To
Concerned globalists and policy makers who wish to mitigate Climate Change

Subject: The unchecked course of Climate Change proves that our policies and
efforts are wrong. This letter is a wake up call to analyse the past mistakes and to
incorporate sure-to-win rational policies.

Dear Sir,
The calamitous failure and the need for practical ideas
Climate Change (CC) is a real calamity. Organised efforts from Kyoto protocol days have
proved absolute failure because now Carbon dioxide levels have gone up, global
temperature has gone up, ice covers are vanishing, more forests have been burnt or
destroyed by needy people and we face more destructive torrents, floods, faster droughts
and frequent devastating hurricanes.
We used the policies of best brains, spent many billions, utilised the services of dedicated
people and organisations and have given more than enough time for the policies to act;
yet nothing has mitigated the ferocity of CC. It shows that our approach is wrong.
Rational worthy policies
When we create policies, plans, guide lines or road maps to confront or solve problems,
those policies must have relevance to every aspect of the problems – from their origin,
course, complicating factors, etc. When a policy is analysed clause by clause by asking
‘What, Why, How, etc.’ it must give convincing answers to solve the problem and must
be practicable. Again the policy makers must be able to explain, step by step, how the
problem resolves and worthy policy makers can even give definite timetable within
which definite quantities of targeted problem diminishes and ends – under various
circumstances.
The irrelevant impracticable past policies and the new hope
If we analyse the various aspects of past policies and efforts made to fight CC, we can
never get convincing answers and most of them are not practicable under the prevailing
conditions. Commonsense says that these need vast corrections.
Now a newly published book (Ref. below) very clearly says that those policy makers
have never touched the real ill. Its author systematically explains that forest destructions,
pollutions, Global Warming (GW) and CC are dangerous symptoms or consequences of
an innocuous looking deep disease. He conclusively says that the only way to end the
menace of CC is to prevent this disease or disorder afflicting millions of very simple,
ignorant, mostly illiterate families around the globe. Every other effort will just waste
precious time and worsen CC, as is happening now.
No time to waste
Past is past. We can not do much about it. But we do not have any more time to waste
with these failed policies.
Now the global leaders, activists, specialists on CC and other related organisations are
busy drafting policies to be finalised during the Copenhagen meet under the auspices of
UNFCCC at the end of this year. From their deliberations so far – until the Poland meet –
what we understand is that they are trying to reinforce the same wrong and impractical or
complicating policies.
Citizens’ rights
As victims of CC and tax payers every global citizen has the right and responsibility to
clarify the worth of the policy maker and the merit of their policies; because we can not
afford any more failures. Again, only when the policies are clear and rational would the
world cooperate to make it a success.
Based on rationality, commonsense and on the past sad course of policies and CC, we are
placing before the world, especially those engaged in policy making to fight CC, a series
of relevant questions and statements. These expose areas to be considered for rational
policies. Trying to mitigate CC without knowing the answers would make it look like the
fights of Don Quixote.

The questions

1. Pollutions, Global Warming (GW) and Climate Change (CC) have worsened
despite sincere efforts. Can you explain the causes for these obvious failures?
2. Your policies and efforts did not work even from the beginning. Then why did
you continue with the same policies? Don’t you think that continuing with such
failed idea is cheating the world? Who is accountable for the huge funds wasted
and the heavy losses of human lives, other life-forms, nature’s resources and
properties due to the effects of worsening CC.?
3. With what ideas did you form the policies? If your policies were based upon
rational ideas you must be able to explain step by step the recovery course of the
evils – pollution, GW and CC – towards normalcy.
4. Pollution is the most important cause for GW and CC. ‘Rationally’ you targeted it
since the Kyoto Protocol days. But the response was poor. It is commonsense that,
under the present day conditions, the highly polluting industrialised countries can
not reduce it. Bali meet gave you opportunity to review. But you just intensified
the previous failed efforts. Why? Do you know that there are ways to reduce
drastically those pollutions without disturbing those polluters?
5. Experiences prove that most of your proposals/ policies appear impractical and
can not be implemented to any satisfactory level. Is there any rational way to
make it a sure success?
6. Failure means that you have not yet understood the exact cause for pollutions,
forest burning, green cover destruction, etc.
7. Your ignorance was understandable from your major target (pollution) and not at
all the factors which force people to pollute. Can you explain those causes behind
pollutions?
8. There was a time when pollution was nil or insignificant and people enjoyed
serene environment. Can you trace the events from then towards CC or trace back
from CC the series of events to find the ultimate factor – the real ‘disease’ –
which initiated CC. And what are their aggravating factors?
9. We know pollution is slow poisoning. So polluting means committing suicide
because it can cause many diseases, including cancer and lead to premature
deaths. Then why do the intelligent species pollute all the elements of nature?
10. Rationally and logically the happily living people of rich developed countries like
the USA, the UK, Japan or Germany must not do the suicidal act of polluting. But
they are the top polluter of the globe. Why?
11. The above statement means that the developed countries somehow got entangled
in the trap of producing uncontrollable pollutions. Can you explain how?
12. If the industrialised countries reduce pollutions by reducing industrial activities,
their economy will suffer and even collapse. Then how can they cooperate?
13. The developed countries support more than 100 poor and developing countries in
fighting poverty, illiteracy and other deficiencies and evils. Under the prevailing
conditions, if the economy of developed industrialised countries fails, what will
happen to those aid-receivers and global economy?
14. Carbon compensation: This kind of economic and other support over the past
many decades itself is a kind of ‘carbon compensation’. But most of the receivers
have not made any significant progress with such huge supports. Then how can
you make ‘carbon trade/ credit’ to work towards real fall in pollutions?
15. China followed a revolutionary population policy which amazingly reduced
poverty and made them a successful economy. Yet their pollution levels are
growing. Why? (Similarly India’s pollution levels go up despite economic
progress and comforts.)
16. When you can not do anything about pollutions, how can you manage CC?
17. Forest burning and destruction are not in any way lesser evils in promoting and
aggravating GW and CC. Then why do the people around the world destroy their
own precious forests?
18. Forests employ and support million of families for millennia. Its destruction is
suicidal for them. Then why are they not able to stop it?
19. Over grazing is another promoter of GW and CC that creates and extends
deserts; then why must humans do that?
20. Loss of forests, green grass lands, etc takes away the livelihood of their own
children and throws them unemployed. Then why do these people do such
treacherous acts against their own children?
21. Vanishing rivers: Hundreds of perennial rivers and lakes which supported vast
green covers and huge communities have disappeared. What caused the death of
these water bodies?
22. Fresh water plays a major role in reducing GW. Are there any possibilities of
reviving vanishing water bodies with our modern scientific and technological
achievements?
23. If not; is there any other way for stopping the further harm to rivers and lakes?
24. You are promoting ‘Carbon Trading’ and help poor and developing countries to
improve their infrastructures, energy efficient technologies, etc. How can they
divert funds for these while they have millions of starving poor?
25. By giving huge funds as ‘Carbon compensations’ to the above people with too
many corrupt and ignorant leaders and bureaucrats we can not expect much
progress (as per past lessons). Then what can we do to make them use the funds
rationally to show worthy results?
26. You have not given the right attention to the highly damaging role played by poor
and developing countries in causing CC. Why?
27. By ‘pampering’ or by condoning their errors of commission in promoting CC you
ignore the responsibility of poor people. You may do so out of compassion or
sympathy for the poor. But it harms most of them terribly for atleast one more
generation. Dou you know how?
28. Through mismanagement or dubious policies when the poor are made to
complicate their life and worsen living conditions, the CC causing activities too
get aggravated. Finally it makes the efforts appear that you are paying them to
promote CC. Can you get the point?
29. The carbon-value or polluting levels of people in a self-contented village is
negligible. But they lose such status when certain balances are tilted. Can you
explain the balance?
30. The above tilts of balances at villages then favour CC promoting activities like
forest destructions, migrations (travel and transport), extra energy needs, etc. The
damage is enormous when billions of people suffer. Is it not an important issue for
urgent action?
31. Urbanisations: Above migrations favour urbanisations which worsen CC. A
dense busy city (by creating billions of calories of waste heat and by producing
tonnes of Carbon dioxide) causes GW by more than 10,000 times when compared
to unit area of virgin forests (which absorb trillions of calories of sun’s heat and
utilise tonnes of CO2). Then, why can’t we stop the extension of urban areas?
32. Is there any significance in assessing the basic or obligatory carbon-cost of an
individual, its multiples and those in various other circumstances like:
33. Carbon-cost of a well planned farmer, an unemployed person, an idle town-
dweller, an employed town dweller, a migrant, those living near cold poles and
those near hot equator.
34. Carbon-cost of a Planned, Small, Contented Healthy Happy Family (PSCHHF)
and an unplanned Huge Insatiable Family (HIF). (and the multiplication of these
in millions).
35. Compare Carbon-cost of a sparsely populated clean nation and a highly crowded
(High Population Density – HPD) nation.
36. Can you think of a situation which will allow us to consider stopping the use of
petroleum?
37. Would you accept if we say that a considerable portion of pollutions in
industrialised developed nations like the USA, Japan, the UK, Germany, etc. are
‘proxy-pollutions’ for the sake of poor and developing countries?
38. Then who must bear the carbon cost? Is there a way to stop it?
39. Can you estimate the carbon-cost of a military battle tank used by a third world
country? Its high cost starts from mining the ores which denude forests or grass-
lands, transporting and processing the ore into metals and then further steps like
manufacturing, transporting it to the destination, the huge quantities of petroleum
it consumes during field operation, etc comes to enormous quantities. Similarly
thousands of products meant for poor people cause pollutions in developed
countries. What is the rational way of carbon sharing? Is there a way to end this or
to reduce it substantially?
40. Migrants: There are million of migrants in western countries, who too pollute in
so many ways. Where do you include their carbon cost? Their country of origin or
destination like Western countries?
41. In many gulf nations the migrants outnumber the native population. Is there a way
to reduce/ stop their polluting journeys and living?
42. OPEC countries enjoy the wealth of petroleum but the end users are others. Who
is responsible for the pollution?
43. Carbon burial: It is a good idea; but there are too many practical difficulties and
involve ‘carbon energy’ too and is not economic. It has the potential to cause
highly dangerous hazards. So it can never be a practical solution.
44. Even if clean energy is used in plenty, ignorant and irresponsible people create
situations which aid CC. How?
45. Small drops make huge floods. People do too many smaller CO2 releasing and
other GW activities in their day-to-day life. Are there plans to educate them to
make them aware of the harms and to go clean?
46. Do you give importance to the highly competitive living conditions which
augment GW and CC.?
47. Crimes, violence and terrorism complicate life and considerably hike polluting
activities and CC. There is a way to end all these with one stroke. Can you
imagine?
48. Huge virgin forests are indiscriminately destroyed in Brazil, Indonesia, Africa and
many other regions. There are organisations which promote ‘forest-buying’ by
philanthropic responsible organisations and encourage them to leave forests alone.
But the destructions are worsening.
49. Most of the efforts taken against CC are just attempts of alleviations, not
eradication. Do you know that such blind (unconditional) alleviation measures
invariably proved counterproductive, as the world experienced with evils like
poverty?
50. The whole world condemns Robert Mugabe’s misrule which leads to the death of
thousands. Slobodan Milosevic was tried in World Court for the crime of
genocide. The so many people and organisations which fight against CC spent
huge public money and used many years; but complicated CC, which led to the
deaths of millions and the sufferings of billions of people. Would you agree if we
say that the policy makers of CC are committing crimes like the above killers by
mismanaging the whole efforts? Don’t you think that the victims have the right to
question and penalise the policy makers for their wrong policies, questionable
wisdom, criminal negligence and the irresponsibility of continuing with the same
failed policies?
About this book
This book (referred above) titled ‘Give yourself a sane happy world’, published by
Athena press, Twickenham, London is a real boon in the fight against CC. It answers all
the above questions. Again it systematically and rationally describes step by step the
origin and course of all the global evils we face and exposes the remote unbelievably
simple ‘secrets’ behind initiation of those evils including CC. We had discussions with
the author Dr.S.J.P.Thompson. His studies over the past many decades helped him to
explain this deep disease (causative factor) in the form of a clear concept ‘HIF’. Afflicted
people of HIFs in billions around the world suffer physically, mentally, psychologically,
socially, economically, politically, religiously, and in every aspect and endure unending
indignities and miseries. It is almost impossible to cure the disease but it can easily be
prevented. When the world understands HIF and do all to prevent such a pathetic state of
people, all the ills and evils including CC will start vanishing
It has specific chapters on Pollution (50), Global warming (56) and HIF (34). This book
is available with Amazon Book stores. The good news is that this book guides us to
reduce CC in the most natural way – reversing the way it formed; and do not ask any
industry to stop their activities to the extent to cause losses.
The rational act against this defiant evil
It is time these newer concepts and ideas are analysed, discussed and debated by
concerned parties in detail and if necessary with the author; and all efforts must be taken
to rationalise the policies which assure practicality and predictable time-bound results. In
fact, with the ideas and concepts described in this book, even ordinary readers can
conceive successful solutions to most of the problems we face today and ensure
sustainable development.
The Copenhagen meet is a crucial one in the fight against CC. If they meet without
understanding the intricacies of CC, as happened in the past, what is the use of this
meeting?
So please, for the sake of humanity, understand the causative factors and act with
confidence.

With all the best wishes for a safe and hopeful 2009
Yours truly,

Dr.R.S.Lal Mohan
