Dear Sirs, Reference to our last meeting in Benghazi, on 09/10/2012, and further to your request, you will find below a comparative study between the two above mentioned solutions: I. Description of HVAC system

The CSS Social Security BUILDING will be conditioned as follow : I.1. Old conception : I.1.1. In the initial design building with 7 floors and without multi-purpose hall: Each one of the following floors will be treated by :

Specifications of VRV systems

Outdoor air cooled condensing unit: Equipped with an intelligent inverter-driven compressor enabling the modulation of the output of outdoor unit by the cooling or heating demands of the zone that it controls. The unit operates in heat pump mode and can be connected to many indoor units. Indoorductablefan coil units:ductable and ceiling concealed, each indoor unit incorporates an electronicexpansion valve that continually controls the flowrate of refrigerant. In this way, the VRV systemmaintains a nearly constant room temperaturewithout the typical temperature fluctuations thatoccur with a conventional ON/OFF control system.The extremely refined PID control maintains roomtemperature to within 0.5C of the set temperature Piping: Simple refrigerant copper piping equipped with easy to install special fittings and to provide greater design flexibility, thus eliminating the use of regular T-joints and headers. o Max. pipe length (Outdoor to farthest indoor units): up to 150 m o Between first branch and farthest indoor unit: up to 40m o Height difference between highest andlowest indoor units: up to 15m o Height difference between outdoor and indoor units:up to 50m Bureau dEtudes Techniques des Applications Energtiques

Remote and centralized controllers for operating the system Includes: o Zone LCD remote controller for up to 10 zones which provides a host of operational functions, including multi-day programmability o Possibility of integration to open protocol building management systems via the BACNET and LONWORKS Gateways. o Monitoring individual zone for offices. Check airflow volume, and much more o Separate thermostat for each office or zone I.1.2. After the 7th floor addition which contains the multi-purpose hall and many spaces with important occupation : we are obliged to combine with the VRV system another HVAC system for The multi-purpose room in the seventh floor. This last space will be equipped with an air handling unit direct expansion (Roof Top unit) to be installed on the roof. For supply fresh air in different mixture box for each indoor DX fan coil unit we use 4 fresh air fun units on the roof equipped by a filter but without coil exchanger

I.2. New conception In the final design of the building with 8 floors and with multi-purpose hall in the seven floor and many spaces with important occupation: We choosed the following conception for HVAC system : There will be one chiller plant for the entire building composed of four air to water heat pumps to be installed on the roof. For offices and common areas in the ground and first floors: Air conditioning will be achieved through the use of fan coil units in all different spaces. Chilled and hot water will be routed in mechanical shafts. This system is the most appropriate solution for air conditioning since the offices will be rented utilities included and therefore there is no need for having separate AC units for billing purposes. Indeed, if each tenant was to pay for his own power consumption, then VRV would be more appropriate as an air conditioning system. For floors two through seven: For all the Social Security offices, open spaces and common areas, air conditioning will be achieved through the use of fan coil units in all different spaces. Fresh air will be supplied by 4 air handling units located on the roof. The multi-purpose room in the seventh floor will be equipped with an air handling unit to be installed on the roof. You will find in the table hereinafter the reasons to choose the chilled water :

Limited to the zone whose machine is out of service VRV is a centralized system for each apartment using refrigerant direct expansion instead of chilled water. Conclusion

Decentralized variable refrigerant flow HVAC systems are the most appropriate for buildings used as seraprate offices with utilities not included in the rent

Centralized chilled & hot water HVAC systems are the most appropriate for buildings used as common or separate offices with utilities included in the rent

Adding to the above mentioned reasons, Centralized chilled/hot water air conditioning system is selected because there is no need for separate power billing since all the
upper floors will be used by the same administration and the lower floors will be rented utilities included.
