To all Members: Your NFT Leadership has been actively working on community outreach programs designed to inform the public of our efforts to secure the certified staff a fair and equitable contract. Most recently, our actions have focused on three key efforts: 1. -FT leadership meeting on March 21 with PTO Presidents and Co-Presidents from each school in the district NFT Neighborhood Walks I (February 26) and II (March 26) FT leadership meeting on April 13 with the Editorial Board of the Bucks
County Courier Times

Our meeting with the PTO Presidents and Co-Presidents was by all accounts a success. During the ninety minute meeting, the NFT leadership provided the PTO leaders with an update on contract negotiations and answered questions ranging from WTC to educational priorities. We believe the meeting was highly productive for all parties involved. Our first two Ieighborhood Walks were resoundingly successful. Combined, hundreds of certified staff participated in Walk I and Walk II, going door-to-door to share NFT/AFT information with the taxpayers of the district. Community response was overwhelmingly positive with comments ranging from, "Thank you for all you do" to "Keep up the good work" to "Members of my family teach and we support what you are doing." With the exception of a handful of negative comments, tl.. response was extremely positive. We urge all members to e participate in the next critically irnpcrtant community outreach effort. Stand up and be counted! The TFT accepted an invitati n to raeet with the Editorial Board of the Bucks County Courier Times on April 13. NFT President Louise Boyd, NFT Vice Presidents Anne Schmidt, Mary Cwiklinski and Jeff Dunkley, FT Attorney Tom. Jennings, and FT Public Relations Counsel Bob Schiers met with nine members of the BeCT Editorial Board and reporters from the paper. The meeting lasted nearly three hours and was highly informative for all parties involved. During the meeting, the NFT had the opportunity to present a wide range of documents supporting our position that the district refuses to negotiate a fair and equitable contract. Our documents included (' dear explanation of how we. arrived at the claim of $2.8 million in annual savings to the district. The healthcare documents clearly refuted the district's claim to the Editorial Board that at best.our plan would save the district only $900,000. Additional documents that we shared with the:Editorial Board included "full" versions of the district's numerous proposals - instead of just the summaries that the district provided the paper, as well as complete updates and. notes on our latest counter proposal for the Editorial Board to review. 5/16/2012

The outcome of this meeting was apparent ~ the BeCT Editorial Board now has a much clearer picture of all the issues and a ~,etter understanding of Dill position on contract negotiations. Within the next few days all staff members will receive the following memo as well as a copy of Form 6004 to complete and additional information explaining the new requirements under Act 24 of 2011 that updated Section 111 of the School COdE,. On September 28, 2011 the Pennsylvania State Legislature amended Section 111 of the School Code, that provides for background checks. with the addition of Act 24 of2011. This Act contains a number of significant changes to the Pen.. sylvania Public School Code that are designed to enhance the safety of n school children. The changes to Section 111 became effective on September 28, 2011. Act 24 requires that current school employees provide assurances that they have not been previously arrested or convicted of Section 11l(e) offences. (Offenses are listed on the back of the attached form PDE 6004). Under Act 24, all current Sd1001 employees are required to complete and return to the Human Resource Irlrecror, tlhe PDf: form 6'JU4 (copy attached), This form must be returned to the attention 01r the Human Resource Director by December 27, 2~11. If an employee refuses to submit the form, Act 24 requires that the School Administrator require the employee to submit a current background check under Section 111. Act 24 adds seven I new crimes to the list of offen ses in Section 111 (e), which disqualify individuals from school employment (see attached listing). Last week when we actually spoke about scheduling a meeting and you suggested to me that Mr. Cairns may be part of the miscommunications between the parties. What are the dates you are recommending? What if anything did you send to the state appointed mediator?

Also last week you told me you did not have your notes in front of you in order to review the 50 + items that have remained essentiallv unchanzed for that pas!' three vears. You shared this with me when I suggested that the Board pare the items down to the most important ones; if you truly want to bargain in good faith. Vie continue to stand ready to bargain. We are nat prepared to meet and hear about the "cork in the bottle." I'm sure 1\,1r.Sweet has been creative in the past and I kJ10W Mr. Jennings has those essential negotiating skills as do the members of the NFT's team. Hi All, There seems to be some reluctance to attend the after-school paid workshops on Performance Plus. The NHS staff has for years been asking for current student assessment data that is easily accessible and organized into groups that reflect your current class lists. We finally bought a package that does just that and so much more. During the one-hour workshop you will be trained by your departmental colleagues in small groups to generate the individual student reports along with composite class reports (see below) Please see me if you have questions about this training opportunity as I don't understand the reason(s) for the staffs lack of interest. We know that in addition to this scheduled paycheck, some of our members have not been reimbursed for co-curricular and workshop monies covering already completed or ongoing activities. Over a week ago, the NFT leadership filed a grievance on behalf of all certified staff members for failure to issue those paychecks. Yesterday we received a denial of the grievance at the first level from Barbara Markowitz (Acting Business Ad.ministrator). Today we will be appealing her decision to the next level (Dr. Muenker - Superintendent). Once we have a decision from Dr. Muenker, the next step would be to file for arbitration. It appears the Neshaminy School Board is using the tactic you used for the first 3.5 years of the contract dispute. I recall that you ran around the high school stating you would not give anything back during your watch. I believe in negotiations language that you were stalling. During that period of time you "pushed" the tax payers toward the viewpoint of tile elected officials of tile Neshaminy School Board by initiating Working to the Contract and boycotting Back-to-School Night (PR nightmares). You have successfully brought a local third party to the negotiating process ... the tax payers of the Neshaminy School Dlstnct. This might have worked in our union's favor however you brought them to the table on the side of the School Board not for the NFT1417. You can makeup excuses and point the finger at the other side for what you have created. It will gel our union members no fair contract while you are in charge..
