COSTS: The on-going impeachment trial versus the ACCUSED Chief Justice Renato Corona is costing our country a lot of wasted economic opportunities not to mention stunted legislative activities. The current exercise of democratic prerogatives by the Administration to remove non-aligned officials should serve as lesson for all Filipinos. We need faster, simpler schemes to undertake in similar future predicaments. The impeachment case is costly to almost every Filipino. First adversity is on the Chief Justice himself who may be spared the guilty verdict if the senatorjudges are unable to complete the required 16 conviction votes. But even if absolved (by lesser than the needed yes votes) how will the public now look at the highest leader of our judiciary (and the Judiciary itself?). So much dirt has been exposed from under the CJs personal and family rugs! ALSO LOSER: The credibility of the legal profession likewise suffered with the observation by the public that the truth even if already obvious, can be obscured or muddled through technicalities advanced by lawyers. Many Filipinos now confirm the saying: lawyers can make the straight path look crooked, and the color white as gray or even black. Observers also bewail the claim of some lawyers appearing in the trial on pro-bono basis (presumably as an investment in exchange for future favors).

The current president of the Integrated Bar of the Philippines dipped his fingers on the impeachment pie without consulting the national membership. A background check on the IBP prexy revealed that he is a loyal partisan of former president GMA and the First Gentleman (who is rumored to be funding the CJ defense). Opinions Unlimited maintains that the Judiciary is NOT the Accused in the impeachment trial. Even if CJ Corona is convicted, the Judiciary (and the legal profession) will remain! BANKING: External auditors more so those assisting smaller thrift and rural banks are complaining against the unfair attitude of Bangko Sentral examiners of blaming them for all exceptions revealed in the BSPs annual examinations. External audits are done to provide the attesting CPAs sufficient basis for them to opine that the financial statements were prepared in accordance with financial reporting standards and that in all material respects they FAIRLY present financial position and operations of the banks. New examiners of the BSP are mostly young CPAs who lack experience in practical banking. We opine that they must not be theoretical only in their approach; they must be considerate in reporting their findings. External auditors cannot be totally blamed for actions of the bank management which may have been intentionally hidden from external auditors. Our firm performs quarterly financial analysis and semestral field work; other auditors do their annual audits only after the accounting period. HEAVY LOAD: The BSP threatens that erring external auditors will be deleted from their accredited list. These regulatory officers must have known by now that many small practitioners are opting to exclude banks from their clients roster. The fees afforded by smaller banks are so low compared to the necessary professional work and the risks involved in external auditing. If not for our firms mission of assisting small financial institutions we would have volunteered out of the BSP list. Connected
One day, I received the news about the passing away of one of our seminary contemporaries due to a vehicular accident. After hearing of it, although we havent had the opportunity to once again see each other after leaving the seminary, however, everything about him, from his youthful face, then, to our activities together... , came all flooding into my memory. Hearing the news, it was as if a book about him was suddenly pulled out of my brain library and , then, all of a sudden it was tossed away. It was as if he just vanished out from view. He went away. There was an immediate disconnect between him and me. Right at that moment, all I can do was to offer a few prayers for the eternal repose of his soul. Eternal rest grant unto him, O Lord....... When I was still a child, I have the rare experience of going to a very metropolitan city in our country aboard a night-trip bus. During the travel, though I was comfortably seated in a cushioned reclining seat, I was not able to sleep well since I kept on playing over and over again in my mind the unusual modus operandi, which I heard from the mouths of many seasoned travellers, happening along that long dark highway like robberies, stonings, accidents... Of course, young, as I was, then, I already fear so much for my life. Thats why, early the following morning, though I felt so tired and drowsy, as our bus was fast approaching the city, I was, then, seated quite near the front of the bus, I was so joyful seeing, once again, the well-lighted highways, streets, bridges, houses... The experience of being connected to the light, after spending a night away from the light was just unexplanable. Who wants to be disconnected? I am sure that no one ever wants to have their power supply at home disconnected. How we always wish to be connected to the light. For instance, everyday, after a day full of work and classes, when darkness is about to descend, I am happy to be back to a well-lighted home. With regular power supply, it enables us to continually enjoy our modern amenities that we even already enjoyed using all throughout the daytime like watching our favorite television programs, playing video games, going online... The whole experience might be virtual. Artificial. However, I am happy. My family enjoyed it. All of us have a great time being connected to the light. Thats why, lately, when we have these daily power outages due to the failure of a megawattage transformer in our area, I immediately went out and bought many rechargeable batteries for my flashlight and radios. Some nearby businesses took out and have their generators oiled and ready. We want to continually be connected. No one wants to be in the darkness. God is the light of our lives. It is to him whom we run to and be connected. Of course, to do it, we always have to pay our dues. We have to often devote ourselves to the sacraments. We have to regularly confess of our sins. Maintain our state of grace. Make sacrifices. Do fasting, praying and almsgiving. Receive him in the Holy Eucharist. Sin is the evil cloud darkening our lives. With it, we will fail to see and pay up our obligations. We will be left behind in the sands of darkness. We will be disconnected until the time we decide, once again, to go back to the light, to God. Thats it men !!! Eat. Play. Pray and be in love to the light of God. And, indeed, be blessed for the rest of our lives.

Dress-up for God and How to Prevent Fires at Home


The following was published in the Philippine Daily Inquirer dated March 19, 2012. Since I share the same sentiments, Im hereby quoting it hereunder: A Catholic bishop advised churchgoers, especially the youth, not to attend Holy Mass wearing flimsy summer outfits at the onset of the hot weather. I think the Lord deserves more than simply shorts and sneakers, Legazpi Bishop Joel Baylon, chair of the Catholic Bishops Conference of the Philippines Episcopal Commission on Youth, told reporters in a recent interview. Baylon said that if one could dress to impress a boss or a VIP, he or she could also do so for God. Its just a matter of propriety, he said. The prelate noted that Filipinos seemed to have picked up the habit of wearing comfortable clothes to church from western culture. He said todays fashions had blurred the meaning of formality, making people become so practical and pragmatic in the way they dress. Some people think that certain clothes are formal, which in the eyes of some are not, he said.

Because more churchgoers are attending Mass in too revealing clothes, some churches, at least in the capital, have strictly imposed dress codes, prohibiting sandos, jersey shorts, skimpy skirts and shorts, sleeveless blouses and tops with plunging necklines. While God doesnt impose on the faithful what to wear in church because He knows its whats inside our hearts that counts, Baylon said one must still be aware of what they wear. There are clothes appropriate for certain occasions, the prelate pointed out.

Baylon said the Lord was so simple that he manifested Himself to the people in the form of very simple thingslike bread and wine. But we take for granted this bread and wine but that is the Lord. He is the author and source of everything and everything that we are, he said. Dressing appropriately for Mass is also an indication of how one takes seriously his or her encounter with God, he said. beyond who loved yesteryears music of great American and Filipino balladeers. They grew up with the old songs, daily experienced them, dreamed with them, even made love listening to them. That kind of music was part of their lives. If you take that away from them, their world will become barren, lifeless. Todays music? They will never appreciate the ear-splitting noise. The change is not only in music. The so-called slow drag which enables a boy to tightly hold his partner at the dance floor in a cheek to cheek dance has apparently vanished. I had the unforgettable experience of dancing cheek to cheek with a girl during a fiesta in my barrio long ago. She allowed me to hold her tight while our cheeks touched. Carried by the magical moment, we did not notice that

ARCHDIOCESE OF CACERES Office of the Archbishop Archbishops Residence Elias Angeles St., Naga City Philippines faith (Pagsaboot kan satong buhay sa pagtubod) our practices and customs as Catholics. This is our response to the Holy Fathers call to New Evangelization (PF, 7,4). We do not simply know, but we live our faith with conviction, especially in these challenging times, when the role and importance of faith is eclipsed by many factors. The Way of the Cross is one concrete, prominent practice in this season of Lent. For us Catholics, the Way of the Cross, the Way of Jesus, is also our way (Dalan sa sakong pagmidbid sa Dios). This signifies that knowing God and Jesus is a process, a journey, a lifetime journey (PF, 1-2). The Lenten observance is a call to set the journey out of the desert towards the place of life, towards friendship with the Son of God, towards the One who gives us life, and life in abundance (PF, 2). Thus, the season of Lent, like any journey, is a period of preparation like training for a battle, for the struggles in daily life. And just as training demands sacrifice, so does this season calls us to fast, to abstain, to give alms, all these in the spirit of penance (CCC, 1438). We enter into the mystery of Christs suffering, passion and death. And just as Jesus was raised to life by the Father (Rom. 6:4), we may also arrive at our destination the triumph of Jesus Resurrection. Lent is a time for us to under stand our Faith in the light of the Paschal Mystery. With these, I enjoin everyone to encounter Jesus in this season rich with Catholic liturgical and devotional practices. To all the Clergy, the sisters, catechists and all those who ac tively work in the field of evangelization: it would be profitable to explain the nature, the importance and the reason of the different Catholic practices and customs during this season: e.g., pagpangurus, pag-estasyon, pag-prusisyon, visita iglesia, penitencia, paglimos, pag-ayuno asin abstinencia, acts of mortification, Lenten recollections and retreats, the practice of spiritual and corporal works of mercy, acts of charity, and the preparation of the catechumens for baptism on Easter. In explaining these, let us be guided by the Teachings of Vatican II and the Catholic Catechism of the Church as we celebrate the 50th year of the opening of Second Vatican Ecumenical Council and the 20th year of the publication of Catechism of the Catholic Church. And to all the lay faithful: take the opportunity to religiously at tend to these practices and customs, and sincerely open your selves to a deeper understanding of them. All these must lead to a deeper appreciation of the Sacraments, particularly Confession and the Eucharist, and to a docile obedience of the Lords commandments. During the Holy Week, we are invited to follow the Lord more closely towards imitatio Christi, an imitation of the Savior who offered his life on the Cross. And when Easter time comes, we shall share in the glory of Christs resurrection by renewing our baptismal promises which contain the articles of our Faith. Let us faithfully follow Jesus in the Way of the Cross! Under stand why we believe in it and why we are doing it! And we shall see in our lives the blessings this season brings. +LEONARDO Z. The Way of the Cross: The Way of My Encounter with God and Interiorization of My Catholic Practices (An Dalan kan Krus: Dalan sa Sakong Pagmidbid sa Dios asin Pagsaboot kan Sakong Katolikong Kinaugalian) My dear brothers and sisters! This season of Lent, in preparation for the Holy Fathers decla ration of the Year of Faith, we reflect on the theme: The Way of the Cross: The Way of My Encounter with God and Understanding My Catholic Practices. I know him in whom I have believed (2 Tim 1:12). These words of St. Paul help us to understand that the faith which is a personal trust in the Lord and the faith which we profess in the creed are inseparable (CCC, 150). That is why the Year of Faith is, first of all, a call for Catholics to truly know and understand their Faith. We should not only know WHAT is our creed and praxis, we need more to understand WHY we believe and practice them. Faith is not a set of doctrines, neither is it a new philosophy, but an encounter with God (Pagkanumpungan asin pagmidbid sa Dios). As Pope Benedict XVI has consistently emphasized since the beginning of his Papal ministry: Faith is an encounter an encounter with the Person of Jesus (Porta Fidei, 2). The Year of Faith calls Catholics for the profession of faith, especially public profession of faith (PF, 8). Our theme allows us to remember that the most basic expression and manifesta tion of the faith is the Sign of the Cross. It expresses our Faith in the Trinity: The Father, Son and Spirit. The Sign of the Cross is elaborated by the Credo. Thus, bearing the Cross on our fore heads on Ash Wednesday, the beginning of Lent, praying the Via Crucis, etc., are public professions of our Faith. The Year of Faith also calls for interiorization of our life of

History of Lent and Paschal Time


Origin of Lent Lent is the Church forty days fast in preparation for Easter. It was instituted at the very beginning of Christianity. The Old Law attest to this truth. It contains the frequent order of God to practice fasting. In the New Testament, our Lord Jesus Christ himself started this. He fasted for forty days and forty nights before he begun his Ministry (Mt4:2). Apostles Time ...But the days will come, when the Bridegroom shall be taken away from them, and then they shall fast. (Mt. 9:12ff) The Acts of the Apostles relates to us how the disciples of Jesus applied themselves to fasting and how they recommended it to the faithful through their Epistles. The Apostles legislated that the solemnity of Easter should be preceded by a universal fast; and that it wa only natural to make this period of penance for forty days, seeing that our divine Master had consecrated that number by His own fast. Fathers of the Church Because of th is St. Jerome, St. Leo the Great, St. Cyril of Alexandria, St. Isidore of Seville, and many of the holy fathers assure us that Lent was continued allowed Sundays to be kept as days of fast) though proper to add, later on, the last four days of Quinquagesima, in order that her Lent might contain exactly forty days of fast. According to the actual discipline of the Western Church the fast of Lent is not more rigorous than the prescribed rule for the Vigils of certain feasts and for the Ember days; but it is kept up for forty successive days with the single interruption on the intervening days. The Sacred Scriptures, both the Old and the New Testament, are filled with the praises of this holy practice. The traditions of every nation of the world testify the universal veneration in which it has ever been held. They believe that man may appease his God by subjecting his body to penance. Lastly, fasting includes the depriving ourselves of some portion of our ordinary food, inasmuch as it allows only one meal during the day. Through the modifications introduced from age to age, the discipline of Lent became very numerous. Jewish Custom The practice of taking one meal in a day during Lent is a Jewish custom which was adopted by the Christian Church. However,

On Good Friday, as in the past thirty two years, the streets of Iriga will once again be transformed, and the passers-by transported more than two thousand years back in time as the Friends for the Love of Jesus (FLJ) present once again the Passion and Death of Jesus Christ. The presentation, which has popularly been called Street Passion Play, was started in 1979 when the defunct Superstar Jaycees, Fr. John Tria and stage-director Bonnie Cruz, now both deceased, unanimously decided on a restaging and reinvention of the traditional tanggal, a local theatrical depiction of the passion and death of Christ. For actors, PETA-trained Cruz, tapped the participants in the Youth Encounter Program of Fr. Tria, who was among those who perished in 1995 aboard a plane which crashed at Tancong Vaca in Libmanan, Camarines Sur while carrying relief goods for typhoon victims. In its early years, the groups performance merited stories in national magazines like the Panorama, and was noted by drama critic and historian Nicanor Tiongson in a monograph on Philippine drama published by the Cultural Center of the Philippines. It also spawned the organization of at least three more local theater groups in the city with the same Lenten presentation. The original participants, who were mostly in high school or college then, eventually organized themselves into the FLJ and in the 90s, as an all-male choir which sing at the 7 p.m. mass at the St. Anthony Padua Parish Church. They have also been invited to sing in weddings and other occasions, like the launching of the gold service of the Philtranco at the Coconut Palace in Manila. They serenaded TV hosts Boy Abunda and the former Christine Bersola at the Filio ancestral house in barangay San Miguel, and which was shown in the formers tv show; and sang the citys garbage segregation campaign song, Suway-kin-Suway composed by Henry Turalde and Frank Penones Jr. This year, they hope to inspire once more the public into reflecting on and remembering the sacrifice made by Jesus Christ for our salvation.

MANILA -- In line with the Department of Transportation and Communications (DOTC) Oplan Ligtas na Kwaresma, the Philippine National Railways (PNR) recently announced that it is fielding additional coaches and train trips to and from Bicol starting April 4 in anticipation of the volume of passengers going to the province for the observance of Holy Week. PNR provincial and commuter operations will however be suspended on Good Friday, April 6. PNR General Manager Junio Ragragio said that As early as this week, we are readying our Bicol Express trains and facilities in preparation for the long weekend during the Lenten season and to ensure safe, sufficient and convenient journey for travellers going to and from the province. Presently, the Bicol Express, consisting of two sleeper coaches and a reclining-seat coach, leaves Manila for Naga City, and vice versa, at 6:30 pm daily. Recently operated, the Mayon Limited - De Luxe, consisting of three air-conditioned executive reclining seats, now runs at 8:30 pm every Monday, Wednesday and Friday, while the Mayon Limited-Ordinary, with three cars fitted with electric fan-ventilated coaches and fixed (non-reclining) seats, runs every Tuesday, Thursday and Sunday all the way to Ligao, Albay. For its Holy Week option centers will be manned by station agents on duty and security and utility personnel to provide information and assistance to the riding public and for easy access and coordination with other agencies and safety offices, the PNR executive added. Its the time of the year when families reunite and follow their own traditions even while on vacation, DOTC secretary Mar Roxas said. DOTC is playing an active role in ensuring that our people can travel back to their respective hometowns and be with their loved ones safely, in the most convenient manner. Simplicio Totoy Dalisay Gonzales who was formerly assigned in Calapan, Oriental, Mindoro, under DPWH Region IV-B, is now the new district engineer of the DPWH 2nd Engineering District Office based in Canaman, Camarines Sur. Gonzales is noted for his laudable behavior as a public servant especially his gentle disposition to people transacting business in his office. The engineering district under Gonzales has a coverage of 120 kilometers of national arterial and national secondary roads, which start at the boundary of Naga - Milaor to Pawili Bridge in the municipality of Bula, and part of Anayan, Pili to Ocampo, Camarines Sur. Doubtless, Tikwil is the most listened to radio commentary in this part of the universe. Never mind now, if ED titillates many listeners because there are lots of interestingitems. Everyday. Always. But Tikwil which is Melvin Barayogas passion would not have lasted for more than ten years if it is not what it isbelievable, very impartial, down to earth as Melvin Barayoga is. IR GM deciphers news honestly and gives the listeners something to think about, something to fret, something to make tongues wad depending on where ones side is. No wonder, Tikwil,l was twice St. Peter Baptist Catholic Mass Media Outstanding Public Affairs Program Awardee. Not surprisingly therefore that it is many taga-Rinconada two-hour daily morning broadcast fare. Tikwil keeps you abreast of the news in this side of Rinconada but not plain news though. Barayogas commentaries are downright responsible although he had also had his share a of libel case which turned out in his favor. Libel cases are welcome by any honest-to-goodness media practitioner. It is taken to be a feather in his cap. (Read: he is read if he is in print and listened to if he us in broadcast. And that is very heartening). Barayoga never misses any important issue. His program even carries weather reports which are a necessity really, requests for greetings on birthdays or weddings and even obituaries and dedication. And that is what makes Tikwil more than just commentary but a real entertaining program. But DWIR is not just Tikwil or Barayoga. It is very much Raul Sodsod and Tess Laniog Iraola. And Bert Balbuena. They keep IR going and going great. For sometime l lost track of IR. That was when I did not have a radio set and was really banking on the boob tube. But I remember for sometime IR went teleradio and all of a sudden, Melvin was not just audio but video as well. That was when some dames thought Melvin is quite an interesting guy, hehe. And Tess Iraola is very versatile, I know. She even hosted with striking impression Jess and Maes nuptials not very long time ago. Thank God, there is DWIR in Iriga. And Irigueos are using it to damax. Now, they can have the latest news in town as soon as they happens. And it is making them on the know of anything worth knowing. Good or bad news, it does not matter. Chiz pushes for LGUs equal tax sharing


Senator Chiz Escudero is pressing for a more equitable distribution of tax under a proposal that will give a 100- percent tax share to local government units (LGUs) from all revenues derived from sales or transactions where the principal place of business is located. We seek to modify the present situs rule on taxation, which is already recognized and imposed by the Local Government Code. We want a fair tax sharing for our local governments, Escudero explained. Section 150 of the Local Government Code of 1991 on situs rule or the taxing jurisdiction rule on local business tax provides that all sales made in a locality where there is a branch or sales office or warehouse should be recorded in said branch or sales office or warehouse and the local business tax due should be paid to the city or municipality where the same is located. This basic rule of taxation has been a dispute among local government units especially since most principal places of business are located in highly urbanized cities in the country like those in Metro Manila. Majority of the big businesses build their factories or project offices in provincial areas but maintain head offices in the cities. This bill wants to equally distribute the

Chief Supt. Jose Arne de los Santos, the police regional director on Monday said separate training sessions are being conducted in each of the six provinces of the region covering 107 municipalities and seven cities. Each of the local police stations in these towns and cities would have at least two personnel attending the training that would familiarize them with computer operations and the e-Blotter software that would be used in the new recording system which is meant to modernize data storage in police stations, he said. The e-Blotter or the electronic blotter system also known as the CIRS does not only facilitate crime documentation, but will also present quick and reliable transmission of crime information from the police stations to the regional offices and to the PNP headquarters in Camp Crame, De los Santos said. Once fully implemented in the region and all over the country, the system will facilitate fast, easy and paperless recording of crime information using the computer machine. Through the Internet, other police stations and higher headquarters could access such information for proper coordination and police action. It is a cost-free project since the software is developed locally by the programmers of the PNPs Information Technology Management Service (ITMS) and shall be installed into the desktop of every police station and unit, he explained. A project of Police Director Nicanor Bartolome, the incumbent PNP chief and launched late last year, the CIRS, De los Santos said is one way of enhancing the crime reporting system in the country for effective law enforcement, which requires comprehensive, adequate and timely information on crimes. We are seeing to it that all PNP units across the Bicol region will be interconnected with the Eblotter system within this year, the regional police chief said. The project is designed as a stand-alone system that will be installed in all police stations as means of reporting and monitoring all crime incidents that transpired within the respective areas, as well as results and records of investigation. While the traditional police blotter is a recognized symbol of the police journal of crime incidents, the e-Blotter presents accuracy in crime date documentation, reliability in storage and hassle-free transmission of data of all police reports, De los Santos said. He also explained that it is an effective management tool for decision makers and security strategists to have an easy and intelligent way of mapping out peace and order and anti-criminality strategies in their areas. We are banking on the help of the Internet in this project that would facilitate easy and fast reporting system, he said. He, however, said that due to the lack of Internet connection in most precincts, police will have to relay data in computers with Internet connection outside police stations. With the new system, the PNP hopes to solve its data backlog problem, De los Santos said had plagued the national police organization. Using the manual blotter system however will continue. Another modernization plan of the PNP which is currently on the drawing table is the innovative E-warrant or Electronic Warrant System. Under the plan, all that a policeman tasked to arrest a wanted person anywhere in the country needs to do is click on a link in the Internet and presto, he can print a copy of the warrant of arrest. The system is expected to contribute further to the accounting of wanted persons anywhere in the country since wanted criminals are known to transfer in a place where they cannot be easily recognized and where they can earn a living. The PNP leadership is also putting up an E-rogue system or the Electronic Rogues Gallery database wherein the photo gallery of wanted criminals and other suspected law offenders will be posted for easy reference by investigators and tracker teams, De los Santos added.
