Project Proposal for Alternative Education Center for 42 school drop out children aged 7-14 years in and underserved area in Sonepat block of Sonepat district of state Haryana

Background Information: 1. State Profile: Haryana is a state in India. Constituted in 1966, it is one of two newly created states carved out of the greater Punjab province as a means of creating a stronger national identity. It has been a part of the Kuru region in North India. The name Haryana is found mentioned in the 12th century AD by the apabhramsha writer Vibudh Shridhar (VS 1189-1230). It is bordered by Punjab and Himachal Pradesh to the north, and by Rajasthan to the west and south. The river Yamuna defines its eastern border with Uttarakhand and Uttar Pradesh. Haryana also surrounds Delhi on three sides, forming the northern, western and southern borders of Delhi. Consequently, a large area of Haryana is included in the National Capital Region. The capital of the state is Chandigarh which is administered as a union territory and is also the capital of Punjab. Sites in Haryana were part of the Indus Valley and Vedic Civilizations. Several decisive battles were fought in the area, which shaped much of the history of India. These include the epic battle of Mahabharata at Kurukshetra mentioned in the Hindu mythology (including the recital of the Bhagavad Gita by Krishna), and the three battles of Panipat. Haryana was administered as part of the Punjab province of British India, and was carved out on linguistic lines as India's 17th state in 1966. Haryana is now a leading contributor to the country's production of food grain and milk. Agriculture is the leading occupation for the residents of the state, the flat arable land irrigated by submersible pumps and an extensive canal system. Haryana contributed heavily to the Green Revolution that made India self-sufficient in food production in the 1960s. Haryana is a landlocked state in northern India. It is located between 2739' to 3035' N latitude and between 7428' and 7736' E longitude. The altitude of Haryana varies between 700 to 3600 ft (200 metres to 1200 metres) above sea level. An area of 1,553 km2 is covered by forest. Haryana has four main geographical features. The climate of Haryana is similar to other states of India lying in the northern plains. It is very hot in summer (up to a high of 50 deg Celsius) and cold in winters (down to a low of 1 deg Celsius). The hottest months are May and June and the coldest being December and January. Rainfall is varied, with the Shivalik Hills region being the wettest and the Aravali Hills region being the driest. About 80% of the rainfall occurs in the monsoon season (JulySeptember) and sometimes causes local flooding.

The total population of the state is 25,353,081as per 2011 census among which Urban population is 8,821,588 and the rural population is 16,531,493. This is in brief. 2. District profile: Sonipat district is one of the 21 districts of Haryana state in northern India. Sonipat town is the district headquarters. It is a part of National Capital Region along with Delhi, Gurgaon, Faridabad, Noida, Ghaziabad. The district borders Delhi union territory in south, Panipat District in the north, Jind District in the north-west, Uttar Pradesh state in the east with the Yamuna River acting as a border and Rohtak District in the west. The district is named after its administrative headquarters, Sonipat. Sonipat was earlier known as Sonprastha, which later became Svarnaprastha (Golden City), which is derived from two Sanskrit words. This district was carved out of the erstwhile Rohtak district on 22 December 1972. Broadly speaking, the entire district is a plain land area, but the area is not level in some parts. Over most of the district, the soil is fine loam of rich colour. However, some areas have sandy soil and others Kallar. The plain has a gradual slope to the south and east. The district may be roughly divided into three regions: The Khadar, the upland plain and the sandy region. The district comprises three sub-divisions: Ganaur, Sonipat, and Gohana. They are further divided in four tehsils: Ganaur, Sonipat, Kharkhauda and Gohana. The tehsils of Kharkhauda and Sonipat fall under jurisdiction of Sonipat sub division, while tehsils of Ganaur and Gohana fall under the jurisdiction of their respective sub divisions. These are further divided in to seven blocks: Ganaur, Sonipat, Rai, Kharkhoda, Gohana, Kathura and Mundlana. The district comprises 343 villages, out of which 15 are uninhabited. Sonepat (Sonipat) Railway Station is located on the Northern Railways' Ambala-Delhi rail route and a number of passenger trains daily passes through it. National Highway 1 passes through this district. According to the 2011 census Sonipat district has a population of 1,480,080. The district has a population density of 697 inhabitants per square kilometre (1,810 /sq mi). Its population growth rate over the decade 2001-2011 was 15.71 %. Sonipat has a sex ratio of 853 females for every 1000 males, and a literacy rate of 80.8 %. 3. Sonipath Tehsil: Sonipath block is adjacent to the district town. It has rural areas as well as urban areas. In the rural areas agriculture is the main source of

livelihood. There are a few dairy farms also in the block. In urban areas there are basically shops and business units exist. 4. Situation Analysis: Though Hariyana state is a bit developed state and the literacy rate of Sonipat district is good, still there is a large number of school dropout children in the area. Those school dropout children need an alternative education to reenroll in formal school to continue education. As our organization has been engaged to foster childrens education right from the beginning of its activities, we have identified 42 such school dropout children in our working area who need alternative education to bring back them in the formal school. Otherwise those children will be again illiterate in the future. So this problem need to be addressed with an utmost priority. 5. Problem Statement: The gravity of problem of the children in the area is serious. A large number of children both male & female are school drop out and engaged in some form of household work/job for their livelihood as well as support to the family. Those children of the above mentioned area need proper attention for their genuine growth and development through an educational center to bring back them in formal education though alternative education, counseling to the children and the parents is other important task. Also to motivate the parents of those children will be another one important activity so the number school drop out children shall not increased in the future. 6. Rational: The children are the most important section of any society. Children are the future citizen. The country which invested more for the development of the children invested for their countries better future. Children should get all shorts of opportunities and care from the family as well as form his/her own state. The identified children of the area has to be protected from any form of abuse and exploitation and to promote Childs Right to growth and development, Right to Education, Right to Protection and Right to participation. On behalf of our organization we are committed to serve for the deprived children in our target area stated above. 7.
