Vacancy Circular No. 2/2013 Society for Applied Microwave Electronics Engineering & Research (SAMEER) is a Research & Development Institute under the Administrative control of Department of Electronics and Information Technology, Ministry of Communications & Information Technology, Government of India. Its main objective is to promote the growth of Science and Technology in the field of RF/Microwave Electronics, Electromagnetics, OptoElectronics, Millimeter wave Technology and its allied areas. SAMEER has its headquarters at Mumbai and centres at Chennai, Kolkata and Navi Mumbai. SAMEER is looking for a suitable person for the positions of Registrar and Head Finance & Accounts at SAMEER, Mumbai Sr.No. 1 : Name of the post : Pay Band and Grade pay: Age Qualifications and Experience: FOR DIRECT RECRUITMENT i. ii. iii. MBA (Personal/Finance/HR) or CA/ICWA with 15 years experience OR Post Graduate in any discipline with 18 years experience OR Graduate in any discipline with PG Diploma in Personal Management/ Finance Management etc with 20 years experience. Experience shall be in a responsible position in the field of Personnel Management/ Financial Management/ Administration. For Transfers (absorption)/ Deputation Officers of the Central Govt./Govt R&D organizations/ Universities/ Autonomous Bodies/ PSUs holding analogous post OR having 5 Years regular service in the pay band of Rs. 15600-39100 + GP Rs.7600 ; and Possessing qualifications prescribed for Direct Recruitment The Registrar is expected to be a person with positive attitude and capacity for problem solving. He should have a proven ability to coordinate and lead a team of officers from various wings such as Administration Accounts & Finance, and Material Management

etc. The candidate should have adequate knowledge of Government of India rules and regulations with experience in finance and accounts. He should have experience in organizing senior level meetings and should be familiar with the Government functioning/ exposure to working of Autonomous bodies. The above post is key position in the Administrative set up. SAMEER expects the Registrar to stay in the Campus residence reserved for the above post.

FOR DIRECT RECRUITMENT 1) Degree in Commerce from a recognized University with 20 years experience in a responsible position in the area of commercial, Finance & account and competence in computer operations. 2) Post Graduate in Commerce from a recognized University with 15 Years experience in a responsible position in the area of commercial, Finance and accounts and competence in computer operation. 3) MBA (Finance) or CA or ICWA/SAS (commercial) IAAD/ ICAD) with 10 Years experience in the area of commercial, Finance and accounts and competence in computer operations. Experience shall be in senior level position in the field of finance and accounts and shall be familiar with the Government functioning, preparation of budget, income tax, audit and related matter and exposure to working of Autonomous bodies. FOR TRANSFER (ABSORPTION)/DEPUTATION Officers of the Central Govt/ Govt R&D organization/ Universities/ Autonomous bodies/ PSUs holding analogous post OR having 5 Years regular service in the pay band of Rs. 15600-39100+GP Rs. 6600 The candidate should have adequate knowledge of Government of India rules and regulation with exposure to Finance and Accounts. He/She should be familiar with the Government functioning/exposure to working of Autonomous bodies, preparation of budget and related matter.

Persons in service with the Government/SemiGovernment/Public Sector Undertaking/ Autonomous Body should send their applications through proper channel. This appointment is on regular basis. However, those selected on Direct recruitment basis will be initially placed on contract for a period of Three years from the date of joining duty as per the policy of the Institute and his/her services will be regularized on successful completion of three years based on performance. During this period and also thereafter, he/she will be eligible for pay, allowance and all other perquisites and benefits that are drawn by regular employee of SAMEER. Incomplete applications, application without photo copies of the certificates duly attested and applications received after last date shall not be considered. Institute cannot take any responsibility for transit, postal and other delays. Age limit will be applicable as on last date for receiving applications. Upper age limit will be relaxed for SC/ST/OBC (Non Creamy Layer) Ex- serviceman and Persons with disabilities as per orders of Govt. of India issued from time to time. A candidate who clams to belong to SC/ST or to any one of the other Backward Classes (OBC) has to submit in support of his/her claim an attested copy of a certificate in the prescribed from issued should by the competent authority specified by the Central Government. OBC certificate issued should not be older than one year on the closing date of advertisement. Degree shall be from recognized Institution/Universities. Canvassing in any from will be lead to disqualification of the candidate. The institute reserves the right to restrict the number of candidates for interview to a reasonable limit in the basis of qualification and experience prescribed in the advertisement. Mere fulfilling the essential qualifications and experience will not entitle an applicant to be called for interview.
