BY LAWS

Duration, location and toss


1. All matches are generally 3 hours and 20 minutes in length. Typically, there are two time slots for league
matches. (10 AM to 1:20 PM) and (1:40 pm to 5:00 pm).
2. Each innings is expected to last for 95 minutes.
3. There will be a 5 minutes break after 10 overs in each innings.
4. After the end of the 1st innings, there will be a 10 minutes break before the 2nd team starts batting.
5. If the bowling team spends more than 95 minutes to bowl 20 overs, they will lose every over they bowl after
95 minutes time period from their batting innings. The target will be the same as the other team made in 20
overs.
6. All matches will be a maximum of Twenty overs per innings.
7. If a match starts late for any reason other than the shortage of the player of any team ( for example bad
weather) , following rule will be applied -
a. If the game is 5 to 9 minutes late -It will be a 18 overs game
b. If the game is 10 to 14 minutes late - It will be a 17 overs game
c. If the game is 15 to 19 minutes late - It will be a 16 overs game
d. If the game is 20 to 29 minutes late - It will be a 14 overs game.
8. League matches will be played with leather ball. Committee will provide 12 ball to each team at the
beginning of the tournament. Batting team will provide the ball for the batting innings. They will also provide
a replacement ball when ball are lost. So, it is very important that the batting team keep eyes on the ball
when ball lands in the jungle. Extra ball can be purchased from the committee for $10 each.
9. Toss shall be conducted at least 15 minutes before the match start time. Either captains (or designated
captain/s) should be present for the toss. If no one is present from a team, the team arrives first will win the
toss. Immediately following the toss, both teams will be fully prepared to take the field as soon as the field is
available.
10. If any team does not have at least 8 players at the time of the game start time, they will lose one over from
their batting innings for every 5 minutes until they get their 8th player. The maximum number of overs a
team can lose is 5. That means if any team is unable to get at least 8 players within 25 minutes after the
game scheduled start time, the team will lose the match.
11. If the host team fails to prepare the field in time to start the game, over reduction will also apply to the host
team depending on the length of the delay (one over for every 5 minutes delay).
12. The toss winning captain will have to make his decision to the match referee right after the toss is
completed. Batting Team will have to provide the 2 openers name and the fielding team will have to
provide wicketkeeper name right after the toss is completed.
13. 2 players from the batting side should always be ready with proper cricketing gears. This 2 players are
addition to the ones that are already at the peach.
14. The committee has the right to change the venue and time of any match in the tournament. The captains of
the participating teams will be notified in ahead of time if the venue and time of any match is re-scheduled.
15. Participants in the tournament shall only consist of players of Bangladeshi origin except one. Each team will
be allowed to play with only 1 non-Bangladeshi origin player.
16. In order to qualify for the semi final and final match, each player ( both Bangladesh and non-Bangladeshi
origin) will have to play at least 50% (means 4 games) of the games during the 1st round.
17. If any team has any objection about any player of the opponent team, they will have to file a written
complaint to the committee (by e-mail only) within 24 hours.

Tournament Format- Points and Run Rates


1. For every match, the winning team gets two (2) points, losing team gets zero (0) point. If the match is tied
due to weather or other unusual circumstances, each team will get one (1) point. ( number of wicket will not
be taken into consideration). Note: games that are tied at the end of regulation will be decided via super
over.
2. Every team will play against each other once in the first round. Top 4 teams of the round 1 will go to the
semi -finals. 1st Semi Final will be played between the 1st team and the 4th team of the point table. 2nd
semi-final will be played between the 2nd team and the 3rd team of the point table. Final Match of the
tournament will be played between the winners of the 1st and 2nd semi-final.
3. If teams earn same points at the end of the group stage (1st Round) , net run rate will be the fundamental
aspect in deciding the group position. Net run rate will be calculated based on the ICC rules.
4. In case of bad or inclement weather match over will be reduced and games will be underway in shortened
versions. If the games are unplayable, it will be be declared as tie. There will be no reschedule of the game
except semi final and final.
5. Should a team forfeit a game or should a team not show up for a game, the opponent team would
automatically obtain two (2) points.
6. In any case of cheating or unfair play, in terms of violating rules and regulations, teams will be penalized,
which may result in losing points and/or suspension of the team or suspend any individual player. The final
decision will be taken by the committee members that shall be obeyed by every player/ team, and/or
associated members.

Rules and Regulations


1. The tournament will be played according to the ICC T20 rules and regulation.
2. All matches will be a maximum of 20 overs per innings.
3. A bowler can bowl a maximum of four (4) overs in a match.
4. Each Batting innings will have powerplay during the game. Over 1-6 will be played as powerplay. During
the powerplay overs only 2 players are allowed to be outside of the inner circle ( 30 yards).

Free Hit

1. Any No ball is a free hit.


2. The Batsman playing a free hit delivery and the runner batsman can be dismissed only by RunOut.
3. Every Free Hit ball is counted as one legal ball.
4. No fielding changes are allowed for the free hit ball, if the batsman facing free-hit is the same as the one
who faced the no-ball. The fielding can change, if the batsman facing is different from the one who faced the
no-ball.

Super Over

1. If a match ends in a tie, the outcome will be decided by a novel concept called Super Over.
2. Both the teams will get to play one over each according to the ICC rules.

Umpire Duty

1. The final decision will be with the Main umpire on the ground.
2. Main umpire can overrule the leg umpire's decision, for Run Outs, Height related No balls and stumping as
required.
3. Waist high full toss balls are considered NO balls.
4. First bouncer over the shoulder is a warning; Second bouncer over the shoulder is a NO ball.
5. To eliminate confusions, when fielders stop the ball close to the boundaries, he needs to stay there if umpire
wants to see the spot. If he moves then it will be umpires call.
6. Only the team captain should communicate if there is an issue.
7. For consistencies, give benefit of doubt to the batsman.
8. Minimum players to start the game is eight (8) players.

Byes, Leg Byes and LBWs

1. Byes are allowed.


2. Leg Byes are allowed.
3. LBWs are allowed.

NO-BALL
1. The bowler's front foot must land with some part of the foot, whether grounded or raised, behind the popping
crease(front line). If the umpire at the bowler's end is not satisfied that both these conditions have been met,
he shall call and signal NO BALL. This will be categorized as an Over-Stepping No-Ball that will follow with
a Free-Hit.
2. Bowler shall bowl within the sidelines return crease (box). Umpire can only give a NO BALL if both foot of
the bowler are completely outside the sidelines return crease (box). This will be categorized as an
Over-Stepping No-Ball that will follow with a Free- Hit.
3. The normal rules will apply to the call of NO BALL. If after delivery, the ball is then considered a
WIDE-BALL the call of NO BALL takes precedence over the WIDE- BALL call.
4. Umpire will also call a chucked delivery, a NO BALL. Three NO-BALLED chucked deliveries by a bowler
will lead to prohibition of the bowler from bowling any further in that game. As a guideline, a bowler cannot
bend his forearm more than 15 degree in angle with his upper arm.
5. Any ball, which, after bouncing, passes the batsman above SHOULDER height in his normal stance, or
would have passed him above SHOULDER height if it strikes the batsmans bat or body, shall be called a
NO BALL by either umpire. One ball which is over the shoulder height, but below batsmans head in his
normal stance is allowed per over. More than one such ball within the same over will be declared as No-Ball.
6. Any ball, which, having not bounced after leaving the bowlers hand, passes the batsman above waist
height, or would have passed him above waist height if it had not struck the batsman's bat or body, shall be
called a NO BALL by either umpire. The umpire should make a call after the completion of the delivery.
7. If a bowler bowls 2 beamer (full toss ball aiming at the batsmans body), the bowler will not be able to bowl
for the rest of the game.
8. (Related to above rule)Any ball, which, having not bounced after leaving the bowlers hand, hits the stumps,
without any contact with the bat or body, will be considered OUT (for simplicity the pace of the delivery or
the perceived height will not be taken into consideration)

DEAD BALL
1. A ball is also considered 'dead' once the 'wicketkeeper' passes the ball.
2. If the bowler 'stops' and does not deliver the ball, the main umpire calls it a "dead-ball".
3. Roll ball will not be considered as a dead ball due to the fact that we cant always clearly determine whether
the ball actually rolled or just stayed low. It will just be batsmans bad luck.
4. Ball peaches on the grass will be considered as a wide ball.

Substitution/ Batsman Retired Hurt

1. A substitute needs to be part of the Roster submitted to the Committee . A team may not use a substitute
who is not part of the Roster.
2. A substitute shall be brought on for an injured fielder.
3. A substitute player can only play when the original player was present first. A substitute cant start the game
when the original player is on the way.
4. A substitute shall not bat, bowl, keep wicket or act as captain.
5. The original player shall return on the field if he has recovered anytime during the match.
6. A batsman who becomes unable to run may not have a by-runner, who completes the runs while the
batsman continues batting.
7. Alternatively, a batsman may retire hurt or ill, and may return later to resume his innings after all wicket has
fallen means as the last batsman.
8. Decision to allow a substitute fielder is based on discussion between fielding captain and the umpire(s). It is
a very subjective call based on the situation of the injured fielder.
9. Decision of a batsman to retire hurt is between the umpire(s) and the batsman.
10. A batsman can retire only if he is actually injured.
11. Any medical emergency will require immediate attention and umpire will enforce that decision on the field
even if the player does not want to accept it.

Playing 11 roster announcement (Each Game)

1. Every team submits a list of their playing 11 roster to the umpire(s) at the TOSS time and or post it in the
committee messenger group.
2. Game will not start until roster is submitted from both team. Delay of game and over reduction from batting
innings will apply if a team fails to submit the roster.
3. All participants legal names MUST be used on the roster and the scorecards.
4. "All" the players mentioned in the playing 11 roster have to be "Physically" present on the ground.
5. If any player on the roster not present at the start of the game, he will have to be on the field before 10th
over ends. Otherwise that player will not be allowed to participate in the game.
6. At no point a substitute shall be allowed to replace any playing 11 (as given to the umpire at the start of the
match) player for that game.

General Guidelines

1. All teams (and their players) are expected to be familiar with rules identified in this handbook.
2. All the participants are to maintain a professional attitude on and off the field.
3. All the participants are influenced to be dedicated and retain a timely manner throughout the league.
4. Transfer of players between teams is not allowed.
5. Shuffling or merging of players between teams is not allowed.
6. Shoes are required but NO soccer shoes, cleats or shoes with spikes are not allowed to be worn.
7. Every batsman will have to wear proper cricket gear. Every batsman must wear helmet. No exception.
8. Shirts and trousers are required (jeans and shorts are not allowed.
9. Proper cricket bats (wooden cricket bats) are only allowed to be used.
10. Teams with less than Eight (8) players will not be allowed to play a league match. A match will not start until
at least Eight (8)players are on the field for both the teams. If there is a delay till Eight (8) players arrive on
the ground, the team will be penalized.
11. Committee reserve the right to videotape any game of the tournament in part or in whole for the marketing
or educational purposes. If the ball touches the camera or the camera stand in the field during the game, the
ball will automatically be called a Dead Ball.
12. No car should be parked in the side field.
13. Any kind of trash should be dumped in a trash bag or in the proper dumpster in the field.

Umpiring Guidelines
1. All umpires should read this handbook thoroughly and have a hard copy with them on the ground.
2. Umpire(s) will remain impartial at all times on the field.
3. Benefit of the doubts should always go to the batsman.
4. Umpire(s) shall ask the bowler about his bowling arm and side from where he will bowl and accordingly
inform the batsman. Umpire cannot give a no ball if he has not asked the bowler about his arm and/or side.
5. Umpire(s) will keep track of the number of overs during which a fielder has left the field (for whatever
reason). A player can ask for substitution or team can play without that player on the field if the need by the
fielder to go out is related to using restroom or personal time off (cell phone call, meet someone).Umpire(s)
keep time of all breaks, and notify the captains as to when to resume.
6. The final decision will be with the Main umpire on the ground.
7. Umpire(s) should file a complaint about any indecent behavior by a player or a team on the field to the
committee.
8. Leg umpire will be provided by the batting team for each match EXCEPT the final game. Committee will
provide the leg umpire for the Final game.
9. The Umpire should come into the field at least 30 minutes before the scheduled starting time of the game.

Field Preparation and Scoring


1. The extra player of the two playing teams of each match will be responsible for maintaining of the
scorebook.
2. The host team of the 1st game of the day will be responsible for preparing the field for the games in the day.
They will put the matt, stamps, bells on the crease, flags on the boundary.
3. The host team of the last game of the day will be responsible for collecting the matt, boundary. flags, stamps
and bells and putting them back in the truck located in the side field.
4. If the 2nd game of the day is not played for any reason, the host team of the 1st game of the day will be
responsible for collecting the matt, boundary. flags, stamps and bells and putting them back in the truck
located in the side field.
5. If the host team fails to prepare the field in time to start the game, over reduction will apply to the host team
depending on the length of the delay (one over for every 5 minutes delay).
6. Due to the position of the sun during 2nd game of the day game will be played from both end of the cricket
pitch. Every 10 over the batting side will change keeping in mind that the last ten over will be batted from the
side where the sun is downing.

Captains Responsibilities

1. One player from each team will act as Captain for the duration of the competition.
2. The Vice Captain shall assume responsibility of a Captain, in case the Captain is not playing a game.
3. The captain should be conversant and proficient with the by laws.
4. The captain should control the behavior and conduct of all of his teammates and act on their behalf in case
of disputes.
5. Captain is the only person who will represent the team or any individual player during the game. If any
player has any complain or question about anything during the game and need to talk to the umpires or
match referee, captain will represent him.
6. The captain should respect the umpire's opinions and decisions.
7. The captain will be responsible for going over the rules and regulations with their players.
8. The captain should encourage the bowlers to bowl with the standard bowling action
9. Captains should provide committee with legal names of all the participating players at the beginning of the
match.

Code of Conduct and Discipline


1. Everyone participating in this tournament should follow the rules and regulations of appropriate conduct on
the field (mainly everything that happens falls under the jurisdiction of the Local police departments).
2. Committee is not responsible for any injuries that take place throughout the tournament..
3. As far as the cricketing code of conduct is concerned; the teams are here to have fun and to sigh a bit of
relief during the weekends. Therefore, we expect to see a sense of camaraderie and sportsmanship.
4. Sledging is strictly prohibited. However, the difference between encouraging ones own team-mate and
sledging can sometimes get unclear. Under such circumstances, the umpire will have the say in deciding
what a tolerable limit is. If the umpire(s) find things exceeding the limit, they might recommend expulsion of
player(s) or action against the team to the committee.
5. We encourage the participating teams to play in line with the laws and spirit of the game.
6. We strongly discourage any physical or verbal (direct or implied) attack by a player against the umpire, other
cricketers, stumps, Bat, ball or other cricket gears and spectators.
7. Unruly and un-sportsman like behavior will not be tolerated. Guilty players will be ejected. If the player
refuses to leave the field, the team will be penalized with forfeiture of the match. No substitutes will be
allowed for the ejected player. Determination of what constitutes unruly or unsportsmanlike behavior will be
based on the umpire and committees combined opinion.
8. Players abusing or threatening either umpire(s) or opponent team members will be suspended for 1 or more
matches.
9. Under any type of confusion on the field, only the Captain (Bowling and/or Fielding side) is allowed to talk
with the umpires. A captain could nominate an individual (Vice/Captain) to represent him under any such
circumstances.
10. No player shall get into an argument with the Umpire.
11. Match Referee of each game will be responsible for any question about the game and will report to the
committee.
12. Any team can make a formal complaint against any match referee, umpire or leg umpire to the tournament
committee only by email.
13. Any player who is penalized by the committee will not be able to participate until the penalty is paid. The
team of that player will also not be able to play until the penalty is paid.
14. All teams must clean up around the fields (such as trash or water bottles) after each game.

Acknowledgement

I, as the team captain/vice captain of ________________________, hereby acknowledge that I understand and
agree with all the tournament rules and regulations (bylaws). As a captain/vice captain of the team (I am
representing), I take full responsibilities of any actions taken by my team members during the course of this
tournament. I, on behalf of my team members also acknowledge that committee is not responsible for any injuries
caused in this cricket tournament. By signing this contract, I also pledge to respect and endorse the committee
members decision at any given time of the tournament.
