The Council of Delegates:

is composed of the delegations from the National Societies, the ICRC and the Federation,
each delegation having equal rights expressed by a single vote; "National Societies in the
process of recognition" which appear likely to be recognized in the foreseeable future
may attend as observers
meets as follows:
it shall meet on the occasion of each International Conference, prior to the opening of the
Conference
it shall meet whenever one third of the National Societies, the ICRC, the Federation or
the Standing Commission so request
in principle, it shall meet on the occasion of each session of the General Assembly of the
Federation
it may meet on its own initiative

The functions of the Council of Delegates are related to two main domains:
the preparation of the International Conference
decisions on matters affecting all components of the Movement
More specifically, the functions of the Council of Delegates are described in the Statutes
of the Movement. The Council of Delegates:
shall give an opinion and where necessary take decisions on all matters concerning the
Movement which may be referred to it by another body of the Movement or one of its
components
shall, when meeting prior to the opening of the International Conference:
propose to the Conference the persons to fill the posts of Chairman, Vice-Chairmen,
Secretary General, Assistant Secretaries General and other officers of the Conference
adopt the provisional agenda of the Conference
may amend the regulations for the Henry Dunant Medal
may refer any matter to the International Conference
may refer a matter to any of the components of the Movement for consideration

The resolutions taken by the Council of Delegates may be grouped according to the
topic to which they are related. For instance, in general terms, the resolutions from the
last sessions of the Council of Delegates were related to:
the preparation of the International Conference (proposals for election of officers,
agenda, etc.)
the mechanisms for decision-making process in the Movement (establishing working
groups, transmitting their reports, etc.)
the establishment of policies or strategies on issues of interest to all components of the
Movement (communication, advocacy, landmines, etc.)
the invitation to components of the Movement to work on certain domains of
humanitarian action (street children, millennium, children affected by armed conflicts,
International Criminal Court, implementation of international humanitarian law, etc.)
the invitation to States to do certain tasks (arms availability, etc.)
