At present, the UN family in Moldova includes a vast range of UN agencies and organizations that work to improve peoples lives in countless ways: the United Nations Development Programme (UNDP); the United Nations Childrens Fund (UNICEF); the United Nations High Commissioner for Refugees (UNHCR); the United Nations Population Fund (UNFPA); the World Health Organization (WHO); the Bretton Woods Institutions: the International Monetary Fund (IMF) and the World Bank (WB); other UN Agencies and Programmes: the Food and Agriculture Organization (FAO); the International Labour Organization (ILO); the International Organization for Migration (IOM); the Joint United Nations Programme on HIV/AIDS (UNAIDS); the National Commission for UNESCO (United Nations Educational, Scientific and Cultural Organization); and the United Nations Development Fund for Women (UNIFEM). The office of the UN Resident Coordinator is responsible for facilitating inter-agency cooperation through advocacy, sharing information and working together to increase public awareness, creating and implementing new programmes and joint services. Also, for the UN organizations which are not physically present in Moldova, the UN Resident Coordinator provides local support by monitoring their programme interventions, by administering their financial and logistic activities as well as promoting their special mandates nationwide.

The new Country Cooperation Framework (CCF) for the period 2002-2006 promotes an environment that enables 'pro poor' sustainable human development. Two programme areas for UNDP's assistance have been established:

Major achievements of UNDP in Moldova: 39 female politicians from 6 political parties running for the 2003 local elections have been trained in gender related issues. Almost half of them have been elected. A multidimensional poverty map, software applications for poverty mapping and a series of surveys on poverty were carried out between 2000-2003. Strategies for Poverty Reduction and Tourism Development, a General Urban Plan and a Housing Strategy of the municipality of Chisinau, thematic reports on the state of the art in areas related to the three Rio Conventions for the national capacity self-assessment and other draft laws have been completed. More than 15,000 teenagers and 700 officials have received training on anti-trafficking issues. More than 200 victims have been represented in penal and civil trials, and have been provided with new documents and identity papers. More than 9,000 citizens have been involved in public awareness campaigns on fighting corruption. 15 localities have taken part in the movement for elaborating local development plans (Local Agenda 21) and their implementation through the partnership of local public authorities, civil society organizations and private sector. 900 representatives of national minorities (working as public servants, teachers, librarians, journalists, social workers, economists, doctors, militaries and unemployed) have been trained to use the state language as a second communication language for easier integration in the social, economic and cultural life of the country. The first Methodological Guide for Teachers 'Teaching and Learning Language through Communication' and the First Level Book 'Language that Unites Us' have been published. A set of 8 non-didactical video films and one video advertisement has been created and widely promoted. 21,500 sets of books '12 Themes of Communication. A Pocket Guide' in Ukrainian, Russian, Gaugauz and Bulgarian have been published and disseminated. 300 representatives of the judicial system have been trained on the implementation of the new criminal legislation and criminal procedure. The National Human Rights Action Plan for 2004-2008 has been developed and approved by the Parliament of the Republic of Moldova.

Realizri majore ale PNUD n Moldova: 39 de femei din 6 partide politice, candidate la alegerile locale din 2003, au participat la cursuri de pregtire n probleme de gen. Aproape jumtate dintre ele au fost alese n circumscrip iile lor. O hart a srciei, multidimensional, aplica ii electronice pentru reprezentarea gradului de srcie i o serie de sondaje de opinie pe aceast problematic au fost realizate n 2002-2003. Strategii pentru reducerea srciei i dezvoltarea turismului, conceptul Planului General de Urbanism, Programul pentru Construc ia de Locuin e realizat de Primria Chiinu, rapoarte tematice despre situa a n domeniile ce in de cele trei Conven ii de la Rio pentru auto-evaluarea capacit ii na ionale i o serie de proiecte de lege au fost finalizate. Peste 15.000 de adolescen i i 700 de func ionari publici au participat la cursuri de pregtire n combaterea traficului cu fiin e umane. 200 de victime au primit acte de identitate noi. Mai mult de 9.000 de cet eni au participat n campanii de informare public pentru combaterea corup iei. 15 localit i au participat n ac iunea de pregtire a planurilor de dezvoltare local (Agenda Local 21) i n implementarea acestora prin parteneriate ncheiate cu autorit ile publice locale, organiza iile societ ii civile i sectorul privat. 900 de reprezentan i ai minorit ilor na ionale (persoane ce lucreaz ca func ionari publici, profesori, bibliotecari, jurnaliti, asisten i sociali, economiti, doctori, cadre militare i omeri) au beneficiat de cursuri pentru utilizarea limbii de stat astfel nct s faciliteze o integrare mai uoar n via a social, economic i cultural a rii. Primul ghid metodologic pentru profesori "Predarea i nv area limbii prin comunicare" i o carte pentru primul an de studiu "Limba care ne unete" au fost publicate. Au fost create i promovate intens 8 filme video nondidactice i un spot publicitar. Cartea "12 teme de comunicare. Un ghid de buzunar" a fost tiparit n limbile ucrainean, rus, gguz i bulgar ntr-un tiraj total de 21.500 exemplare. 300 de reprezentan i ai sistemului judiciar au participat la cursuri de pregtire pentru implementarea legisla iei penale. Planul Na ional de Ac iuni n domeniul Drepturilor Omului pentru 2004-2008 a fost elaborat i aprobat de Parlamentul Republicii Moldova.
PNUD se implic ntr-o multitudine de activit i locale care abordeaz toate aspectele vie ii noastre de zi cu zi: de la programe menite s sus in dezvoltarea durabil a turismului i a aezrilor umane, pn la dezvoltarea unei administra ii eficiente i juste i lupta mpotriva corup iei generalizate; de la instruirea femeilor i brba ilor pentru a deveni lideri moderni, pn la creterea coeziunii sociale prin nv area limbii oficiale a statului; de la prevenirea traficului cu fiin e umane pn la reducerea traficului de droguri i coordonarea activit ilor mpotriva rspndirii virusului HIV; de la programe dedicate celor sraci din zonele rurale i urbane pn la dezvoltarea unei societ i informa ionale, a infrastructurii i managementului mediului. Pe scurt, PNUD si concentreaz eforturile pentru transformarea Moldovei ntr-o ar mai viabil i mai stabil, care s ofere mai multe oportunit i i justi ie egal pentru to i cet enii.

A Driving Force that Helps Build a World Fit for Children
UNICEF was founded in 1946 as a response to the difficulties faced by children throughout the world. Since then it has marked important landmarks in promoting the rights of the children. From the Nobel Prize awarded in 1965 to the worldwide drive to save the lives of millions of children each year launched in the 80s, from the UN Convention for Children's Rights in 1989, the largest recognized and widely accepted international treaty, to the UN Special Session for Children in 2002, UNICEF is constantly following its mission to create a world fit for children.
Early childhood is critical for the intellectual, emotional, physical and social development.
In the area of immunization, the Republic of Moldova has been certified as a polio-free country. The rate of morbidity caused by vaccinepreventable infectious diseases has decreased. The immunization rate is being sustained at about 95% for all types of antigens.
Six of the eight Millennium Development Goals (MDGs) can best be met as the rights of children to health, education, protection and equality are protected. They will only be sustained as the rights of every child are realized. And so, UNICEF's work for children assumes an important role in meeting these goals. In Moldova, UNICEF set up a permanent office in 1995. The present Country Programme of Cooperation (2002-2006) focuses on three main areas of intervention: Early Childhood Care and Development Child Protection Young People Health, Development and Participation

There are significant results in perinatal care: Decrease of perinatal mortality from 14 cases in 100,000 births in 1997 to 11.4 in 2003. Decrease of early neonatal mortality from 7 to 5.6. Decrease of maternal mortality from 48.3 to 21.9 cases in 100,000 live births. Implementation of new cost-effective technologies: consumption of iron supplements (38% pregnant women), use of partograph (93%), partner assisted births (31.8%), free movement in labour (87.5%), skin to skin contact (75%), early breastfeeding (81.3%), rooming-in (91.7%). Professional training for over 6,000 medical workers on modern perinatal technologies. Elaboration and approval of the health care and treatment standards for pregnant women, newborns and mothers. In the area of integrated management of childhood illnesses the following can be mentioned: Over 300 family doctors and nurses from nine pilot districts have had professional training in diagnosing and treating the most frequent childhood diseases, and in parents' education. Publication of the Mother's Agenda and the Parents' Guide brochures. 2. The development of the health system aims at increasing the access of vulnerable groups to quality health services through structural changes in the health care system. In order to achieve these goals, UNICEF has supported the integration of the child and mother health care services into Basic Benefit Package of health services.

Pentru realizarea pn n 2006 a obiectivelor propuse, UNICEF mobilizeaz fonduri nerambursabile de circa 2 milioane USD/an.
A. Programul ngrijirea i Dezvoltarea Copiilor de Vrste Mici vizeaz scderea mortalit ii materne, a mortalit ii infantile i a copiilor sub 5 ani i creterea calit ii serviciilor de sntate oferite mamei i copilului. Programul include mai multe componente: 1. Sntatea mamei i a copilului Ca urmare a eforturilor complexe n domeniile politicilor de sntate i a instruirii cadrelor medicale s-au nregistrat numeroase succese. n domeniul imunizrilor s-a ob inut certificarea Republicii Moldova ca ar liber de poliomielit, scderea morbidit ii prin maladii infec ioase care pot fi prevenite prin imunizare i men inerea unei rate de peste 95% de acoperire vaccinal pentru to i antigenii de baz. n domeniul asisten ei perinatale s-a nregistrat: Reducerea mortalit ii perinatale de la 14 cazuri la 100.000 nou-nscu i n 1997, la 11,4 cazuri n 2003; reducerea natalit ii precoce de la 7 la 5,6 i reducerea mortalit ii materne de la 48,3 la 21,9 cazuri la 100.000 nou-nscu i vii; Implementarea tehnologiilor moderne i costeficace: suplimentarea cu preparate de fier (38% gravide), utilizarea partogramei (93%), parteneriatul la natere (31,8%), micarea liber n travaliu (87,5%), contactul piele-piele (75%), alptarea precoce (81,3%), rooming-in-ul (91,7%); Instruirea a peste 6.000 de lucrtori medicali n domeniul tehnologiilor perinatale moderne; Adoptarea standardelor de ngrijire i tratament a gravidelor, luzelor i nou-nscu ilor. n domeniul conduitei integrate a maladiilor la copii: Instruirea a peste 300 de medici de familie i asistente medicale din 9 raioane pilot n diagnosticarea i tratamentul celor mai frecvente boli. Editarea Agendei Mamei i a Ghidului pentru Prin i. 2. Dezvoltarea sistemului de sntate Aceast component urmrete creterea accesului categoriilor vulnerabile la servicii calitative de sntate prin realizarea unor schimbri structurale n sistemul de sntate. Pentru aceasta, UNICEF a sus inut integrarea n pachetul de baz de servicii medicale a serviciilor pentru mam i copil i realizarea unei metodologii de calcul care s permit estimarea real a cheltuielilor n sistemul de sntate.

UNICEF a fost nfiin at de ONU n 1946, ca rspuns la situa ia grea a copiilor n lume. De atunci a marcat importante puncte de reper n mbunt irea situa iei copiilor: de la ctigarea Premiului Nobel pentru pace n 1965, pn la campania de salvare a milioane de vie i de copii anual, lansat n anii 80; de la Conven ia ONU cu privire la Drepturile Copilului din 1989, devenit n scurt timp cel mai larg rspndit i acceptat tratat interna ional, la Sesiunea Special ONU pentru Copii din 2002, UNICEF urmrete consecvent misiunea sa ini ial, aceea de a crea o lume mai bun pentru copii. ase din cele opt Obiective de Dezvoltare ale Mileniului pot fi atinse prin protec ia drepturilor copiilor la sntate, educa ie, protec ie i echitate. Aceste Obiective vor fi atinse doar dac drepturile fiecrui copil vor fi respectate. Astfel, activitatea pe care UNICEF o deruleaz n folosul copiilor de ine un rol important n procesul de realizare a acestor obiective.

The United Nations High Commissioner for Refugees (UNHCR) was established in 1950 by the UN General Assembly to lead and coordinate international action for the protection of refugees and the resolution of refugee problems. During half century of work, with a number of staff of more than 6,000 persons, the agency has provided assistance to more than 50 million people in 115 countries, winning two Nobel Peace Prizes in 1954 and 1981. Worldwide, UNHCR is committed to the principle of participation by consulting refugees on decisions that affect their lives and to the principles of the UN Charter, namely maintaining international peace and security, developing friendly relations among nations, and encouraging respect for human rights and fundamental freedom. In its efforts to protect refugees and to promote long-term solutions to their problems, UNHCR works in partnership with governments, regional organizations, international and non-governmental organizations. In 1997 UNHCR joined the other specialized UN agencies represented in Moldova. The Co-operation Agreement signed with the Government one year later specifies UNHCR's principles of protection and humanitarian assistance to refugees, asylum-seekers and internally displaced persons (IDPs) with a view of securing durable solutions. In order to achieve its objectives, UNHCR has established working relationships with international missions such as OSCE, IOM, Sida, other UN agencies in Moldova and with the Swedish Migration Board and other donor governments. UNHCR's programmes in Moldova have benefited from generous support from foreign governments or from intergovernmental organisations, corporations and individuals. During the last two years, substantial contributions have been received from the European Union, through TACIS programmes.

naltul Comisariat al Na iunilor Unite pentru Refugia i (UNHCR) a fost fondat n 1950 de Adunarea General a Na iunilor Unite cu scopul de a conduce i coordona activit ile interna ionale de protec ie a refugia ilor i de rezolvare a problemei acestora. n timpul celor peste 50 de ani de activitate, avnd peste 6.000 de angaja i, agen ia a oferit asisten unui numr de peste 50 de milioane de oameni n 115 ri, primind pentru activitatea sa dou premii Nobel pentru Pace n 1954 i 1981. Peste tot n lume UNHCR este dedicat principiului participrii prin consultarea refugia ilor n luarea deciziilor care le afecteaz vie ile, principiilor Cartei ONU referitoare la men inerea pcii i securit ii interna ionale; dezvoltarea unor rela ii de prietenie ntre na iuni; ncurajarea respectului pentru drepturile omului i libert ile fundamentale. n eforturile sale de a sprijini refugia ii i de a promova solu ii pe termen lung pentru problemele lor, UNHCR s-a angajat n parteneriat cu guverne, organiza ii regionale, organiza ii interna ionale i neguvernamentale. n 1997, UNHCR s-a alturat celorlalte agen ii specializate ale Na iunilor Unite din Moldova. Technical equipment has been provided to the Department for Migration within the Ministry of Labour and Social Protection. A Central Data Bank has been set up to provide data on legislation, returnees, IDPs, and labour migrants. An income generation project has been implemented so that refugees self-support especially in urban areas. Programs providing language classes, sewing, computer courses and participation of refugees in local community activities have allowed more refugees to socially integrate in the community. A block of twelve apartments has been rehabilitated for twelve IDP families who moved to Government controlled territories after the military conflict in Transdniestria ended. Hospitals and educational institutions located in Chisinau and in other areas affected by the conflict in 1992 have been rehabilitated. Schools in 16 localities (Chisinau, Cocieri, Chiperceni, Molovata Noua, Pirita, Dubasari, Ribnita, Corjevo, Cosnita, Copanca, Tiraspol, Varnita, Hagimus, Oxentea, Sanatauca, Dorotcaia) have been fully furnished. The Pneumophthisiological Dispensary in Chisinau has been reconstructed and the Children's Rehabilitation Centre in Ciadir-Lunga has been provided with medical equipment to serve the local population as well as refugees, asylum-seekers and IDPs. The Municipal Emergency Centre in Chisinau, hospitals in Criuleni and Rezina as well as the National AIDS Centre have been reconstructed.
A Reception Centre for Asylum Seekers was opened in October 2003 and the rehabilitation works at the Centre continue. The Main Directorate for Refugees, a central government authority established in March 2001, received technical assistance during 2001- 2003. The kindergarten no. 123 attended by children of asylum seekers and refugees has received a donation from UNHCR.
Since 2000 a series of legislative and institutional progress has been made in Moldova: In 2001, the Republic of Moldova adhered to the Convention relating to the Status of Refugees. The Law on the Status of Refugees entered into force on January 1, 2003. The Main Directorate for Refugees, within the Government of Moldova assumed full responsibility of Refugee Status Determination (RSD) procedures. In early 2003, the Council for Refugees was set up as the administrative appeals board. It includes Government officials, NGOs, academia and one UNHCR representative. All these could not have been possible without the help and support of our implementing partners: Save the Children, Charity Centre for Refugees, Law Centre of Advocates and the Main Directorate for Refugees within the Migration Department.

UNHCR ofer asisten juridic, social i medical, inclusiv pensii i ajutoare sociale lunare pentru a asigura persoanelor vulnerabile posibilitatea satisfacerii nevoilor primare precum adpost, hran i asisten medical primar. Beneficiarii programelor de asisten derulate de UNHCR n Moldova sunt persoanele vulnerabile: mame singure, familii numeroase, persoane care au nevoie de ngrijire medical sau cei care nu dispun de nici un mijloc de subzisten . Programele UNHCR n Moldova s-au finalizat cu rezultate concrete, printre care: Departamentul Migra ie din cadrul Ministerului Muncii i Protec iei Sociale a primit echipamentul tehnic necesar derulrii activit ii. A fost creat o Baz de Date cu informa ii privind legisla ia n vigoare, repatria i, persoane strmutate intern i migran i economici; Un proiect pentru generare de venit a fost dezvoltat cu scopul de a ajuta refugia ii s se ntre in singuri, mai ales n zonele urbane; Refugia ii s-au integrat mai bine n comunit ile locale prin participarea la cursuri de limb, de croitorie, de informatic precum i n activit i practice locale. A fost reabilitat un bloc de 12 apartamente pentru 12 familii care s-au mutat n teritoriul controlat de guvern dup terminarea conflictului din Transnistria. coli din 16 localit i (Chiinu, Cocieri, Chiperceni, Malovata Nou, Prta, Dubsari, Rbni a, Corjevo, Coni a, Copanca, Tiraspol, Varni a, Hagimus, Oxentea, Sntuca, Doro caia) au fost remobilate.
Dispensarul Pneumoftiziologic din Chiinu a fost reconstruit iar Centrul de Reabilitare a Copiilor din Ciadir-Lunga a primit echipamentul medical necesar pentru a servi nevoilor popula iei locale, refugia ilor, solicitan ilor de azil i persoanelor strmutate intern. Au fost reconstruite Centrul Municipal de Urgen din Chiinu, spitalele din Criuleni i Rezina, precum i Centrul Na ional pentru SIDA. n octombrie 2003 a fost deschis un Centru de Cazare pentru Solicitan ii de Azil, iar lucrrile de reabilitare continu. Direc ia Principal pentru Refugia i - structura guvernamental central, creat n martie 2001, a primit asisten tehnic pe parcursul perioadei 2001-2003. Grdini a nr. 123, la care sunt nscrii copiii refugia ilor i solicitan ilor de azil, a primit o dona ie din partea UNHCR.
ncepnd din 2000, n Moldova au avut loc o serie de progrese legislative i institu ionale: n 2001 Republica Moldova a aderat la Conven ia privind Statutul Refugia ilor. Legea cu privire la statutul refugia ilor a intrat n vigoare la 1 ianuarie 2003. Direc ia Principal pentru Refugia i n cadrul guvernului i-a asumat responsabilitatea total pentru procedura de Determinare a Statutului de Refugiat. La nceputul anului 2003 a fost nfiin at Consiliul pentru Refugia i pentru a servi drept comitet administrativ pentru apel. Consiliul include membri oficiali ai Guvernului, ONG-urilor, academicieni i un reprezentant al UNHCR. Toate acestea nu ar fi fost posibile fr sprijinul partenerilor notri de implementare, printre care se afl Salva i Copiii, Centrul de Caritate pentru Refugia i, Centrul de Drept al Avoca ilor i Direc ia Principal pentru Refugia i din cadrul Departamentului Migra iune.

Established in 1969, the United Nations Population Fund has provided over 6 billion USD to developing and transition countries to improve their reproductive health and to support sustainable development goals. At the request of the Government of Moldova, UNFPA started its activities in the country in 1994 and its contribution increased after 2000. UNFPA had to respond to problems such as: high morbidity and maternal mortality rate; unwanted pregnancies and abortions; increased incidence of sexually transmitted infections (STIs), including HIV/AIDS; low use of modern contraception; low public awareness of reproductive health; violence against women. UNFPA's action in Moldova is strategically focused on the development of the national capacity in the field of reproductive health and family planning (RH/FP). Thus, UNFPA offers the necessary technical support to its partners in order to ensure successful implementation of projects on population and development. The objective of this action is the achievement of joint activities: FP standards and protocols have been drafted and adopted. RH/FP services have been included in the primary health care in order to increase the access of all people, especially of vulnerable people and those living in rural areas. Medical staff working in family planning consultation rooms have benefited of substantive training on how to provide family planning services. Manuals and training materials have been prepared for specialists in gynaecology, family care, and for nurses and midwives. Operational support has been provided to the Ministry of Health, Ministry of Education, Medical University N. Testemitanu, National Centre for Reproductive Health, Medical Genetics and Family Planning in Chisinau and other 45 FP consulting rooms throughout the country. The large public, especially young people, have been informed about how to lead a healthy lifestyle, prevent unwanted pregnancy and sexually transmitted diseases.

Toate acestea pentru realizarea unor activit i comune: Au fost elaborate i adoptate protocoale privind furnizarea de servicii de planificare familial (PF); Au fost introduse servicii de SR/PF la nivelul asisten ei medicale primare cu scopul de a spori accesul ntregii popula ii, cu precdere a popula iei dezavantajate i a celei din mediul rural; Personalul medical din cabinetele de planificare familial a fost instruit cu privire la furnizarea de servicii de planificare familial; Manuale i materiale de instruire au fost elaborate pentru specialitii n obstetric-ginecologie, medici de familie, asistente medicale i moae; Sprijin opera ional performant a fost oferit Ministerului Snt ii, Ministerului Educa iei, USMF N. Testemi anu, Centrului Na ional de Sntate Reproductiv, Genetic Medical i Planificare Familial din Chiinu i celor 45 de cabinete de PF din ar. Popula ia, n special tinerii, a fost informat i contientizat cu privire la un mod de via sntos, la prevenirea sarcinilor nedorite i a ITS.

As a result of all these activities, people's access to information and medical care services has increased. UNFPA is working to accomplish the following objectives by 2007: provide support to the Ministry of Health for the elaboration of a long-term strategy for reproductive health; reduce the maternal mortality rate by 10%; reduce the abortion rate by 10%-15%; reduce the syphilis rate by 10% (100,000 of the total population); increase the use of modern contraceptives by 10%; increase the number of FP patients by 20%; increase the RH/FP consultations by 30%; provide training to over 900 RH/FP service providers; increase by 65% the number of people well informed about the contraceptive methods. The good co-operation relationships between various national and international institutions with responsibilities in the RH/PF field lead to the harmonization of their activities. Among UNFPA's partners in Moldova we can mention the Moldovan Government, the Ministry of Health, the Medicine and Pharmacy State University N. Testemi anu, the National Centre for Reproductive Health, Medical Genetics and Family Planning, the Ministry of Education, the National Dispensary of Dermatovenerology, several centres for women's health (Dalila, Ana, Virginia), Family Planning Institutions, NGOs, other UN agencies and international organizations.

A urmat Studiul privind Sntatea Reproducerii (1997) realizat n colaborare cu UNICEF i CDC Atlanta, inaugurarea i suportul pentru cele trei Centre-pilot pentru Sntatea Femeii (Centrul Dalila n Chiinu, Centrul Virginia n Cahul i Centrul Ana n Drochia). La fel de importante au fost i sunt programele de furnizare de contraceptive moderne, pentru care UNFPA a alocat 439.000 USD n 1997 i 300.000 USD n 2001 n colaborare cu Guvernul olandez i Departamentul pentru Dezvoltarea Interna ional (DFID) al Guvernului Regatului Unit al Marii Britanii. Dac n anii 1994-1995 erau raportate anual circa 65.000-70.000 avorturi, n 2003 numrul acestora a sczut la aproximativ 15.000. De asemenea, s-a nregistrat o diminuare evident a mortalit ii materne i perinatale i o cretere n utilizarea contracep iei moderne.

The World Health Organization (WHO) was established in 1948 for the purpose of cooperation to promote the health of all people. WHO's goals are to build healthy populations and communities, and to combat ill-health. To achieve these goals, four strategic directions provide a broad framework for WHO's technical work: reducing excessive mortality, morbidity and disability, especially in poor and marginalized populations; promoting healthy lifestyles and reducing risk factors to human health that arise from environmental, economic, social and behavioural causes; developing health systems that equitably improve health outcomes, respond to people's legitimate demands, and are financially fair; elaborating an enabling policy and creating an institutional environment for the health sector, and promoting an effective health dimension to social, economic, environmental and development policy. In carrying out its activities WHO is focusing on the following six core functions:
articulating consistent, ethical and evidence-based policy and advocacy positions; managing information by assessing trends and comparing performance, setting the agenda for, and stimulating research and development; catalysing change through technical and policy support, in ways that stimulate cooperation and action and help to build sustainable national and international capacity; negotiating and sustaining national and global partnerships; setting, validating, monitoring and pursuing the proper implementation of norms and standards; stimulating the development and testing of new technologies, tools and guidelines for disease control, risk reduction, health care management and service delivery. In addition, WHO also proposes conventions, agreements, regulations and gives recommendations about international nomenclature of diseases, causes of death and public health practices. WHO develops, establishes and promotes international standards concerning food and biological, pharmaceutical and similar substances. The Republic of Moldova became a WHO member in May 1992, and three years later a Liaison Office was operational in Chisinau under the coordination of the Regional Office for Europe located in Copenhagen, Denmark. The overall goal of WHO in Moldova is to provide key technical support for the health sector development, advocating for health promoting policies and providing technical leadership. In collaboration with the government and other participants in the health sector, WHO aims at being a catalyst, broker and facilitator in building coalition and partnership in the health sector.

A National Health Policy has been drafted and submitted to the Government for analysis. Technical assistance has been provided to Governmental bodies in the implementation of the Health Insurance Scheme. WHO has assisted the Government in the development of the National Immunization Plan and has dealt with measures for the country's certification as polio-free. Support has been provided in areas of drug policy with considerable success in introducing national essential drug list. WHO's Regional Office defined Moldova as a country with increased health needs. Since 1997 collaboration between WHO and Moldova has been carried out through Biennial Medium-Term Programmes (MTPs) followed by a Biennial Collaborative Agreement (BCA) in 2002-2003. The priorities identified by the Government and WHO for 2004-2005 include: mother and child health (including reproductive health); strengthening stewardship function (institutional capacity building, development of health policy and of health information system); improving the health system (with focus on health financing); strengthening resource generation function (with emphasis on pharmaceutical products); water safety; HIV/AIDS; tuberculosis; noncommunicable diseases prevention (focus on hypertension, diseases of the digestive system, and breast and cervical cancer); food safety and mental health. Among WHO's partners and donors in Moldova there are other UN agencies (UNDP, UNICEF, UNAIDS, UNFPA, WB/PCU), EU/TACIS, the Soros Foundation, USAID/AIHA.

The new World Bank's Country Assistance Strategy for 2004-2007, based on consultations with the Government and stakeholders in the country, will focus on: helping the country reduce its high level of poverty, the highest in Europe, while addressing social and environmental risks; creating a competitive market environment, maintain macroeconomic stability, sustain economic growth and generate employment. The main areas of the Bank's support to Moldova will be as follows: promoting conditions for economic stability, stimulating economic growth, generating employment, improving access to social services, capital and community infrastructure, minimizing environmental risks, improving public sector governance and combating corruption. Impact on the Ground: The land privatisation is almost complete. Private farms now account for 80 percent of agricultural land as a result of restructuring. Progress has been made in the privatisation of the energy sector. Three out of five power generation companies and the gas distribution company have been sold to strategic investors. Pension arrears have been eliminated. Social and economic services to poor rural areas have been improved. Challenges Ahead: Poverty remains very high. The country still faces a large debt burden. Continued economic hardship has led to large-scale emigration. Foreign and domestic investment is insufficient for economic growth. The economy remains vulnerable to negative external shocks.

Impactul pe plan local: Privatizarea pmnturilor este aproape complet. Ca urmare a procesului de restructurare, fermele particulare reprezint aproape 80% din pmntul cultivabil. S-au realizat progrese n privatizarea sectorului energetic. Trei din cele cinci companii de energie electric i compania de distribu ie a gazelor au fost cumprate de investitori strategici. ILO - IPEC: Eliminarea celor mai grave forme ale muncii copilului
n ianuarie 2004, ILO i Guvernul Moldovei au semnat un Memorandum de n elegere care va servi ca baz legal pentru urmtorii cinci ani de cooperare n eliminarea muncii copiilor, cu prioritate a celor mai grave forme ale muncii copiilor n Moldova. Un Comitet Na ional Director va oferi consultan pentru politicile din domeniile principale de activitate,va analiza i evalua activit ile desfurate de IPEC i va asigura atingerea obiectivelor ILO n domeniul muncii copiilor. Proiectul regional intitulat Proiect de asisten tehnic pentru combaterea muncii i exploatrii sexuale a copiilor, inclusiv a traficului de copii PROTECT ECE este implementat de IPEC n rile din Europa Central i de Est, inclusiv n Republica Moldova. Cu sprijinul financiar al guvernelor Statelor Unite ale Americii i Germaniei, proiectul va contribui la eliminarea celor mai grave forme ale muncii copilului, inclusiv a traficului intern i extern al copiilor prin: Contientizarea fenomenului muncii copiilor, incluznd cele mai grave forme ale acestui fenomen, prin intermediul sondajelor de opinie, a studiilor tematice i identificarea bunelor practici. Diseminarea informa iei i schimbul de experien e ntre partenerii IPEC prin intermediul unor centre de documentare i activit i menite s creasc gradul de contientizare, att la nivel local ct i na ional. Sprijin pentru formularea, implementarea i aplicarea unor politici i legisla ii n conformitate cu Conven ia ILO nr. 182 i crearea unui sistem de monitorizare a muncii copilului. Promovarea angajrii tinerilor i persoanelor din categorii marginalizate prin analize ale pie ei muncii, mobilizarea sindicatelor i organiza iilor patronale i oferirea de alternative viabile familiilor vulnerabile. Time for Equality at Work
ILO's goal on its specialized field of protecting migrant workers has concentrated on assisting countries in policy formulation, and in establishing or strengthening legislation, administrative measures, structures and practices for an effective management of labour migration. The International Migration Programme (MIGRANT) started in October 2003 the implementation of its 2year project entitled Employment, vocational training opportunities and migration policy measures to prevent and reduce trafficking in women in Albania, Moldova and Ukraine designed to assist Moldova in the process of policy formulation, in establishing or strengthening legislation, administrative measures, structures and practices for an effective management of labour migration. On one hand the project targets trafficked women or potential victims of traffickers, and on the other hand it is intended for government officials ministries who will be active in combating the trafficking, in reducing the number of victims, and in rehabilitating them by means of targeted employment and training programmes. The project aims to: Develop national migration policies, management and structures in the context of employment policies and promote orderly migration process. Ensure the migrant workers' protection by working with targeted ministries to draft model bi-lateral agreements on labour force, to promote bi-lateral negotiations, as well as to improve and develop the legislation regulating private job placement agencies and other institutions recruiting for jobs abroad. This goal will be achieved by formulating gender-balanced migration measures. Promote the creation of a single labour market information system on job opportunities, both at home and abroad. Provide training of the relevant officials on the implementation of ILO's standards and recommendations on migration and employment policies. Promote gender-balanced equal opportunities in employment, and provide training programmes contributing to the reduction of the number of trafficked victims. Provide micro-credits to potential victims and victims of trafficking in order to start up their own business. Expected benefits: Technical assistance and guidance would be provided to labour ministries and relevant partners in formulation of a comprehensive national legislation policy, administration and practical measures for labour migration management. A local pilot project (per country), integrated in the national employment and training strategy, would be developed and established in a selected community. At the end of the project: Between 250 to 300 trafficked victims or potential victims at risk would be provided with training or employment opportunities in the selected city or community. 40 to 80 trafficked women or potential victims of trafficking would be provided with micro-credits. International and national partners of this project are the Stability Pact for South Eastern Europe Task Force on Trafficking in Human Beings, UNDP, IOM, ILO-IPEC, UNIFEM, the Ministry of Labour and Social Affairs, the Ministry of Foreign Affairs, the Ministry of Justice, the Migration Department, the National Employment Service, representatives of employees and employers etc.

Urmrind protejarea muncitorilor migran i, ILO i-a concentrat eforturile pentru sprijinirea rilor n procesul de elaborare a politicilor specifice, n crearea i consolidarea legisla iei, a msurilor administrative, a structurilor i practicilor necesare pentru gestionarea migra iei pentru munc. Astfel, Programul Interna ional pentru Migra ie (MIGRANT) a ini iat n octombrie 2003 implementarea unui proiect de doi ani intitulat Oportunit i de angajare i instruire profesional, msuri ale politicii migra ionale de prevenire i reducere a traficului de femei n Albania, Moldova i Ucraina, menit s sprijine Moldova n procesul de formulare a politicilor, n stabilirea sau consolidarea cadrului legislativ, a msurilor administrative, a structurilor i practicilor necesare gestionrii migra iei pentru munc. Acest proiect are ca grup int femeile traficate i poten ialele victime ale traficului, precum i oficiali din ministere care se vor implica activ n combaterea traficului, n reducerea numrului de victime i reabilitarea lor prin proiecte de calificare sau de angajare. Proiectul urmrete: Dezvoltarea politicilor na ionale de migra ie, managementul i structurile necesare pentru politicile de munc i promovarea unui sistem unitar de migra ie; Asigurarea protec iei muncitorilor migran i prin colaborarea cu ministerele de profil pentru elaborarea unor acorduri bilaterale care s serveasc drept model, pentru promovarea de negocieri bilaterale, precum i pentru mbunt irea i dezvoltarea legisla iei care reglementeaz activitatea agen iilor de recrutare n ar i n strintate. Acest obiectiv va fi realizat prin elaborarea unor msuri nediscriminatorii de protejare a migran ilor. Promovarea unei pie e unice pentru ofertele de munc n strintate. Pregtirea oficialilor pentru implementarea standardelor i recomandrilor ILO n domeniul migra iei i a politicilor de munc. Promovarea oportunit ilor egale de munc i dezvoltarea unor programe de instruire care s contribuie la reducerea numrului de victime ale traficului. Acordarea de micro-credite persoanelor traficate sau poten ialelor victime pentru nceperea propriilor afaceri.
Rezultate preconizate: Asisten tehnic i consiliere acordat ministerelor de profil i altor parteneri relevan i n elaborarea unei politici na ionale integrate, a mijloacelor de administrare i a bunelor practici n managementul migra iei pentru munc. Dezvoltarea unui proiect pilot la nivelul unei comunit i alese (pentru fiecare ar) care s se integreze n strategia na ional de munc: ntre 250 i 300 de victime sau posibile victime ale re elelor de trafic vor beneficia de cursuri de pregtire, sau oportunit i de angajare. ntre 40 i 80 de femei traficate sau posibile victime vor beneficia de micro-credite pentru nceperea propriei afaceri. IOM provides advice to the Government on how to manage the country's migration flows, promote legal opportunities for migration and combat human trafficking and irregular migration. IOM Moldova manages a number of programmes on understanding migration and addressing the complex and interlinked policy considerations it raises. Among them, there are: A comprehensive counter-trafficking programme aimed to prevent and discourage trafficking and to strengthen the capability of relevant government authorities and civil society in Moldova to effectively combat the phenomenon. Micro-enterprise programmes provided various types of entrepreneurial training to minimize irregular migration and the risk of trafficking for vulnerable groups. An information campaign aimed at increasing awareness of the target audience about the realities of irregular migration. In particular, the project increased awareness of the particular risks for women, such as health risks, exploitation, violence and other abuses that potential trafficked migrants may be subjected to. Capacity building for law enforcement has been increased among officials. Equipment, training and technical assistance have been provided to the Border Guards. Migration legislation has been revised. Selected border points have been upgraded. As a result of IOM's programmes in Moldova: Over 1,200 victims of trafficking have been returned home and have been provided with reintegration assistance including transit, reinstallation grants, job training, medical, psychological and legal assistance. A rehabilitation centre was created in Chisinau to provide effective treatment to victims of trafficking. The centre has separate friendly wings for adults and children (supported by UNICEF) and provides social and psychological counselling, psychiatric, gynecological and medical examinations and treatment. Over 500 victims of trafficking have benefited from these services so far. IOM gratefully acknowledges the support of the Moldovan government and the support and financial contributions from the European Union, the US State Department, Swedish International Development Cooperation Agency (Sida), Swiss Agency for Development and Cooperation, the governments of Denmark and Norway. We also pay tribute to the enthusiasm and dedication of many NGOs that work with us to protect the interests and human rights of migrants.
The International Organization for Migration (IOM) was established in 1951 as an intergovernmental organization to resettle European displaced persons, refugees and migrants. After half a century of worldwide experience, IOM has grown to encompass a variety of migration management activities and has thus become the leading international organization working with migrants and governments to provide human responses to migration challenges. Headquartered in Geneva, Switzerland, IOM has over 150 offices throughout the world. Although not part of the United Nations system, IOM maintains close working relations with UN bodies and operational agencies. As a result of the alarming number of trafficked victims returning home, in 2001 IOM decided to set up an office in Moldova, a country where limited economic opportunities and poverty continue to make young girls and women easy prey for international traffickers who enslave them as sex workers and/or domestic workers and are routinely raped, brutalized and tortured.

OIM ofer sprijin guvernului n gestionarea fluxurilor de migra ie, promovarea unor oportunit i legale de migrare, n combaterea traficului cu fiin e umane dar i a migra iei nereglementate. OIM Moldova coordoneaz o serie de programe pentru n elegerea migra iei i a altor aspecte care decurg din acest proces. Printre acestea se afl: Un program ce a urmrit prevenirea i descurajarea traficului cu fiin e umane i consolidarea capacit ii autorit ilor guvernamentale i a societ ii civile n contracararea fenomenului. Programe pentru micro-ntreprinderi au oferit training antreprenorial pentru reducerea migra iei nereglementate i a riscului de trafic pentru grupurile vulnerabile. O campanie informativ a vizat contientizarea riscurilor migra iei nereglementate. Acest proiect a contribuit n special la contientizarea riscurilor la care sunt expuse femeile, efectele asupra snt ii, cazurile de exploatare i violen , precum i alte abuzuri la care pot fi supuse persoanele traficate. Consolidarea capacit ii oficialilor moldoveni n aplicarea legisla iei. Poli ia de frontier a beneficiat de echipament, cursuri de pregtire i asisten tehnic. Legisla ia n domeniul migra iei a fost revizuit. Punctele de trecere a frontierei au fost modernizate. Ca urmare a programelor OIM n Moldova: Peste 1.200 de persoane traficate s-au ntors acas unde li s-a oferit asisten pentru reintegrarea n comunitate, incluznd transport, cursuri de recalificare, asisten medical, juridic i psihologic. n Chiinu a fost creat un centru de reabilitare pentru victimele re elelor de trafic cu fiin e umane. Centrul are sec ii prietenoase separate pentru adul i i copii (cu sprijinul UNICEF) i ofer consiliere psihologic i social, consulta ii i tratamente medicale, ginecologice i psihiatrice. Pn n prezent, peste 500 de persoane, victime ale traficului cu fiin e umane au beneficiat de aceste servicii. OIM este recunosctoare pentru sprijinul acordat de Guvernul Moldovei n cadrul proiectelor i pentru contribu iile financiare din partea Uniunii Europene, a Departamentului de Stat al SUA, a Agen iei Suedeze pentru Dezvoltare i Cooperare Interna ional (Sida), a Direc iei Elve iene pentru Dezvoltare i Cooperare (DDC), a Guvernelor Danemarcei i Norvegiei. De asemenea, apreciem entuziasmul, dedica ia i implicarea activ a organiza iilor neguvernamentale care au colaborat cu noi pentru protejarea intereselor i drepturilor migran ilor.

In Moldova UNAIDS operates mainly through the country-based staff of its seven co-sponsors assembled in a Theme Group (TG) on HIV/AIDS who share information, plan and monitor coordinated action between themselves and with other partners, and decide on joint financing of major AIDS activities.
Activities of the UN Theme Group on HIV/AIDS in Moldova include designing and launching a series of successful projects such as: Development of the first National Strategic Plan for HIV/AIDS Prevention for 2001-2005, and two National Strategies for HIV/AIDS Advocacy and HIV/ AIDS Communication. Provision of specific guidelines and training professionals in order to help the government to implement activities specified in the National HIV/AIDS Plan. Pilot project on needle-exchange in prisons and methadone maintenance therapy. Assistance provided to the Ministry of Health to conclude with pharmaceutical companies an agreement that has reduced the cost of antiretroviral drugs by 80%. Technical assistance and coordination provided to nine projects. Some of the most significant ones are Prevention of HIV/AIDS and Sexual Transmitted Infections (STIs) among Female Sex Workers, Capacity Building in Communication in HIV/AIDS, Establishment of a National Monitoring and Evaluation System in HIV/AIDS, Support to the National Programme on Prevention and Control of HIV/AIDS, STIs, etc. Interventions targeted at intravenous drug users resulted in a reduction of the rate of HIV infection among intravenous drug users from 76% in 2000 to 69.85% in 2001 and to 51.91% in the first half of 2003. Strengthening the capacity of the National Committee on HIV/AIDS. Implementation of an HIV/AIDS and STIs prevention project in the armed forces. Furthermore, the UN Theme Group on HIV/AIDS has proved to be very active in raising funds to support these projects, either from its own resources or from a variety of donors such as Sida, UNAIDS, UNDP, Soros Foundation, World AIDS Foundation, GFTAM and WB. In 2002, for example, the UN Theme Group led the efforts to mobilize 8.2 million USD from the Global Fund and the World Bank for the implementation of the National HIV/AIDS Programme. UNESCO's activities have benefited of high media coverage. Their outputs have been debated in national seminars and conferences and, further on, published in guidebooks for teachers. For the 2004-2005 biennium, the National Commission has submitted twelve other participation programmes for UNESCO Executive Council's approval.
Through its local strategies and activities in Moldova, UNESCO is actively pursuing the United Nations Millennium Development Goals, especially those aiming to: halve the proportion of people living in extreme poverty by 2015; achieve universal primary education by 2015; eliminate gender disparity in primary and secondary education by 2005; help Moldova implement a national strategy for sustainable development by 2005 in order to reverse current trends in the loss of environmental resources by 2015. Many UNESCO projects could not have been successfully accomplished without the implementation support of UNDP, UNICEF, the World Bank, artistic unions, scientific institutes, educational establishments, the civil society and the large public. All projects are financed by UNESCO Paris and implemented in co-operation with partners working in the same specific fields as UNESCO. UNESCO works to create the conditions for true dialogue, based upon respect for commonly shared values and the dignity of local civilization and culture. This role is critical, particularly when it comes to face the terrorism, which constitutes an attack against humanity. Thus, the world urgently requires a global vision on sustainable development based upon observance of human rights, mutual respect and alleviation of poverty, all of which lie at the heart of UNESCO's mission and activities.

Comisia Na ional pentru UNESCO este prezent n Moldova din 1993, timp n care a derulat peste 30 de programe de participare cu un volum de circa 500.000 USD. Proiectele au vizat patrimoniul cultural al Republicii Moldova, conservarea tradi iilor muzicale, dimensiunea cultural n dezvoltarea social, dialogul interetnic, tehnologiile informa ionale, ecologia apei, cultura pcii, educa ia pentru to i, educa ia artistic, libertatea presei, dezvoltarea tiin ei, etc. Activit ile derulate de UNESCO au beneficiat de o mare vizibilitate n mass-media, rezultatele fiind dezbtute n conferin e i seminare na ionale i ulterior sintetizate n lucrri, culegeri i ghiduri pentru profesori. Pentru bienala 2004-2005 Comisia Na ional a propus spre aprobare Consiliului executiv UNESCO 12 programe de participare. Prin strategiile i activit ile locale n Moldova, UNESCO urmrete consecvent realizarea pn n 2015 a Obiectivelor de Dezvoltare ale Mileniului, mai ales cele privind: reducerea cu jumtate a propor iei oamenilor care triesc n srcie extrem; asigurarea educa iei primare universale; eliminarea diferen elor de gen n educa ia primar i secundar; sprijinirea Moldovei n implementarea unei strategii na ionale pentru dezvoltare durabil pn n 2005 i pentru stoparea tendin elor actuale de risipire a resurselor naturale. O bun parte din proiectele UNESCO au fost realizate n colaborare cu PNUD, UNICEF, Banca Mondial, uniunile de crea ie, institu ii tiin ifice i de nv mnt, societatea civil, publicul larg. Toate proiectele sunt finan ate de UNESCO Paris, parteneri fiind institu iile ce in de domeniile de ac iune specifice UNESCO. UNESCO i ndreapt eforturile spre crearea condi iilor necesare unui dialog veritabil, bazat pe respect pentru valorile comune i demnitatea civiliza ilor culturii locale. Acest rol este de o importan major, mai ales n fa a amenin rilor teroriste care sunt un pericol la adresa umanit ii. Omenirea are nevoie de o viziune global asupra dezvoltrii durabile, bazat pe respectarea drepturilor omului, respect reciproc i eliminarea srciei, toate aceste principii stnd la baza activit ii i misiunii UNESCO.

Most mayors are men (women represent 15% of the total number). Even in institutions or organizations where the majority of employees are women, men almost always hold positions of authority. Due to the economic difficulties, many women (some of them with high intellectual potential) are compelled to leave for other countries to earn their livings. The UNIFEM Regional Survey data on Domestic Violence and Sexual Harassment at the Work Place (2001-2002) indicates that the overwhelming majority of respondents (82%) recognized the existence of domestic violence against women. Aiming to improve the living conditions of women in Moldova, UNIFEM CIS Office works in cooperation with government, non-governmental organizations (NGOs), experts in gender issues, research institutions, statistical agencies and other international partners within the UN system in order to promote gender justice and women's political participation, secure women's economic rights, and eliminate all forms of violence against women. In May 2003, following a series of discussions and consultations among the Government of Moldova, UNIFEM and the civil society, the UNIFEM project Promoting equal rights and opportunities in Moldova through support for gender equality legislation and building capacity for its implementation was launched. The project has three components in the frame of which the following results have been achieved: Legislative: A Gender Analysis of the Moldovan Legislation was prepared. The Gender Equality Law was drafted in collaboration with experts from the CEE and CIS and it is currently under discussion. The Regional Conference on Best Practices in Drafting and Enforcing Gender Equality Laws was organized in Chisinau on March, 2004. Training: Workshops and seminars with key groups in gender issues are organised: Gender Focal Point, lawyers from ministries, journalists, Women's NGOs representatives etc. Public awareness: Preparation of mass-media articles, TV and radio broadcasts, public debates. Collaboration with mass media has increased the public awareness in gender related issues. In the frame of its implementation process, UNIFEM Project cooperates with other UN agencies, projects and different NGOs in the field of gender equality. Successful implementation of the project will contribute to the implementation of the National Plan for Promotion of Gender Equality (2003-2005) and the National Action Plan in Human Rights (2004-2008).

Un sondaj regional n problema violen ei domestice i a hr uirii sexuale la locul de munc, realizat de UNIFEM n 2001-2002, indic faptul c majoritatea responden ilor (82%) recunosc existen a violen ei domestice mpotriva femeilor. Urmrind s mbunt easc condi iile de via ale femeilor din Moldova, Oficiul UNIFEM CSI coopereaz cu Guvernul, ONG-uri, exper i n gender, institute de cercetare, agen ii statistice i al i parteneri din sistemul Na iunilor Unite pentru a promova egalitatea ntre genuri, participarea femeilor n via a politic, siguran a economic a femeilor i pentru a elimina toate formele de violen mpotriva femeilor. n mai 2003, ca rezultat al discu iilor purtate ntre reprezentan ii Guvernului Moldovei, ai societ ii civile i UNIFEM, a fost lansat proiectul UNIFEM Promovarea drepturilor i oportunit ilor egale n Moldova prin sus inerea legisla iei n egalitatea gender i consolidarea mecanismului de implementare a acesteia. Proiectul con ine trei componente n cadrul crora au fost realizate urmtoarele activit i: Legislativ: A fost efectuat analiza gender a legisla iei din Republica Moldova. Contientizarea public: Proiectul include articole publicate n mass-media, programe radio i TV, dezbateri publice. Colaborarea cu mass-media a ridicat gradul de contientizare a acestor probleme n rndul publicului larg. Proiectul UNIFEM coopereaz cu alte agen ii i proiecte ale Na iunilor Unite i cu organiza ii neguvernamentale n domeniul problemelor egalit ii genurilor. Implementarea cu succes a proiectului va contribui la aplicarea Planului Na ional Promovarea egalit ii genurilor umane n societate pentru perioada 2003-2005 i a Planului Na ional de ac iuni n domeniul drepturilor omului pentru anii 2004-2008.
