PROPOSED TERMS OF REFERENCE FOR THE AD HOC COMMITTEE IN RESPECT OF THE REGULARIZ ATION OF THE OIL SECTOR AND

OTHER MATTERS INCIDENTAL THERETO. 1. Investigate claims/allegations of bribery in the oil sector in Uganda in cluding allegations made against Rt. Hon. Amama Mbabazi, Hon. Sam Kutesa and Ho n. Hillary Onek who were specifically mentioned in the Resolution. 2. Examine the process of procurement of the Companies involved in the Oil Sector and in addition critically examine the Agreements executed between the Go vernment of Uganda and companies in the oil industry including, the Memorandum o f Understanding executed between Uganda Revenue Authority and Tullow (U) Limite d in March 2011 in Uganda. 3. Scrutinize all revenues so far received by Government from the oil indus try, showing how much has been received, from the various sources, for which are as (blocks), and where deposited and in particular the following revenues/transa ctions; Licence fees Signatures bonuses Taxes Royalties State participation Penalty for late payments Inquire into the transfer of money paid by Tullow Oil, from the Uganda Revenue A uthority Collection Account to the Consolidated Fund Account, especially the del ay in the movement of the money, and the circumstances under which it was change d from the Dollar to Uganda Shillings Account. 4. Investigate the basis of determination of recoverable costs. 5. Examine the extent of Government adherence to earlier Parliamentary Reso lutions in respect of the regularisation of the oil sector. 6.
