Mount Prospect Park District 2013 Best in Baseball Tournaments

Thank you for choosing Mount Prospects Best in Baseball Tournament. We look forward to you joining us for a weekend filled with exciting and competitive tournament baseball. We take pride not only in our tournament, but the dedication of our volunteers who put in many hours to help showcase what we consider to be some of the best fields in the Northwest suburbs. Please respect our facilities and ball fields, as we are proud to call them our home fields. 1. The Best in Baseball Tournament is intended for Post Season In-House All-Star Teams only. Full-Time Travel Teams are NOT Permitted. Each team will play a minimum of 4 preliminary pool games unless the tournament format is altered due to weather or unforeseen circumstances. The tournament director will inform you if your team will play in the championship rounds. Individual trophies for 1st and 2nd place and medals will be awarded for 3rd and 4th place (15 per team limit). 2. Please report 45 minutes prior to your first game to turn in your rosters (see form at the end of this document). Each team will be limited to a maximum of 15 players. Birth certificates and proof of insurance must be available for review and will be checked. Rosters are final and no substitutions or additional players can be added after the beginning of the tournament play. 3. ADDITIONAL AGE SPECIFIC RULES 5. For the 9U division, steals of second base and third base are allowed after the ball has crossed home plate, hits the ground, or gets by the catcher. Runners judged to have left the base early will be called out. Delayed steals are prohibited. When the pitcher has the ball on the mound (within 10 feet of the rubber), the play and ball are dead. No stealing of home plate as runners may only score on a batted ball or forced in on a walk or HBP. Runners can be picked off third base but cannot score on an over throw.

6. For the 10U division, steals of second, third are allowed after the ball has crossed home plate, hits the ground, or gets by the catcher. Runners judged to have left the base early will be called out. Delayed steals are prohibited (i.e. on a throw back to the pitcher) but over throws from catcher to pitcher will result in a live ball allowing the runners to advance. When the pitcher has the ball on the mound (within 10 feet of the rubber), the play and ball are dead. 7. For the 12U, 11U, 10U, and 9U divisions, no intentional breaking balls (curves and sliders) will be allowed. Only the umpire will deem a pitch a breaking ball. Change-ups and knuckleballs are allowed. One warning will be given on breaking balls. The second infraction will result in the pitcher being removed from the game. OTHER GAME RULES 8. Continuous batting order (everyone bats) and free defensive substitutions to encourage maximum player participation. Each player must play 2 defensive innings by the end of the 4th inning (except if the home team has won after 3.5 innings by Mercy rule). 9. Teams must have 8 players at game time to start. Otherwise, the game will be recorded as a forfeit. 10. Late arrivals will be placed at the end of the batting order. 11. If a player is injured or sick and cannot bat for his designated spot in the order, he must leave the game. No out will be recorded for an injured/sick player leaving the game. An injured/sick player whose spot is skipped in the order may re-enter the game. 12. All home teams are decided by coin flip during pool play. During playoffs and championship games the home team will be the higher seeded team. 13. The home team will be responsible for keeping the official score. Home team will turn in a form with the game score, pitcher innings, and signed by the other team at the conclusion of each game. Scorekeepers for each team should verify the score every half inning. 14. No pre-game warm-ups on the infield. Teams may warm-up in the outfield or other areas outside of field play. SPEED-UP RULES 15. Only one trip to the mound per inning by a coach before the pitcher needs to be removed on the second trip. 16. Courtesy runner for catcher or next pitcher with 2 outs (last batted out). 17. Pitchers will receive a maximum of 5 warm-up pitches every inning. Relief pitchers will receive a maximum of 8 warm-up pitches. OFFICIAL GAMES 18. No new inning will start after 1 hour 45 minute time limit. There will be no time limit or mercy rule for semi-final and championship games. 19. Drop Dead game time is 2 hours. At that time the official score goes back to the last competed inning. If the game results in a tie score that is what will be official. 20. If a game is called due to inclement weather, official game rules apply. 21. If a game is suspended before the game is an official game, it will resume from the point of postponement. If inclement weather renders it impossible to complete the tournament, the

Tournament Director reserves the right to consider any suspended game to be an official game with the team leading at the last completed inning to be the winner. 22. Every reasonable effort will be made to keep the tournament going. However, in the event if inclement weather, the Tournament Director reserves the right to do one of the following: move games to other days/times/locations, reduce the length or number of games, or cancel games. SAFETY 23. Helmets must be worn by all batters, on-deck hitters, and any players coaching the bases. 24. Players must avoid contact at all times. If, in the judgment of the umpire, a runner does not avoid contact, the runner will be called out. Any flagrant or other intent to injure will result in ejection of player and manager from the game. 25. No head-first slides are allowed advancing to the next base. Players may dive back to a base headfirst when returning to a base on a pick-off attempt. 26. If a batter fakes a bunt and proceeds to swing away, he will be called out, and the runners must return to their previously occupied base(s). 27. A pitcher must be removed if he hits three batters in a game. 28. Players who throw their bat after swinging shall be given one warning. On the second and all subsequent occurrences, the player shall be called out. 29. Players who throw a tantrum and toss their bat, helmet, or any equipment in a dangerous manner will be ejected. 30. When your team is in the field, coaches must be inside the dugout unless have received a timeout or there is an injured player. 31. Pitchers may be asked by the umpire to remove any items to be possibly distracting. This includes but is not limited to batting gloves, wristbands, and white long sleeve shirts. TIEBREAKERS 32. In the event of a multiple team tie, start over using the tiebreakers once a team has been eliminated. 1) Team Record 2) Head to head record (two teams only) 3) Number of runs allowed (excluding forfeits) 4) Run differential (excluding forfeits) with maximum of 10 per game 5) Coin Toss SPORTSMANSHIP 33. Team managers are responsible for conduct of coaches, players, and fans. Profanity or profane gestures, throwing of bats or helmets, trash talking, taunting, or other acts of stupidity will be cause for one official warning. The next unsportsmanlike act and/or ejection by any coach/player/supporter from the same team will result in a forfeit. Forfeits from unsportsmanlike conduct will result in a team becoming ineligible for the championship rounds. 34. Cheering is allowed to encourage your team but not allowed while the opposing pitcher is in the process of throwing the ball. No rhythmic chanting to distract the other team is allowed. Any form of vocal distraction during a pitchers wind-up or delivery is not allowed from players or coaches (example raise your voice and yell go to a base runner while a pitcher is in their wind-up). After the first warning, the umpire may forfeit the game if it continues.
