October 18, 2011 Dear respected delegates and participants, In light of the heaviest flooding that central Thailand has experienced in half a century, and the continuing pressure on Bangkoks dikes and overflow spillways, the situation here has reached disaster proportions. The Governor of the Bangkok Metropolitan Area has now issued a flood warning to all residents of Bangkok. NIDA and the hotel which is the venue of the EROPA Conference are considered high risk areas. We have been informed that the greatest threat of flooding will occur between October 20 -29, 2011. The experts warn that the flood waters may take up to 45-60 days to subside. After careful consideration and extensive deliberation, the Organizing Committee for the 23 rd EROPA General Assembly and Conference has concluded with the utmost regret that we have no choice other than to postpone the Conference to a later date. The safety of all participants has to be our foremost concern. We most profoundly regret this development. Please accept our most sincere and heartfelt apologies for all inconveniences arising from these circumstances beyond our control. We hope for your understanding and will keep you informed about the future date of the Conference. Barring unforeseen contingencies, we are aiming for mid-February 2012. Sincerely yours, (Tippawan Lowsuwannarat, Ph.D.) Dean, Graduate School of Public Administration, NIDA Chair of the Organizing Committee for EROPA 2011
