TowardsAParadigmshiftfromGlobalizedFoodDependencyToBioRegionalFood Sovereignty
We, the delegates from Northern India representing peasants , farmers, dalits, nomadic tribes, indigenouspeoples,artisans,women,displacedpeoplefromtheirlandandcommunitiesworkingon sustainablealternativesgatheredinLucknowon31stOctoberand1stNovember2012todeliberate ontheissuesofBioRegionalFoodSovereigntyfrompeoplesperspectives,experiences,knowledge andpractices. The two day deliberations have recognized the increasing dependence on globalized food chains and the destructive character of modern agriculture based on corporatization of land and natural resources leading to an ever increasing control of peoples bio regional natural resources by agribusinessandseedcompanies.Thebioregionalnaturalresourcesarethesourceoflifeforthe toilingmassesandsmallpeasants. The two day deliberations made aware of the importance and urgent need of bio regional food sovereignty.Bioregionalagriculturalpracticeswerethedominantpracticesbeforetheonslaughtof corporate agriculture. The farmers through their experience realized that each bio region has its specificcharacteristicsandproducesnutritiousfoodforitspeople.Thebioregionalpracticeswhere the sourceof food diversity basedon the nature of land attributes, topography, geology, climate, soil,vegetation,groundwateretc.Buttodayduetocommercialagricultureandstandardizedfood habitsdictatedbythemarkethasledtotheobliterationoffooddiversity.Eachecosystemcreated itsownculturalsystemsandpracticeslikepoetry,folksongs,literature,music,seasonalagricultural festivalsetc. The bio regional agricultural practices were community based on the principles of mutual collaboration,sharedwork,caringandparticipatingineachotherswork.Theeconomicprinciples were based on sharing of resources. These practices have created ethos of responsibility and co responsibility. Buttoday,thebioregionalresourcesofthepeopleonwhichthemajorityofruralpoordependon their livelihoods and survival are under threat. The shameful pillage of communitys collective natural resources is being plundered under the spell of neo liberal economic model; even those areasoflifeforms onceconsideredsacredlikegeneticcodes, flora,fauna,wateronceconsidered commonheritageofhumanityarenowconvertedintocommoditiesandtradableitemsforprofit. Thisprocesshasthefollowingconsequences:globalwarming,impendingwatershortage,declining areaanddecliningyieldsofproductiveland,chemicalpollutiononland,freshwaterandbiodiversity loss. We,theparticipantsoftheConsultationrepresentingthecollectivewillofthemembersresolvethe following:

The food sovereignty based on bio regional specificity upholds the right of the people, communities and nations to determine our own systems of production, farming, fishing whichareecologically,sociallyandculturallyappropriatetospecificregionalcontext. Womensaccessandcontroloverproductiveresourcessuchasland,seeds,wateretcmust berespectedandprotected. We the participants urge the government of India to devise policies for scientific agrarian reforms to fight against poverty, hunger and malnutrition and thus assure fundamental rightsofallcitizenstofood,energy,healthandeducationincludingothereconomic,social andculturalrights. Wealsodemandforimmediateactionstostopandannulthecreationofspecialindustrial zones by forcing farmers to evict from their lands that they have nurtured for centuries, whicharethetenetsofcorporateglobalization. Takeappropriatemeasurestocounterincreasedfeminizationofpovertywhichhasfurther added to the sufferings of already victimised women farmers; hence poverty must be eradicatedasthemostpriorityarea. We also affirm our responsibility to protect forest, water, biological resources from which the majority of the people derive their livelihoods and call upon the responsibility of the statetoprotectandpreserveourbioregionalfoodsovereigntysystems. We demand the sovereign rights of the people to develop agricultural practices related to thebioregionalfoodsovereignty. Bantheuseofgeneticallymodifiedseedsandorganisms.Urgentactionisneededtoprevent thegeneticcontaminationofthevastbiodiversityoftheregion. Ensure genuine participation of farming communities in the decision making process affectingtheirlivelihoodsystemsespeciallyinfoodandagriculturalpoliciesandprograms.
