Most people are familiar with the sight of the skyblue United Nations flag flying over peace-keeping or disaster relief operations. These news items readily catch public attention. By contrast, many UN activities to improve people's daily life remain little known. This publication documents how the specialized agencies of the United Nations contribute to making the world at large, and the Republic of Moldova in particular, a better place to live. The Millennium Development Goals set the direction and pace of the UN agencies' global efforts. To help Moldova achieve its own Millennium Development Goals, we have mobilized capacities and resources from all over the world through wide-ranging partnerships with state organizations, private companies, civil society and the international community. All the agencies of the United Nations are united in this undertaking. Working side by side with the Moldovan people, we are confident that, together, with sustained efforts and solid commitment, we will reach these goals. The Millennium Development Goals are our common challenge. Let us all join hands to reach them, and we will make Moldova a better place. Acestea sunt cele care atrag de cele mai multe ori aten ia public. Alte activit i prin care Na iunile Unite contribuie la mbunt irea vie ii noastre n fiecare zi sunt ns mai pu in cunoscute. Pentru ca oamenii s tie toate acestea, publica ia de fa descrie ac iunile pe care agen iile specializate ale Na iunilor Unite le ntreprind pentru a transforma lumea, i n special Moldova, ntr-un loc de via mai bun. Obiectivele de Dezvoltare ale Mileniului stabilesc la nivel global direc iile spre care ONU trebuie s-i ndrepte eforturile. Pentru a realiza aceste obiective n Moldova, am mobilizat toate capacit ile i resursele noastre globale i am extins parteneriatele cu sectorul public si cel privat, cu societatea civil i comunitatea interna ional. Millennium Development Goals - the Road Ahead


Gathered in New York in September 2000, heads of State and Government adopted the United Nations Millennium Declaration where they reaffirmed their faith in the UN Charter's principles and established eight global objectives known as Millennium Development Goals (MDGs) to translate them into actions. The MDGs represent a partnership between the developed countries and the developing countries designed to create an environment - at the national and global levels alike - which is conducive to development and the elimination of poverty. By pursuing these goals the UN in Moldova accomplishes its mission of assisting the country in turning MDGs into national goals and integrating them into national policies and programmes. Thus, by 2015, Moldova will have achieved the following goals and targets:

6. Combat HIV/AIDS, malaria and other diseases


Halt and begin to reverse the spread of HIV/AIDS. Halt and begin to reverse the incidence of malaria and other major diseases.

7. Ensure environmental sustainability


Integrate the principles of sustainable development into country policies and programmes and reverse the loss of environmental resources. Reduce by half the proportion of people without sustainable access to safe drinking water. Achieve significant improvement in the lives of at least 100 million slum dwellers by 2020.

8. Develop a global partnership for development


Develop further an open, rule-based, predictable, non-discriminatory trading and financial system. Address the special needs of the Least Developed Countries. Address the Special Needs of landlocked countries and small island developing States. Deal comprehensively with the debt problems of developing countries through national and international measures in order to make debt sustainable in the long term. In co-operation with developing countries, develop and implement strategies for decent and productive work for youth. In co-operation with pharmaceutical companies, provide access to affordable, essential drugs in developing countries. In co-operation with the private sector, make available the benefits of new technologies, especially information and communications.

1. Eradicate extreme poverty and hunger


Reduce by half the proportion of people living on less than a dollar a day. Reduce by half the proportion of people who suffer from hunger.

2. Achieve universal primary education


Ensure that all boys and girls complete a full course of primary schooling.

3. Promote gender equality and empower women


Eliminate gender disparity in primary and secondary education, preferably by 2005, and at all levels by 2015.

4. Reduce child mortality


Reduce by two-thirds the under-five mortality rate.

5. Improve maternal health


Reduce by three quarters the maternal mortality ratio.

Obiectivele de Dezvoltare ale Mileniului - Un drum de parcurs


La reuniunea din septembrie 2000 din New York, efii de state i de guverne au adoptat Declara ia Mileniului unde i-au reafirmat ncrederea n principiile Cartei Na iunilor Unite i au fixat opt obiective globale, cunoscute ca Obiectivele de Dezvoltare ale Mileniului (ODM), pentru transpunerea acestor principii n practic. Obiectivele au fost gndite ca un parteneriat ntre rile dezvoltate i rile n curs de dezvoltare n scopul crerii unui mediu propice - att la nivel na ional ct i interna ional - care s genereze dezvoltare i s conduc la eliminarea srciei. Urmrind s ating aceste obiective, Biroul Na iunilor Unite n Moldova i ndeplinete misiunea de a sprijini ara n transformarea Obiectivelor de Dezvoltare ale Mileniului n obiective na ionale i apoi integrarea acestora n programe i politici na ionale. Astfel, pn n 2015, Moldova va realiza urmtoarele obiective i sarcini:

At present, the UN family in Moldova includes a vast range of UN agencies and organizations that work to improve peoples lives in countless ways: the United Nations Development Programme (UNDP); the United Nations Childrens Fund (UNICEF); the United Nations High Commissioner for Refugees (UNHCR); the United Nations Population Fund (UNFPA); the World Health Organization (WHO); the Bretton Woods Institutions: the International Monetary Fund (IMF) and the World Bank (WB); other UN Agencies and Programmes: the Food and Agriculture Organization (FAO); the International Labour Organization (ILO); the International Organization for Migration (IOM); the Joint United Nations Programme on HIV/AIDS (UNAIDS); the National Commission for UNESCO (United Nations Educational, Scientific and Cultural Organization); and the United Nations Development Fund for Women (UNIFEM). The office of the UN Resident Coordinator is responsible for facilitating inter-agency cooperation through advocacy, sharing information and working together to increase public awareness, creating and implementing new programmes and joint services. Also, for the UN organizations which are not physically present in Moldova, the UN Resident Coordinator provides local support by monitoring their programme interventions, by administering their financial and logistic activities as well as promoting their special mandates nationwide.

Twelve Years of the UN in Moldova. And the Story Goes On


Moldova became a member of the United Nations in March 1992 and since then, the UN specialized agencies have registered noteworthy success in improving the living standards in Moldova. For more than twelve years, the UN agencies have been highly active in fighting against poverty, promoting democracy and sound governance, promoting women in social life, development of the private sector, protection of children's rights, promotion of the health reform, assistance to refugees and displaced persons and in many other important areas. Since 2000 when the Millennium Declaration set out for each UN member-state eight Millennium Development Goals to be achieved by 2015, the UN in Moldova has been making a lot of effort to transform them into reality.

Harmonizing Efforts to Fight Poverty


The United Nations Development Programme (UNDP) is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. At the request of the UN Secretary General, Kofi Annan, UNDP acts as the coordinator for the Millennium Development Goals in the UN system, playing a major role in the implementation of the Millennium Project and the Millennium Campaign. In 1992, shortly after Moldova became a UN member state, UNDP inaugurated its office in Chisinau with a mission to achieve the goal of sustainable development in Moldova, to coordinate the activity of other UN agencies active in Moldova and to represent the non-resident agencies in the country. The UNDP Resident Representative is also the leader of the UN Country Team, playing an important role in the coordination and preparation of country monitoring reports, building up closer collaboration on policy advocacy, such as in the Economic Growth and Poverty Reduction Strategy Paper (EGPRSP) process, and giving a strong response to national MDGs priorities through the UN Development Assistance Framework and Country Programmes. Through such coordination, UNDP seeks to achieve greater unity of purpose and coherence of effort together with various members of the UN family in responding to the needs of the country and its people as well as to ensure the most effective use of the UN and international aid resources.

The new Country Cooperation Framework (CCF) for the period 2002-2006 promotes an environment that enables 'pro poor' sustainable human development. Two programme areas for UNDP's assistance have been established:

1. Good Governance aiming at:


integrating sustainable human development concepts in policy formulation and implementation; establishing fair and efficient administration of justice; increasing public awareness of human rights treaties and norms; improving governance in order to develop local communities.

2. Social Integration focused on:


improved efficiency, accountability and transparency in the civil service; planning, implementing and monitoring anti-poverty policies and programmes; policy and strategy formulation on the advancement of women and gender equality in line with the Convention on the Elimination of all Forms of Discrimination Against Women. UNDP's overall assistance to Moldova during 1993-2004 amounts to over 19 million USD of which more than 10 million USD are UNDP's core funds and about USD 9 million are project specific contributions.

Armonizarea eforturilor pentru combaterea srciei


Programul Na iunilor Unite pentru Dezvoltare (PNUD) reprezint re eaua global de dezvoltare a Na iunilor Unite, care promoveaz schimbarea i conecteaz rile la informa ii, experien a i resursele necesare pentru a ajuta oamenii s-i construiasc o via mai bun. La cererea Secretarului General al Na iunilor Unite, Kofi Annan, PNUD coordoneaz n sistemul Na iunilor Unite procesul de realizare a Obiectivelor de Dezvoltare ale Mileniului, jucnd un rol important n implementarea Proiectului Mileniului i a Campaniei Mileniului. n 1992, la pu in timp dup ce Moldova devine membr a Na iunilor Unite, n Chiinu este inaugurat biroul PNUD cu misiunea de a realiza dezvoltarea durabil a rii. n plus, PNUD are misiunea de a coordona activitatea celorlalte agen ii ONU n Moldova i de a reprezenta agen iile care nu au o prezen fizic n ar. Reprezentantul permanent al PNUD n Moldova conduce echipa de lucru ONU, avnd un rol important n coordonarea i pregtirea rapoartelor de ar, n stimularea unor rela ii mai strnse de colaborare pentru promovarea politicilor publice, aa cum s-a ntmplat n cazul Strategiei pentru Cretere Economic i Reducere a Srciei, precum i n adoptarea unor strategii ferme pentru realizarea Obiectivelor de Dezvoltare ale Mileniului prin Cadrul ONU de Asisten pentru Dezvoltare i Programele de ar. Prin coordonarea acestor activit i, PNUD ncearc s realizeze o unitate a scopurilor i o coeren a eforturilor depuse de membrii familiei Na iunilor Unite, att n procesul de solu ionare a nevoilor rii i a cet enilor si, ct i pentru a asigura utilizarea eficient a resurselor interna ionale de ajutor a Na iunilor Unite. Noul Cadru de Cooperare pe ar pentru perioada 2002-2006 urmrete s creeze un mediu favorabil dezvoltrii durabile pentru oamenii sraci. 1. Guvernarea eficient, care urmrete:


integrarea conceptelor dezvoltrii umane durabile n formularea i implementarea politicilor; administrarea corect i eficient a justi iei; creterea gradului de contientizare public a tratatelor i normelor referitoare la drepturile omului; mbunt irea actului de guvernare n vederea dezvoltrii comunit ilor locale.

2. Integrarea social concentrat pe:


creterea eficien ei, a responsabilit ii i transparen ei func iei publice; planificarea, implementarea i monitorizarea politicilor i programelor anti-srcie; formularea unor politici i strategii pentru promovarea femeilor i a egalit ii genurilor n concordan cu Conven ia pentru Eliminarea Tuturor Formelor de Discriminare mpotriva Femeilor. n perioada 1993-2004, volumul total al asisten ei PNUD n Moldova se ridic la peste 19 milioane USD, din care mai mult de 10 milioane USD sunt fonduri proprii PNUD i 9 milioane USD sunt contribu ii ale donatorilor pentru diferite proiecte.

Major achievements of UNDP in Moldova: 39 female politicians from 6 political parties running for the 2003 local elections have been trained in gender related issues. Almost half of them have been elected. A multidimensional poverty map, software applications for poverty mapping and a series of surveys on poverty were carried out between 2000-2003. Strategies for Poverty Reduction and Tourism Development, a General Urban Plan and a Housing Strategy of the municipality of Chisinau, thematic reports on the state of the art in areas related to the three Rio Conventions for the national capacity self-assessment and other draft laws have been completed. More than 15,000 teenagers and 700 officials have received training on anti-trafficking issues. More than 200 victims have been represented in penal and civil trials, and have been provided with new documents and identity papers. More than 9,000 citizens have been involved in public awareness campaigns on fighting corruption. 15 localities have taken part in the movement for elaborating local development plans (Local Agenda 21) and their implementation through the partnership of local public authorities, civil society organizations and private sector. 900 representatives of national minorities (working as public servants, teachers, librarians, journalists, social workers, economists, doctors, militaries and unemployed) have been trained to use the state language as a second communication language for easier integration in the social, economic and cultural life of the country. The first Methodological Guide for Teachers 'Teaching and Learning Language through Communication' and the First Level Book 'Language that Unites Us' have been published. A set of 8 non-didactical video films and one video advertisement has been created and widely promoted. 21,500 sets of books '12 Themes of Communication. A Pocket Guide' in Ukrainian, Russian, Gaugauz and Bulgarian have been published and disseminated. 300 representatives of the judicial system have been trained on the implementation of the new criminal legislation and criminal procedure. The National Human Rights Action Plan for 2004-2008 has been developed and approved by the Parliament of the Republic of Moldova.

Helping Moldova to Achieve Sustainable Development


In the design and implementation of its operational strategies and programme interventions, UNDP integrates six crosscutting themes: fostering civil society, poverty alleviation, gender equality, promotion of human rights, environment and access to information. UNDP is engaged in a vast number of projects that touch every aspect of people's lives. They range from programmes aiming at sustainable development of tourism and human settlements, to those developing a fair and efficient administration, and fighting the nationwide corruption. There are projects that provide women and men with the necessary knowledge, capacities and skills of modern leaders, that increase social cohesion through improved national language proficiency, that prevent trafficking in human beings, that reduce drug trafficking, that coordinate the response to the AIDS pandemic. There are also programmes that address the needs of the poor in rural and urban areas, that develop an information technology society, the infrastructure and the environmental management. Ultimately, UNDP's work is about making a healthier, more stable Moldova with enhanced opportunities and justice for all people.

Aproape jumtate dintre ele au fost alese n circumscrip iile lor. O hart a srciei, multidimensional, aplica ii electronice pentru reprezentarea gradului de srcie i o serie de sondaje de opinie pe aceast problematic au fost realizate n 2002-2003. Strategii pentru reducerea srciei i dezvoltarea turismului, conceptul Planului General de Urbanism, Programul pentru Construc ia de Locuin e realizat de Primria Chiinu, rapoarte tematice despre situa a n domeniile ce in de cele trei Conven ii de la Rio pentru auto-evaluarea capacit ii na ionale i o serie de proiecte de lege au fost finalizate. Peste 15.000 de adolescen i i 700 de func ionari publici au participat la cursuri de pregtire n combaterea traficului cu fiin e umane. 200 de victime au primit acte de identitate noi. Mai mult de 9.000 de cet eni au participat n campanii de informare public pentru combaterea corup iei. 15 localit i au participat n ac iunea de pregtire a planurilor de dezvoltare local (Agenda Local 21) i n implementarea acestora prin parteneriate ncheiate cu autorit ile publice locale, organiza iile societ ii civile i sectorul privat. 900 de reprezentan i ai minorit ilor na ionale (persoane ce lucreaz ca func ionari publici, profesori, bibliotecari, jurnaliti, asisten i sociali, economiti, doctori, cadre militare i omeri) au beneficiat de cursuri pentru utilizarea limbii de stat astfel nct s faciliteze o integrare mai uoar n via a social, economic i cultural a rii. Primul ghid metodologic pentru profesori "Predarea i nv area limbii prin comunicare" i o carte pentru primul an de studiu "Limba care ne unete" au fost publicate. Au fost create i promovate intens 8 filme video nondidactice i un spot publicitar. Cartea "12 teme de comunicare. A Driving Force that Helps Build a World Fit for Children
UNICEF was founded in 1946 as a response to the difficulties faced by children throughout the world. Since then it has marked important landmarks in promoting the rights of the children. From the Nobel Prize awarded in 1965 to the worldwide drive to save the lives of millions of children each year launched in the 80s, from the UN Convention for Children's Rights in 1989, the largest recognized and widely accepted international treaty, to the UN Special Session for Children in 2002, UNICEF is constantly following its mission to create a world fit for children.

Early childhood is critical for the intellectual, emotional, physical and social development.

In the area of immunization, the Republic of Moldova has been certified as a polio-free country. The rate of morbidity caused by vaccinepreventable infectious diseases has decreased. The immunization rate is being sustained at about 95% for all types of antigens.

Six of the eight Millennium Development Goals (MDGs) can best be met as the rights of children to health, education, protection and equality are protected. They will only be sustained as the rights of every child are realized. And so, UNICEF's work for children assumes an important role in meeting these goals. In Moldova, UNICEF set up a permanent office in 1995. The present Country Programme of Cooperation (2002-2006) focuses on three main areas of intervention: Early Childhood Care and Development Child Protection Young People Health, Development and Participation

There are significant results in perinatal care: Decrease of perinatal mortality from 14 cases in 100,000 births in 1997 to 11.4 in 2003. Decrease of early neonatal mortality from 7 to 5.6. Decrease of maternal mortality from 48.3 to 21.9 cases in 100,000 live births. Implementation of new cost-effective technologies: consumption of iron supplements (38% pregnant women), use of partograph (93%), partner assisted births (31.8%), free movement in labour (87.5%), skin to skin contact (75%), early breastfeeding (81.3%), rooming-in (91.7%). Professional training for over 6,000 medical workers on modern perinatal technologies. Elaboration and approval of the health care and treatment standards for pregnant women, newborns and mothers. In the area of integrated management of childhood illnesses the following can be mentioned: Over 300 family doctors and nurses from nine pilot districts have had professional training in diagnosing and treating the most frequent childhood diseases, and in parents' education. Publication of the Mother's Agenda and the Parents' Guide brochures. 2. The development of the health system aims at increasing the access of vulnerable groups to quality health services through structural changes in the health care system. In order to achieve these goals, UNICEF has supported the integration of the child and mother health care services into Basic Benefit Package of health services.

Dezvoltarea sistemului de sntate Aceast component urmrete creterea accesului categoriilor vulnerabile la servicii calitative de sntate prin realizarea unor schimbri structurale n sistemul de sntate. Pentru aceasta, UNICEF a sus inut integrarea n pachetul de baz de servicii medicale a serviciilor pentru mam i copil i realizarea unei metodologii de calcul care s permit estimarea real a cheltuielilor n sistemul de sntate.

Creation of specialized services and of a referral system for children victims of neglect, abuse, exploitation, including trafficking. This includes a Children's Friendly Wing of the Rehabilitation Centre for Victims of Trafficking, a Centre for Psychosocial Support, providing free long-term services for children victims of abuse and exploitation, and a Maternal Centre.

C. The Young People Health, Development

and Participation programme aims at increasing


the participation of children and young people, the reduction of negative behaviours among young people and the prevention of HIV/AIDS. The main components are: 1. Development of national and local youth policies The Youth Strategy and Plan of Action for 20042006 was approved by the Government in November 2003. The cooperation between sectors for the development of Youth Strategy was achieved. The Youth Strategy is now an integral part of the PRSP. 2. Youth participation models More than 150 Local Youth Councils have been created and more than 30,000 children and young people have participated in the elections. Four assemblies of the Children's Parliament, as well as two assemblies of the Parliament of Youth and the Forum of Children and Young People have been organized and brought together over 1,200 children. 41 local groups of children have implemented projects supported by small grants. 411 children and 35 adults have offered solutions to community's problems through the Youth Act Project. A network of approximately 60 newspapers and radio stations managed by children has been created and is currently being supported by UNICEF. Regional Centres for Resources for young people have been created. 3. Youth Friendly Centres The first three Youth Friendly Centres (out of seven) have been opened: the National Resource Centre for Young People, the Media Centre and the Young Voices Radio Studio as well as the Regional Resource Centre Bineva. 4. Young People's Health and Development activities include: Three Youth Friendly Clinics opened in Chisinau and Stefan Voda which offer information, counselling and health services for young people. Technical assistance provided for the elaboration of the national curricula on Life Skills Based Education. A Study on knowledge, attitudes and practices of young people has been conducted for the first time on a representative sample of 10-24-year old. Social Theatre on HIV/AIDS prevention created as an interactive way for public awareness on HIV/AIDS and STI prevention. A network of health peer educators has been created and it includes 348 teenagers from 11 communities. National Clearinghouse on HIV/AIDS has been set up.

Health, Education, Equality, Protection for Every Child


B. The Child Protection Programme aims at supporting the development of protection measures for children and their families, paying special attention to those most vulnerable, by improving policies, promoting family support and community based services. The main components of this programme are: 1. Policy Development Setting up with UNICEF's support an Executive Secretariat of the National Council for the Protection of the Children's Rights. With UNICEF's technical and financial assistance the Government approved the National Strategy on Child and Family Protection in June 2003. Two local strategies for Cahul and Ungheni were developed. The Government adopted the Law on Children in Difficult Circumstances. Development of quality standards for child protection services. Promotion of social work career through specialized training provided by Universities and Resource Centres. Reform of the Juvenile Justice system through improving the legislative framework, providing specialized training to professionals working in the justice system, and setting up pilot alternatives to deprivation of liberty (probation, community service work and providing free legal/social assistance to children in the field teams). 2. Social Services Development Support provided for setting up a National Alliance of NGOs working in child protection (over 100 NGOs); capacity building through 10 local small projects. Creation of pilot family/community-based models of services as alternatives to institutionalisation, including five-day care centres for different categories of children, as well as a new integrated family-based social service for children in Ungheni district. Over 2,000 children and 40 adults in boarding schools benefited from training on life skills, on prevention of trafficking and youth unemployment.

Programul Protec ia Copilului i propune s contribuie la dezvoltarea unor msuri de protec ie pentru copii i familiile acestora, cu o aten ie special la cei mai vulnerabili, prin dezvoltarea politicilor, promovarea sprijinului pentru familie i a serviciilor la nivel de comunitate. Principalele componente sunt: 1. Dezvoltarea politicilor Stabilirea, cu sprijinul UNICEF, a unui Secretariat Executiv al Consiliului Na ional pentru Protec ia Drepturilor Copilului. Adoptarea de ctre Guvern, n iunie 2003, cu sprijinul tehnic i financiar al UNICEF, a Strategiei Na ionale pentru Protec ia Familiei i a Copilului. Au fost dezvoltate, de asemenea, dou strategii locale pentru Cahul i Ungheni. Adoptarea de ctre Guvern a Legii privind copiii afla i n dificultate. Implementarea standardelor de calitate pentru serviciile de protec ie a copiilor. Promovarea profesiei de asistent social prin sus inerea cursurilor specializate n universit i i Centre de Resurse. Dezvoltarea serviciilor sociale Sprijin pentru crearea unei Alian e Na ionale a ONG-urilor active n protec ia copilului (peste 100 de ONG-uri); consolidarea capacit ilor societ ii civile prin 10 proiecte locale mici. Crearea unor servicii ca alternative la institu ionalizarea copiilor, inclusiv cinci centre de zi pentru diferite categorii de copii i un serviciu social integrat pentru copii n Ungheni. Educarea a 2.000 de copii i 40 de adul i din institu iile de tip internat n domeniul deprinderilor de via pentru prevenirea traficului i a omajului. Crearea unui sistem pilot de referire pentru copii victime ale abuzului, neglijrii, exploatrii i traficului. Acest sistem include Sec ia pentru copii a Centrului de reabilitare a victimelor traficului; Centrul pentru ajutor psiho-social care ofer servicii gratuite pe termen lung copiilor victime ale abuzului i exploatrii, precum i Centrul maternal.

The United Nations High Commissioner for Refugees (UNHCR) was established in 1950 by the UN General Assembly to lead and coordinate international action for the protection of refugees and the resolution of refugee problems. During half century of work, with a number of staff of more than 6,000 persons, the agency has provided assistance to more than 50 million people in 115 countries, winning two Nobel Peace Prizes in 1954 and 1981. Worldwide, UNHCR is committed to the principle of participation by consulting refugees on decisions that affect their lives and to the principles of the UN Charter, namely maintaining international peace and security, developing friendly relations among nations, and encouraging respect for human rights and fundamental freedom. In its efforts to protect refugees and to promote long-term solutions to their problems, UNHCR works in partnership with governments, regional organizations, international and non-governmental organizations. In 1997 UNHCR joined the other specialized UN agencies represented in Moldova. The Co-operation Agreement signed with the Government one year later specifies UNHCR's principles of protection and humanitarian assistance to refugees, asylum-seekers and internally displaced persons (IDPs) with a view of securing durable solutions. In order to achieve its objectives, UNHCR has established working relationships with international missions such as OSCE, IOM, Sida, other UN agencies in Moldova and with the Swedish Migration Board and other donor governments. UNHCR's programmes in Moldova have benefited from generous support from foreign governments or from intergovernmental organisations, corporations and individuals. During the last two years, substantial contributions have been received from the European Union, through TACIS programmes.

Protecting Moldova's Vulnerable People


UNHCR provides legal, social and medical assistance, including the provision of monthly allowances and humanitarian aid so that individuals are assured elementary human conditions like shelter, food and primary health care. The beneficiaries of UNHCR assistance programmes in Moldova include vulnerable group people, such as single mothers, large families, persons in need of medical care or those who simply do not have any means of existence. Further to UNHCR's activities in Moldova, the following concrete results have been achieved:
A successful repatriation. UNHCR/A. Gestulfo.

Technical equipment has been provided to the Department for Migration within the Ministry of Labour and Social Protection. A Central Data Bank has been set up to provide data on legislation, returnees, IDPs, and labour migrants. An income generation project has been implemented so that refugees self-support especially in urban areas. Programs providing language classes, sewing, computer courses and participation of refugees in local community activities have allowed more refugees to socially integrate in the community. A block of twelve apartments has been rehabilitated for twelve IDP families who moved to Government controlled territories after the military conflict in Transdniestria ended. Hospitals and educational institutions located in Chisinau and in other areas affected by the conflict in 1992 have been rehabilitated. Schools in 16 localities (Chisinau, Cocieri, Chiperceni, Molovata Noua, Pirita, Dubasari, Ribnita, Corjevo, Cosnita, Copanca, Tiraspol, Varnita, Hagimus, Oxentea, Sanatauca, Dorotcaia) have been fully furnished. The Pneumophthisiological Dispensary in Chisinau has been reconstructed and the Children's Rehabilitation Centre in Ciadir-Lunga has been provided with medical equipment to serve the local population as well as refugees, asylum-seekers and IDPs. The Municipal Emergency Centre in Chisinau, hospitals in Criuleni and Rezina as well as the National AIDS Centre have been reconstructed.

A Reception Centre for Asylum Seekers was opened in October 2003 and the rehabilitation works at the Centre continue. The Main Directorate for Refugees, a central government authority established in March 2001, received technical assistance during 2001- 2003. The kindergarten no. 123 attended by children of asylum seekers and refugees has received a donation from UNHCR.

Since 2000 a series of legislative and institutional progress has been made in Moldova: In 2001, the Republic of Moldova adhered to the Convention relating to the Status of Refugees. The Law on the Status of Refugees entered into force on January 1, 2003. The Main Directorate for Refugees, within the Government of Moldova assumed full responsibility of Refugee Status Determination (RSD) procedures. In early 2003, the Council for Refugees was set up as the administrative appeals board. It includes Government officials, NGOs, academia and one UNHCR representative. All these could not have been possible without the help and support of our implementing partners: Save the Children, Charity Centre for Refugees, Law Centre of Advocates and the Main Directorate for Refugees within the Migration Department.

Programele UNHCR n Moldova s-au finalizat cu rezultate concrete, printre care: Departamentul Migra ie din cadrul Ministerului Muncii i Protec iei Sociale a primit echipamentul tehnic necesar derulrii activit ii. A fost creat o Baz de Date cu informa ii privind legisla ia n vigoare, repatria i, persoane strmutate intern i migran i economici; Un proiect pentru generare de venit a fost dezvoltat cu scopul de a ajuta refugia ii s se ntre in singuri, mai ales n zonele urbane; Refugia ii s-au integrat mai bine n comunit ile locale prin participarea la cursuri de limb, de croitorie, de informatic precum i n activit i practice locale. A fost reabilitat un bloc de 12 apartamente pentru 12 familii care s-au mutat n teritoriul controlat de guvern dup terminarea conflictului din Transnistria. coli din 16 localit i (Chiinu, Cocieri, Chiperceni, Malovata Nou, Prta, Dubsari, Rbni a, Corjevo, Coni a, Copanca, Tiraspol, Varni a, Hagimus, Oxentea, Sntuca, Doro caia) au fost remobilate.

Dispensarul Pneumoftiziologic din Chiinu a fost reconstruit iar Centrul de Reabilitare a Copiilor din Ciadir-Lunga a primit echipamentul medical necesar pentru a servi nevoilor popula iei locale, refugia ilor, solicitan ilor de azil i persoanelor strmutate intern. Au fost reconstruite Centrul Municipal de Urgen din Chiinu, spitalele din Criuleni i Rezina, precum i Centrul Na ional pentru SIDA. n octombrie 2003 a fost deschis un Centru de Cazare pentru Solicitan ii de Azil, iar lucrrile de reabilitare continu. Direc ia Principal pentru Refugia i - structura guvernamental central, creat n martie 2001, a primit asisten tehnic pe parcursul perioadei 2001-2003. Grdini a nr. 123, la care sunt nscrii copiii refugia ilor i solicitan ilor de azil, a primit o dona ie din partea UNHCR.

ncepnd din 2000, n Moldova au avut loc o serie de progrese legislative i institu ionale: n 2001 Republica Moldova a aderat la Conven ia privind Statutul Refugia ilor. Legea cu privire la statutul refugia ilor a intrat n vigoare la 1 ianuarie 2003. Direc ia Principal pentru Refugia i n cadrul guvernului i-a asumat responsabilitatea total pentru procedura de Determinare a Statutului de Refugiat. La nceputul anului 2003 a fost nfiin at Consiliul pentru Refugia i pentru a servi drept comitet administrativ pentru apel. Consiliul include membri oficiali ai Guvernului, ONG-urilor, academicieni i un reprezentant al UNHCR. Toate acestea nu ar fi fost posibile fr sprijinul partenerilor notri de implementare, printre care se afl Salva i Copiii, Centrul de Caritate pentru Refugia i, Centrul de Drept al Avoca ilor i Direc ia Principal pentru Refugia i din cadrul Departamentului Migra iune.

Established in 1969, the United Nations Population Fund has provided over 6 billion USD to developing and transition countries to improve their reproductive health and to support sustainable development goals. At the request of the Government of Moldova, UNFPA started its activities in the country in 1994 and its contribution increased after 2000. UNFPA had to respond to problems such as: high morbidity and maternal mortality rate; unwanted pregnancies and abortions; increased incidence of sexually transmitted infections (STIs), including HIV/AIDS; low use of modern contraception; low public awareness of reproductive health; violence against women. UNFPA's action in Moldova is strategically focused on the development of the national capacity in the field of reproductive health and family planning (RH/FP). Thus, UNFPA offers the necessary technical support to its partners in order to ensure successful implementation of projects on population and development. The objective of this action is the achievement of joint activities: FP standards and protocols have been drafted and adopted. RH/FP services have been included in the primary health care in order to increase the access of all people, especially of vulnerable people and those living in rural areas. Medical staff working in family planning consultation rooms have benefited of substantive training on how to provide family planning services. Manuals and training materials have been prepared for specialists in gynaecology, family care, and for nurses and midwives. Operational support has been provided to the Ministry of Health, Ministry of Education, Medical University N. Testemitanu, National Centre for Reproductive Health, Medical Genetics and Family Planning in Chisinau and other 45 FP consulting rooms throughout the country. The large public, especially young people, have been informed about how to lead a healthy lifestyle, prevent unwanted pregnancy and sexually transmitted diseases.

Improving the Reproductive Health of Women, Men and Young People


UNFPA aims to achieve in Moldova the objective of reproductive health - a state of complete physical, mental and social well-being - in all matters related to the reproductive system. For the successful achievement of this goal, UNFPA has provided financial support amounting to more than 1 million USD. The first step was done in setting up quality standards for RH/FP services in order to provide population with the best services possible. This was then followed by a joint UNFPA and UNICEF research on reproductive health, and the establishment of three pilot-centres for women's health, 'Dalila' in Chisinau, 'Virginia' in Cahul and 'Ana' in Drochia. Equally important are the programmes that supplied birth control pills, for which UNFPA allotted 439,000 USD in 1997 and 300,000 USD in 2001. The programmes were implemented in cooperation with the Government of the Netherlands and the Department for International Development (DFID) within the Government of the United Kingdom of Great Britain. The abortions decreased from a reported number of 65,000-70,000 in 1994-1995, to 15,000 in 2003. Consequently, the ratio of maternal mortality and child mortality has decreased while the use of birth control methods has increased. The outputs of these projects are becoming more and more visible. The national infrastructure providing RH/FP services and the technical capacity of service providers has been strengthened in terms of professional training, methodology, co-ordination, information support and promotion, procurement of the necessary medical equipment for FP consultation rooms.

As a result of all these activities, people's access to information and medical care services has increased. UNFPA is working to accomplish the following objectives by 2007: provide support to the Ministry of Health for the elaboration of a long-term strategy for reproductive health; reduce the maternal mortality rate by 10%; reduce the abortion rate by 10%-15%; reduce the syphilis rate by 10% (100,000 of the total population); increase the use of modern contraceptives by 10%; increase the number of FP patients by 20%; increase the RH/FP consultations by 30%; provide training to over 900 RH/FP service providers; increase by 65% the number of people well informed about the contraceptive methods. The good co-operation relationships between various national and international institutions with responsibilities in the RH/PF field lead to the harmonization of their activities. Among UNFPA's partners in Moldova we can mention the Moldovan Government, the Ministry of Health, the Medicine and Pharmacy State University N. Testemi anu, the National Centre for Reproductive Health, Medical Genetics and Family Planning, the Ministry of Education, the National Dispensary of Dermatovenerology, several centres for women's health (Dalila, Ana, Virginia), Family Planning Institutions, NGOs, other UN agencies and international organizations.

The objective of the World Health Organization (WHO) is the attainment by all people of the highest possible level of health. As defined in WHO's Constitution, health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.

The World Health Organization (WHO) was established in 1948 for the purpose of cooperation to promote the health of all people. WHO's goals are to build healthy populations and communities, and to combat ill-health. To achieve these goals, four strategic directions provide a broad framework for WHO's technical work: reducing excessive mortality, morbidity and disability, especially in poor and marginalized populations; promoting healthy lifestyles and reducing risk factors to human health that arise from environmental, economic, social and behavioural causes; developing health systems that equitably improve health outcomes, respond to people's legitimate demands, and are financially fair; elaborating an enabling policy and creating an institutional environment for the health sector, and promoting an effective health dimension to social, economic, environmental and development policy. In carrying out its activities WHO is focusing on the following six core functions:

articulating consistent, ethical and evidence-based policy and advocacy positions; managing information by assessing trends and comparing performance, setting the agenda for, and stimulating research and development; catalysing change through technical and policy support, in ways that stimulate cooperation and action and help to build sustainable national and international capacity; negotiating and sustaining national and global partnerships; setting, validating, monitoring and pursuing the proper implementation of norms and standards; stimulating the development and testing of new technologies, tools and guidelines for disease control, risk reduction, health care management and service delivery. In addition, WHO also proposes conventions, agreements, regulations and gives recommendations about international nomenclature of diseases, causes of death and public health practices. WHO develops, establishes and promotes international standards concerning food and biological, pharmaceutical and similar substances. The Republic of Moldova became a WHO member in May 1992, and three years later a Liaison Office was operational in Chisinau under the coordination of the Regional Office for Europe located in Copenhagen, Denmark. The overall goal of WHO in Moldova is to provide key technical support for the health sector development, advocating for health promoting policies and providing technical leadership. In collaboration with the government and other participants in the health sector, WHO aims at being a catalyst, broker and facilitator in building coalition and partnership in the health sector.

Promoting a Healthy Lifestyle in Moldova


WHO's activity in Moldova includes technical assistance, training and development guidelines through a series of programmes such as: Development of Health Policy and Systems; Control of Communicable Diseases; Control of NonCommunicable Disease; the Maternal and Child Health Care. Following the implementation of WHO's programmes a series of results have been registered: Extensive work has been done in the area of maternal and child health, especially under the Making Pregnancy Safer programme. An integrated NCD (Non-Communicable Diseases) control and prevention programme was prepared in 1998-1999. The national tuberculosis policy has been developed and the training and implementation of Directly Observed Treatment (DOTS) strategy has been started. A national Health Information System has been established during the last two biennia; at present most systems are in place and staff has benefited of substantial training. A Health Sector Reform Strategy during 1997-2003 has been prepared by WHO in partnership with the Government.

A National Health Policy has been drafted and submitted to the Government for analysis. Technical assistance has been provided to Governmental bodies in the implementation of the Health Insurance Scheme. WHO has assisted the Government in the development of the National Immunization Plan and has dealt with measures for the country's certification as polio-free. Support has been provided in areas of drug policy with considerable success in introducing national essential drug list. WHO's Regional Office defined Moldova as a country with increased health needs. Since 1997 collaboration between WHO and Moldova has been carried out through Biennial Medium-Term Programmes (MTPs) followed by a Biennial Collaborative Agreement (BCA) in 2002-2003. The priorities identified by the Government and WHO for 2004-2005 include: mother and child health (including reproductive health); strengthening stewardship function (institutional capacity building, development of health policy and of health information system); improving the health system (with focus on health financing); strengthening resource generation function (with emphasis on pharmaceutical products); water safety; HIV/AIDS; tuberculosis; noncommunicable diseases prevention (focus on hypertension, diseases of the digestive system, and breast and cervical cancer); food safety and mental health. Among WHO's partners and donors in Moldova there are other UN agencies (UNDP, UNICEF, UNAIDS, UNFPA, WB/PCU), EU/TACIS, the Soros Foundation, USAID/AIHA.

Un program integrat de control i prevenire a bolilor netransmisibile n perioada 1998-1999. A fost acordat suportul tehnic pentru elaborarea programului na ional de control al tuberculozei bazat pe implementarea strategiei DOTS (Tratamente Observate Direct). Un Sistem Informa ional de Sntate a fost nfiin at n cadrul ultimelor dou bienale; n prezent, sistemul este func ional i personalul a participat deja la cursuri de pregtire. O strategie pentru reformarea sistemului de sntate pentru perioada 1997-2003 a fost pregtit n colaborare cu Guvernul Moldovei. O Strategie Na ional pentru Sntate a fost realizat i supus Guvernului pentru analiz. Institu iile guvernamentale au primit asisten tehnic pentru implementarea Schemei Asigurrilor de Sntate. Sprijin oferit Guvernului n dezvoltarea unui Plan Na ional pentru Imunizare i coordonarea msurilor necesare pentru certificarea Moldovei ca fiind liber de poliomielit.

Creating the Conditions for Sustainable Economic Growth: Macroeconomic Stability and Institutions
The International Monetary Fund (IMF) is the UN specialized agency that promotes the health of the world economy and the central institution of the international monetary system. The IMF aims to prevent crises in the system by encouraging countries to adopt sound economic policies. As its name suggests, it is also a fund that can be used by members in need of temporary finances to redress their payments problems. Ever since 1992, when Moldova became a member of the IMF, there is a permanent resident representative office in Chisinau. At present, Moldova receives 0.96 percent of total SDR quota* and 0.07 percent of the decision making process. To serve its mission in Moldova, the IMF:

3. Provides the government and the


central bank with technical assistance: Legal advice has been provided in drafting economic and other laws. General policy advisors have been delegated to the National Bank and the Ministry of Finance. National Bank of Moldova has been enabled to conduct an independent and market-based monetary policy. The Ministry of Finance has been strengthened, particularly through setting up a treasury department and a budget and macroeconomic policy unit. The State Tax Inspectorate and the Customs Services have been considerably strengthened through both resident advisors and ad-hoc technical assistance missions. The compilation of economic statistics has been improved. The IMF also provides training to officials from the National Bank and Government ministries and agencies in Washington and in Vienna. The courses cover macroeconomic policy formulation, foreign affairs policies, tax administration, financial programming techniques, and balance of payments compilation. In addition, the IMF hosts periodic training courses in Moldova or in the neighbourhood countries. With the IMF financial support and technical assistance, the Moldovan authorities have achieved considerable progress in the liberalization of prices and the foreign exchange market, in reducing trade tax and other trade barriers, in preparing and enacting a legal framework appropriate to a market economy, in implementing privatisation of state assets, and in structural reforms in the agriculture and energy sectors.

2. Grants credits to the country, not only


to provide temporary financing, but also to support adjustment and reform policies aimed at correcting the underlying problems. Six agreements have been signed with the IMF to support the Government's economic adjustment programmes. IMF's credits and loans amounting to SDR 270 million have provided the necessary foreign exchange resources for the introduction and stabilization of the Moldovan currency. The financial targets agreed under IMF loans have enabled the authorities not only to reduce inflation, but also to develop considerable skills and experience in macroeconomic policy management.

Fondul Monetar Interna ional (FMI) nu este doar agen ia specializat ONU care promoveaz un mediu economic interna ional sntos, ci i institu ia monetar central pe plan interna ional. Obiectivul principal al FMI const n prevenirea crizelor n sistemul economic prin ncurajarea adoptrii unor politici economice ra ionale; n plus, aa cum sugereaz i numele, FMI este un fond care poate oferi membrilor finan are temporar pentru redresarea balan ei de pl i. Din 1992, cnd Moldova a devenit membr FMI, Fondul are la Chiinu o reprezentan permanent. n prezent, Moldovei i revine 0,96% din cota SDR* i 0,07% din puterea de decizie. A fost oferit consultan juridic pentru elaborarea proiectelor de legi economice i de alt natur. Consultan i pentru elaborarea recomandrilor metodologice de ordin general au fost ataa i pe lng Banca Na ional i Ministerul de Finan e. Banca Na ional a Moldovei a fost sprijinit n elaborarea unei politici monetare independente bazat pe mecanismele unei pie e libere. Ministerul de Finan e a fost consolidat prin nfiin area unui departament de trezorerie i a sec iei de politici bugetare i macroeconomice. Inspectoratul Fiscal de Stat i Serviciile Vamale au fost consolidate, att prin colaborarea cu specialiti reziden i ct i cu misiuni tehnice ad-hoc. Metodologia de realizare a statisticilor economice a fost mbunt it. De asemenea, FMI organizeaz n Washington i Viena cursuri de pregtire pentru reprezentan ii Bncii Na ionale, reprezentan i ai guvernului i ai altor agen ii guvernamentale. Cursurile includ elaborarea politicilor macroeconomice, a politicilor externe, sistemul de taxe, tehnici de programare financiar, elaborarea balan elor de pl i. n plus, FMI gzduiete periodic cursuri de pregtire n Moldova i n alte ri din zon. Cu sprijinul financiar i asisten a tehnic a FMI, autorit ile din Moldova au realizat un progres considerabil n procesul de liberalizare a pre urilor i a pie ei externe de schimb, n reducerea taxelor i a altor obstacole comerciale, n pregtirea i adoptarea unui cadru legislativ corespunztor unei economii de pia , n privatizarea propriet ii de stat i n reformele structurale din domeniul agriculturii i a sectoarelor energetice.

World Bank (WB)


Our Dream is Moldova Free of Poverty
Made up of 184 member countries, the World Bank (WB) is not a 'bank' in the common sense, but rather a specialized agency which centres its efforts to fight poverty and improve the living standards of people. It is a development bank that provides loans, policy advice, technical assistance and knowledge sharing services to reduce poverty. Moldova joined the World Bank in 1992. Since then, the Bank's loans have consistently supported the country's economic reform programme. Early loans focused on providing adjustment support, strengthening the private sector in the agriculture and enterprise sectors, and improving the economic and financial management of the energy sector. At present, one of the WB's main objectives is to support the country's efforts to prepare and implement the Economic Growth and Poverty Reduction Strategy Paper (EGPRSP).

The new World Bank's Country Assistance Strategy for 2004-2007, based on consultations with the Government and stakeholders in the country, will focus on: helping the country reduce its high level of poverty, the highest in Europe, while addressing social and environmental risks; creating a competitive market environment, maintain macroeconomic stability, sustain economic growth and generate employment. The main areas of the Bank's support to Moldova will be as follows: promoting conditions for economic stability, stimulating economic growth, generating employment, improving access to social services, capital and community infrastructure, minimizing environmental risks, improving public sector governance and combating corruption. Impact on the Ground: The land privatisation is almost complete. Private farms now account for 80 percent of agricultural land as a result of restructuring. Progress has been made in the privatisation of the energy sector. Three out of five power generation companies and the gas distribution company have been sold to strategic investors. Pension arrears have been eliminated. Social and economic services to poor rural areas have been improved. Challenges Ahead: Poverty remains very high. The country still faces a large debt burden. Continued economic hardship has led to large-scale emigration. Foreign and domestic investment is insufficient for economic growth. The economy remains vulnerable to negative external shocks.

Cu 184 de state membre, Banca Mondial (BM) nu este o banc n adevratul sens al cuvntului, ci mai degrab o agen ie specializat care i concentreaz toate eforturile pentru combaterea srciei i mbunt irea condi iilor de via ale oamenilor. Este o Banc de dezvoltare care ofer mprumuturi, consultan , asisten tehnic, faciliteaz schimbul de informa ii, totul pentru a lupta mpotriva srciei. Moldova s-a alturat Bncii Mondiale n 1992. De atunci, mprumuturile Bncii au sus inut consistent programele de reform economic ale rii. mprumuturile ini iale s-au concentrat pe oferirea de sprijin, dezvoltarea sectorului privat n agricultur, a sectorului antreprenorial i pentru mbunt irea procesului de administrare economic i financiar a sectorului energetic. n prezent, unul dintre obiectivele Bncii Mondiale este sprijinirea Moldovei n pregtirea i implementarea Strategiei de Cretere Economic i Reducere a Srciei. n urma consultrilor avute cu guvernul i cu al i actori importan i, noua Strategie de Asisten a Bncii Mondiale pentru 2004-2007 i propune: Sprijinirea rii n reducerea gradului ridicat de srcie, cel mai ridicat din Europa, rezolvnd n acelai timp riscurile sociale i de mediu. Impactul pe plan local: Privatizarea pmnturilor este aproape complet. Ca urmare a procesului de restructurare, fermele particulare reprezint aproape 80% din pmntul cultivabil. S-au realizat progrese n privatizarea sectorului energetic. Trei din cele cinci companii de energie electric i compania de distribu ie a gazelor au fost cumprate de investitori strategici. Restan ele la pensii au fost eliminate. Serviciile sociale i economice pentru zonele rurale srace au fost mbunt ite. Alte obiective de realizat: Gradul de srcie este nc foarte ridicat. ara se confrunt n continuare cu datorii externe foarte mari. Dificult ile economice au condus la o emigrare pe scar larg. Investi iile interne i externe sunt insuficiente pentru o cretere economic durabil. Economia este nc vulnerabil la ocuri negative din exterior.

Food and Agriculture Organization of the United Nations (FAO)


Achieving food security for all is at the heart of FAO's efforts - to make sure people have regular access to enough high-quality food to lead active, healthy lives.

and international trainings and seminars, and worked with the Ministry of Agriculture and Food Industry in order to identify and put in place the necessary policies and programmes to respond to all these problems.
At present FAO has three on-going projects for which it has allotted almost one million US dollars.

1. Small-Scale Modern On-farm Irrigation Technologies designed to introduce and evaluate


modern irrigation technologies, consolidate farmers' organizations and local institutions, and evaluate the opportunities for their wider application.

2. After a series of adverse climatic conditions in


2003, FAO responded to Moldova's emergency request by approving and financing the project entitled Emergency Supply of Winter Wheat Seeds to Frost and Drought Affected Farmers. The project restored cereals production through the procurement and supply of good quality wheat seeds to the most affected small-scale farmers. 1,000 MT of wheat seeds were distributed to 5,000 of the most affected farmers from 10 districts.

Helping to Build a World Without Hunger


The Food and Agriculture Organization (FAO) is today United Nations' largest specialized agency and the lead agency for agriculture, forestry, fisheries and rural development. Since 1995, when Moldova joined FAO, the organization has provided technical assistance through a wide range of projects aiming at developing the horticultural marketing, drafting a programme of cereal strategies and policies, controlling the pest, consolidating the National Alimentarius Committee, providing post-calamity assistance (following the droughts that affected Moldova in 2000 and 2003), developing marketing and information services. Since its establishment, FAO has provided technical assistance in farming, has carried out assessments on farming and food trade as well as evaluations of the food security and poverty rate. FAO has also edited annual reports for food and agricultural sectors, has facilitated the participation of the Moldovan experts in internal

is a project designed to provide a database of the current usage of land, to strengthen the institutional capacity of applying internationally recognized methodologies, to provide on-the-job training to the staff assigned to this project, know-how and practical applications of high resolution optical remote sensing, GIS-based methodologies and of the Usage of Land Classification System. Furthermore, FAO is currently assessing proposals regarding the modernization of export-oriented vegetable production, the organization of a National Agricultural Census in 2005-2006, the rehabilitation of degraded agricultural land, the improvement of the quality and safety of domestic food supply.

International Labour Organization (ILO)


ILO seeks the promotion of social justice and internationally recognized human and labour rights.
Within the UN system, ILO has a unique tripartite structure with employees and employers participating as equal partners with governments in the work of its governing bodies. The Republic of Moldova joined ILO in 1992. Since 2003 ILO has strengthened its cooperation by including the Republic of Moldova in two sub-regional programmes implemented by the International Programme for the Elimination of Child Labour (IPEC) and the International Migration Programme (MIGRANT).

ILO - IPEC: Eliminating the Worst Forms of Child Labour


In January 2004, ILO and the Government of Moldova signed a Memorandum of Understanding that will serve as a legal basis for their cooperation during the following five years in eliminating the child labour, in particular in its worst forms in the country. A National Steering Committee will provide policy advice on priority areas for actions, review and evaluate IPEC activities, and ensure the achievement of objectives set by ILO programmes focusing on child labour. A regional Project of Technical Assistance Against the Labour and Sexual Exploitation of Children, Including Trafficking - PROTECT CEE is implemented by IPEC in countries of Central and Eastern Europe, including the Republic of Moldova. With the financial support of the governments of the United States of America and Germany, the project will contribute to the elimination of the worst forms of child labour, including internal and external trafficking in children, through: Focusing on child labour awareness, including the worst forms of child labour, through surveys, thematic studies and compiling good practices. Disseminating information and sharing experience among IPEC partners through documentation centres and awareness raising activities at national and local levels.

Providing support for the formulation, implementation and enforcement of policies and legislation in line with ILO Convention No. 182, and developing a child labour monitoring system. Providing support for the establishment of a national inter-agency referral system for the identification, protection and assistance of child-victims of trafficking. Providing support for prevention programmes, withdrawal of children from work and facilitating their rehabilitation and reintegration. Promoting employment of youth and marginalized groups through labour market surveys, mobilization of employers and employees organizations and provision of alternatives to vulnerable families. Creating community based centres for youth to reduce vulnerability, identify potential victims and facilitate social inclusion of returnees. By 2007 the Government, employees and employers organizations, NGOs and other partners would have gained technical skills and capacity to implement policies, programmes and other initiatives in order to facilitate prevention of child labour and ensure protection, withdrawal, rehabilitation and re-integration of childlabourers.

ILO - IPEC: Eliminarea celor mai grave forme ale muncii copilului
n ianuarie 2004, ILO i Guvernul Moldovei au semnat un Memorandum de n elegere care va servi ca baz legal pentru urmtorii cinci ani de cooperare n eliminarea muncii copiilor, cu prioritate a celor mai grave forme ale muncii copiilor n Moldova. Un Comitet Na ional Director va oferi consultan pentru politicile din domeniile principale de activitate,va analiza i evalua activit ile desfurate de IPEC i va asigura atingerea obiectivelor ILO n domeniul muncii copiilor. Proiectul regional intitulat Proiect de asisten tehnic pentru combaterea muncii i exploatrii sexuale a copiilor, inclusiv a traficului de copii PROTECT ECE este implementat de IPEC n rile din Europa Central i de Est, inclusiv n Republica Moldova. Cu sprijinul financiar al guvernelor Statelor Unite ale Americii i Germaniei, proiectul va contribui la eliminarea celor mai grave forme ale muncii copilului, inclusiv a traficului intern i extern al copiilor prin: Contientizarea fenomenului muncii copiilor, incluznd cele mai grave forme ale acestui fenomen, prin intermediul sondajelor de opinie, a studiilor tematice i identificarea bunelor practici. Diseminarea informa iei i schimbul de experien e ntre partenerii IPEC prin intermediul unor centre de documentare i activit i menite s creasc gradul de contientizare, att la nivel local ct i na ional. Sprijin pentru formularea, implementarea i aplicarea unor politici i legisla ii n conformitate cu Conven ia ILO nr. 182 i crearea unui sistem de monitorizare a muncii copilului. Sprijin pentru stabilirea unui sistem de referire inter-institu ional pentru identificarea, protec ia i asisten a copiilor-victime ale traficului. Sprijin pentru programe de prevenire i retragere a copiilor din aceste circuite precum i pentru facilitarea reabilitrii i reintegrrii lor. Promovarea angajrii tinerilor i persoanelor din categorii marginalizate prin analize ale pie ei muncii, mobilizarea sindicatelor i organiza iilor patronale i oferirea de alternative viabile familiilor vulnerabile. Crearea unor centre comunitare pentru tineri, cu scopul de a reduce vulnerabilitatea acestora, de a identifica victime poten iale i de a facilita reintegrarea social a persoanelor traficate. Pn n 2007, Guvernul, sindicatele, organiza iile patronale, ONG-urile i al i parteneri i vor nsui abilit ile tehnice i capacitatea de a implementa politici, programe i alte ini iative de acest gen pentru a facilita prevenirea exploatrii copilului pentru munc i a asigura protec ia, retragerea, reabilitarea i reintegrarea copiilor exploata i pentru munc.

ILO-MIGRANT
Time for Equality at Work
ILO's goal on its specialized field of protecting migrant workers has concentrated on assisting countries in policy formulation, and in establishing or strengthening legislation, administrative measures, structures and practices for an effective management of labour migration. The International Migration Programme (MIGRANT) started in October 2003 the implementation of its 2year project entitled Employment, vocational training opportunities and migration policy measures to prevent and reduce trafficking in women in Albania, Moldova and Ukraine designed to assist Moldova in the process of policy formulation, in establishing or strengthening legislation, administrative measures, structures and practices for an effective management of labour migration. On one hand the project targets trafficked women or potential victims of traffickers, and on the other hand it is intended for government officials ministries who will be active in combating the trafficking, in reducing the number of victims, and in rehabilitating them by means of targeted employment and training programmes. The project aims to: Develop national migration policies, management and structures in the context of employment policies and promote orderly migration process. Ensure the migrant workers' protection by working with targeted ministries to draft model bi-lateral agreements on labour force, to promote bi-lateral negotiations, as well as to improve and develop the legislation regulating private job placement agencies and other institutions recruiting for jobs abroad. This goal will be achieved by formulating gender-balanced migration measures. Promote the creation of a single labour market information system on job opportunities, both at home and abroad. Provide training of the relevant officials on the implementation of ILO's standards and recommendations on migration and employment policies. Promote gender-balanced equal opportunities in employment, and provide training programmes contributing to the reduction of the number of trafficked victims. Provide micro-credits to potential victims and victims of trafficking in order to start up their own business. Expected benefits: Technical assistance and guidance would be provided to labour ministries and relevant partners in formulation of a comprehensive national legislation policy, administration and practical measures for labour migration management. A local pilot project (per country), integrated in the national employment and training strategy, would be developed and established in a selected community. At the end of the project: Between 250 to 300 trafficked victims or potential victims at risk would be provided with training or employment opportunities in the selected city or community. 40 to 80 trafficked women or potential victims of trafficking would be provided with micro-credits. International and national partners of this project are the Stability Pact for South Eastern Europe Task Force on Trafficking in Human Beings, UNDP, IOM, ILO-IPEC, UNIFEM, the Ministry of Labour and Social Affairs, the Ministry of Foreign Affairs, the Ministry of Justice, the Migration Department, the National Employment Service, representatives of employees and employers etc.

Urmrind protejarea muncitorilor migran i, ILO i-a concentrat eforturile pentru sprijinirea rilor n procesul de elaborare a politicilor specifice, n crearea i consolidarea legisla iei, a msurilor administrative, a structurilor i practicilor necesare pentru gestionarea migra iei pentru munc. Astfel, Programul Interna ional pentru Migra ie (MIGRANT) a ini iat n octombrie 2003 implementarea unui proiect de doi ani intitulat Oportunit i de angajare i instruire profesional, msuri ale politicii migra ionale de prevenire i reducere a traficului de femei n Albania, Moldova i Ucraina, menit s sprijine Moldova n procesul de formulare a politicilor, n stabilirea sau consolidarea cadrului legislativ, a msurilor administrative, a structurilor i practicilor necesare gestionrii migra iei pentru munc. Acest proiect are ca grup int femeile traficate i poten ialele victime ale traficului, precum i oficiali din ministere care se vor implica activ n combaterea traficului, n reducerea numrului de victime i reabilitarea lor prin proiecte de calificare sau de angajare. Proiectul urmrete: Dezvoltarea politicilor na ionale de migra ie, managementul i structurile necesare pentru politicile de munc i promovarea unui sistem unitar de migra ie; Asigurarea protec iei muncitorilor migran i prin colaborarea cu ministerele de profil pentru elaborarea unor acorduri bilaterale care s serveasc drept model, pentru promovarea de negocieri bilaterale, precum i pentru mbunt irea i dezvoltarea legisla iei care reglementeaz activitatea agen iilor de recrutare n ar i n strintate. More and more people will look to migration - temporary or permanent - as a path to employment, education, freedom or other opportunities. Governments will need to develop sound migration policies and practices. Properly managed, migration can contribute to prosperity, development and mutual understanding among people. IOM exists to help migrants with all their needs and to assist governments in managing migration for the good of all."

IOM provides advice to the Government on how to manage the country's migration flows, promote legal opportunities for migration and combat human trafficking and irregular migration. IOM Moldova manages a number of programmes on understanding migration and addressing the complex and interlinked policy considerations it raises. Among them, there are: A comprehensive counter-trafficking programme aimed to prevent and discourage trafficking and to strengthen the capability of relevant government authorities and civil society in Moldova to effectively combat the phenomenon. Micro-enterprise programmes provided various types of entrepreneurial training to minimize irregular migration and the risk of trafficking for vulnerable groups. An information campaign aimed at increasing awareness of the target audience about the realities of irregular migration. In particular, the project increased awareness of the particular risks for women, such as health risks, exploitation, violence and other abuses that potential trafficked migrants may be subjected to. Capacity building for law enforcement has been increased among officials. Equipment, training and technical assistance have been provided to the Border Guards. Migration legislation has been revised. Selected border points have been upgraded. As a result of IOM's programmes in Moldova: Over 1,200 victims of trafficking have been returned home and have been provided with reintegration assistance including transit, reinstallation grants, job training, medical, psychological and legal assistance. A rehabilitation centre was created in Chisinau to provide effective treatment to victims of trafficking. The centre has separate friendly wings for adults and children (supported by UNICEF) and provides social and psychological counselling, psychiatric, gynecological and medical examinations and treatment. Over 500 victims of trafficking have benefited from these services so far. IOM gratefully acknowledges the support of the Moldovan government and the support and financial contributions from the European Union, the US State Department, Swedish International Development Cooperation Agency (Sida), Swiss Agency for Development and Cooperation, the governments of Denmark and Norway. We also pay tribute to the enthusiasm and dedication of many NGOs that work with us to protect the interests and human rights of migrants.

The International Organization for Migration (IOM) was established in 1951 as an intergovernmental organization to resettle European displaced persons, refugees and migrants. After half a century of worldwide experience, IOM has grown to encompass a variety of migration management activities and has thus become the leading international organization working with migrants and governments to provide human responses to migration challenges. Headquartered in Geneva, Switzerland, IOM has over 150 offices throughout the world. Although not part of the United Nations system, IOM maintains close working relations with UN bodies and operational agencies. As a result of the alarming number of trafficked victims returning home, in 2001 IOM decided to set up an office in Moldova, a country where limited economic opportunities and poverty continue to make young girls and women easy prey for international traffickers who enslave them as sex workers and/or domestic workers and are routinely raped, brutalized and tortured.

OIM Moldova coordoneaz o serie de programe pentru n elegerea migra iei i a altor aspecte care decurg din acest proces. Printre acestea se afl: Un program ce a urmrit prevenirea i descurajarea traficului cu fiin e umane i consolidarea capacit ii autorit ilor guvernamentale i a societ ii civile n contracararea fenomenului. Programe pentru micro-ntreprinderi au oferit training antreprenorial pentru reducerea migra iei nereglementate i a riscului de trafic pentru grupurile vulnerabile. O campanie informativ a vizat contientizarea riscurilor migra iei nereglementate. Acest proiect a contribuit n special la contientizarea riscurilor la care sunt expuse femeile, efectele asupra snt ii, cazurile de exploatare i violen , precum i alte abuzuri la care pot fi supuse persoanele traficate. Consolidarea capacit ii oficialilor moldoveni n aplicarea legisla iei. Poli ia de frontier a beneficiat de echipament, cursuri de pregtire i asisten tehnic. Legisla ia n domeniul migra iei a fost revizuit. Punctele de trecere a frontierei au fost modernizate. Ca urmare a programelor OIM n Moldova: Peste 1.200 de persoane traficate s-au ntors acas unde li s-a oferit asisten pentru reintegrarea n comunitate, incluznd transport, cursuri de recalificare, asisten medical, juridic i psihologic. n Chiinu a fost creat un centru de reabilitare pentru victimele re elelor de trafic cu fiin e umane. Centrul are sec ii prietenoase separate pentru adul i i copii (cu sprijinul UNICEF) i ofer consiliere psihologic i social, consulta ii i tratamente medicale, ginecologice i psihiatrice. Pn n prezent, peste 500 de persoane, victime ale traficului cu fiin e umane au beneficiat de aceste servicii. In Moldova UNAIDS operates mainly through the country-based staff of its seven co-sponsors assembled in a Theme Group (TG) on HIV/AIDS who share information, plan and monitor coordinated action between themselves and with other partners, and decide on joint financing of major AIDS activities.

The Joint United Nations Programme on HIV/AIDS (UNAIDS)


As the leading advocate for worldwide action against HIV/AIDS, the global mission of UNAIDS is to lead, strengthen and support an expanded response to prevent the spread of HIV; to provide care and support for those infected and affected by the disease; to reduce the vulnerability of individuals and communities to HIV/AIDS; and to alleviate the socio-economic and human impact of the epidemic.

UNAIDS - A Joint Response to HIV/AIDS


In 1986 the World Health Organization (WHO) was given the leading responsibility on AIDS. But by mid-1990s it became clear that the relentless spread of HIV and the epidemic's devastating impact on all aspects of human lives and on social and economic development, required greater and extended United Nations efforts. As a result, in 1996 the United Nations took an innovative approach by bringing together six organizations in a joint and co-sponsored programme - the Joint United Nations Programme on HIV/AIDS (UNAIDS). The six original co-sponsors of UNAIDS - UNICEF, UNDP, UNFPA, UNESCO, WHO and the World Bank, were joined later on by UNDCP, ILO and WFP. Working together through UNAIDS, the cosponsors expand their outreach through strategic alliances with other United Nations agencies, national governments, corporations, media, religious organizations, community-based groups, regional and country networks of people infected with HIV/AIDS, and other non-governmental organizations.

Activities of the UN Theme Group on HIV/AIDS in Moldova include designing and launching a series of successful projects such as: Development of the first National Strategic Plan for HIV/AIDS Prevention for 2001-2005, and two National Strategies for HIV/AIDS Advocacy and HIV/ AIDS Communication. Provision of specific guidelines and training professionals in order to help the government to implement activities specified in the National HIV/AIDS Plan. Pilot project on needle-exchange in prisons and methadone maintenance therapy. Assistance provided to the Ministry of Health to conclude with pharmaceutical companies an agreement that has reduced the cost of antiretroviral drugs by 80%. Technical assistance and coordination provided to nine projects. Some of the most significant ones are Prevention of HIV/AIDS and Sexual Transmitted Infections (STIs) among Female Sex Workers, Capacity Building in Communication in HIV/AIDS, Establishment of a National Monitoring and Evaluation System in HIV/AIDS, Support to the National Programme on Prevention and Control of HIV/AIDS, STIs, etc. Interventions targeted at intravenous drug users resulted in a reduction of the rate of HIV infection among intravenous drug users from 76% in 2000 to 69.85% in 2001 and to 51.91% in the first half of 2003. Strengthening the capacity of the National Committee on HIV/AIDS. Implementation of an HIV/AIDS and STIs prevention project in the armed forces. Un rspuns comun mpotriva HIV/AIDS


ncepnd cu 1986, Organiza ia Mondial a Snt ii (OMS) a avut responsabilitatea coordonrii luptei mpotriva SIDA. La jumtatea deceniului trecut a devenit ns din ce n ce mai clar c rspndirea nemiloas a virusului HIV i efectele devastatoare ale epidemiei att asupra oamenilor ct i la nivelul dezvoltrii economice i sociale necesit un efort concentrat al Na iunilor Unite. Astfel, n 1996, Na iunile Unite au mobilizat ase organiza ii ntr-un program intitulat Programul Comun al Na iunilor Unite pentru HIV/SIDA - UNAIDS. Celor ase parteneri i sponsori ini iali - UNICEF, PNUD, UNFPA, UNESCO, OMS i Banca Mondial, li s-au alturat n timp UNDCP, ILO i WFP. UNESCO's activities have benefited of high media coverage. Their outputs have been debated in national seminars and conferences and, further on, published in guidebooks for teachers. For the 2004-2005 biennium, the National Commission has submitted twelve other participation programmes for UNESCO Executive Council's approval.
Through its local strategies and activities in Moldova, UNESCO is actively pursuing the United Nations Millennium Development Goals, especially those aiming to: halve the proportion of people living in extreme poverty by 2015; achieve universal primary education by 2015; eliminate gender disparity in primary and secondary education by 2005; help Moldova implement a national strategy for sustainable development by 2005 in order to reverse current trends in the loss of environmental resources by 2015. Many UNESCO projects could not have been successfully accomplished without the implementation support of UNDP, UNICEF, the World Bank, artistic unions, scientific institutes, educational establishments, the civil society and the large public. All projects are financed by UNESCO Paris and implemented in co-operation with partners working in the same specific fields as UNESCO. UNESCO works to create the conditions for true dialogue, based upon respect for commonly shared values and the dignity of local civilization and culture. This role is critical, particularly when it comes to face the terrorism, which constitutes an attack against humanity. Thus, the world urgently requires a global vision on sustainable development based upon observance of human rights, mutual respect and alleviation of poverty, all of which lie at the heart of UNESCO's mission and activities.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) was set up in November 1945. For this specialized UN agency it is not enough to build classrooms in devastated countries or to restore world heritage sites. Education, Social and Natural Science, Culture and Communication are the means to a far more ambitious goal: to build peace in people's minds. Today, UNESCO works as a laboratory of ideas and a standard-setter to forge universal agreements on emerging ethical issues. The organization also serves as a clearinghouse, which disseminates and shares information and knowledge, while helping Member States to build their human and institutional capacities in various fields. In short, UNESCO promotes international co-operation among its 190* Member States and six Associate Members in the field of education, science, culture and communication. The National Commission for UNESCO has been active in Moldova since 1993. All this time, the Commission has carried out more than 30 participation programmes amounting to almost 500,000 USD. The projects have focused on the preservation of the Moldovan cultural heritage, musical traditions, culture in the process of social development, interethnic dialogue, information technologies, water ecology, peace, education for all, artistic education, freedom of press and science development.

Organiza ia Na iunilor Unite pentru Educa ie, tiin i Cultur (UNESCO) a fost nfiin at n noiembrie 1945 cu o misiune mult mai complex dect aceea de a construi sli de clas n ri devastate sau de a reconstrui patrimoniul istoric i cultural al lumii. Educa ia, tiin ele sociale i naturale, cultura i comunicarea sunt instrumente pentru realizarea unui obiectiv mult mai ambi ios: construirea pcii n min ile oamenilor. n prezent, UNESCO func ioneaz ca un laborator de idei i promotor de standarde pentru ncheierea de acorduri interna ionale privind problemele etice cu care se confrunt omenirea. Prin strategiile i activit ile locale n Moldova, UNESCO urmrete consecvent realizarea pn n 2015 a Obiectivelor de Dezvoltare ale Mileniului, mai ales cele privind: reducerea cu jumtate a propor iei oamenilor care triesc n srcie extrem; asigurarea educa iei primare universale; eliminarea diferen elor de gen n educa ia primar i secundar; sprijinirea Moldovei n implementarea unei strategii na ionale pentru dezvoltare durabil pn n 2005 i pentru stoparea tendin elor actuale de risipire a resurselor naturale. O bun parte din proiectele UNESCO au fost realizate n colaborare cu PNUD, UNICEF, Banca Mondial, uniunile de crea ie, institu ii tiin ifice i de nv mnt, societatea civil, publicul larg. Toate proiectele sunt finan ate de UNESCO Paris, parteneri fiind institu iile ce in de domeniile de ac iune specifice UNESCO. UNESCO i ndreapt eforturile spre crearea condi iilor necesare unui dialog veritabil, bazat pe respect pentru valorile comune i demnitatea civiliza ilor culturii locale. Acest rol este de o importan major, mai ales n fa a amenin rilor teroriste care sunt un pericol la adresa umanit ii. Omenirea are nevoie de o viziune global asupra dezvoltrii durabile, bazat pe respectarea drepturilor omului, respect reciproc i eliminarea srciei, toate aceste principii stnd la baza activit ii i misiunii UNESCO.

United Nations Development Fund for Women (UNIFEM)


The United Nations Development Fund for Women (UNIFEM) came into being because women worldwide demanded a voice at the United Nations, a voice to be sought out, to be heard and to be heeded. As a catalyst and innovator in the UN system and worldwide, UNIFEM provides financial and technical assistance to innovative programmes and strategies that promote women's human rights, political participation and economic security.

Most mayors are men (women represent 15% of the total number). Even in institutions or organizations where the majority of employees are women, men almost always hold positions of authority. Due to the economic difficulties, many women (some of them with high intellectual potential) are compelled to leave for other countries to earn their livings. The UNIFEM Regional Survey data on Domestic Violence and Sexual Harassment at the Work Place (2001-2002) indicates that the overwhelming majority of respondents (82%) recognized the existence of domestic violence against women. Aiming to improve the living conditions of women in Moldova, UNIFEM CIS Office works in cooperation with government, non-governmental organizations (NGOs), experts in gender issues, research institutions, statistical agencies and other international partners within the UN system in order to promote gender justice and women's political participation, secure women's economic rights, and eliminate all forms of violence against women. In May 2003, following a series of discussions and consultations among the Government of Moldova, UNIFEM and the civil society, the UNIFEM project Promoting equal rights and opportunities in Moldova through support for gender equality legislation and building capacity for its implementation was launched. The project has three components in the frame of which the following results have been achieved: Legislative: A Gender Analysis of the Moldovan Legislation was prepared. The Gender Equality Law was drafted in collaboration with experts from the CEE and CIS and it is currently under discussion. The Regional Conference on Best Practices in Drafting and Enforcing Gender Equality Laws was organized in Chisinau on March, 2004. Training: Workshops and seminars with key groups in gender issues are organised: Gender Focal Point, lawyers from ministries, journalists, Women's NGOs representatives etc. Public awareness: Preparation of mass-media articles, TV and radio broadcasts, public debates. Collaboration with mass media has increased the public awareness in gender related issues. In the frame of its implementation process, UNIFEM Project cooperates with other UN agencies, projects and different NGOs in the field of gender equality. Successful implementation of the project will contribute to the implementation of the National Plan for Promotion of Gender Equality (2003-2005) and the National Action Plan in Human Rights (2004-2008).

Supporting Activities on Gender Issues in Moldova


In 1999 UNIFEM established in Kazakhstan a Regional Programme for the Commonwealth of Independent States (CIS) with a mandate for 12 countries in the region, including Moldova. After more than ten years of transition, the social status of women in Moldova is still poor. The media often supports the traditional gender mentality. The traditional gender stereotype influences young women who are still encouraged to rather have a successful marriage than a successful career. Also, women's participation in the business and banking sector is less presented. Women represent 52% of the population and 51% of the labour force, but their participation in the decision-making process is limited as indicated by the following profile of women's political participation in 2003: There are only 16 women out of 101 Members of Parliament (MPs). Only the Minister of Finance is female, there are 2 women in the position of Director of Department and only eight Deputy Ministers are women.

Fondul Na iunilor Unite pentru Femei (UNIFEM) a luat fiin ca urmare a dorin ei femeilor de pretutindeni de a fi reprezentate n Na iunile Unite, o voce care s fie cutat, auzit i creia s i se acorde aten ie. Fiind o ini iativ inovatoare, dar i un catalizator al sistemului Na iunilor Unite i pe plan mondial, UNIFEM ofer asisten tehnic i financiar proiectelor i strategiilor inovatoare menite s promoveze drepturile femeilor, participarea n via a politic i siguran a economic.

Un sondaj regional n problema violen ei domestice i a hr uirii sexuale la locul de munc, realizat de UNIFEM n 2001-2002, indic faptul c majoritatea responden ilor (82%) recunosc existen a violen ei domestice mpotriva femeilor. Urmrind s mbunt easc condi iile de via ale femeilor din Moldova, Oficiul UNIFEM CSI coopereaz cu Guvernul, ONG-uri, exper i n gender, institute de cercetare, agen ii statistice i al i parteneri din sistemul Na iunilor Unite pentru a promova egalitatea ntre genuri, participarea femeilor n via a politic, siguran a economic a femeilor i pentru a elimina toate formele de violen mpotriva femeilor. n mai 2003, ca rezultat al discu iilor purtate ntre reprezentan ii Guvernului Moldovei, ai societ ii civile i UNIFEM, a fost lansat proiectul UNIFEM Promovarea drepturilor i oportunit ilor egale n Moldova prin sus inerea legisla iei n egalitatea gender i consolidarea mecanismului de implementare a acesteia. Proiectul con ine trei componente n cadrul crora au fost realizate urmtoarele activit i: Legislativ: A fost efectuat analiza gender a legisla iei din Republica Moldova. Proiectul de lege privind egalitatea genurilor, elaborat n colaborare cu experti din CEE i CSI, este n dezbateri. n martie 2004 la Chiinu a fost organizat Conferin a regional Experien e n elaborarea i implementarea legilor privind egalitatea genurilor. Cursuri de pregtire: Ateliere de lucru i seminare cu grupuri cheie n probleme de gen: Centre Gender i juriti din cadrul ministerelor, jurnaliti, reprezentante ale ONG-urilor active n acest domeniu. Contientizarea public: Proiectul include articole publicate n mass-media, programe radio i TV, dezbateri publice. Colaborarea cu mass-media a ridicat gradul de contientizare a acestor probleme n rndul publicului larg. Proiectul UNIFEM coopereaz cu alte agen ii i proiecte ale Na iunilor Unite i cu organiza ii neguvernamentale n domeniul problemelor egalit ii genurilor. Implementarea cu succes a proiectului va contribui la aplicarea Planului Na ional Promovarea egalit ii genurilor umane n societate pentru perioada 2003-2005 i a Planului Na ional de ac iuni n domeniul drepturilor omului pentru anii 2004-2008.

n 1999, UNIFEM a ini iat n Kazakhstan un Program Regional pentru Comunitatea Statelor Independente (CSI) incluznd 12 ri din regiune, printre care i Moldova. Dup mai mult de 10 ani de tranzi ie, statutul social al femeilor din Moldova este nc sczut. Massmedia deseori sprijin mentalitatea tradi ional de gen. Stereotipurile gender tradi ionale influen eaz nc femeile tinere care sunt n continuare ncurajate s aib grij de familie, dect s nceap o carier de succes; de asemenea, participarea femeilor n afaceri i n domeniul bancar este pu in promovat. Femeile reprezint 52% din ntreaga popula ie i 51% din for a de munc a Moldovei, dar cu toate acestea, participarea lor n procesul decizional este limitat, aa cum reiese din datele de participare politic a femeilor n 2003: Doar 16 din cei 101 membri ai Parlamentului sunt femei; O singur femeie este Ministru (n Ministerul Finan elor), dou femei sunt Directori de Departament i doar opt sunt Vice-minitri; Majoritatea primarilor sunt brba i (femeile reprezint 15% din totalul primarilor); Chiar i n institu iile n care femeile sunt majoritare, pozi iile de decizie sunt ocupate n cele mai multe cazuri de brba i. Din cauza dificult ilor economice multe femei (deseori cu studii superioare) sunt nevoite s plece n alte ri pentru a-i ctiga existen a.
