Objectives

This study has the following objectives

1. Identify the cause of decreasing English proficiency among BSED English major

students of Bicol College.

2. Give the factors that cause the decreasing English proficiency of English major

students.

3. Recommend ways to overcome the factors that cause the decreasing English

proficiency.

Statement of the Problem

This study will be conducted to identify the causes of decreasing English proficiency

among BSED English major students of Bicol College. The results of which will be the

bases in planning and formulating possible activities to improve English proficiency of

the students. Specifically, the study will answer the following questions:

1. What is the profile of the respondents in terms of:

a. Age;

b. Sex; and

c. Year level;

2. What are the main causes of decreasing English proficiency of BSED English major

students?

3. What interventions activities may be recommended to address the factors that cause

the decreasing English proficiency?


Scope and Delimitations

The main focus of this study is to identify the causes of decreasing English proficiency

among English major students enrolled in Bicol College Daraga, Albay for the school

year 2018-2019. The study is delimited to the students taking up Bachelor of Secondary

Education major in English from the College of Teacher Education of Bicol College,

Daraga, Albay enrolled in the first semester of academic year 2018-2019.


Introduction

English Language plays an important role in our life. It is understood by many people

around the world, since it is the most spoken language. English is used worldwide in a variety of

fields and is used as a medium for global communication (Jeraltin Vency, & Ramganesh, 2013).

Graddol (2007) suggests that English has spread due to globalization and likewise globalization

has spread owing to English. A person who does not poses proper English limits his or her ability

to achieve their highest potential.

The English language, which is the closest thing to a lingua franca around the world, is

another means for us to join the stream of world culture. This is where English proficiency

becomes vital in today’s world and country.

What is English Proficiency? English proficiency is the ability to speak, read and/or write

in English. Proficiency is a high degree of competence or skill. English proficiency is one’s

ability to understand and produce English, including reading and writing if applicable. Knowing

lots of words and grammar doesn’t necessarily mean one has more English proficiency. Someone

can have smaller vocabulary, but if that person has confidence speaking and communicates well,

then said person has stronger English proficiency than someone who isn’t as comfortable

speaking.
Hopkins International Partners said Filipinos are ranked only third or fourth among the

ASEAN countries in terms of English proficiency and that the Philippines’ proficiency is on the

decline while others are on the rise.

The level of English proficiency of college graduates from the Philippines is lower than

the target English proficiency of High School students in Thailand, according to a study

conducted by the Hopkins International Partners, which is the official Philippine representative

to the group called Test of English for International Communication (TOEIC).
