Standardized testing in New
Jersey is about to get an overhaul,
as students will go from pencils
and Scantron sheets to desktops
and keyboards. With changes in
standardized testing coming soon
to Eastern Regional High School,
director of curriculum and in-
struction Dr. Patricia Denholm
informed the board of education
at the Nov. 13 meeting that East-
ern has planned to stay ahead of
the curve. It is volunteering to
serve as a pilot school for the new
Partnership for Assessment of
Readiness for College and Ca-
reers assessment, which is slated
to be implemented into all New
Jersey schools for the 2014-2015
school year.
Were looking forward to
being the pilot, Denholm said.
The more we can learn, the bet-
ter off well be.
Although the classes have yet
to be chosen, Denholm said that
having students take the comput-
er-based assessments early will

The 3rd Annual "Holiday Haul"
for the Voorhees Animal Orphan-
age has started and is making
progress!
The Animal Orphanage is a
non-profit, no kill, open intake an-
imal shelter for both cats and
dogs. The shelter does not receive
state or county funding. It solely
operates with a very small staff,
many volunteers and donations
from the public. Currently, the
shelter is full.
Each year, Out And About runs
a food and supply drive to help
maintain the shelter and contin-
ue to keep the orphans fed. Last
year alone we were able to donate
more than 900 pounds of cat and
dog food. The Animal Orphanage
has a specific wishlist that we are
eager to fill with your help.
Please donate what you can.

ing on us!

The Animal Welfare Association was
founded in 1948 and was one of the first hu-
mane organizations formed by a group of
volunteers to serve Camden County and
the surrounding area. Located at 509 Cen-
tennial Blvd. in Voorhees, the AWA is a pri-
vate, non-profit 501(c)3 organization and
the oldest and largest low-cost spay and
neuter clinic, adoption center and no-kill
animal shelter in South Jersey.
The AWA does not receive funds from
the government but relies upon local dona-
tions to fund its life-saving programs.
Through a variety of innovative programs,
including adoptions, veterinary services,
pet therapy, trap-neuter-return and hu-
mane education, the AWA strives to ensure
that animal companionship is accessible to
all.
In December,
AWA concludes its
65th anniversary
celebration with
the opening of a
new 4,300 square
foot spay/neuter
and pet wellness
clinic on its rede-
veloped 9.90 acre
lot. The new clinic
replaces the anti-
quated 1974 clinic.
It is much larger
and is outfitted
with a waiting
room, exam
rooms, three-bay
surgical suite, sep-
arate spacious dog and cat recovery rooms,
laboratory preparation station and future
space for dog training and education pro-
grams. The $1.5 million project is part of
AWAs two-phase capital improvement
plan. Funding for the clinic and site work
came from two recent bequests and founda-
tions. Funding for the next phase com-
plete renovation of the existing shelter and
the addition of more than 9,000 square feet
of new animal care and housing space
still needs to be raised.
In 2007, AWA launched its first pet reten-
tion program and low-cost pet vaccinations
to help pet owners with routine tests, limit-
ed additional surgical and ill pet care. Last
year AWA provided 4,500 pets with basic

ontroversy surrounds almost
every bill that is proposed at
the state government level. If
the actual effects of the bill dont come
in question, then the partisanship of
it, or the motivation behind it, are
often scrutinized.
But a bill that was proposed recently
by state Sen. Richard Codey doesnt fit
into that category, at least in the world
according to us.
Codeys bill would expand New Jer-
seys distracted driving law to include
drivers who are temporarily stopped
whether in a traffic jam, red light or
stop sign. Basically, it would ban all
use of a cell phone while a person is
seated in the drivers seat of a vehicle.
The bill would also require the written
drivers test to include questions on
distracted driving.
When explaining his position on the
bill, Codey referred to the states DUI
law: If youre at a red light and youre
drunk, youre DUI, he said.
Makes perfect sense to us. Drivers
can be distracted, and cause major ac-
cidents, even if they are temporarily
stopped. How many times have you
seen other drivers because youve
never done this, right? hurriedly ac-
celerate at a light after they realize,
when they look up from their phone,
that the light has turned green? Situa-
tions like this can cause accidents.
Opponents of the bill, if they can be
considered this, are saying that the
true motives behind the bill are ques-
tionable. Even Codey admitted to this,
at least partially, saying that the real
aim of the bill is to put New Jersey in
line with federal standards for the Dis-
tracted Driving Grant Program. Cur-
rently, the states law isnt in line with
these standards, so it doesnt qualify
for grants.
To that, we say: Who cares?
Who cares if the motive behind en-
hancing New Jerseys distracted driv-
ing law is to receive federal grant
money? That money would be put to
use to educate and discourage people
from driving distracted.
Its not Codeys fault, or the Legisla-
tures fault, that the federal govern-
ment requires certain standards to re-
ceive grant money. Since that money
will go to good use, we should do what
is necessary to get it.
The only thing that should matter
here is the safety of those on the road,
and this bill enhances that safety.

With hopes of bringing close to
$2.5 million into the township, the
Voorhees Township Committee
took the first steps to ensure the
former Voorhees municipal
building is sold for its appraised
value. The committee passed a
resolution at the Nov. 12 meeting
to send out a request for propos-
als for a qualified property bro-
ker.
According to the resolution,
the township soon will put out an
RFP, requesting bids from a
qualified commercial real estate
brokerage firm with experience
in marketing and conducting mu-
nicipal auctions pursuant to the
requirements of N.J.S.A. 40A:12-
13.
After the township municipal
building was moved to Voorhees
Town Center in September 2011,
township administrator
Lawrence Spellman said the prop-
erty was put out to bid in July, but
found that there were no qualified
bidders.
We kept going back and forth
with the bid for awhile, Spell-
man said.
At the time, Spellman said the
township was looking to sell the
property, located at 620 Berlin
Road, for its appraised value of
approximately $2.5 million.
Originally setting the mini-
mum bid at $2.25 million, the
committee voted to amend the
minimum bid to $2.5 million at
the June 24 meeting after includ-
ing Kerper Lane in the sale.
What our professionals have
told us is that we need somebody
who has the ability to adequately
market the property, Spellman
said.
He explained that since the
property initially went to bid, he
has seen similar properties with-
in the township sell for close to
the former municipal buildings
appraised worth, including the
property that formerly housed
Fuddruckers.
Moving to Voorhees Town Cen-
ter cost the township approxi-
mately $5.8 million, which is
hoped to be offset to close to $3.4

33 police depart-
ments on a new 700
MHz radio system.
This $35 million in-
vestment by the Freeholder Board
enables our first responders to
provide critical emergency serv-
ices in a more effective and effi-
cient manner than ever before.
The Freeholder Boards num-
ber one priority is to make sure
the residents, families and chil-
dren of Camden County are safe.
When you call 911 it is imperative
for the system to work and for
first responders to have the abil-
ity to communicate with one an-
other. The new Public Radio
Communications System pro-
vides true interoperability for po-
lice, fire and EMS communications
within Camden County and our
surrounding region. We will also
have the ability to communicate
with surrounding counties and
the state using a regional repeater.
To put this in the proper con-
text all of these operational re-
sources were not occurring prior
to Nov. 18 in our public safety
community.
The new system has numerous
advantages over the one it re-
places. It utilizes microwave tech-
nology which is recognized as the
most reliable form of radio com-
munication and allows for up to 8
incident specific channels for
first responders on the scene to
communicate without interrup-
tion from other calls. It also incor-
porates GIS mapping software to
pinpoint more accurate dispatch
locations, and offers military
grade encryption capabilities to
prevent criminals
from being alerted
to police activity.
Most impor-
tantly, it eliminates
the problem of in-
terference from dig-
ital television
stations from as far
away as North Car-
olina and New England, and the
signal strength and clarity of the
new system is unsurpassed.
All of the Countys fire and
emergency medical services from
each of our 37 municipalities
have been dispatched on the new
system since May 6, 2013. The
Voorhees Township Police De-
partment has also migrated to the
new 700 MHz system.
I personally understand the im-
portance of providing our first re-
sponders with the tools they need
to perform their jobs. Last year,
during a fire at my home I saw
firsthand the roles these radios
play in making sure my children
and wife got out of a burning
building alive.
This new radio communication
system is the culmination of nine
years of work and planning by
the Freeholder Board and our
public safety community. I would
like to thank all those that played
a role in bringing this system on-
line. Lets hope you never have to
call 911, but if you do you can be
confident that it will be handled
by skilled individuals accessing
state of the art equipment.

students score and whether the
technology in Eastern would sup-
port the new assessment, essen-
tially staving off any growing
pains Eastern may feel when the
testing is fully implemented next
year.
New Jersey is one of 20 states
that will implement PARCC as-
sessments into the school system
for grades three through 11 in the
coming year. The PARCC assess-
ment will replace all end-of-the-
year state tests for those grades,
including the High School Profi-
ciency Assessment for 11th
graders.
During her presentation to the
board, Denholm highlighted
some of the benefits of the com-
puter-based assessment. She ex-
plained that it would produce bet-
ter data faster than traditional
paper tests.
They created this test that can
be used better and more diagnos-
tically, Denholm said.
In addition, Denholm said the
new PARCC assessments will ad-
dress critical thinking, measur-
ing not just the answer, but also
the reasoning that led the student
to arrive at a particular answer.
Its a different type of testing,
and we have high hopes for it,
Denholm said.
The PARCC assessments align
with Common Core State Stan-
dards, meaning all 20 participat-
ing states will have the same as-
sessment, making student
achievement data comparable
from state to state.
To evaluate the high schools
technical compatibility, Eastern
participated in a technology on-
line assessment along with every
other school in the state. Den-
holm explained that all online as-
sessments were then collected by
the state Department of Educa-
tion and passed to the federal gov-
ernment.
Following the meeting, Den-
holm said that two math classes
at Eastern will participate in the
pilot program, but explained that
they are still awaiting further in-
struction from the state before se-
lecting the two participating
classrooms.
Unlike assessments such as the
HSPA, which has approximately a
three-day window, schools will
have a 20-day window to complete
PARCC assessments. Denholm ex-
plained that since the assess-
ments are computer-based, the
technology would not support
every student testing at the same
time. However, she added that the
random distribution of questions
throughout the assessment would
help curtail students potentially
sharing answers.
Denholm added that PARCC is
expected to set cut scores for the
assessment by the summer of
2015.
According to its website,
PARCC aims to provide a compre-
hensive assessment of English
and math for kindergarten to 12th
grade, to gauge student prepared-
ness for college or a career.

homes for more than 2,000 pets
through its adoption center.
In just the last 12 months, the
AWA has secured more than
$450,000 in competitive national
grant funds to provide a myriad
of low-cost and free
spays/neuters for many commu-
nity cats and pit bull dogs. The
AWA organized and funded an an-
nual multi- group Mega Adoption
event where 372 dogs and cats
from 11 regional groups found
new homes in 36 hours this past
September. It procured 68 pallets
of donated pet food and supplies
last December and gave it all to
area groups. The AWA invested
$40,000 of its grant funds back
into five towns to lower pet im-
poundment at the countys open
municipal shelter.
Through all of AWAs pro-
grams and services, more than
21,000 pets have been helped. The
AWA is a private charity. All oper-
ating funds come from service
fees and donations. More than
$1.3 million must be donated each
year to provide the services AWA
provides to our community.

the broker, the property can be
promoted on commercial mar-
kets, helping to improve the town-
ships chances of selling the prop-
erty for its appraised value.
Following the meeting, Spell-
man added that the RFP would go
out by the end of the week. He
added that though most RFPs
close after three weeks, there is a
probability that the RFP will
close later, due to the holidays.

The first reading of an ordi-
nance to amend the name of Oak
Avenue, located off Burnt Mill
Road, was passed unanimously
by the committee. Spellman ex-
plained after the meeting that the
ordinance came about after it was
discovered by an assessor that
there were two Oak Avenues in
the township. He added that since
the road, located in the Kirkwood
section of the township, is cur-
rently undeveloped, the township
decided it would be best to re-
name it to avoid any confusion. If
the ordinance is adopted, the
street will be renamed Ash Av-
enue.
The township committee
voted unanimously to enter
into a shared service agreement
with the borough of Berlin for
participation in an automated li-
cense plate recognition system.
The shared service agreement
authorized Berlins use of the
data server, which hosts the pro-
gram.
