ORDER
As per the Government Order read as 1st paper above, the scale of pay of State
Government Employees and Teachers were revised w.e.f. 01/07/2004. As per the Government
Order read as second above it was ordered that the Assistant Surgeon/Dental Surgeon of the
Health Services Department joining regular service on or after 01107/2004 will be allowed the
benefit of two advance increments, ie a higher start of pay of in the revised scale
11910-19350 w.e.f the date of joining and certain allowances were also sanctioned to Medical
Officers.
Subsequently in view of the consensus reached with the doctors in Health Services
Department, Government had sanctioned special pay equivalent to one increment at the starting
of Grade Scale @ 340/-, 450/-, 550/- to Assistant Surgeon/ junior Medical Consultants, Civil
Surgeons/ Superintendents/ Medical Consultants grade and Deputy Director/Senior Medical
Consultants grade respectively, vide Government order read as third paper above. Later in
Government order read as 4th paper above it was clarified that the above special pay is
sanctioned in lieu of higher time scale and will be treated as part of pay itself.
Now in the Government order read as 5th paper above, orders have been issued
revising the scale of pay and allowances of the State Government employees and teachers. The
Accountant General(A&E), in his letter read as sixth paper above has requested to intimate
whether the Special Pay sanctioned to Medical Officers in Health Services Department are in
lieu of higher time scale and if so to take action to include the same in the Pay Revision orders
2009 along with pre-revised scale under the above department.
Government have examined the matter in detail and are pleased to order that Special Pay
referred above shall be reckoned for fixation of pay in the revised scale. Government are also
pleased to issue the following modifications in the department schedule of Health Services
appearing on page 145 of the Government Order read as 5th paper above.
