International agreement-Instrument by which nation-states and international organizations regulate matters of concern.

They are governed by international law, and their purposes include the development and codification of international law, the creation of international bodies, and the resolution of actual and potential international conflict. The most comprehensive agreement is a treaty; others, including conventions (e.g., the Geneva Conventions), charters (e.g., the UN charter), and pacts (e.g., the Kellogg-Briand Pact), are less formal and rely primarily on goodwill. Agreements may be negotiated between states, between an organization and a state, between organizations, or between any of those and a nongovernmental organization. Multilateral treaty is a written agreement between three or more sovereign states establishing the rights and obligations between the parties. They often result in international conference or gathering of nations done under the auspices of international organizations. Bilateral treaties are negotiated between a limited number of states, most commonly only two, establishing legal rights and obligations between those two states only. Resolution 1. Moldovan parliament sets presidential election date

Chisinau, 20 October /MOLDPRES/ - The parliament today initiated the presidential election procedure and set the presidential election date on 18 November. Also today, the parliament set up a special commission in charge of organizing the election of the head of state. The lawmakers of the opposition Party of Communists put forward a draft law, proposing that the parliament should elect the head of state on 8 November. The senior coalition partner Liberal Democratic Party (PLDM) has demanded that the presidential election take place on 18 November, so that the parliamentary parties have at least one month for talks on a parliamentary platform. The PLDM's initiative was backed by the Democrat and Communist MPs. The Liberals opposed, fearing that the presidential election may lead to snap parliamentary elections. At the same time, the parliament created a special commission, made up of nine members, who will deal with the presidential election. The commission will include four Communist MPs, three Liberal Democrat MPs, a Liberal MP and a Democrat MP. Moldovan energy regulator increases heating rates Chisinau, 19 October /MOLDPRES/ - The Management Board of the National Agency for Regulation of Energy (ANRE) has approved new rates for the thermal energy generated by the thermal electric power station North (CET Nord) and the district thermal electric power stations. Residenti of the northern Balti city, who are provided with heating by CET Nord, will pay 1,056 lei per one gigacalorie, that is, by 68 lei (6.9 per cent) more against the previous tariff. The Balti consumers who are provided with thermal energy by the municipal enterprise Termogaz will pay 1,090 lei, up by 43 lei against the previous heating season. Consumers from the western town Ungheni, who are supplied with heating by Comgaz Plus, will pay 1,326 lei (+17.8 per cent); the Calarasi thermal networks will deliver heating at 1,766 lei (+17.3 per cent), the thermal networks from Stefan Voda at 1,386 lei (+55. per cent), the Criuleni thermal networks at 1,686 lei (+73.4 per cent), Apa-Canal from Chisinau at 1,093 lei (+17.1 per cent), the thermal electric power stations and thermal networks from Orhei at 1,378 lei (+18.7 per cent); the thermal networks from Cimislia at 1,432 lei (0 per cent); the thermal networks of the Comrat town at 1,273 lei (+13.4 per cent); the joint venture Antermo from Anenii Noi at 1,472 lei (+39.8 per cent); the Cahul-based thermal networks at 1,355 lei (+56.1 per cent); the thermal networks from Glodeni at 1,350 lei (+60.9 per cent). The ANRE approved the highest increases in rates for Criuleni, Glodeni, and respectively, Cahul, on reasons that the tariffs for heating supply have not been adjusted in these settlements over the last three years.
