Our services are designed to accommodate the billing needs of mutifamily HOA communities. None of the cost associated with our service are billed to the community HOA or management company. We charge the account holder a monthly administrative fee for the meter read and billing service rendered. On a monthly basis, we will read, calculate, process, mail and collect payments on behalf of the community HOA. We will handle all customer service needs and payment collections. Every month we will reimburse the community HOA all recovered water cost less applicable administrative fee.

We offering water submetering systems and installation. Our team will conduct a property evaluation to determine both the feasibility and necessary equipment to submeter the community. Once determined feasible our staff will put together an installation proposal for consideration. Submeter System Includes: All piping, water meter, lockable shut off valve, parts, materials and labor to complete the installation of a standard water submetering system. Customer will be responsible for any repiping fees and applicable permitting fees..

Meter Read, Billing and Collections Rate Sheet


Service Deposits Rental and delinquent account holder are charged a deposit to minimize the communities loss risk. Owner accounts are not charged a deposit unless previously delinquent. No Credit Checks

Our service is similar to a local water purveyor yet tailored to fit the customized needs of multifamily HOA communities. Through the use of a water meter we monitor and bill the homes resident for their water usage. We then bill and collect the water and sewer charges from the community residents. Payment is sent to the community HOA for all water receipts collected. Administrative charges are retained by HOA water for administrative cost incurred. Just like the city we hold the residences occupant responsible for their water charges. Due to higher risk and less recourse rental accounts are subject to a deposit. This is designed to protect the HOA and home owners from financial losses. Owner accounts are not subject to a deposit unless services are disconnected for nonpayment. At which time a deposit will be required to re-establish service. Arizona state law provides the right to separate water from assessments and subsequently disconnect services for nonpayment. There is no cost to the community HOA or Management Company. We charge a small administrative fee to the account holder on their monthly statement for the meter read and billing service. Other administrative charges apply for services such as late payment, insufficient funds, service disconnection and more. Administrative fees are always billed directly to the account holder and are generally less than the local water purveyors. Water and sewer rates are billed in accordance with the local water purveyors rate structure. At no time is community residents billed for common area water usage.

Water and Sewer Rates: Water, sewer, and applicable environmental rates are set by and billed in accordance with the local water providers rate schedule. Base fees are calculated by combining the communities total base charges and are prorated evenly amongst the number of homes in the community. For a complete list of these rates please visit your local water provider web site. Administrative Fees: Administrative fees are retained by HOA water as payment for services rendered. All administrative fees are billed directly to the account holder.

Submeter Installation

What is submetering and how does it work?


Water submetering is the implementation of a system that allows a landlord, property management Firm, condominium association, homeowners association, or other multi-family property to measure and bill homes individually for their water usage. Through a third party billing solution communities are able to recover the cost for indoor water use. Outdoor (common area) water use is not included in the residents water bill. Most communities can easily be retrofitted for the installation of water submeters. The only major requirement is that the plumbing structure supplies water to each home individually.

Getting Started with Equipment Installation:


We will need a list of the community owners and their contact information from the management company. If the community previously had billing services we will also need a list of account balances. Payment arrangements will be setup with account holders who have past due balances. Update our database with the contact information provided. Mail owners a introduction letter complete with a rate sheet and questionnaire pertaining to account setup. Conduct Initial meter reading. Contact owners via phone for final account setup. Setup payment arrangements for past due accounts. Conduct 30 day meter reading Process and mail first billing. HOA Water handles all aspects of the billing process including payment processing, payment collections and all customer service needs.

Premium Submetering System Includes:


All piping, water meter, lockable shut off valve, parts, materials and labor to complete the installation of a premium water submetering system. Customer will be responsible for any re-piping fees and applicable permitting fees. Our team will conduct an on-site evaluation to determine both the feasibility and necessary equipment to submeter the community. Once determined feasible our staff will put together an installation proposal for consideration. The proposal will include a full description of applicable installation cost along with a complete description of our billing service and fees. We use industry leading brands like Neptune and Badger. We use lockable shut off valves making it possible to disconnect services for non-payment. The average home takes 1-2 hours to install a new submeter. We notify residents 4872 hours prior to installation. It is not common to need access inside the home, water service will be temporarily disconnected during the installation process. Installations are done during day time hours while most residents are at work so we can inconvenience as few as possible. Upon completion of the installation service is immediately turned on. Account activation and the first meter reading will occur within a few days of the projects completion.
