Regarding: Planning No 3096/12 Irish Jewish Museum, 3-7, Walworth Road, Portobello, Dublin 8. Planning Authority: Dublin City Council Summary of Proposal: The development consists of the demolition of numbers 3,4,5,6 & 7 Walworth Road and the construction of a 2 storey over basement museum building incorporating caf and reinstated synagogue on that site.

Dear Sir/Madam, We wish to make the following observations in relation to the decision to grant planning permission for the above application for the following reasons: Scale and Size: The proposed site is in a Residential Conservation Area that is zoned Z2 in the Dublin City Development Plan 2011-2017. The Z2 zoning objective is to protect and/or improve the amenities of residential conservation areas. The scale, size and intensification of use on the proposed site is unsuitable for the surrounding area, it is important that any future development in the area safeguards the residential character of the area. Basement Excavation: With regards to the excavation of an additional basement storey there is a need for further clarification with regards to the possible impact that a development like this would have on existing drainage and ground water systems and a flood analysis should be carried out. There is also a need for greater detail in relation to the potential impact this development will have on adjoining properties. According to section 17.9.11 in the Dublin City Development Plan 2011-2017 it states that: It is the policy of Dublin City Council to discourage any significant underground or basement development or excavations below ground level of, or adjacent to, residential properties in Conservation Areas. The excavation of a basement will establish a precedent for this area that is not in line with the policy of the Dublin City Development Plan. Traffic/Parking: The current planning application does not include a detailed traffic management plan. There is a need for clarification on the management of coach parking as there is no provision for this in the planning application and this will have an impact on the residents living on Walworth Road, Kingsland Parade and the surrounding area.

With regards to the planning application listed above, we would like to note that we recognise the importance of the Irish Jewish Museum and the significant contribution it has made in the Portobello area and throughout Dublin City. We support the continued development and enhancement of the Museum; however, it is important to note that the Museum is located in a Residential Conservation area and the size and scale of current proposals are not in line with sustainable planning for the area.

In conclusion, we would like to support the local residents appeal in relation to Planning No 3096/12 Irish Jewish Museum, 3-7, Walworth Road, Portobello, Dublin 8. We would ask that you take into consideration the points raised in our observation. Yours Sincerely,
