RE: BUSINESS PLAN FOR THE AVIATION BRANCH OF THE NORTH VALLEY SERVICE AREA OF SCHOOLS Dear Ms. Bowers: THE AGENCY North Valley Service Area (NVSA) of the Division of Adult and Career Education (DACE), part of the Los Angeles Unified School District (LAUSD), has an annual unduplicated enrollment of 9,000 students in programs of English as a Second Language and Citizenship, Adult Basic Education, Adult Secondary Education, Programs for Older Adults and Adults with Disabilities, and Career Technical Education. The operating budget of NVSA is approximately $10,000,000 per year, to offer instructional programs at four District owned sites; the Aviation Center, an Airframe and Powerplant Mechanic program, on leased property at Van Nuys Airport, and various community sites providing free use of facilities. Funds allocated to the school by LAUSD are used for salaries of instructional, supervisorial, clerical, and maintenance staff, as well as for materials, supplies, and needed services. Nominal course fees are collected from students and used to support non-salary program needs. North Valley Occupational Center has been in existence since 1971 and the Aviation Center since 1978. North Valley Service Area is one of ten Service Areas of Schools in the DACE, which has an annual budget of $130,824,845. The Los Angeles Unified School District has a budget of approximately $11.4 billion, and serves nearly 700,000 students. The Aviation Branch has been a vital part of DACE since its inception. It enrolls 100 students, both adults and high school students, into its full 30-hour per week program and graduates about 60 students annually. Upon completion of the program, graduates go on for FAA certification. High school age participants in the program are unable to complete the 2,400 hour course of study. Every year, some high school students re-enroll after their graduation to complete the Aviation Center training.

BUDGET NARRATIVE North Valley Service Area of the Division of Adult and Career Education Schools allocates the salaries for certificated (teachers) and classified (clerical) staff at the Aviation Center. These expenses comprise about four percent of the schools annual budget. Maintenance of the facility and operating costs are provided by the Los Angeles Unified School Districts Division of Maintenance and Operations. Annual fees collected from Aviation students, approximately $90,000, contribute to the operation of the facility.

After the expiration of the Aviation Centers current five-year lease term, the lease rate will nearly double to $120,000 per year. As the state of California is currently funding education at a deficit, despite the passage of Proposition 30, LAUSD is poorly situated to afford the current lease, let alone an increase. Once the burden of the lease is removed from the budget, operational expenses and salaries are well within amounts provided by the District and the student fee revenues to the North Valley Service Area.

Attainment of a $1 per year lease of the Aviation Center would enable the continuation of the A & P Mechanic School on a strong and sustainable footing.
