I refer to your letter of 3 November following up on your Parliamentary Question S4W-03016 about plans for reform of scrutiny in light of the Christie Commission recommendations. The Government response to the recommendations and observations about scrutiny in the Review makes clear that we will be working with scrutiny bodies and others to build on our existing scrutiny programme as highlighted in Efficiencies from Improvement to Scrutiny. In summary, through our existing scrutiny programme we will continue to seek opportunities to reduce the size of the scrutiny landscape, merging functions where appropriate, and to make inspection and regulation better co-ordinated and less impactive. However, we recognise the importance of robust scrutiny in particular areas such as in care, where the protection of vulnerable people remains our primary concern. Measures such as merging functions previously carried out by the Care Commission and the Social Work Inspection Agency will help avoid overlap and duplication and provide confidence in how services are being delivered. Scrutiny of local government functions is now better co-ordinated through the Accounts Commission and this has led to significant reduction in the impact of scrutiny on service providers. These are the key aspects of scrutiny on which we are building. Our existing scrutiny programme will support continuous improvement of Community Planning Partnerships and Single Outcome agreements, as well as supporting the delivery of better outcomes at the level of Community Planning Partnerships. in these improvements will be made clear through the Accounts Commission review of how Community Planning Partnerships are externally scrutinised. As I have set out in another Parliamentary Question (S4W-03839), that work will be carried out in 2012. I hope this is helpful.
