in Management and Business Studies - OECD, an International Network for SMEs (INSMEs) has been set up in 2004 in Italy, to promote cooperation and linkages, exchange of experiences, strengthening capacities, evaluating policies measures and incentives, improving transnational cooperation and public and private partnership in innovation and technology transfer, as an objective of INSME. - Regional Emerging Markets Technology Transfer Network (REMTCH) is another mechanism initiated by Turkey for developing knowledge transfer among clusters of specialized innovative SMEs at the Global and sub-regional levels. - APEC was established in 1989 and has a membership of eighteen countries. It has taken several SME related initiatives, such as establishing an Asia Pacific Business Network (APBNET), a training centre and technology centre and other initiatives. - ASEAN has evolved a policy blue print for SME development (APBSD) for the Period 2004-14. APBSD 2004-2014 was approved by ASEAN Economic Ministers at the Thirty-Sixth Meeting on September 2004 in Indonesia.
