Remuneration package starts at Rs. 19,48,695 per annum (taxable). Background UNDP supports the Government of India in its vision to achieve faster, and more inclusive growth. Guided by the Millennium Development Goals and the vision of the Eleventh Five Year Plan, UNDP promotes social, economic and political inclusion for the most disadvantaged. The UNDP Energy and Environment (E&E) Unit works towards the goal of low-carbon, climate resilient development in India. The E&E unit supports the Indian Government

to meet national commitments under the Convention on Biological Diversity, the Convention to Combat Desertification and the UN Framework Convention for Climate Change. The unit builds national capacity for conservation and sustainable use of natural resources, for expanding access to clean energy, for energy efficiency and management of polluting chemicals. Cross-cutting themes of specific interest are capacity development, inclusion, technical support and South-South cooperation. In the thematic area of Energy for Development, UNDP works in close alignment with the National Action Plan for Climate Change on energy efficiency and renewable energy. On these sub-themes, UNDP works with the national and state governments, with local governments and community institutions and with NGOs and technical support agencies. On renewables, the objective is to expand access to, and provision of renewable energy, for poverty reduction and reducing GHG emissions. A range of technologies is supported, including bioenergy, solar power and thermal applications, small hydropower and related applications. On energy efficiency, UNDP works on specific sectors/technologies with major energy consuming industries and on major uses such as electricity and transportation. Under the guidance and direct supervision of the Assistant Country Director and Head, E&E unit, the Programme Specialist is responsible for management of the UNDP programme within the thematic area of Energy Efficiency, ensuring that the programme contributes effectively to UNDP national priorities and national development goals. The Programme Specialist helps design the UNDP programme on the basis of knowledge of ground conditions, policy and practice in the sector. S/he will generate lessons, manage knowledge and contribute to policy dialogue. S/he will lead formulation, management and evaluation of programme activities within his/her portfolio. The Programme Specialist leads programme support staff, and guides project implementation teams to effectively deliver on projects. The Programme Specialist works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical experts, donors and civil society ensuring successful UNDP programme implementation. Functions / Key Results Expected Summary of Key Functions:

Implementation of UNDP programme strategies related to energy efficiency Support to broader country programme goals with sectoral initiatives Creation of strategic partnerships for knowledge management and resource mobilization Provision of top quality policy advice to the Government and important stakeholders

1. Ensures design and implementation of programme strategies focusing


on achievement of the following results:

Thorough analysis of the economic, technological, and social situation in India,

with respect to efficiency of energy use in industrial, buildings, transportation and other key sectors; identification of challenges to access to energy efficient technologies for poor communities and in remote regions; Sustaining in depth knowledge of the UN Framework Convention on Climate Change (UNFCC), and related issues of global negotiations on Action Plans, measurement and verification, technology and financing Utilising sectoral knowledge and experience of the India context to provide substantive inputs to the UN Development Assistance Framework and the UNDP Country Action Plan; Identification of areas for support and interventions within the broad themes of energy efficiency, the National and State Plans for Climate Change and access to energy for development. Ensuring that these areas of intervention support broader country programme goals

2. Ensures effective management of the CO programme within the thematic


area of Energy Efficiency focusing on quality control achieving the following results:

Design and formulation of CO programme within the area of Energy Efficiency, translating UNDPs and Indias priorities into local interventions. Coordination of programme implementation with the executing agencies. Effective introduction performance indicators/ success criteria. Ensuring reliable project delivery as per prescribed institutional structure and processes; sustain productive relationship with the Project Steering Committees, National Project Directors, and other major project partners and project implementation teams Performing project cycle management and effective application of RBM tools and reporting for internal uses as well as partners. Financial and substantive monitoring and evaluation of the projects, identifying and solving operational and financial problems; Participation in audit of projects; Follow up on audit recommendations Creation of strategic partnerships for knowledge management and resource mobilization: Development of partnerships with government institutions, UN Agencies, IFIs, bi-lateral and multi-lateral donors, private sector, civil society in the specific theme of Energy for Development, based on strategic goals of UNDP, country needs and donors priorities. Sustaining productive relationships with research institutions, experienced and eminent persons in the relevant theme and technical resource persons Analysis of donor priorities and procedures, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for new projects. 4. Ensures provision of top quality advisory services focusing on achievement of the following results:

Utilise evidence on best practice to improve programme implementation as well as policy on energy efficiency. Provide evidence based advice for policies aimed at improving energy efficiency. Sustaining relationships with relevant government departments, positioning UNDP well to enable the provision of technical support and capacity development Develop capacity of key functionaries.

Results Expected The key results have an impact on the success of the country programme as well as within the specific area of Energy Efficiency. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets. 8-12 years of relevant experience following a Masters Degree at the National or international level and a minimum of 2-3 years of experience in a senior position working in the area of providing policy advisory services, front-end research, programme design, indepth experience in design and quality assurance of development projects is essential.
