EXAMINATIONS, CERTIFICATES & DIPLOMAS Guidelines on English as a First Language for Intending or Actual Candidates As stated in the Regulations Part 1 Regulation 1.2, the Cambridge EFL examinations are open only to candidates whose first language is not English. Because of the difficulties of defining precisely what constitutes a first language, UCLES has decided after many years of dealing with this issue that actual or intending candidates who answer Yes to any three of the four questions in the Table below are not eligible to enter for the Cambridge EFL examinations. The intending or actual candidate who completes this form must sign it. Intending or actual candidates may be asked to complete one of these forms at any point during the entry period or during the actual conduct of the examination.
