To stimulate growth by means of increasing the levels of innovation in SMEs, covering their different innovation needs over the whole innovation cycle yp , for all types of innovation, thereby creating more fast-growing, internationally active SMEs. All types of innovation More impact!!

Article 18 (Regulation) -SMEs as modified in the Partial General Approach Council 31/05/2012
1. Particular attention shall be paid to ensuring the adequate participation of, and innovation impact on, small and medium-sized enterprises (SMEs) as well as private sector in general in Horizon 2020. Quantitative and qualitative assessments of SME participation shall be undertaken as part of the evaluation and t f ti i ti h ll b d t k t f th l ti d monitoring arrangements. 2. Further to the establishment of better conditions for SMEs to participate in Horizon 2020 specific actions shall b undertaken within ( ) . Th H i 2020, ifi i h ll be d k i hi (.) These specific ifi actions shall take the form of a dedicated SME instrument that is targeted at all types of SMEs with an innovation potential, in a broad sense, and shall be implemented in a consistent manner and tailored to the needs of SMEs as set out under the specific objective "Innovation in SMEs" in Point 3 3 (a) of Part II of Innovation SMEs 3.3.(a) Annex I. 3.The integrated approach set out in paragraphs 1 and 2 should lead to [around 15%] a minimum of 20% of the total combined budget for the specific objective on "Leadership in enabling and industrial technologies" and the priority "Societal challenges" going to SMEs.

Only about 22% of SMEs participating in EU research programs are strategic innovators Most academics engage with industry to further their ith ind st f the thei research rather than to commercialise their knowledge SMEs are not encouraged to take the project leadership, but public (R&D) organisations lack the entrepreneurial expertise Results are not exploited because projects were not designed for exploitation Innovation has moved from a focus on product and process innovation to various forms of innovation, including new organisational models Ex-post evaluation: good project results, little exploitation.

- Regole di finanziamento e concernenti il partenariato pi semplici; - Regole di imputazione costi pi snelle (es. accounting interno; abolizione dellimputazione temporale, ); - 2 tassi di rimborso: 100% per attivit di ricerca, 70% per altre azioni (= nessuna differenziazione in base allo status legale!); - Un solo metodo per calcolare costi indiretti: single flat rate; - Procedure di controllo razionalizzate

- Estensione del Guarantee fund a tutte le Azioni per ridurre: Ex-ante financial capacity checks; Certificates on financial statements; - limitazione degli ex-post audit (risk e fraud detection analysis) = un massimo di 7% dei partecipanti soggetti a controllo per Horizon 2020;

- Procedure interne per valutazione e lancio del progetto semplificate; OBIETTIVO il time to grant dovrebbe ridursi di 100 giorni (dagli attuali 350 a 250)
