Peace Corps Togo is seeking an individual for the position of DEPUTY DIRECTOR OF MANAGEMENT AND ADMINISTRATION (Directeur Administratif et Financier Adjoint) OPENING DATE: CLOSING DATE: WORKING HOURS:

Major Duties and Responsibilities: Administrative Management - 40%


Manages the finance section by providing advice and suggestions regarding technical and administrative matters and ensuring the implementation of DMOs directions and guidelines. Provides direct supervision to the Cashier, Volunteer Liaison and Receptionist on all matters including interpretation of regulation and the creation of Travel Authorizations for Staff and Volunteers. Conducts annual evaluations and manages bi-weekly timesheets. The incumbent assists the DMO in reviewing Peace Corps regulation changes and general financial and administrative operations to ensure that proper controls are in place to prevent unauthorized use of US Government funds and property. Writes and renews all contracts dealing with PSCs, leases, PSTs and service in coordination with the Human Resources Assistant. Be familiar with the full range of Peace Corps administrative procedures dealing with finance, Procurement, Payments, Lease Contracts, Cashier operations and financial reporting. Maintain good working relationship with American Embassy B & F staff. Be familiar with Local Bank, open account for new employees and close departing employee's account. Perform other administrative duties as directed by the APCD for Administration.

Budgetary and Financial Program Management - 50%


Prepares annual Operating Plan (Budget) and the subsequent Quarterly Budget Reviews (QBRs) and annual close-out review with the DMO. Peace Corp Togos budget is approximately $1.8MM in addition to special funds for Volunteer and other projects managed under other sponsor codes of approximately $100K and growing as well as Host Country Contribution (HCC) funding. Incumbent also manages the budget for Peace Corps Togos Training Center in Pagala, as well as oversees expenditures for three workstations throughout the country. Works in close collaboration with Program & Training, Medical, Information Technology, Safety & Security & Administrative units on budget and submits annual operating budget plan within budget marks given by Peace Corps Washington. Creates and prioritizes unfunded requirements list for review by the Admin Officer (DMO) and the Country Director (CD). Monitors implementation of approved plans including preparing regular budget analyses for the DMO and quarterly budget reports for all Programmatic Units tracking spending against budget targets. Incumbent works proactively with the DMO to ensure timely resolution of issues to avoid anti-deficiency of Post funds. Prepares reports on spending trends and cost analysis in order to assist in the preparation of the IPBS (Integrated Planning and Budget System). Prepares quarterly FPDS Procurement and Host Country Contribution Reports. Manages the allowances for approximately 100 Peace Corps Volunteers in coordination with the Volunteer Liaison Officer. Prepare routine purchase orders, PSC payroll and Lease check requests, and vendor payments. Verify all receipts and bills and to sure that there are proper, authorized, obligated, and are in line with PC regulations before payment is made.

Bills for Collection. Oversee registration and distribution of checks to staff and vendors. Directs the disbursement of funds in close collaboration with the DMO.

Other duties - Acting DMO, Back up ITS, etc - 10%


In the absence of the DMO, serves as Acting DMO in all responsibilities. Oversees Host Country Contributions. Performs other duties as may be assigned by the DMO and which do not conflict with primary duties and responsibilities as outlined above.

Qualifications Education: Four-year university degree (BAC + 4) in Business Administration Business Law, Public
Administration, Finance or related field. Experience & knowledge: At least five years of work experience in financial or accounting position or position with high financial accountability required. Demonstrated familiarity with US Government financial procedures - experience with Peace Corps or other American organization receiving USG funding preferred. Familiarity with US Government procurement and contract management procedures (demonstrated experience preferred). Strong working knowledge of MS Office. Supervisory experience will be a plus. Language: Level IV (Fluent) verbal and written communication skills in French; Level IV (Good Working Knowledge) proficiency in written and spoken English. Ability to understand, interpret, and communicate complex transactions, policies, procedures, issues and inquiries in both languages. Skills and Abilities: Demonstrated ability to work independently and problem solve under pressure with limited supervision; demonstrated ability to work as part of a team in high pressure multi-cultural environment; ability to meet deadlines, meticulous work habits, attention to detail, excellent organization and filing skills and the highest level of integrity and honesty required. Proven ability to manage accounting records and analyze financial transactions, records, and reports. Demonstrated ability to manage a team and coordinate staff to achieve goals. Strong team-building and communications skills oral and written. Ability to create and manipulate complex financial spreadsheets. Very good/excellent knowledge of MS Office particularly Excel.

Position Elements: a) Supervision Received: Supervised directly by the Administrative Officer. Routine work is performed
with minimal supervision/instruction. For new, difficult or unusual tasks, supervisor gives specific directions on objectives and procedures. Supervisor reviews finished work for accuracy, correct procedure and timeliness. Incumbent is expected to take the initiative to meet established deadlines.

b) Available Guidelines: Peace Corps Manuals, primarily the Overseas Financial Management Handbook
and the Travel Handbook; standard forms; FSC/Charleston, post administrative notices, local banking laws and labor code and related documents, applicable sections of the Foreign Affairs Manual; and directives provided by PC/Washington and/or the DMO.

c) Exercise of Judgment: Expected to be proactive and exercise full judgment in all responsibilities outlined
in the job description. Able to supervise and advise staff and Volunteers on how to handle transactions for which specific guidance may not be available; able to demonstrate flexibility within the regulations to accommodate demands which may arise from the varied and unique nature of Peace Corps.

d) Authority to Make Commitments: based on amount of warrant. e) Nature, Level, and Purpose of Contacts: banks, vendors, contractors, in-country staff and volunteers,
HQ staff, FSC/Charleston and finance/administrative staff of the U.S. Embassy and other agencies within

the Mission. These contacts may be to make or respond to inquiries, to explain requirements, procedures and policies, and/or to ensure compliance with regulations governing financial operations. Incumbent

f) expected to demonstrate a professional, courteous manner in all contacts. Interoffice communication


at all levels is required.

g) Supervision Exercised: Supervises Cashier, Administrative Assistant, Volunteer Liaison, and Junior
Financial Assistant & Receptionist. May also provide supervision to other Administrative staff in the Administrative Officers absence.
