GROUP HOUSING at Netaji Nagar New Delhi


Introduction There is acute shortage of housing in Delhi.The survey conducted during NSS 58th round between July and Dec 2002 states that the total number of households estimated were as 30.02 lakhs. Out of them 1.97(6.7%) lakhs were in rural areas and 28.05 (93%) lakhs in urban areas. This shows that most of the people in Delhi live in urban areas.74.46% of the households were having one married couple, 10.93% households had two married couples whereas 12.09% households did not have any married couple in their family. This shows that most of the families in Delhi are nuclear families and very few are Joint Families. It was also found that In Delhi 96.98% families live in pucca, 2.01% in semipucca, and 1.01% in kutcha type of structure as against the All India average of 48.94% in pucca, 30.16% in semi-pucca and 20.9% in kutcha type of houses . As the rate of migration has increased more and more people are coming to Delhi in search of jobs and stay back. This has further aggravated the housing problem. Government of Delhi through the Delhi Development Authority has developed housings but the problem still persists. To meet the demand for the government sector housing in the city, the Centre has proposed plans to raze decades-old houses in areas such as East Kidwai Nagar, Sarojini Nagar, Netaji Nagar and RK Puram and replace them with high-rise tower blocks.

Objective The Government of Delhi wants to rebuild this area of Netaji Nagar. The Central Government has submitted proposals for re-development schemes to DUAC that recommend higher floor area ratio (FAR) of 250 to 300. The project will be undertaken by CPWD. In the Delhi Master Plan this site is located in zone D. The area of the site is approximately 56 Hectare.

It is required to prepare a design scheme for this housing. The scheme should be prepared in accordance to the norms of the Delhi Master Plan and the building bye laws applicable to housing in this area. It is also essential that the scheme must adhere to the National Building Codes in the following aspects: Fire Norms, Electrical Services. The design should address parking issues and basement design as per the Delhi building bye-laws. For the design of housing for economically weaker section, the focus of study should also be on devising economically viable alternative building materials, structural systems and service options.

Stage I: CASE STUDY Movement of people and traffic, services, waste disposable management will be observed through detailed case studies. Sensitivity to use of materials, lighting, landscape and services will be studied in detail. The students will study two group housing projects of any of the following real estate developers. The study will be done in groups. Unitech Jaypee Greens ATS Ansals API Raheja Developers Omaxe Developers DLF EROS Housing by Delhi Development Authority Stage 2: SITE PLANNING Netaji Nagar is an area in which the housing was done many decades back.Netaji Nagar is a part of South West Delhi and comes under the Sarojini Nagar parliamentary area. It has official government residences/quarters. The colony is located close to Shanti path which has several embassies. The Prime Minister's residence is approximately 2 km away. There is an Arts and Commerce College in Netaji Nagar. Some other nearby locations includes Safdarjung Enclave, R.K. Puram Sector 13, Hyatt Regency hotel, Bhikaji Cama Place and Palika Bhawan.

To understand the various aspects of Housing Design the groups in class will be assigned either the public participation approach or the government housing approach to design. Students will be required to prepare an overall scheme for the site complying with following norms. Each student will be required to detail one particular cluster. Members of each group will have to

comply with some building elevation controls so that coherence is achieved in the building elevation.
