AKB files bill to extend terms of barangay chiefs

The AKO Bicol Party List (AKB) filed House Bill 6055 which aims to extend the term of barangay captains from three years to five years. This bill has already been approved by the House Committee on Local Government.
Rep. Rodel Batocabe of AKB said that the extension of the term gives barangay captains more leeway in projects and in the administration of their respective constituencies.

(Atty. APA chairs Acyatan & Co., CPAs-DFK International is PICPA past president and Hall-of-Famer, past chair of ASEAN Federation of CPAs, and ACPAPP Lifetime Achievement Awardee). ISSUES: The on-going impeachment trial of no less than the Chief Justice of the Supreme Court has opened many issues that obviously require remedial legislation. First and foremost is the matter of refining the procedures for impeachment trials clarifying whether such proceedings are subject to intervention by the Supreme Court. It came to the fore because this time no less than the highest magistrate is on trial. One other law that need urgent refinements is our Anti-Money Laundering Law - on the issue of whether the gathered reports of AMLAC may be divulged and under what and whose authority. To our mind the substantial rationale is national security. Thus, the question that may be asked is: Is the trial of the Chief Justice of the Supreme Court a matter of national security? May the Ombudsman legally order the AMLAC to reveal some of its gathered transactions of public officials? OMBUDSMAN: The Office of the Ombudsman (formerly Tanodbayan) is a constitutional creation. Said office owes its birth on a specific provision in our 1987 Constitution. The enabling law seems to have given the Ombudsman expansive powers to the extent that said officer can possibly go on a witch-hunt against both foe and friend alike. The chilling question in the minds of government officials is if it is CJ Corona today, could my case also come up someday?

opinions unlimited
Atty. TONY (APA) ACYATAN
The constitutional provision on the Ombudsman was proposed by Law Dean Rodolfo Robles (of Quezon). He based his proposal on similar provisions in the constitutions of several European countries. The purpose is to institutionalize the anti-graft campaign of the government making the office so strong that it can even go against powerful politicians and personalities. The present posture against CJ Renato Corona is a classic example of what the Ombudsman is empowered to do! BIRS PREMYO: The tax collection agency (BIR) has long been conducting a nationwide raffle with the participants simply using the official receipts they have received for (purchase) transactions from business entities. It turned out that with the aid of computers, the BIR National Office is now able to check whether the issued receipts are genuine, and if the issuers are legitimate (registered) business companies that were given BIR authority to print official receipts. BIR has discovered many types of anomalies in connection with the Premyo sa Recibo. There are many issued receipts that came from booklets that lack authority to print. Worse, the issuer business enterprise is not registered with BIR. In the end, there are also findings that transactions even if covered with properly printed receipts are not reflected in the (audited) financial statements submitted to BIR and to SEC. COMPLIANCE: Opinions Unlimited reiterates its standing advice that business companies should strictly follow the applicable laws and regulations as regards their transactions. Reliance on the old areglo system must now be discarded and in its place, full compliance and factual reporting are called for. The best way to fight corruption in our government is to submit legal, accurate reports and to identify the evil elements who are pushing taxpayers to the wall so they may just agree to their graft suggestions. As external auditors, we consistently advise our clients to pay the correct taxes that they are liable for. BIR examiners are aware of our professional instructions to all our auditee-entities. During tax examination periods, we represent them in the determination of their deficiency taxes (if any). We advise them to settle all their verified tax liabilities even as we warn them to dispute any further demand for offbooks settlement. It was Gat Jose P. Rizal who said walang mangaalipin kung walang magpapaalipin! WISDOM: There are no small people, small tasks or small responsibilities when we are in the service of God.

tripartite
The life of every human person revolves around three main areas in which each of them, at the same time, is interrelated and integrated to the three divine persons of the Holy Trinity. They are the church ( the Father ), the family (the Son ) and society ( the Holy Spirit ). The church, structurally speaking, is the house of God where we gather on Sundays, feast days and other special occasions to get nourish with the precious body and blood of our Lord, Jesus Christ- the Holy Eucharist. This kind of habit is akin to our going back to our own childhood family homes specially during the holidays and holy days of the Holy Week, Christmas and patronal feast days... It is a reunion where we share and get the strength to carry on well up to the end our own individual missions. The church is where we gather at the feet of our Father and learn from him. We listen to God, the Father, while he teaches and guides us with his words to where we should go- to his Kingdom in heaven. While reflecting on this matter, I remember one occasion whereby, while I was walking around our seminary premises, I happened to see and encounter, after a long time of not seeing each other, a former seminary colleague who was just sitting by savoring the silence that his former home could offer him. He said that, whenever he wants solace and peace from the noise and crowd that the secular world gives him, he always makes it a point to run to this place. To just be there calm and contented... The church is also the place where our parents, the parents of our parents... one day, with their whole entourage and other invited visitors, received the sacrament of Matrimony to embark on their own long journey of a family life. The family is where everything started. It is first school. It is the seedbed of vocation where many of our priests and religious first heard the call and, in time, accept the sacrament of the Holy Orders. It is where for most, like their own parents, decided to be parents themselves loving and caring for the children that God will entrust to them. For the rest, it is also where they chose the vocation to be singleblessed. ... that they may all be one; even as you, Father, are in me and I in you, that they also may be in us,.... John 17: 21 The family is the genuine venue of our salvation where Jesus Christ is the savior. Thats why, divorce and many other forms of separation has no place in the Catholic family. Jesus Christ wants all to be one and no number two, three... The family, the smallest unit of society, must be ONE. One day, a mother came and told me that how she wish that her son can also be a priest someday. I asked; Why? She answered that our present society is such in a mess. She doesnt want him to undergo the same sorry experience. The society is the extension of both the church and the family. It is the larger version of both and where the Holy Spirit works. The society is the office of the Holy Spirit. With humans fallen nature, our society had regress and fallen into the darkness of lies and ignorance. Everywhere in our society, one can see how the truth is blurred and blinded. It needs the Holy Spirit as its sanctifier. It is the mission of the Holy Spirit to sanctify and make us all into saints. We were all, like St. Augustine, once sinners, but are now converted to be saints fit for the Kingdom of God, our true home and our family. We live together with the Holy Trinity for it moves and works actively around our church, our family and our society.

trust a stranger? no, never!

TRUST a total stranger? Decades ago, yes. In the rural areas before, even total strangers were more often given a red carpet welcome by the host- the best food, the only bed in the house-while the whole family occupied the bamboo floor at night. That was hospitality at its best. This beautiful Filipino tradition is, alas, not true anymore, a thing of the past.Go to a barrio and seek a nights lodging from a family and chances are, you will be told, politely of course, to go seek a lodging at a pension house. Do not interpret it as rudeness or arrogance or lack of civility. The family is just careful. The houseowner does not want to become a victim of criminals posing as harmless travelers. In Legazpi City years ago, a man sought a nights lodging at an acquaintances house. At midnight, the guest secretly fled with the familys valuables. There are stories of strangers murdering those who have given them food and shelter. Distant relatives are sometimes turned away by their own kin who have not seen them for a while because of fear of strangers. In Legazpi City again, where crimes are not exactly uncommon, strangers are not easily trusted. But despite this, some have still fallen in their trap. A lady teacher lost her appliances including a finely crafted narra dining table to strangers who told her maid they were sent by her employer to borrow the items. The unsuspecting maid allowed the men inside who quickly emptied the dining room with whatever things of value they could lay their hands on and

a QUeStion oF PriviLege

escaped, one of them even waving to the maid. If you ask me if I trust strangers, I do not and will not. I have not been victimized by thieves posing as friendly strangers but the stories involving such slimy creatures have given me enough reminders not to accept their friendship. Long ago in my barrio, total strangers were always treated well. They were served food and given the only bed in the house in the evening, a trust the strangers did not fail to return. There was this man who said he was the son of a datu who strayed into a neighbors house during a fiesta. The family served him food and looked after his other needs as if he were a long lost kin, never inquiring about his identity, where he came from, why he was in the barrio. That is no longer true today. ****** I did not know that CJ Corona had led a very simple life in obedience to the Constitution that public officials should lead modest lives. In his testimony at the impeachment

trial days before his conviction,he said he did not have a helper at home, an air-con room, a private car. But the impeachment court was not convinced. I, too, have found it hard to swallow his tale of penury and want. In a country where public men have the bad habit of using government resources for personal benefits, he may be the exception. But again, the impeachment court did not agree with him. It is not surprising why the country has gotten a notorious tag: the most corrupt in Asia. The most guilty, of course, are not you and me but those in the upper perches of government, the high and the mighty officials. When the impeachment court voted to convict Corona, it does not mean that with this once in a blue moon miracle, another miracle is about to unfurl. If Lady Justice has assumed a fresh image as an impartial dispenser of justice, it does not also mean that the cancer in our society has been thoroughly wiped out. But if all the greedy officials, the human crocodiles, are sent to jail without delay for their crimes, the promise of a new dawn will be at hand. That is, however, easier said than done. The sincerity of PNoy will be the biggest factor in the realization of this dream. But he has very limited time. Will six years be enough? Can he accomplish in six years what the previous regimes have failed to bring to fruition?

Discover New Zealand

New Zealand, more commonly known as Aotearoa by its natives, the Maoris, means the land of the long white cloud. Pristine and majestic in beauty, the land has an environment second to none and is considered a haven away from the usual hustle and bustle evident in busy countries found in the first world. About the size of Japan, New Zealand only has a surprising 4.4 million total population, migrants included. A multi-cultural country, its refreshing to note that English is its main medium of language. New Zealand features an extraordinary geography and a diverse, beautifully-laid out landscape. In stark contrast to its highly urbanized cities and technologically advanced society are its lush rainforests, vast & verdant farmlands, high mountain ranges and sub-tropical beaches that are famously picture-perfect. Considered as the youngest country to be discovered by man, New Zealands culture is a rich mix of Maori & Polynesian tradition with influences from the British and European customs. Its people are simply known as Kiwis, in homage to its national bird & fruit of the same name. Astonishing fact about this country is that its total cattle population reaches over 40 million in number which gives a ratio of cattle to human at 11:1. Noteworthy to mention that aside from cattle, there are 7 million sheep all around New Zealand. Home of the Middle Earth- notably coined from the movie Lord of the Rings, New Zealands Matamata, a rural town in North Island, was the location set for the movie. Now called The Hobbiton Village, the area still features the Hobbit holes or houses as can be seen from the movie and has now become a famed tourist attraction. With first-rate healthcare, education and social services available for all, it is of no wonder why this country is now one of the most preferred by migrants the world over. New Zealand is currently ranked as one of the least corrupt countries alongside Denmark & Singapore. Wellington, a beautiful, windy city is the countrys capital; however, its neighbouring city, Auckland, holds the rank as the 4th in the Worlds 50 best cities to live list. Discover New Zealand. The 25th season of the American T.V. reality show Survivor Philippines have recently wrapped up its filming in the famous Gota Beach Resort in Caramoan, Camarines Sur. Worth mentioning is the fact that this T.V. reality show is among the top 20 rated show in the United States of America. Approximately, its T.V. viewers are 30 million at any given time. This contributed to a certain extent why Gota Beach Resort and other island resorts in the Caramoan Peninsula is now the top destination for world class aqua-sports competition. Survivor as a reality T.V. show have boosted the arrival of foreign tourists in Camarines Sur. Their coming is unprecedented in the history of our province. As Bicolanos we have our reasons to be proud and jubilant for this emergence of Camarines Sur as a popular and renowned tourist haven. Gota Beach Resort was recently chosen as one of the ten most famous and best beaches in the world. This is a signal honor for the Philippines most particularly the province of Camarines Sur. No less than CNN. GO a popular and widely read online travel magazine of Cable News Network have confirmed this accolade given to Camarines Sur. As emphasized by various tourism stakeholders in BICOL coming from the public and private sector we should not rest on our present laurels of tourism development in our province. There must be a continuing mechanism in sustaining what Camarines Sur has accomplished tourism wise. Our leaders should put aside partisan politics. They must go all out in supporting and be counted in following a course of action that will not only enrich the local tourism industry but more so in the complimentary activities and programs that goes with growth and development. Other tourism sites and destinations in the five districts of Camarines Sur must be improved and enhanced with government agencies, peoples organizations, microentrepreneurs, workers, cooperatives, needed in staging international triathlon which had been hosted by Camarines Sur through the years. This in effect must be sustained for tourism to work and enhance the quality of life of our people most specially those who are near the tourism growth area. One problem however which must be attended to and corrected if we are really sincere in attracting tourists are the deficiencies of our airline companies that have been found to be wanting. Our efforts in bringing in tourists will be for naught if passengers will experience flight delays and missing luggage. These are complaints on how airline companies are conducting their operations. The Department of Transportation and Communications (DOTC) with special mention to its subsidiary agency the Air Transportation Office (ATO) are under obligation to strictly enforce standards in the delivery of services of airline companies. The adoption of customer service practices being enforced in other progressive countries like U.S.A, U.K., Japan and South Korea must at all times be observed. Airline passengers in these countries are promptly informed about delays and the cause of such delays. When flights are delayed for an hour provision for food is made available. If it is delayed for up to four hours hotel accommodation is provided. All of these measures can also be done here in our country. What is needed is the political will to correct the mistakes of those who are directly involved in dealing with airline passengers. When their flights are delayed and/or cancelled and when their luggage is offloaded they must be informed beforehand to avoid the hassles of inconvenience. Customer satisfaction must at all times be given priority. In so doing, rapport between the Airline Company and passengers most especially tourists will result in a win-win situation.

non-Stop work but Happy

Thursday, I was on my way with friends to Manila for some very urgent work. Friday was work day in a studio for a shoot that winded after many good takes. Unfortunately, the car that took us there was on coding that day. . So, there was no way to infiltrate Makati although else where, we used windows. Saturday, we were bound for Batangas, specifically San Juan. The Iriga Biking Team participated in an extreme bike challenge and the Iriga Team made it at the top slot. In the team were city Administrator Atty. Aldo Turiano, Planning Officer Benjie Gonzales, city treasurer Jean bongon, city engineer Jake alvaro, young businessmen Ryan nagrampa and Jayson ballesteros, Mayor Madels son, brendan, and the Mayors brother, engr. Ronald Felix Gang-gang alfelor, It was impossible to stay under the sun and watched the bike challenge because of time and personal constraints. We were given the favor of getting billeted in a resort which provided us with the simple convenience of a home atop a treehouse. With the unbearable heat, we had however, bottomless supply of water and of course, endless chikahan and continuous watch for Jun-Jun. (read good looking hombre) to the delight of Peter Lagyap, Irigas very efficient event coordinator, nono Lopez and ayie abao. But the best company was provided by Iriga City Tourism Officer Nona Vanessa M. Santiago and City Human Resources Officer, Dr. Nenet Boyles-Berina who make a very compatible duo. bryan Gazmen is such a likeable teeneager who is all energy as tintin Villareal can tell without batting an eyelash. A. As. But our trip rested in the hands of Harold Manlapaz and bong amoroso who switched as pilots. With the bike challenge finished and the Iriga Team getting the coveted the plum award, we found ourselves bound for homethe family of the Secretary to the Mayor Ruben de los Santos and other Iriguenos who lent support to the team that competed. It was another long trip but we arrived Iriga safe and sound. Sunday, I took my family (daughter-in-law Karen, grandchildren Y, 4th year, Z, 3rd year and X, Grade I. who cajoled me for an SM Naga trip and buy them sturdy footwear that could guarantee use for a school year. The following Monday, with Myrna Larcena, senior tourism officer and warren oliva of PIO, I made my first trip to the district jail of BJMP and notwithstanding the bad road, the trip was fine after all. non-government organizations, civil society groups, the academe, including print and broadcast media doing its share in making things happen for the good of our people. Caramoan Peninsula with its pristine and beautiful beaches typified by its world renowned Gota Beach Resort has what it takes to be the centerpiece of the tourism program. This tourism growth area can be converted into an integrated family resort just like Sentosa the island Resort in Singapore. The conversion could rake in dollars for our government and our people with the expected foreign tourist arrivals that would come every now and then to Camarines Sur. If realized this would be the answer to the thrust of our government to bring in millions of foreign tourists to our country just like what Sentosa had experienced for Singapore. The eco-tourism program of our province will benefit most with this expectation in view of the fact that Caramoan Peninsula is known for its turquoise and lush vegetation awaiting every tourist that would come to our shores. Added to this is the fact that our province have shown the way and is tried and tested in hosting various sporting events. Particularly it has the manpower

by LaLLIe aMoRoSo-JaRDIneL Zeferino arroyo High School San agustin, Iriga city I believe what an acquaintance of mine related to me. She is, by profession, a media practitioner specializing in Public Relations. Since the profession is highly demanding and even competitive, she told me that she has some kind of a secret weapon and that is, being able to speak English correctly and sometimes, when asked for, she adopts a twangan American twang or an English twang depending on who she is talking to. And she gets attended to, respected even and all because she puts up a good impression with her correct command of English, which is, still the language in business as it is in the academe. I do not want to presume that one can be intimidating if he speaks good English but maybe it does. Whether I am agreeable or not. English is still the best medium of communication in the business world as it is in the academe. As teachers and not just English teachers, we are impressed by students who speak English correctly, Precisely because practically all subjects use the language in teaching the course. Whether it is science or mathematics, teaching is carried out in English. Funny but believable that even in teaching Filipino as a language, the teacher is sometimes forced to use English to be better understood. For example, it is easier understood if one says Department of National Defense than Kagawaran ng Tanggulang Pambansa. We understand east more than silangan or west more than kanluran. We are much at home saying Twenty Thousand Twelve rather than Dalawamput Libo at Labing Dalawa. Whew! Correct me if my Filipino is wrong. No wonder now. a lot of our young people use Taglish (Tagalog-English) or Enggalog (English-Tagalog). English can be used everyday and be able to meet our need to be understood. The way it is, English is slowly getting Filipinized. It means that we Filipinos now speak English the Filipino way and maybe developed an identity. Unfortunately, however, sometimes, we do not get understood. A foreigner will not understand CR which to us is Comfort Room. It is only in the Philippines where comfort room is used when internationally, comfort room is better understood as rest room or powder room or plain toilet. We say T Y when saying Thank You produces a very happy sound, so to say. And where in the world but in the Philippines has electricity a color and that is brown. We are the only people who use brownout when there is no electric power. Ironically, salvage to us. Filipinos means to be killed or liquidated

DenR enlist UPLb to produce 100 tons of Friendly Fungus

True to its mission of ensuring the success of the National Greening Program (NGP), the Department of Environment and Natural Resources (DENR) has enlisted the expertise of the University of the Philippines-Los Banos in Laguna for the manufacture of some 100 tons mykovam from May 2012 to April 2013. Mykovam is a fungusbased fertilizer developed by UPLB that enable planted seedlings to survive in the most adverse conditions by naturally improving their root surfaces. Under the memorandum of agreement recently signed between DENR Secretary Ramon Paje and UPLB Chancellor Rex Victor Cruz, the mykovam production will be undertaken by UPLBs National Institute of Molecular Biology and Biotechnology (BIOTECH) with the DENR providing the amount of P8 million for the upgrading of BIOTECHs facilities. This undertaking affirms DENRs resolve to employ science if only to secure NGPs success, Paje said, adding that NGPs goal of rehabilitating some 1.5 million

hectares of denuded forestlands hinges on the application of the fungus-based root inoculants which form colonies of microscopic beneficial fungus on plant roots. Paje explained that past greening programs failed because science was not well factored into the program, particularly matured technologies like the development of mykovam, which was developed by combining eight

types of mycorrhizal strains. The fertilizer was found to have the most beneficial qualities for tree species to be planted under the NGP, especially for indigenous tree species like acacia, agoho, batino, balete, kamagong, molave, mayapis, tindalo, balete, ilang-ilang, talisai and toog. Under the aegis of this agreement, the governments agenda to promote science-

based rehabilitation of our forestlands has taken a leap forward, Paje said, adding that the application of mykovam and cloning of tree seedlings will address the rehabilitation of denuded forestlands. Last year the NGP raised and planted some 93.26 million tree seedlings in some 128,696 hectares of open and denuded forestland. This represented 28.7 percent above its 100,000-hectare target for 2011 with five million of which consisted of indigenous species like acacia, mayapis, molave, tindalo, toog, and teak. According to Dr. Nely Aggangan, head of BIOTECHs Biotechnology for Agriculture and Forestry Program, mykovam has the ability to bring dead soil back to life particularly acidic soil which is a common condition of degraded soil in the Philippines. Even tree seedlings in mine tailings pond survived and grew when aided with mykovam with a ratio of one sack of compost soil treated with mykovam per tree, Aggangan said, referring to the legume trees planted for the reforestation project of Atlas Mining Corp. for their tailing pond area in Toledo, Cebu.

nabua Diarrhea cases under control - RHU

After weeks of battling with diarrhea cases, patients downed with the said disease and confined in different hospitals in the nearby municipalities started going home after medications and treatment were administered to them.
Maria Consuelo Loquias, Nabua Rural Health Unit 2 Midwife confirmed that based on their monitoring, most of the affected residents had already checked out of the hospital and are now recuperating after days of confinement. As of Tuesday (May 29), we have monitored at least three patients who were already discharged. Everyday we see to it that we conduct house visitations. We also conduct day-to-day monitoring with regards to their health status and found out that we dont have any additional cases of diarrhea in addition to the reported cases earlier, Loquias said. Nabua Mayor Delia Simbulan said that the local government unit, in coordination with their municipal health office has already taken immediate measures to control the spread of the said disease. We cautioned the residents from getting water from the deep well, which could be the possible source of the bacteria, and we told them to drink mineral water instead pending the result of the water samples sent to the Department of Health by our rural health units. Chlorination of water sources and distribution of stock solution is now ongoing, Simbulan said in an interview. Dr. Stephen Beltran, Nabua Rural Health Physician has confirmed last week that more or less 70 residents from Barangays La Purisima, Sto. Domingo, and Malawag were affected with diarrhea. Three patients died while in the hospital. Dr. Beltran said that water contamination could be the possible cause of the disease since the residents are using a deep well as a communal water source. The sole water source of the residents is a deep well where they get water for drinking, washing and bathing. There could also be fecal contaminants since septic tanks are located meters away from the water source. We have already instructed the residents to make use of the stock solutions to deter further cases of diarrhea, Beltran added. Most of the barangay residents can not afford to pay for water services, settling themselves in using water pumps instead. -Analiza S. Macatangay

DOLE: 40% of new grads in Bicol to find jobs

by MaRLon a. LoteRte LEGAZPI CITY -- At least 40 percent of the more than 26,000 graduates of the recently concluded school year will have jobs within the year, while the remaining 60 percent of these graduates may be placed in the succeeding two years or so. This, according to the Department of Labor and Employment (DOLE) regional office here, is a conservative projection of the job placement and employment trend that may be seen in the region for the next three years. DOLE-5 regional director Nathaniel V. Lacambra said that the employment plight, of what is said to be Bicol labors fresh meat, will rely mostly on the ability of the regions local job market in absorbing the graduates and the open mindedness of the graduates in overseas work. The number of graduates of school year 2011-2012 was based on the records of the Commission on Higher Education (CHED). DOLE-5 has utilized the CHED data in determining or devising strategies in responding to address the unemployment trend brought about by the influx of newly grads. If the current economic situation in the region continues to rise steadily in the areas of construction, tourism and services industry, then we can say that the region is actually ready to absorb at least 30 percent of the graduates. From there we can strategize on how to place the remaining bulk Lacambra added. In the management conference of DOLE regional and provincial officials as well as employment focal persons early this month, Lacambra directed all the agencys attached bureaus to have a close coordination with CHED, Technical Education and Skills Development Authority (TESDA), Department of Trade and Industry (DTI), city and municipal business licensing divisions and the Department of Tourism (DOT) benchmarking the graduates courses, skills competency and possible vacancies available region wide. The data gathering strategy will provide DOLE-5 a perspective of the employment needs and trends of the region thereby creating room for a more direct response on how to place new and future graduates. San Pascual town in Burias Island new tourist destination

by DannY o. caLLeJa SAN PASCUAL, Burias Island, Masbate - Tales about the hidden wonders of this municipality are starting to be told as local government leaders find it fitting for the place to be among Bicols tourist havens. San Pascual is a 4th-class municipality which is one of the two townships occupying Burias, one of the three major islands of the province of Masbate aside from the mainland and Ticao. Mayor Job Willard Rivera said they do not want to be left behind by other places in the region that has been economically growing owing to the impressive development and promotion being initiated in favor of their tourism industry. According to Wikipedia, the island of Masbate is considered as the center of the Philippines located between latitudes 1143 north and 12309 east and 1245 east. It is bounded on the north by Burias and Ticao Pass, east by San Bernardino Strait, south by the Visayan Sea, and west by the Sibuyan Sea. Relative to mainland Bicol, the province faces the southwestern coasts of Camarines Sur, Albay, and Sorsogon. Tourists wanting to discover Burias Island may opt to take the easier route using the Masbate City airport. Mayor Rivera said the travel, particularly for those who love nature, history and culture, will surely be very rewarding.

UNEP Matriarch bids farewell

A life well-lived, an existence admirably nurtured and a loving family around her --- these are just few of the most important things that surrounded Dr. Remedios Dy-Sanchez RigorosoAlfelor for the past 97 years of her life. On May 28 at 10:18 in the morning at Mother Seton Hospital , she peacefully joined our Creator. Her demise was a great loss not only to the University of Northeastern Philippines (UNEP) but also to the entire Rinconada community. Wawa, as she is lovingly called by loved ones and colleagues, has fulfilled her mission of being an ambassador of UNEP to the world by unselfishly sharing her vision wherever she goes. Wawa propels quality education to a new height by simply sharing her great dream of putting UNEPians in every significant academic endeavor. She exuded her great love and passion for learning and has seen many students gain from it. Atty. Remelisa AlfelorMoraleda, UNEP President expressed the great sorrow that her family is experiencing now. We lost our dear Wawa but we know that she will always be with us. Yes, our family is in deep sorrow and in grief yet we find solace in the sympathy and prayers at this difficult time of bereavement, Moraleda stated. Ms. Deli Alfelor-Tibi, UNEP Executive Vice President and concurrently the universitys VP for Finance knows things will never be the same without her dearest mother. Ms. Deli personally took care of Wawa until

the last minutes of her life. I will always remember her enigmatic smile, but most of all I will surely miss her dear presence. No more will I hear the continuation of the song, let me call you sweetheart since Mama can not utter those hymns anymore, Ms Deli tearfully recalled. Ms. Deli usually sang a few lines of the said song, and as a response, Wawa will continue it by either humming it or simply smiling at her, an acknowledgment that she recognizes the song. Wawas family is her fortress. They are her strength. That is why it is not surprising that her siblings also loved her so dearly. Wawas presence stands out wherever she goes. Her heart goes with the less privileged. Her deep religiosity has touched the hearts of many and bonded her family so strongly together. Indeed, Wawa will be greatly missed. Wawas remains lie in state at the University of Northeastern Philippines (UNEP) University Gymnasium. Mass is being held every evening at 8pm. Date of interment is June 9, 2012.

during Spains colonial rule in the country. These ships sailed between Manila and Acapulco for 300 years packed with precious cargo from the marketplaces of Manila and Mexico. These loaded galleons always took the same route through the narrow, treacherous straits of the east-central Philippines and most likely struck coral reefs and sank off the coast of the Philippine island near Samar. Burias Island is not far from Samar. This town also boasts of its Mapanique Creek Flying Fox Sanctuary. Living up to its name, Barangay Mapanique plays host to a number of species of flying foxes, (a kind of big fruit eating bats) which are mostly seen hanging on branches of calumpang trees during the day and start their flying and feeding activities at the evening twilight. Rivera said their fascinating wild life also features the tabon or scrubfowl, a rare and endangered species of bird which can be found in the idyllic part of the town. The municipality also has Tinalisayan Islets and Sandbar for nature tripping or island hoping. This chain of islets, Rivera said, offers the best getaway for nature-trippers who could watch migratory birds going about in one of the islets sandbar as well as for sports enthusiasts who indulge in activities like scuba diving, snorkeling, jet skiing, kayaking and rockclimbing, among others. Put the features of Boracay and Tawi-Tawis Turtle Island into one and you have Sombrero Island Sea Turtle Sanctuary, which has pristine white sand beach sans the urban hustle, and the ecological attraction of sea turtles coming offshore to lay eggs. Sombrero is a hat-shaped (thus the name) islet at the middle of Burias Pass that belongs to the political jurisdiction of this town. This is a must visit place for tourists because its rich biodiversity of marine ecosystem that offers a once in a lifetime experience to those who love to commune with nature. The secrets of Sombrero and its neighboring islets are exciting to discover, according to Rivera. Near Sombrero is the Animasola Island, described by the mayor as an exotic skin diving spot shrouded in mystery. Right in the middle of sparkling blue water bestrewn with odd-shaped, even bizarrelooking, rocks makes this island seem surreal. Discovering how enchanting this island is would be a once-in-a-lifetime experience, he said.

When they have five years to implement their plans for their barangays, there are more chances that they will be successful in the implementation. Time is really of the essence in making sure that your goals for your constituency are met, he added. The Local Government Code has been amended two times since it was first passed. If passed, the House Bill No. 6055 filed by AKB will be the third amendment on the terms of barangay officials. Meanwhile, AKO Bicol Party List (AKB) filed House Resolution No. 2447, congratulating Jessica Sanchez for becoming first runner-up in Season 11 of American Idol in the United States. Rep. Rodel Batocabe of AKB said, Jessica is truly the epitome of pure Filipino talent and humility. She has continuously proven that she has what it takes to be an American Idol. He added that although Jessica did not win the coveted title, she still won in the hearts of millions of Filipinos who supported her. Jessica reminds the Filipinos of their dreams and to always pursue them, no matter how far-fetched they are. Who wouldve guessed that Jessica could reach that far at the tender age of sixteen? AKB Rep. Alfredo A. Garbin, Jr. also added, if Jessica visits the Philippines we will most probably invite her to the House of Representatives to commend her.

For those who want some pieces of history, this municipality, according to Rivera is home to the St. Paschal Baylon Parish Church which is reputed to be among the oldest churches in the Philippines. While no extant record of its construction date is known, the mayor said it is believed that the churchs original structure was built in 1571, about the same time as that of San Agustin Church in Intramuros, Manila - a UNESCO (United Nations Educational, Scientific and Cultural Organization) World Heritage Site title holder. The municipal hall is also a historical landmark as its original structure, particularly the faade which is being preserved in respect of the towns glorious past, dates back in the 1930s. We also have the Laurente Ancient Burial Ground where rare archaeological artifacts were unearthed in Barangay Laurente a few years ago, he said. A good number of primary and secondary burial jars which contained chinaware, ceramics, beads and other antiques were among the find, the mayor added. Next is the Guindoyanan Point Sunken Galleon which serves as the heart or geographic center of the Philippine archipelago. One need not take pains to see why as a closer look at the center of a quartered Philippine map will point you to this exact place. This is just one side of it as when we talk of sunken galleon, it will sound more interesting, he said. Galleons are huge cargo ships built in the Philippines by Spaniards from 1565 until 1815

Many say the bus is bound to (Monumento). Thats funny. It is correct to say bound for. It is always right to say cope with and never cope up like many would say. These, and many others might be small matters but if one were to be correct, these should be considered, But, anyway, Filipinizing American English is a breakthrough and might even, for all we know, contribute to our search for an identity, why not?
