Laws Controlling Kite Flying Activities


The State Electrical Board (PLN) is recommending to the provincial government of Bali that local regulations be urgently formulated addressing kite flying. T h e p r o p o s e d regulations, according to PLN, should contain rules covering specific locations in which kite flying is allowed and limitations on maximum height permitted for kite flying. According to Beritabali.com, the regulations urged by PLN are needed to end the frequent power outages caused by kites that get entangled on power lines and transformers. The area manager for execution and maintenance for PLN in Bali, Wayan Bujana, said that between 2006 and 2010 there have been 5 instances

Fire at North Bali Mosque


Police: Fire at M o s q u e i n Singaraja, North Bali Accidental
Beritabali.com reports from Singaraja, North Bali that a devastating fire on Saturday, August 11, 2012, at the Al Asri Mosque located on Jalan Ahmad Yani is being treated by police as unintentional. According to the head of operations at the Buleleng police station, Police Commissioner Ida Putu Wedana Jati, the fire that destroyed the mosque was not due to sabotage or criminality. Official assurances that the fire was unintentional were made by the police in Buleleng in the midst of clashes between young men from the two sub-districts of Continued from page 1 Wayan Bujana said the proposed regulations should also contain laws forbidding people leaving their kites unattended overnight. Kuta is nestled between Jl. Bakungsari to the south and Jl. Melasti to the north.
Kuta is the best known of all the villages in Bali, often maligned, but loved by many. Kuta gets its so called bad reputation from the early days of travel to Bali where everybody, particularly the young crowd, hung out and got wrecked. Footpaths didn't exist, open drains ran down the side of unmade roads. Shopping was sarongs and T-shirts and hawkers who sold just about anything. Times have changed and Kuta has grown up, gone are the unmade roads and open drains. Footpaths, although narrow, run both sides of the main streets. The hawkers are still there - part of the character of the place. Sarongs and T-shirts are still sold but now there are CD shops, boutiques, small trendy bars and restaurants and even Department Stores. Kuta boasts the world's first "themed" Hard Rock Hotel. Imagine going into a huge one level shopping centre that would take about 45 minutes to walk from one end to the other with small walkways branching off in every direction, now add cars, motorbikes and the odd temple ceremony. This is what the middle of Kuta is like except it doesn't have a roof. Just find a small caf (Warung), sit back and watch, it's great! The hawkers in Kuta can be aggressive, but if you don't want to buy - don't make eye contact. Don't say anything and there will generally be no problems. The beach at Kuta is wide and usually has good surf in the late afternoon. Kuta beach isn't really a place to sit if you don't like crowds. In keeping with the Kuta theme, it is more of a social occasion, where you meet the locals and other tourists and you don't have to move for anything - the hawkers will bring it to you. Late afternoon is best about 3 - 4pm, sunsets, soccer games, and just a great place for a walk.

day again readers and welcome to the Indonesian Independence Day, Hari Raya, Idulfitri edition of the Best Paper In Bali. The Kuta weekly congratulates Indonesia on its independence and hopes everyone enjoys their Hari Raya holidays. As a consequence of the holidays this will be the last issue for a few weeks as it seems almost the entire nation stops, much the same as the Christmas holidays back home. A great time to be on the island or in the republic. Last week's editorial covered an age old issue that occurs here on the island, and I guess all over the world, being the flapping of gums by people that don't know what they are talking about, and boy didn't it stir up a pot full of feathers amongst a few paranoid people. We had emails, phone calls, and meeting requests from people wanting to confirm that what was said was not about them. The funny thing is it was a broad overview and a written gesticulation of a silly little rumour about a good friend of mine that inspired my ramble, so, Please folks try to keep in mind, if you don't know about something then keep your mouth shut. My dear old dad always told me, Discretion is the better part of valour and after thinking about it for 25 years plus, I get it now, even if you know something about something its best left alone and not disclosed as it's not your business. Everybody is and expert, everybody knows better, with most people not being able to keep a secret. Life's good.. Moving along this week, I did get the chance to catch the closing ceremony of the London Olympics at the YBAR very early Monday morning with Mr Steve, who was good enough to get some staff sorted for the event and was happy to help drink a few bottles of champagne with us, and I will say cheers for making it happen mate. A big thanks goes out to all the other expats and holiday makers that enjoyed it at the Y-bar. I believe the editor has put the top ten medal tallies on page 14. I think at the end of the day it was a great success for Britain and I'm looking forward to the Rio Games in four years. On the subject of games, I guess I'd better give the A.F.L footy a mention this week seeing the Mighty Pies took back the top spot on the ladder, even though Sydney appear to hold the position due to for and against, It was a close game but Collingwood came through in the end. The Kangaroos had a great win putting them to sixth spot, which was a nice hop for them (pardon the pun) and it seems Freo finds itself outside the eight at this point. Geelong's top four chances have all but evaporated, with them having to really get a move on to retain any chance of holding the cup this year. The fourth spot at this point could be anyone's, even though the Hawks are there at the minute, they have a potentially easy ticket, this week against the Suns, but the following two rounds will be a decent challenge for them to keep that spot. Only a few weeks to go till the finals series, along with the yearly tipping coming to an end for 2012 so get ready for a party. Ok folks I'm gonna move on and prepare for a few weeks holiday along with all the staff for Idulfitri, I hope all our Indonesian friends enjoy their time and have a great time visiting families back in the many villages throughout the archipelago. I hope the most of you travel well, stay safe, happy, healthy and always remember, the problem with the world is that the intelligent people are full of doubts, while the stupid ones are full of confidence.' An Island Bad at Math


Validity of Bali's Tourism Statistics Doubted
The Indonesian Association of Tourism (GIPI) is openly questioning the accuracy and validity of statistics used to evaluate Bali tourism. As reported by Bisnis Bali, GIPI claims the data compiled by regencies and metropolitan governments in Bali is confused and subject to overlaps. Citing an example, Wijaya pointed to data on accommodations and hotels from the regencies and cities in Bali as being largely inaccurate; reported numbers far below the true number of rooms commercially available for sale. Off icial data issued by the government states the total number of saleable rooms in Bali in 2010 stood at 45,408 rooms, a number that increased to 55,000 rooms in 2011. At variance with these figures are 2009 figures that claimed 46,104 hotel rooms spread across 2,175 hotels. Those figures also estimated that 90% of all hotel rooms were located in the regency of Badung. The chairman of GIPI, Ngurah Wijaya, speaking at a limited discussion on Bali tourism held at the offices of Bali Post, said the official f i g u r e s o n accommodation, hotels, villas and inns are inaccurate. These inaccuracies, he contends, are having a negative effect on t h e f u t u r e development of Bali tourism. This is very

THE BUKIT Much has been written about this dusty, arid and rugged area, which forms the southern most tip of the island. Limestone cliffs of up to 100 meters in height provide some of the best views in the world, along with some deserted white sandy beaches. Everyone wants a piece of this are, from international hotel chains such as Bvlgari, Versace and B a n y a n Tr e e , t o e s t a b l i s h e d residential villa developers looking for that perfect plot. The area offers secluded beaches, and exclusivity to name but a few reasons why this is fast becoming the place to be. Prices have more than tripled in the area over last 2 years alone with still plenty of potential to be realized, so now is a plan. Only a short 15 minutes drive from the international airport, The Bukit is fast being referred to as the new Millionaires Row. JIMBARAN Jimbaran is just south of the airport and Kuta. This was formerly a real backwater of south Bali, just a tiny fishing village with a daily market. That all started to change in the 1980s and Jimbaran is now home to several world class 5 star beach resorts, plus a few m o r e moderate mid-market hotels. There is however little in the way of budget accommodation and there are also many high-end villas in this area, particularly on the ridges of high ground above Jimbaran Bay. This has resulted in monikers such as the "Beverly Hills of Bali" or "Millionaire's Row". The bay itself has a pleasant white sand beach and is very safe for swimming. The three clusters of grilled seafood restaurants on the beach are a major tourist draw in the evenings, as is the truly stunning sunset. Jimbaran is also home to a Norwegian University, Gateway College, with around 500 students studying athletics, philosphy, culture, economics and journalism. The school is located in Kedonganan close to Sari Segara Resort and in Jl, Bantas Kau where it also has a small cafe. Jimbaran has an increasing number of rather chic shops but there is little or no nightlife here. It has the advantage of being a little closer to Kuta and Seminyak and the cultural highlights of Central Bali.

Preparations for the patriotic celebrations begin weeks before the 17th of August. High-rise office buildings around town sprout large banners or lighted designs, fences around the presidential palace and many government offices are draped in red and white bunting, malls decorate in red and white and hold Independence Day sales, the city administration spends big bucks to create a unique series of red and white lighted decorations all over the country, housing complexes repaint their main gate decorated with independence themes. The whole country takes on a red and white hue and the words Dirgahayu RI (Long live Indonesia!) can be seen everywhere. Political observers, social scientists and those with opinions write 'Insights' in the newspapers and magazines on the country's progress since independence and challenges for the future as well as discussions on what the founding fathers would think of various conditions in society today. Neighbourhood associations often coordinate special activities for the neighbourhood children and may request donations from homeowners to sponsor games and prizes for the children. Schools hold contests to see which class can decorate their room in the most patriotic manner as well as holding games and races amongst classes. TV shows commemorating the struggle for independence are aired for weeks before and after independence day. All-star musical extravaganzas are held in various venues and broadcast throughout the archipelago. Neighbourhood associations, or your local RT (neighbourhood head), may organize a cleanup of the area or kerja bakti. Drains are swept, weeds are cut back, debris is burned and public areas are repainted. Women are asked to provide snacks to the hard working men. Homeowners may be requested by the RT to fly the Indonesian flag for a set period of time before and after the holiday. In years past, neighborhood heads would ask homeowners to paint their homes, at least the front, in preparation for the big day. The President delivers the State of the Nation Address to the members of the House of Representatives, diplomatic corps and honored guests on the day before Independence Day. Full of pomp and circumstance and conducted basically the same way each year, it is a spectacle of the greatest respect and honor for the flag and the Republic. Randy Travis has been charged with driving while intoxicated and threatening law officers after the country singer crashed his car and was found naked and combative at the scene, officials say.
A photo released by the Grayson County Sheriff's Office shows a battered-looking Travis in a T-shirt, with a black eye and dried blood on his face. He later walked out of jail on $US21,500 ($A20,450) bond wearing scrubs, a University of Texas baseball cap and no shoes. It was the second Texas arrest this year for Travis, who was cited in February for public intoxication. A car registered to Travis, 53, drove off the road about midnight, said Tom Vinger, spokesman for the Texas Department of Public Safety. The vehicle had struck several barricades in a construction zone. Vinger said Travis made threats against Texas Highway Patrol troopers and was not wearing clothes at the time of his arrest. He refused sobriety tests, so a blood specimen was taken. Grayson County Sheriff's Sergeant Rickey Wheeler said Travis faces charges of retaliation or obstruction in addition to driving under the influence. "Travis had a strong odour of alcoholic beverage on his breath and several signs of intoxication," according to a statement from the sheriff's office. "While Travis was being transported, Travis made threats to shoot and kill the troopers working the case." A Travis representative said there would be no immediate comment. Travis in February was charged with public intoxication after being spotted in a vehicle parked in front of a church near Tioga, where the entertainer lives.

Bears break into cabin and steal beers


A mother bear and her three cubs broke into the wooden lodge in the north of the country by ripping off a wall, and went on to eat and drink nearly all its contents.
The cabin's owner, Even Borthen Nilsen, said that over 100 cans of Norwegian beer stored in the hut in preparation for the autumn hunting season had disappeared. Bear excrement and footprints and an awful stench left him in no doubt that it was the animals that had trashed the place during a night of revelry. The carnage was discovered by Mr Borthen Nilsen's mother and grandmother when they returned to the family owned 26 square foot hut in Jarfjord in Finnmarken. The bears drank over 100 cans of beer. The bears had also polished off their store of marshmallows, chocolate spread and honey. Mr Borthen Nilsen, who has studied natural resource management and bears, said: 'They had a hell of a party in there. 'The entire cabin was destroyed. The beds and all kitchen appliances, stove, oven and cupboards and shelves were all smashed to pieces. 'They have bitten into the cans and drunk the beer. 'It's almost like taken out of Goldilocks and the three bears.' He added that now that the mother had shown her cubs how to get into the cabin and given them a taste for beer, he feared they might come back for more.

Dear Martha, I am emailing you from Sydney where I reside. 5 months ago I visited Bali with my sister for the first time. Being on the higher side of 50 years old and in Bali for the first time, but also well travelled, my sister and I decided to book a driver and his vehicle through the hotel desk. A wonderful day was had as we saw beautiful Ubud, Bedugal and Lake Bratan. Other days were spent by the pool at the hotel as well as of course some retail therapy we ladies are renowned for. Bali is such a lovely place. So Martha, can you please explain to me why, from right when you 1st arrive at the airport the locals try to make your purse lighter. First are the porters who were actually arguing over who was going to get my business. In the end none of them did. Then, when outside it was the taxi drivers. I have travelled enough in third world countries to realise the need for business but not legalised theft. I could go on but don't these people realise that short term gain doesn't bring people back. Hopefully when the new airport is completed the taxi 'monopoly' will end & Ngurah Rai airport will be of an International standard. "Stairway to Heaven" is a song by the English rock band Led Zeppelin, released in late 1971. It was composed by guitarist Jimmy Page and vocalist Robert Plant for the band's untitled fourth studio album (often referred to as Led Zeppelin IV). It is often referred to as one of the greatest rock songs of all time. The song, running eight minutes and two seconds, is composed of several sections, which increase in tempo and volume as the song progresses. The song begins as a slow acoustic-based folk song accompanied by recorders before electric instrumentation is introduced. The final section is a high-tempo hard rock section highlighted by an intricate guitar solo by Page. Stairway to Heaven was voted #3 in 2000 by VH1 on its list of the 100 Greatest Rock Songs, and was placed at number 31 on Rolling Stone magazine's list of "The 500 Greatest Songs of All Time". It was the most requested song on FM radio stations in the United States in the 1970s, despite never having been officially released as a single there. In November 2007, through download sales promoting Led Zeppelin's Mothership release, "Stairway to Heaven" hit #37 on the UK Singles Chart.

Writing and recording


The recording of "Stairway to Heaven" commenced in December 1970 at Island Records' new Basing Street Studios in London. The song was completed by the addition of lyrics by Plant during the sessions for Led Zeppelin IV at Headley Grange, Hampshire, in 1971. Page then returned to Island Studios to record his guitar solo. The song originated in 1970 when Jimmy Page and Robert Plant were spending time at Bron-Yr-Aur, a remote cottage in Wales, following Led Zeppelin's fifth American concert tour. According to Page, he wrote the music "over a long period, the first part coming at Bron-Yr-Aur one night". Page always kept a cassette recorder around, and the idea for "Stairway" came together from bits of taped music I had these pieces, these guitar pieces, that I wanted to put together. I had a whole idea of a piece of music that I really wanted to try and present to everybody and try and come to terms with. Bit difficult really, because it started on acoustic, and as you know it goes through to the electric parts. But we had various run-throughs at Headley Grange where I was playing the acoustic guitar and jumping up and picking up the electric guitar. Robert was sitting in the corner, or rather leaning against the wall, and as I was routining the rest of the band with this idea and this piece, he was just writing. And all of a sudden he got up and started singing, along with another run-through, and he must have had 80% of the words there ... I had these sections, and I knew what order they were going to go in, but it was just a matter of getting everybody to feel comfortable with each gear shift that was going to be coming. Led Zeppelin bassist John Paul Jones recalled this presentation of the song to him following its genesis at Bron-Yr-Aur Page and Plant would come back from the Welsh mountains with the guitar intro and verse. I literally heard it in front of a roaring fire in a country manor house! I picked up a bass recorder and played a run-down riff which gave us an intro, then I moved into a piano for the next section, dubbing on the guitars. In an interview he gave in 1977, Page elaborated:

I do have the original tape that was running at the time we ran down "Stairway To Heaven" completely with the band. I'd worked it all out already the night before with John Paul Jones, written down the changes and things. All this time we were all living in a house and keeping pretty regular hours together, so the next day we started running it down. There was only one place where there was a slight rerun. For some unknown reason Bonzo couldn't get the timing right on the twelvestring part before the solo. Other than that it flowed very quickly. The first attempts at lyrics, written by Led Zeppelin vocalist Robert Plant next to an evening log fire at Headley Grange, were partly spontaneously improvised and Page claimed, "a huge percentage of the lyrics were written there and then". Jimmy Page was strumming the chords and Robert Plant had a pencil and paper. Plant later said that suddenly, My hand was writing out the words, 'There's a lady is sure, all that glitters is gold, and she's buying a stairway to heaven'. I just sat there and looked at them and almost leapt out of my seat." Plant's own explanation of the lyrics was that it "was some cynical aside about a woman getting everything she wanted all the time without giving back any thought or consideration. The first line begins with that cynical sweep of the hand and it softened up after that. In November 1970, Page dropped a hint of the new song's existence to a music journalist in London, It's an idea for a really long track.... You know how "Dazed and Confused" and songs like that were broken into sections? Well, we want to try something new with the organ and acoustic guitar building up and building up, and then the electric part starts.... It might be a fifteen-minute track. Page stated that the song "speeds up like an adrenaline flow". The complete studio recording was released on Led Zeppelin IV in November 1971. The band's record label, Atlantic Records was keen to issue this track as a single, but the band's manager Peter Grant refused requests to do so in both 1972 and 1973. The upshot of that decision was that record buyers began to invest in the fourth album as if it were a single. In the US, Atlantic issued "Stairway to Heaven" as a 7" promotional single in 1972

Gieschen stands firm on deliberate decisions


AFL umpires' manager Jeff Gieschen says eight of the nine decisions for deliberate out-of-bounds paid during the controversial West Coast-Geelong game were correct.
Gieschen denies the umpires were instructed to focus on the rule during last Friday night's round-20 game in Perth, despite the average freekicks for deliberate out-ofbounds until last Friday standing at less than one per game.
