Newly established enterprises can get support provided under Measure 3.1 Starting up innovative business activities. A major role is played
by business environment institutions: incubators, science and technology parks, technology transfer and innovation centres or technology
accelerators. Their task is to assist potential and newly-established entrepreneurs, helping them create firms (including spin-offs) by offering
consultation and infrastructure and most importantly financial support. Estimated values of indicators for measure 3.1 indicate a similar
manner to the original objectives of the action - draws attention to high percentage of support for the incubation of innovative ideas (nearly 4-
times excess over the target value) and a recapitalization of incubated enterprises (target value exceeded 2-times).

The aim of annex 4 is to get detailed and structured information on good practices identified within INTERREG IVC projects. Since this information
will directly feed into an on-line good practice database to be made available on the programme website, we would be grateful if you could ensure
the good quality of the information provided. In particular, this information should be well written and easily understandable for external readers.
One good practice can be described per form. There is no limit on the number of good practices that can be submitted, but a minimum of four
good practice descriptions are required over the project's lifetime. Annex 4 is submitted together with the progress reports. N.B. See Programme
Manual section 1.1 for the programme's definition of a good practice

Bringing ideas into commercialized products and taking them to the market is identified as one of the major tasks for science parks. The
Open Arena concept gathers researchers, public partners and enterprises around new technology projects and programs. The role of the
science park would be to initiate projects and programs, create the platforms, linking together public partners, researchers and companies,
and finally to appoint the responsible leader for the project. By creating Open Arenas around the society's need for new technology and
solutions, the science park will increase its value and attraction forces for companies, reserachers and public partners to become partners or
members of the parks. These findings are transferred into Good Practice, and Lindholmen Open Arena concepts will serve as an example.
Open Arena Lindholmen is a concept and working method for projects at Lindholmen Science Park where emphasis is placed on
collaboration. ts serves as a base for programs and projects initiated and conducted at the park. The environment provides workstations, lab
environments and other advanced T infrastructure necessary for the projects. For example, Lindholmen Safety Arena includes the
competence Centre SAFER, coordinating projects and activities connected to vehicles and traffic safety. Safer has 22 partners in industry,
academia and the government sector, which are involved in cross-disciplinary reserach projects. Over 40 projects and feasability studies are
currently under way. Another example is the Lighthouse, a centre for Scandinavian maritime competence involving Chalmers University of
Technology, the School of Business, Economics and Law at the Gteborg University and the Shipowners' Association.
