He was an architect for the 1984 Summer Olympics held in Los Angeles, and served on
the Jerde Partnership team responsible for management and coordination of improve-
ments for the 1984 Summer Olympics. Mr. Springman prepared a “LOOK” package
that provided design criteria, design development, selection alternatives and require-
ments. He was responsible for design development and production of drawings for
permanent facility improvements to the USC Athlete Village. He additionally provided
field coordination of the installation of “LOOK” improvements.
As Principal/Partner of Springman & Schechter Architecture, Mr. Springman was re-
sponsible for all phases of professional architectural practice from design through
construction. Projects included custom homes and remodeling of residential and com-
mercial facilities.
He was responsible for interior design, camera-ready artwork, construction docu-
ments, and installation supervision at Coy Howard & Company. Projects included cus-
tom homes, museums, showrooms, art galleries and studios. At Carl Day & Associates,
A.L.A., he was responsible for drafting, design development, construction documents
and construction contract administration. Projects included custom homes and low-rise
commercial facilities.

He has prepared and negotiated contracts for architectural services, as well as pro-
fessional consultant agreements and. He has also provided contract administration
services and has monitored contracts for compliance with project budgets, schedules
and other relevant evaluation criteria. Mr. Moffitt has personally supervised and co-
ordinated the preparation of construction documents, including specifications, shop
drawing review and approval, and applications for product substitutions. He has pro-
cessed and coordinated requests for information, requests for clarification and has
evaluated work in place for contractor payment applications.
Mr. Moffitt has extensive experience in all types of construction. He has designed
and constructed single-family detached housing and multi-family attached housing, in
varying degrees of density, and in low-rise, mid-rise and high-rise configurations. He
has designed and constructed many different types of professional, commercial, indus-
trial and institutional buildings including; office buildings, multi-story shells, and tenant
improvements. He has completed projects for the State of Nevada, UNLV, Community
College of Southern Nevada, Clark County School District, McCarran Airport, and
others. He has also prepared design for resort hotels, casinos, restaurants and retail
stores.
Mr. Moffitt also has specialized experience in construction defect litigation. He has
directed and participated in development of inspection protocols and documentation
of as-built conditions. He has prepared assessment and evaluation reports with ap-
propriate support documentation, identifying trades and causes contributing toward
in-place conditions. Mr. Moffitt has participated in various resolution venues including
mediation and has provided expert testimony.

Ms. Arakaki Hotta has developed specialized techniques for quantification and pre-
sentation protocol and assumes responsibility for in-house training for protocol consis-
tency and work product accuracy.
Ms. Arakaki Hotta has made significant contributions to many successfully mediated
settlements through specialized research of building products, mechanics of materi-
als, and building code compliance. She has a thorough understanding of specialized
chemical compositions of advanced waterproofing products and materials.
Ms. Arakaki Hotta has actively participated in ongoing expert meetings and media-
tions. She has developed advanced research techniques to strengthen the develop-
ment of issue analysis, contractual scope of services research, and apportionment

Mr. MacGregor’s design experience includes work with Berryman and Henigar, a
southern California design firm that specialized in civil engineering, master plan-
ning, freeway, highway and landscape design. During his tenure with this firm, Mr.
MacGregor has held an administrative position and has been involved in the prepara-
tion of several design presentations for local high profile public projects. Additionally,
Mr. MacGregor developed a comprehensive knowledge of computer system opera-
tions, including specialized graphics programs.
Mr. MacGregor has also satisfied all education and work experience requirements
for licensure as an Architect in the state of California. As an active and registered
candidate for licensure with the California State Board of Architectural Examiners, Mr.
MacGregor is currently in the process of taking his Architectural board examinations.

Mr. Viau has further developed project management experience with Fowler
Construction Services, Inc. At Fowler, Mr. Viau held a leadership role with the firm
and was responsible for general staff resource allocation, project scheduling, support
staff training, proposal preparation and project administration. He also spearheaded
education and training involving mold remediation and remediation protocol devel-
opment. Mr. Viau attended numerous onsite inspections, including visual, invasive and
destructive testing. He provided building code research and comparative analysis of
construction documents and as built conditions. Mr. Viau prepared specialized formats
for different types of observation summaries, response documents, and position state-
ments.
Additionally, Mr. Viau is the author of the publication, “New Developments in California
Construction Law.”

experience in value engineering and has recommended alternate detail solutions for
cost-savings compliance to the project program. Mr. Taylor has provided special ex-
pertise pertaining to building code compliance issues and has a working knowledge
of the code requirements for wood framing structural components.
Mr. Taylor’s construction administration experience in the construction industry has in-
cluded the development and maintenance of many different types of tracking de-
vices in order to monitor bidding documents, contracts, building material ordering
and inventory, and change orders. He has utilized several different types of computer
applications to prepare quantification surveys, bids, and other documents. He has
specialized training in factor analysis for differentiation of material vs. labor costs,
prevailing wage rates, crew rate efficiencies and waste allowance factors.

in the construction of several different types of commercial and public structures, in-
cluding bridges, low and mid-rise commercial buildings, and tilt-up commercial and
industrial buildings.
In addition to his involvement in construction technology, Mr. Sights has educational
and practical experience in building design. He completed design and drafting course
studies at the Inland Valley Education Center, and has prepared working drawings for
residential buildings, libraries and office buildings as studio projects. At Santa Monica
College, Mr. Sights studied architectural design and contributed to the design of the
Christian Conference Center in Castaic, California.
Throughout his career, Mr. Sights has endeavored to combine the aesthetic art of ar-
chitectural design with the pragmatic reality of construction technology. He is able to
accurately interpret design intent on the construction documents and effectively coor-
dinate the structural and systems interface during the construction process.

David L. SUggs - CONT’D
Mr. Suggs readily accepted the challenge of renovation and remodel work as pertain-
ing to life cycle evaluation and systems upgrade. He has been involved in residential
renovations that included structural upgrades, general code upgrades and new me-
chanical, electrical and plumbing systems installations. He is familiar with construction
techniques that were in practice from 1950 and beyond; and is aware of the implica-
tions of code and systems upgrades to existing structures.
As a member of the construction consulting staff of Bert L. Howe & Associates, Inc.,
Mr. Suggs applies his construction technology experience to the development of com-
prehensive cost estimating and related support documentation for construction defect
litigation, course of construction issues, fire, flood, earthquake or other causes. Mr.
Suggs is involved in onsite investigations, including visual, intrusive and destructive
testing protocols. He also provides review and analysis of as-built construction docu-
ments in order to determine the design intent and provides comparative evaluations
of the observed work in place. Mr. Suggs prepares repair scope protocols that are
consistent with the intent of the repair recommendations and the underlying conditions
of work in place.
Mr. Suggs evaluates contract documentation to determine the contractual scope of
work for all relevant contractors and subcontractors. He utilizes all of the above-ref-
erenced protocols to determine allocation percentages of responsibility pertaining to
all relevant subcontractors for mediation and settlement purposes.
