ANNEX J (CBRNE) to 130th MEB (TACSOP) 1.

Mission: To provide guidance to commanders and specify procedures, reports, and defensive conditions the BDE will use in a CBRNE environment. Chemical, Biological, Radiological, Nuclear, and Explosives Defense (CBRNED) Officers and/or NCOs serving the BDE staff must maintain close working relationships with other staff planners with particular regard to operations, logistics, and medical planning efforts. Planning is critical to successful CBRNED operations. This enclosure establishes the organization, layout, functions, equipment, materials and supplies, manning, load plans and individual roles and responsibilities for the CBRNE Element. 2. Task Organization: The CBRNE element within the BDE main CP, will consist of 4 Officer and 5 x NCOs. a. Manning. Duties and Responsibilities: The CBRNE Operations Cell coordinates all aspects of the CBRNE battlefield operating system within the Division Main Command Post and serves as the senior CBRNE Advisor to the Brigade Commander and the BDE Staff on all matters related to CBRNE. Functions are listed below: 1. Advises Commanders and Staffs on all CBRNE issues 2. CBRNE Logistics Support 3. Information Superiority Analysis 4. CBRNE Response Analysis 5. CBRNE Defense, Obscuration & Flame Estimates, Plans, Annexes, and Orders 6. Tracks the Current Operation 7. Synchronizes BDE CBRNE Warning and Reporting System 8. Plans JTF, JFLCC, and ARFOR Chemical Support 9. Provides ADCON / ASOS functions as required 10. 24 Hour Operations 11. CBRNE Sensitive Site Operations / Planning (1) Operations Officer. The CBRNE Operations Officer for the MEB serves as the Brigade Chemical Officer. He is responsible for the day to day management of the cell. He is the BDECMO representative at the BDE Level working groups requiring Chemical input. The BDECMO also conducts required coordination with the Divisions Chemical Staff and other outside elements. Furthermore he serves as the BDECMO representative for BDE Level Boards.

ANNEX J (CBRNE) to 130th MEB (TACSOP) (2) Asst Operations Officer. The Asst CBRNE Operations Officer for the MEB serves as the Asst Brigade Chemical Officer. He is responsible for personnel management of the CBRNE Section as well as the point of contact for all in-staff estimates. The Asst Operations Officer will be the direct supervisor of all CBRNE Cell Operations. (3) EOD Officer. The EOD Officer will manage all the EOD assets and personnel operating in the BDEs AO. The EOD Officer will compile staff estimates and serve as the expert on all high-yield explosive situations. The EOD officer will work closely with the Asst Operations Officer IOT limit CBRNE hazards to BDE EOD Assets. (4) Intel Officer. The Intelligence Officer will supervise any collection of intelligence related to CBRNE events. He will compile staff estimates and provide recommendations to the BDECMO. He will analyze the Intelligence Section of the BDE OPORD (S2) IOT provide situational expertise on possible CBRNE events / hazards. (5) CBRN Operations NCO. The CBRN Operations NCO will be the primary POC of CBRN Analysis. He will generate CBRN threat and risk levels. He will advise the Asst Operations Officer on the CBRN estimates in the BDE AO. He will be the senior NCO of the cell. (6) CBRN Operations NCO. The CBRN Operations NCO will be the primary POC of TIC/TIM hazard analysis. He will generate TIC / TIM threat and risk levels. He will advise the Asst Operations Officer on the TIC / TIM estimates in the BDE AO. (7) CBRN NCO. The CBRN NCO will create and update the CBRNE map overlays. He will track CBRNE EQ/ PERSTATS and update the Asst Operations Officer as necessary. He will compile and forward all CBRNE reports to BDECMO. (8) CBRN NCO. The CBRN NCO will identify deliberate decontamination sites throughout the BDE AO. He will track the BDE DECON assets and units. He will coordinate civilian DECON assets and BPT identify hasty decontamination sites for civilian casualties. (9) CBRN SPECIALIST. The CBRN Specialist will coordinate BDE level CBRN training. Will act as the POC for CBRNE SOP distribution. He will conduct BDE CBRN Warning Equipment Maintenance and supervise its correct placement and installation. c. Cell Organization. The Chemical, Biological, Radiological, Nuclear and Explosives Cell (CBRNEC) is a component of the J3/S3 and serves as the subject matter expert and advisor to the Commander and Staff. The CBRNEC consists of a designated staff officer and supporting staff. If the BDE does not have trained CBRNE staff available, the BDE shall request personnel from the appropriate components / agencies.

ANNEX J (CBRNE) to 130th MEB (TACSOP) 3. Operations: Task 1: Maneuver Support Operations- CBRNEC will coordinate CBRNE assets IOT maintain freedom of maneuver throughout AO. For mobility operations, CBRNEC may be tasked with various CBRNE tasks to include: decontamination, obscuration, flame, reconnaissance, highyield explosive deterrence, survey & monitor operations. Survivability task may include deliberate & hasty decontamination involving personnel, equipment, or terrain. Key countermobility tasks will include obscuration and flame operations. Task 2: Support Area Operations- CBRNEC will coordinate CBRNE assets IOT support area operations to include planning, integration, and assessment of CBRNE capabilities supporting the maneuver support and terrain management functions for the BDE. The BDE CBRNEC plans and synchronizes CBRNE support for sustained operations throughout the MEB AO. a. Identifying and coordinating with Area Operations Section for unit-specific terrain requirements that may require outside resources. b. Assisting the S-3 in analyzing terrain for unit distribution. c. Assisting S-2 to determine areas of high risk (according to THREATCON) d. Assessing local, organic, and division resources available and making recommendations on future plans or operations. Task 3: Consequence Management Operations- CBRNEC will coordinate CBRNE assets IOT mitigate potential threats from enemy, civilian, or environmental hazards in AOR. Consequence management operations doctrinally dictate the formation, training, and rehearsing of incident management cells as a priority. The CBRNEC will be prepared to deal with a number of potential CBRNE events, hazards, and mitigate those threats through preparation, training, and rehearsals. Task 4: Stability Operations- CBRNEC will coordinate CBRNE assets IOT conduct stability / humanitarian operations in AOR such as terrain decontamination, WMD counter-proliferation, and hazard identification. CBRNE support plays a critical role in delivering sustainment by enhancing the MEBs overall mission capabilities. 4. Battle Drills. (01) CBRNE Event / Incident Response (02) TIC / TIM, ROTA Event / Incident (03) CBRNE Casualty Response A. See Annex W for Battle Drills. B. The CBRNE Operations Cell coordinates all aspects of the CBRNE Battle Drill response within the Brigade Main Command Post and will serve as the initial response to a CBRNE Event. C. The CBRNE Operations Cell will coordinate with S-3 IOT publish, produce, and disseminate CBRNE Battle Drills to the BDE. The CBRN Operations NCO is the POC for all Battle Drill related issues.
