept applications. Commonwealth Academic Fellowships These awards are targeted to specific countries. They are aimed at mid-career staff in developing country universities, and provide for up to six months work at a UK institution. Nominations are made directly from the universities and the countries concerned. The deadline for nominations for the academic year 2011-2012 is 21 December 2010.

Commonwealth Split-site Scholarships These awards support candidates who are undertaking doctoral study at a university in their home country to spend up to one year at a UK university as part of their academic work. Nominations for awards are accepted from national nominating agencies and developing country universities. The deadline for nominations for the academic year 2011-2012 is 21 December 2010. Commonwealth Professional Fellowships These awards offer mid-career professionals from developing Commonwealth countries an opportunity to spend a period (typically three months) with a UK host organisation working in a relevant field. Applications are invited each year by April from UK organisations that wish to host such awards these can be from any sector, although the recipients of awards must not hold a full-time academic position. Commonwealth Distance Learning Scholarships These awards allow developing country students to secure Masters-level qualifications from UK institutions through distance learning study. The scholarships are only available for specific courses selected by the CSC on the basis of their quality and relevance to development. UK universities are invited to register an expression of interest for the CSC to support their course by September 2010.

contact with the UK. This range of objectives is reflected by our sources of funding from across government. Whilst the Department for International Development remains our largest funder, we are also grateful for contributions from the Department of Business, Innovation and Skills, the Foreign and Commonwealth Office, the Scottish Government, and UK universities as well. The CSC also prides itself on keeping administrative costs to a minimum: some 9% of total expenditure, and even less if in-kind contributions are taken into account. This would not be possible without our many stakeholders who contribute their time for free. Thanks in particular go to our specialist academic advisers and national agencies (listed on pages 35-40), who ensure that our work meets high standards as well as being part of a genuinely international partnership. In previous years, the CSC has produced a longer and more detailed Annual Report. In line with current government requirements, this years Report is reduced in length and detail, covering only the core statistics of our work during the year, in a format that will facilitate historical comparisons. More details of our work and the people and programmes that we support in the form of an Annual Review can be found on our web site at www.cscuk.org. uk, which readers are encouraged to visit.

During this anniversary year, the scheme received overwhelming endorsement at the 17th Conference of Commonwealth Education Ministers. Evaluation activities have demonstrated its significant development impact. A new endowment fund has been launched to support Commonwealth Scholarships hosted by developing countries. These developments reflect the genuinely Commonwealth-wide nature of the Plan and the high esteem in which it is held internationally. The Commonwealth Scholarship Commission seeks to ensure that the United Kingdom remains at the forefront of these activities, and that our investment in the Plan is used to best effect. Our awards range from postgraduate scholarships supporting the very best talent from throughout the Commonwealth, to mid-career fellowships for staff in key development professions, to distance learning awards for individuals who remain in their home countries to study while working in related occupations. Most of the CSCs work is development orientated. Recent studies suggest that over 88% of our alumni are working in their home countries, overwhelmingly in areas that contribute to social and economic development. They also have an outstanding record in reaching senior-level positions, and in maintaining

Monitoring progress
As part of its responsibility to both funding bodies and award holders, the CSC has put into place a number of procedures aimed at monitoring both the progress of Commonwealth Scholars and Fellows and that of the scheme as a whole. Maintaining contact with award holders Each award holder is the responsibility of a named officer within the secretariat who, having arranged placement, becomes the main point of reference for subsequent dealings with the CSC. British Council staff make contact with award holders shortly after arrival in the UK to check that all is well. Award holders are provided with a memory stick preloaded with useful information to assist them in their preparations for, their journey to, and their stay in the UK. Officers from the secretariat visit a number of institutions per year, meeting with award holders and their supervisors to listen to issues and provide information and advice. Access, as required, is provided to specialist services offered by the British Council, which deals with matters such as welfare and immigration. Monitoring progress of award holders If necessary, contact is made with the prospective supervisor at the time of arrival, pointing out special needs and problems that may be encountered. Award holders and, for research degrees, supervisors are required to write a report at the end of their first term, enabling potential problems to be highlighted at an early stage. Award holders and their supervisors/tutors are required to write a detailed report at the end of each year. First term and annual reports are monitored for emerging issues each annual report is read not only by secretariat staff, but also by at least one member of the Commission. Evaluating the scheme and new programmes Host institutions are systematically surveyed each year to obtain information on progress, qualifications gained, submission dates and, where studies are still in progress, likely dates of completion (see Completion of courses below). The secretariat compares completion and submission rates with those of other bodies, such as the UK Completion of courses The successful completion of qualifications is monitored closely by the CSC. For taught Masters courses, the success rate continues to be high. Results from the most recent year analysed show a completion rate of 93% for Commonwealth Scholars. This is slightly lower than the 2002-2006 average of 97%, due mainly to awaited results from institutions. For Shared Scholars, the completion rate for the most recent year analysed is 96%, also the composite rate for the last 5 years (96%). Doctoral completion rates also continue to be high, with that for the most recent year analysed PhDs started in 2003 at 79%. With some data yet to be reported, this is consistent with student performance over the last five years reported, where completion rates have levelled off at 86%. The submission rate (those who submitted their thesis with four years of commencing their PhD) for Scholars is 68%, for the most recent year analysed. As found in previous years, high proportions of those studying science disciplines tend to submit their theses within four years, with those in the arts and social sciences tending to take slightly longer (although the submission rate for these disciplines is increasing each year). research councils, and compares performance by gender and subject and across institutions. The secretariat monitors policies of similar scholarship-awarding bodies to inform the development of the CSCs policies. Recent examples of this include discussions about changes to the UK immigration system and about payment of family allowances. Each year, the secretariat administers an anonymous survey of its award holders, enquiring about their experiences of studying and living in the UK and the administration of the scheme. These responses are analysed for review by the CSC (see Award holders views below). Feedback is sought from delegates at the CSCs Welcome Day and student networking events.

Award holders views In 2009, 383 award holders returned the annual anonymous questionnaire. In addition to the opportunity to comment at more length, award holders are asked to rate various aspects of their experience on a five-point scale, ranging from excellent through to very poor, enabling us to compare responses from year to year. As Table 2 indicates, satisfaction remains high, with many areas improving on last years ratings. The ACUs administration of the scheme continues to rate highly in terms of satisfaction, with 92% rating it as excellent or very good. Award holders continue to rate highly the availability of facilities at UK institutions, and report improvements in such aspects as provision of advice by institutions. The level of stipend continues to be the area where lowest levels of satisfaction were expressed, although this year there was a slight increase in those describing their allowances as at least fairly adequate (68% of respondents this year, compared to 65% in 2008 and 67% in 2007). This seems to be mostly a problem for those with accompanying families and/ or those with high accommodation costs. As previously stated, the stipend rate is dependent on maintenance rates set by government. As well as providing the CSC with a quantitative measure of award holders experiences, the anonymous questionnaire also provides valuable qualitative data. When asked about positive aspects of their time on award, respondents gave such examples as academic environment, facilities and resources, knowledge, skills and contacts gained, and experiencing life in the UK and its multicultural aspects. Regarding how their experiences could have been improved, (among the many references to the weather) the more serious issues of culture shock and homesickness continue to be reported, as well as more financial support, better accommodation, and more opportunities for activities outside the course of study and to explore the UK more widely. In an additional question, not shown in Tables 1 and 2, 91% (of the 246 responding to this particular question who were nearing the end of their award) felt, reassuringly, that their academic programme had fulfilled the purpose for which they came. 87% rated their experience in the UK as excellent or good, with the majority of the remainder rating it as satisfactory.

Evaluation and monitoring The CSCs evaluation programme, which analyses post-award activities and impact, published a report on the second phase of its activity (the design and distribution of an alumni survey) in June 2009, to coincide with the 17th Conference of Commonwealth Education Ministers. Phase Three of the programme involves identifying key areas of interest and undertaking further investigation. The first report of this phase, scheduled for publication in November 2009 for launch at the Commonwealth Heads of Government Meeting, looks at the impact of alumni in the Caribbean. The CSCs monitoring activities investigate preand on-award issues, and comprise 9 different types of monitoring questionnaires. The CSC aims to streamline questionnaires and reduce current duplication and questionnaire fatigue. he last new Commonwealth Scholarships funded by the FCO were awarded in 2008. Funding for new scholarships for candidates from

fewer new awards in 2009, and this is reflected in aggregate numbers in the following paragraphs. The overall number of selections for DFID-funded awards in 2009 (excluding Distance Learning Scholarships and Shared Scholarships) was 380, compared to 391 in 2008. 831 nominations for DFID-funded awards were received (again, excluding Distance Learning Scholarships and Shared Scholarships), compared to 848 in 2008. Although the numbers of nominations and selections are slightly lower for 2009, the

developed Commonwealth countries has been provided by the Department for Business, Innovation and Skills (BIS) from 2009, with a particular focus on research excellence. proportion of selections remains the same as the previous year, at 46%. UK universities directly recruit and select Distance Learning Scholarship and Shared Scholarship candidates, whose awards are confirmed by the CSCs selection committees. For Shared Scholarships, universities approved 277 applications and the CSC made 210 awards (in the previous year, 237 applications were approved and 196 were selected). For Distance Learning Scholarships, universities approved the candidacies of 237 applicants and the CSC made 169 awards (equivalent figures in 2008 were 242 and 162). For BIS-funded awards, as described above, 22 selections were

made in 2009, out of 62 nominations. The final number of Scholars and Fellows on award in 2008-2009 and new awards taken up in 2009 can be seen in Tables 3 and 4. It should be emphasised that, before nomination to the CSC, most candidates have undergone a highly competitive selection process in their own country. Region 41 countries were represented in the 2009 intake for Commonwealth Scholarships and Fellowships (see pages 30-32). When selecting candidates, the CSCs primary concern is that successful applicants should be of the highest calibre. As a result, the CSC does not operate specific quotas for individual Commonwealth countries. It does, however, have broad regional selection targets for those scholarship candidates funded by DFID. As can be seen from Table 5, targets were broadly met, with sub-Saharan Africa taking 52% of the awards, South Asia 34%, and remaining small states (encompassing the Pacific, Caribbean and Far East) 14% the latter an increase of 2% from 2008. and targeted Masters degrees available, and also to deal with the increasing cost of doctoral scholarships. 65% of the 190 DFID-funded Commonwealth Scholarships were awarded this year for Masters programmes compared to 64% in 2008 and 35% for doctoral study. However, doctoral-level scholarships remain a significant part of the CSCs portfolio of awards, both in traditional and split-site modes, and it is committed to offering these for the foreseeable future. In addition to

the DFID-funded scholarships already mentioned and those on Split-site Scholarships, 77% of scholarships awarded to university staff in developing countries in this report year were for doctoral study, compared to 84% in 2008. Gender In 2009, 38% of all nominations received were for female candidates, a similar figure to 2008 (39%). With regard to selections, 42% of all selections made in 2009 were of female candidates, again a similar figure compared to 2008 (43%). Breaking down the figures by schemes reveals some variation. Female nominations for Academic Fellowships continued to rise, even though this year saw a slight drop in the number of female selections. Conversely, for DFIDfunded scholarships, while the percentage of female nominees remained much the same as in 2008, there was a 4% increase in the number of female selections. Working with universities Universities continue to be important stakeholders in the CSCs work. Under the existing joint finance scheme for scholarships, 5 new awards were made in 2009, at the University of Nottingham. Thanks are due to the participating institutions for their continuing support. Also in 2009, responsibility for funding scholarships for candidates from the developed Commonwealth passed to BIS, with co-funding from UK universities. These awards are for doctoral and split-site study at selected UK institutions. Under the Commonwealth Shared Scholarship scheme, universities provide the full stipend for award holders, whilst the CSC funds the tuition fee and return airfare. 167 Shared Scholarships were held during 2008-2009, with 188 new awards offered in 2009. As in previous years, the majority of award holders come from sub-Saharan Africa and South Asia, and study in fields with a strong focus on development.

Table 10: 2008-2009 awards UK Commonwealth Scholars The CSFP As part of the UKs contribution to the Commonwealth Scholarship and Fellowship Plan (CSFP), the CSC also nominates UK candidates for Commonwealth Scholarships offered by other Commonwealth countries. In 2008-2009, a total of 22 award holders from the UK were funded for Masters, doctoral and postdoctoral study in Canada, Jamaica and New Zealand. Candidates were selected for study in a wide range of subjects, including marine, geological and environmental sciences, health, and sociology and philosophy. During the report year, 11 UK candidates were selected to study in Canada and 5 in New Zealand, due to take up their awards in the following year. Notes
This activity is managed by the Commonwealth Scholarship Commission in the UK (CSC). On behalf of the CSC, expenditure is processed by the Association of Commonwealth Universities and the British Council, whose accounts are independently audited. 1. Funding provision Funding for the CSC in 2008/2009 was provided by the Department for International Development (DFID) and the Foreign and Commonwealth Office (FCO). DFID funds awards for candidates from developing Commonwealth countries, whilst the FCO funds awards for candidates from developed Commonwealth countries. 1a. The DFID budget for 2008/2009 was set at 15,930,000. The additional expenditure incurred represents an overspend on this budget of 0.7%. 1b. The FCO budget for 2008/2009 was initially set at 2,050,000, with a further agreement of tolerance of up to 3% over the original budget. The additional expenditure in excess of the original budget (146,294) represents an overspend on this budget of 7.14%. Although this was in excess of the agreed tolerance, the FCO did agree to cover the additional expenditure. 2. Programme expenditure The funding provision in 2008/2009 supported expenditure on a range of programme activity, including Scholarships, Fellowships, skills events and alumni activity. Scholarships range in length from six months to three years, and fellowships from two to six months. 2a. Scholarship expenditure is broken down by type below.

2c. The Events programme provides opportunities for Scholars and Fellows to network and expand their exposure to relevant subjects. The events are typically seminars lasting one or two days. 2d.Expenditure on the Alumni programme in 2008/2009 is now incorporated into Communications. 2e. 2f. The Electronic Application System (EAS) was commissioned and programmed in 2008/2009. Annual running costs will be around 25,000. 2g.This item shows the costs of the Directory of Commonwealth Scholars and Fellows 1959-2009. 3. Administration fees This section details the administration fees claimed by the ACU and the BC for activity undertaken on behalf of the CSC, and the operating costs of the CSC. Activity undertaken by the ACU and the BC was in line with the menu of services agreed in the Memorandum of Understanding between the CSC, the ACU and the BC. 3a. CSC costs payable to Travelex as an external agency handling initial arrival payments to Commonwealth award holders. 3b. The main items of expenditure are: CSC selection and policy meetings production of materials for applicants and associated advertising stationery and postage English language testing of applicants 3c. Members of the CSC are not remunerated, but receive an honorarium of 250 for each selection committee on which they serve. The Chair receives an honorarium: Professor Trudy Harpham received 3,750 from 1 April 2008 to 31 December 2008. Professor Tim Unwin received 1,500 from 1 January 2009 to 31 March 2009. The CSCs travel policy is published on the CSC website. 4. Value Added Tax (VAT) Awards made to scholars are outside the scope of VAT. Education fees are VAT exempt. The administration fees of the ACU and the BC are VAT standard rated, reclaimable by Government, and thus not shown in the accounts.
