The Purpose of Parameter tab in SU01 is to define particular user to access or deny T codes .Usually a user in SU01 parameter is define SAP_ALL or SAP_NEW parameters or will be defined with limited access to T codes.If a paramter is defined as SAP_ALL then user can access all the Tcodes without any restrictions .
