INTRODUCTORY WORD

Investment climate in the city much depends


on transparency of the investment policy
and conditions that enable investors to actively invest
in all sectors of economy.

Evpatoria is a city that is well known both in Ukraine and in many countries of the world. We associate
it with a warm sea, tender sun, sandy beaches, health of children and also centuries-old history.
The modern city grows dynamically. New neighborhoods have been built, architectural ensembles in
resort and historical parts of the city have been completed, modern shopping centers, hospitality and
restaurant facilities have been opened. The city works to improve the resort and tourism
infrastructure, strengthen local economy and private business. In recent years, the city became nicer
and more attractive. But we should not stop whatever has been achieved. Evpatoria has promising
prospects for further development. We have developed the city Strategic Plan, the Master Plan and
mid term plans to guide local economic and social development.
Evpatoria carries out an active investment policy based on the principles of transparency and
openness. We review investment projects at meetings of the city investments commission.
For an assistance to creation the integral strategy of innovative-investment activity of the city and
innovative model of economic development the Council of investors has been created.
We hope that the investment passport of Evpatoria will help increase interest among investors and
promote attraction of new investments to the city.

GEOGRAPHIC LOCATION

Evpatoria (45 11'17" northern latitude and 33 22'5 eastern longitude) is comfortably located
in the western part of the Crimean Peninsula which is the southernmost point of Ukraine. The city
stretches for 14.5 km along the coastline and penetrates into the steppe zone as far as 9 km.
Administratively, Evpatoria includes 3 spec-tacular enclaves: Zaozernoe residential neigh-
borhood situated on the Evpatoriya Bay and a salt lake of Yaly-Moinak (10 km from the city), Mirniy
residential neighborhood located between the seacoast and the Donuzlav Gulf (31 km from the
Evpatoria); and Novoozernое residential neighborhood on the Donuzlav Gulg (34 km from the city).
CLIMATE

Evpatoria enjoys dry climate with no significant variation of temperatures but with abundance of
sunny days - up to 280 per year - and only few cloudy spells.
Climatically Evpatoria in many ways resembles northern Spain and southern France but also
offers a unique combination of the sea and vast steppe areas. The sea has a moderating effect on cold
weather in winter and on heat in summer. The average annual temperature is +11.6 Celsius. The coldest
month is February with - 0.5 C. July is the hottest month with the average temperature of +23.2 C.

POPULATION

As of January 2008, the city population was registered at 120.2 thousand people: 53.7
thousand males and 66.5 thousand females, which translates into 44.7 % and 55.3 % respectively.
In 2007, it increased by 1.179 people due to migration. In 2004-2007, the influx of
population exceeded its outflow.

QUALITY OF LIFE

Evpatoria is a full member of the Healthy Cities Network, a project run by the European Bureau of the
World Health Organization.

Health services are delivered in 8 municipal hospitals (total admission is 860 persons) and in
private clinics.

The city health system employs 427 doctors and 941 paramedics.
A network of the municipal health facilities includes: a city territorial medical center, an
ambulance station, children's territorial medical center, a maternity hospital, a hospital for mental
diseases, a dental polyclinic, a diagnostic and preventive medical center, a medical information and
analytical center, medical stations in three residential neighborhoods and also the Crimean Republican
Center of Labor, Social, and Professional Rehabilitation of People With Disabilities.
The system of education in the city

The system of extracurricular education includes the center of creativity for children and
youth, a station of young technicians and biologists, an arts school, and sports schools.

The city cares about engaging children and young people in sports. The Palace of Sports, two
sport arenas and other sports facilities host Crimean, national and European competitions and
tournaments. The City has the Para Olympic and Deaf Olympic National Center for Para Olympic
sportsmen.
Cultural establishments of the city include three museums (local lore, pharmacy museum, and
post office museum), theatres (drama, children, theatre of alive sculptures, theatre on stilts, puppet
show), movie theaters, a centralized library network (44 libraries), a leisure center, and other cultural
institutions (See the table). The city is a home to the associations of artists and writers.

People of more than 80 nationalities live in the city. There are 13 public associations called
to revive, preserve and develop languages, national customs, cultures and traditions. There is no
place elsewhere with the level of inter-confessional tolerance that evolved in Evpatoria during
2,500 years of its history.
TOURISM

Evpatoria with its three historical names - Kerkinitida, Geslev, and Evpatoria - is one of the most
ancient cities in the world. The city used to be one of the 20 oldest cities in the world.

The city of Kerkinitida was founded by Greek immigrants in VIth century BC. In the IVth
century BC, Kerkenitida was a part of the Hersones State. A antique city was surrounded by an
fortification wall with 12 towers and existed for about 700 years but later abandoned by citizens
under the threat of Sarmatian invasion. Currently, excavations in the city are carried out at the
sanatorium of the Ministry of Defense of Ukraine and at the Duvanovska Street where under a
transparent dome, remains of the fortification and towers are preserved. In Evpatoria, there are the
most ancient settlements in Ukraine ancient settlements "Seagull" and "Beacon" (Хth century BC).

Ancient Greek historian was the first who
informed the people about Kherkenetida
(ancient name of the city) in The History
manuscript.

In XV-XVIII centuries, the city name was Geslev and it was the main port of the Crimean
Khan and the impregnable fortress with 24 towers with a permanent three thousand Turkish
garrison.

After Crimea was conquered by Russia in 1784, Geslev was renamed to Evpatoria in
commemoration of the ancient fortress Evpatorion after the name of the Emperor Mitridat
Evpator the IVth.

In 1784 Gezlev was renamed into Evpatoria after
decree of Ekaterina The Great

In 1908, the first telephone line in the Russian Empire connected Evpatoria and Simferopol,
and in 1914, the first city tram started followed by the first passenger train in the next year. On the
16 of May 1916, Evpatoria was visited by the family of the Russian Emperor Nikolas II. I
In 1915, the All-Russia Congress recognized Evpatoria as a resort of the national significance,
and in 1936 the Soviet of People's Commissars passed a resolution «On the Arrangement of the
Exemplary Children's Resort in Evpatoria». In 1997 the Decree of the President of Ukraine granted
the city a status of an All-Ukrainian Children's Resort.

In 2003, Evpatoria celebrated its 2500th anniversary. Until now, the old part of Evpatoria
has preserved a lay-out of the medieval city. Even in the context of the Crimean architectural
variety, the Evpatoria Middle Ages site is special for its originality and so far has not been
reproduced in any other city of the Peninsula.
Presently the city proceeds with the reconstruction of the second component of a unique
tourist route titled Small Jerusalem, with temples of 7 different confessions and other
architectural monuments.
The Khan mosque faces an orthodox cathedral a synagogue is next to Karaim kenassas and
the Armenian Church is just several steps from the Sufi monks' monastery. It is one of the 10
destinations in Ukraine recommended by the UNESCO. In Evpatoria, there are 190 historical and
culture landmarks.
Evpatoria is the space aviation capital of Ukraine. The Evpatoria Space Flight Control
Centre handles space vehicles within the framework of the national and international space
programs. All space vehicles involved in the research of the Moon, the Mars and the Venus are
handled by the Evpatiria Center.
RESORT

Evpatoria is a seaside balneological and climatic resort. The city fully justifies the name of
“the Sun City” as no other destination in Crimea claims more sunny days than Evpatoria. Local
doctors have successfully developed a variety of sun-based treatment methods.

Along with the congenial to health climate, Evpatoria offers a number of other opportunities
with sunny, sandy and sea baths among the most popular.

The shallow Evpatoria Bay seems to be designed for swimming in warm sea waters.
Beyond climatic and geographic benefits, the resort has another valuable nature resource
such as high quality healing mud. Thermal mineral sprays were discovered on the bank of the
Moinaky Lake.
Its waters (+39С) of chloride/natric and chloride/natric/magnesium nature are used for
drinking, bottling and to make iodine/brome, carbonated sulphureous, etc. baths. Along with the
sea baths, mud applications are successfully applied by medical practitioners. Electrical mud-
based treatment techniques (mud and mud liquid fraction electrophoresis) are thought to have a
less aggressive effect. A combination of sea, sunny, air and sandy baths with mud treatment
produce excellent healing results.

Among major disorders cured in Evpatoria are those that affect breathing, bone,
central and peripheral nervous systems, kidneys and reproduction organs (male and female
infertility), skin, cardio-vascular and hormonology problems and burn consequences.
Evpatoria are 64 resorts and sanatoriums in Evpatoria, equipped with modern medical
diagnostic equipment and operating in liaison with the leading medical research centers and
clinics of Ukraine and Russia.

This cooperation helps efficiently implement most modern treatment techniques. The
Ukrainian Institute of Children’s Balneology and Physiotherapy, Pediatrics Chair of the Crimean
Medical University, etc. are among resort partners.
Due to the abundance of medicinal resources concentrated in one area, Evpatoria stands
out as a unique place where mud treatment is enhanced by sun, sea, sandy baths and aero
therapy. Great recreational future of Evpatoria rests on this extremely advantageous combination.
HOUSING REAL ESTATE

Special uniqueness of Evpatoria attracts more and more citizens from Ukraine and other
countries who choose it as their home. Growth of migration accelerates an increase in the city
population.
For a short-term stay the city offers 9 hotels with 688 rooms, including 16 suites, 24 semi-
suites, 166 single rooms, 430 double rooms and 52 rooms that may accommodate 3 persons for the
total area of
1,2403.9 sq.m. These hotels provide lodging to 1257 persons a day. In 2007, city hotels
registered 17.097 visitors, 8,325 of whom were international visitors. Foreign citizens spent on average
7.5 days in the city, while Ukrainians 6.8 days.

Beyond hotels, accommodation services are delivered by 14 private entrepreneurs running


small private hotels and boarding houses. The maximum capacity of resort facilities is 30 thousand
beds.

The city continues its reform effort in the real estate sector. By 2007, 229 municipal properties were
leased. In 2006, the city budget was UAH 3.2 million, which is 46 % more compared with the previous
year. As a part of the housing and communal services reform process, 61 associations of housing
coowners were established. The city opened a single payment center to promptly process all municipal
payments.
TRANSPORTATION

The City of Evpatoria is a well developed transport hub of Crimea and Ukraine.

It operates a railway passenger station, a freight station with container platforms, a


vast railroad network, a sea port, and a modern bus station.

The seaport connects the city with other sea destinations.


Evpatoria has a direct transport connection with all cities and areas of Crimea. The nearest
airport of Simferopol is a mere 50 km away.
The waters of the Evpatoria Bay is a home to numerous boats, sailing and motor yachts.
The city communications sector deliver services for more than UAH 2,4 million a year. Visitors
and citizens can make a phone call to any location in the world from the city payphones.
ECONOMY

Local economy is represented by a wide range of industries such as health services,


construction, transportation, communication and trade which employ 54,6 thousand people.
In the industrial sector of economy throught the last 10 years is saved the tendency of
growth of industrial production volumes Compared with 2007, local economy was growing
at level of 100,8 % (in comparable prices). Eighty percent of the total volume of
manufacturing in the city falls on food processing, bakery, confectionery products, meat and
milk processing, wine, soft drinks and other commodities. The sale of goods in 2007
amounted to UAH 306,1 million.

Local economy is closely tied to its resorts. Food processing entities supply their
products to 64 health centers and resorts and develop new types of food stuffs for them.
Local companies continuously introduce new "know-how", upgrade their equipment and
improve their range of goods.

Annual turnover of retail trade and catering makes more than UAH 367,3 million. 435
stores, 231 restaurants and cafeterias, 98 services outlets, 8 markets with 4.500 vendors
deliver services to local community and visitors. The city holds trade fairs where visitors can
taste local food products; it organizes local commodity fairs, agricultural fairs and festivals.
In 2007, local wages increased at enter-prises of all types of economic activities and were
recorded at the level of UAH 1047 on average. In transportation and communication salaries
increased by 14 %, in service sector by 24 %, and in manufacturing by 37 %.

The average number of permanent personnel grew in comparison with the previous year by 1.8 %.
The level of registered unemployment dec-reased from 4,03 % in 2000 down to 1,52 % in 2007.

In recent years, the city has demonstrated positive trends in business development along
with more efficient use of financial and investment mechanisms designed to support people who
are capable of maintaining their economic independence by themselves. An increasing number
of small businesses bring about structural changes in economy and a growing share of private
ownership. In 2006, the city opened its permitting center which aims to treat businesses with
integrity and set uniform permitting requirements.
INVESTMENT POLICY

According to the Evpatoria Strategic Plan, attraction of investments is of vital importance


for rapid and stable economic growth of the city. In 2007, local enterprises and organizations
realized more than UAH 340 million in capital investments.

Investments in fixed assets totaled UAH 292.8 million. The rate of investment realization growth
compared with the same period in 2006 was 139.2 %. Housing construction is developing at a quick
pace. The sector accounts for a third in the total investment volume. 27 residential houses of the total
area of 37.1 thousand sq.m. were put into use in 2007. A “put-into-use” indicator for apartment houses
is 130.7 %. Individual developers account for 20% of all housing.

Hospitality and restaurant business, health care and social assistance, industry, and
construction are most attractive for foreign investors. In terms of foreign direct investments in the
sphere of health services and social assistance in Crimea, Evpatoria is second only to Yalta.
The percentage of investments in this area remains high during almost two decades - 59 % of the
total direct foreign investments. In 2007, services accounted for USD 13.7 million in the overall export
structure with the rate of growth reaching the level of 138.4%. These were services provided to the NIS
countries in such spheres as the health care, social assistance, transportation and tourism.

The city is open for new major projects. Local government offers to responsible investors its
comprehensive support trying to create the most favorable environment to implement new business
ideas.
A package of documents includes a memorandum of cooperation, a summary and a brief
description of an investment project, and a multimedia presentation. In order to support a project,
an agreement is concluded with the investor, which, on the one hand, is a guarantee of quality
and completeness of project implementation, and, on the other, ensures that local government
will create favorable conditions for investment activities.

In the nearest future, the city will have a new aqua park, a sea aquarium, a dolphinarium, the
Crimea biggest entertainment center, park of fountains and resort hotels.
In 2008, the city set up The Information and Analytical Center operating in two major
areas: strategic planning and investment attraction. The center offers a new conference hall,
equipped with modern computer and office installations. The Center is a place for presentations of
invests projects, conferences, seminars, trainings, round tables. The Evpatoria Investment Board
under the Mayor also gathers for meetings in this comfortable location.
DEVELOPMENT STRATEGY

On April 27 2007, the City Council of Evpatoria approved the Strategic Plan of Economic
and Social Development of Evpatoria for the Period Through 2015. The main goals of the
Strategic Plan cover such areas as development of the strategic vision of the city's future and its
mission, identification of the key issues and strategic objectives of the city development, and
setting objectives and ways to achieve them.

STRATEGIC VISION:
Evpatoria is a city pleasant to live in and have a holiday. It is an all-year-round
international resort and a tourist destination with hospitable citizens which offers good quality
of life. Its economy, businesses and municipality are focused on the delivery of high-quality
services to its citizens and guests.

IMPROVEMENT OF THE CITY SOCIAL POLICY

On September 25 2007, the City Council of Evpatoria endorsed the Strategic Plan of
Economic and Social Development of Evpatoria for 2008-2011, which is instrumental in the
implementation of the key areas identified by the Strategic Plan and is a concrete community plan
through 2011 year.
The Implementation Monitoring Com-mittee operates in a close collaboration with the
public. It has formulated medium-term objectives, projects and programs of the city economic and
social development and enhanced performance-based budget management. Factor-based analysis
of financial and economic indicators of the key industries conducted by local specialists identified
future tendencies and provided a platform for the resort's development program. Annual
sociological surveys allowed utilizing all available instruments to expand tourism and design a
tourism development program.
The conceptual approaches under-pinning business plans guiding the development of
strategically important recreational zones and facilities enable a critical approach to problem and
help resolve them using professional opinion and expertise.
