uniform system of public schools. The legislature shall make such provisions by taxation or otherwise as will secure a thorough and efficient system of public schools throughout the state.

Minnesotas prosperity is dependent on a highly educated workforce. Thus, the legislature must fulfill its constitutional obligation for a general and uniform . . . . thorough and efficient system of public schools. However, the current funding system has created huge disparities between school districts that not only rob many children of educational opportunities they need to be college and career ready, but also places unfair tax burdens on local property taxpayers.

Increase referendum and debt service equalization factors for taxpayer fairness.

Re-establish the General Education Levy to stabilize education funding.

Preserve the Metro Area Fiscal Disparity Program in its current form to prevent increased fiscal disparities in the metro area property tax system.
