Proposed
budget
raises
taxes
By SHANNON CAULFIELD
The Marlton Sun
Marlton Township Manager
Bill Cromie presented the pro-
posed 2013 township budget,
which included a $59.65 increase
for the average assessed home of
$271,200.
The increase correlates to the
townships responsibility to pay
more than $1.5 million in tax ap-
peals. The township receives 15
percent of property tax dollars,
but is required to pay 100 percent
of the tax appeals, according to
Cromie.
The proposed budget of $32.8
million indicates a spending de-
crease of $26,571 from 2012.
We do not have a spending
problem. We have a revenue prob-
lem, Cromie said.
The township utilized surplus,
which would have otherwise car-
ried over to next year.
The tax levy would provide im-
mediate revenue and be equal to
$1.15 per week for residents.

March Madness has officially
begun; friends, family and
coworkers have been furiously
filling out brackets, making edu-
cated guesses which teams will
make it to the Final Four.
For Marlton native and Vil-
lanova senior Laura Sweeney, the
experience is much more viscer-
al.
Villanova entered its 10th
NCAA Tournament, ranked as an
eight seed this year.
The team, however, lost its
first-round game at the hands of
Michigan, 60-52, last Sunday.
Im so proud of the team and
making the NCAA tournament.

The Medford-Vincentown Ro-
tary Club has announced that
scholarships worth a total of
$25,000 will be presented to five
high school seniors who live in
the 08055 and 08088 postal zones.
This includes students who at-
tend Seneca and Shawnee High
Schools, Holy Cross, Bishop Eu-
stace and the Burlington County
Institute of Technology.
The Rotary Club, based on fi-
nancial need, academic excel-
lence, a history of public service
and an interview with the Rotary
Clubs selections committee, will
choose the five students.
Applications can be requested
from each schools counseling of-
fice.
The applications consist of fi-
nancial information that will be
held in the strictest confidence,
academic history, other informa-
tion that will help with the selec-
tion process and a written essay.
The essay should be at least
two-pages, double spaced, written
by the applicant and describe the
reasons why he or she deserves
the scholarship.
Financial need or extenuating
circumstances can be addressed
in the essay as well.
The completed applications
and attachments must then be re-
turned to a students school coun-
selor. Each school may pre-select
up to five students from the appli-
cants who submit completed ap-
plications and essays.
The selected students applica-
tions and attachments must be re-
turned to the Medford-Vincen-
town Rotary Club by April 1, so
that interviews can be held dur-
ing the weeks of April 8 to April
22. Winners of the scholarships
will be announced soon after
April 22.

Widening Route 70 would
alleviate flow problems
With all the widening of Route 70 over
the past few years, taking out the circle and
adding more lights, to make the traffic
flow better, it all comes to a screeching
halt at Greenbrook Drive.
Down from six lanes to Route 73, then
four lanes for a mile or so, then to one each
way.
Want traffic to flow better? Widen the
road to at least four lanes, two each way.
I remember the days when you would
have to sit and wait only on Friday nights.
That has changed to every weeknight. Fri-
day nights have turned into a nightmare.
Thank you for listening.

n November, New Jersey voters
will have the opportunity to ap-
prove a bill that would increase the
states minimum wage from $7.25 per
hour to $8.25 per hour, starting in Sep-
tember 2014. An approving vote would
also kick in automatic cost-of-living in-
creases each year based on the Con-
sumer Price Index.
In his State of the Union address
this year, President Obama recom-
mended raising the minimum wage to
$9 per hour. If Congress approves of
that measure, it would take effect na-
tionwide.
Not surprisingly, though, small busi-
ness owners in New Jersey are over-
whelmingly against raising the mini-
mum wage. The New Jersey chapter of
the National Federation of Independ-
ent Business showed that 93 percent of
its members oppose the move. NFIB
Director Laurie Ehlbeck called the re-
sults one of the most one-sided shes
ever seen.
And it should be no surprise as to
why.
The states, and the countrys,
biggest current employment problem
isnt that workers are paid too little; its
that there arent enough jobs available.
Raising the minimum wage, forcing
small business owners to spend more
money, is not a solid tactic to encour-
age hiring. The focus should be on in-
centivizing small business owners to
hire more workers, not to pay their
current workers more money.
The governments logic is misguided
if it believes that the reason that un-
employed workers wont take entry-
level jobs is that the salary isnt high
enough. Thats part of the problem,
true, but thats mainly because our
government is incentivizing people not
to work, with the structure of unem-
ployment benefits being what theyve
been for so long now.
It would be a shame for a bill like
this to pass at a time when the states
job market just reported positive gains.
The state Labor Department reported
recently that New Jersey gained 66,400
jobs in 2012, the largest such jump
since 2000.
Sure, were still way off the pre-re-
cession employment rate, but at least
its a start.
Our local and federal governments
need to find a way incentivize small
businesses to hire, instead of burden-
ing them with yet another added cost
of doing business.
in our opinion
Put people to work
Creating more jobs, not raising minimum wage, is the answer
Your thoughts?
Do you plan on voting for or against the
state constitutional amendment that
would raise New Jerseys minimum
wage by $1 to $8.25 per hour?

novice and intermediate runners
began a couch-to-5k running pro-
gram to achieve personal goals
while supporting the Alexa
Nawrocki Pediatric Cancer Foun-
dation.
Seeing a need and knowing
how popular running programs
are, Gary Hendri, owner of Ath-
letic Fitness Concepts, LLC re-
cruited volunteer coaches to offer
a 10-week training program.
The personal fitness company
and volunteers teamed up to
teach people how to run or walk
their first 5k race, while at the
same time part of the registra-
tion fees went directly to the
Marlton-based charity.
Participants in the program
will spend 10 weeks gradually
and safely increasing their
mileage until they have the
strength, stamina and confidence
to walk or run the WIA-KIA 5k
race, held in Medford each year
on Memorial Day weekend.
The coaches, who include a
personal trainer, physical thera-
pist and experienced running en-
thusiasts, provide support, en-
couragement, and information to
the walkers and runners.
Throughout the program, the
participants receive printed ma-
terials, online group support as
well as workshops that answer
questions about nutrition,
stretching, strength training and
injury prevention.
If you can walk a mile, and
are willing to improve and have
fun at the same time, you can do
this program, head coach, Joan
Kerrigan said. We provide the
structure and the group support
that is lacking in many couch-to-
5k programs. Athletic Fitness
Concepts provides the strength
and conditioning for any partici-
pants who wish to increase their
overall fitness level. Its a win-win
for us and the community in gen-
eral.
To help address a vital need in
the South Jersey community, a
portion of every registration fee
goes to the Alexa Nawrocki Pedi-
atric Cancer Foundation, a chari-
ty that sponsors local families
going through the traumatic and
costly experience of having a
child undergoing cancer treat-

We saw a need and wanted to
give back to the community. Its

more than anything, Sweeney
said.
To sweeten the deal, Sweeney
was named to the second-team
All-Big East team for the second
consecutive year.
Its a big deal, its exciting and
it gives you a little motivation and
quiet confidence, said Sweeney, a
fifth-year senior with her under-
graduate degree in human servic-
es, who is going to school for
nursing.
Sweeney is a team leader, ac-
cording to head coach Harry Per-
retta.
Lauras role as a player is to
do a little bit of everything
score, rebound, give assists, steal
and block, said Perretta, a coach-
ing veteran now in his 35th sea-
son with Villanova. As a captain,
her role is to set a good example,
work hard every day and be a pos-
itive influence for everyone.
According to Perretta,
Sweeney is a 24/7 athlete, rarely
taking a break from practice.
Sweeney leads the team in both
scoring and rebounding.
Without her we wouldnt be in
the NCAA tournament, Perretta
said.
Before Sweeneys career at Vil-
lanova, she was a dominant ath-
lete at Cherokee High School.
According to Villanovas web-
site, Sweeney was a four-year let-
terwinner, varsity starter and all-
conference pick, a two-time All-
South Jersey selection, 2008
Burlington County Player of the
Year, MVP of the 2008 All-State
New Jersey All-Star Game and
senior team captain.
Additionally, Sweeney holds
high school records for most
points scored with 2,037 and most
rebounds with 1,285.
I loved playing in the school
district. I still keep tabs on the
schools, it was a competitive
league to play in, Sweeney said.
I think it had a lot to do with me
coming to play at Villanova.
Perretta took notice of
Sweeney her sophomore year,
while she was playing with the
Running Rebels, an AAU basket-
ball team.
She was a very dominant play-
er in South Jersey.
We were lucky enough to get
her to come to Villanova, Perret-
ta said.
Sweeney was redshirted, or
able to practice and workout with
the team but unable to compete in
games, her freshman year.
Perretta has noticed drastic
improvement in Sweeneys game.
Ive seen her grow in terms of
confidence. She wasnt confi-
dent, he said. She needed to un-
derstand how good she was. Be-
cause shes so shy and so un-
selfish she needed to know she
could exert herself and take the
shot.
Sweeney attributes her well-
rounded understanding of the
game to Perretta.
I understood what the coach
needs and wants more than ever. I
still am nervous, but I rely on the
last three years that have brought
me into my last year, Sweeney
said.
Sweeney is focused on the
needs of the team and dedicated
to taking the Lady Wildcats as far
as possible.
I think Im keeping the team
grounded and reminding them
we made the tournament for a
reason and weve gotten better as
the games have gone on,
Sweeney said.
I had fun every year but with-
out a doubt this was the best year
playing basketball. I can relate it
to my teammates and coaches.
Ive loved every minute of it.

According to Cromie, the cost
per resident in Evesham Town-
ship is $721, less than the Burling-
ton County average of $859.
Included in the budget is the
proposed $3.1 million capital
budget, encompassing neighbor-
hood improvements and the road
re-pavement project. The budget
is financed utilizing a $150,000
cash down payment and capital
bonds.
If every town in Burlington
County did business the way we
did business, it would save $61
million to taxpayers in Burling-
ton County, Mayor Randy Brown
said.
Brown compared Evesham
Township to neighboring towns
in Camden County, noting it
would be No. 1.
I should be delivering a tax de-
crease, Brown said. Weve done
everything right, but its the mu-
nicipalitys responsibility to pay
all tax appeal losses. Even though
the township takes 15 cents in, we
have to pay the whole dollar out.
According to Brown, Evesham
receives reimbursement on lost
tax appeals, accounting for 30 per-
cent of losses. The other 70 per-
cent, approximately $1 million, is
eaten by the township.
The township spent $700,000 for
tax collectors and assessors, none
of which is refunded or used as
shared services, something
Brown would like to see changed.
Brown is proposing to ap-
proach the taxing entities
through a bill to reimburse the
township in full for the amount of
money due for tax appeals. Addi-
tionally, Brown hopes to work on
a shared services agreement with
all the taxing entities about the
tax collector and assessor.
Concurrently, Brown asked the
council to consider supporting
state Senate bill 1896.
According to Cromie, the bill
would allow schools and other en-
tities to create a reserve for tax
appeals, removing the financial
burden from the township.
Im calling on our Legislature
to enact and pass this bill, with a
companion bill in the Assembly
by summer recess, Brown said.
Lets have full accountability in
everyones budget.
Evesham Township should
not have to pay the bills for eight
sending towns in the Lenape Re-
gional district. If were paying
the full load in their appeals, we
shouldnt be paying for the other
towns.
A timeline for the bill has not
been established.

According to deputy manager

Residents with collection Mon-
