SUBJECT: SYSTEM MODIFICATIONS TO ACCOMMODATE SPECIAL CLEARANCES

1. Posts were informed separately (reftel) of special clearance requirements going into effect for males
of certain national groups between the ages of 16-45. This cable relates system changes that will be ^ $

2. System modifications will be introduced worldwide to facilitate capture of information on target cases
and institute the mandatory clearance. These modifications will be pushed out to systems and databases
from Washington. Posts will not need to take any action for the changes to go into effect. Posts will not

have to mark these cases nor prepare clearance cables to handle the new requirement. Instead, the NIV
application will mark the cases automatically and the Consular Consolidated Database will collect the
information centrally to transmit to clearing agencies.

3. Using a database trigger, the NIV application will automatically separate out cases within the
specified criteria at the time of issuance. Officers should adjudicate these cases per normal procedures.
If a decision to issue is made, officers should print authorize the case. Instead of proceeding to the print
queue after print authorization, however, the NIV application will place cases within the targeted
population in a hold queue where they will remain until 20 calendar days have elapsed. On day 21, these
cases will automatically proceed to the photocapture or print queue.

4. Cases that fall within exempt categories will not be placed in the hold status but will proceed directly
to the photocapture or print queue. These cases include those in certain visa categories (i.e., Al, A2, Gl,
G2, G3, G4, Kl, K2, K3, K4, VI, V2, V3) and cases that have been marked as Criteria A referrals on
the referral screen, indicating the applicant meets criteria for a Type A referral. Because of the added
sensitivity of this referral category, only officers will be able to mark a case as being a Criteria A
referral. Other referral categories are not affected. Cases that have received clearance through the SAO
Donkey mechanism will also be exempt from the hold. Again, officers will be required to update a
record to reflect that the clearance cable has been received.

5. Once cases are placed by the system in hold status, no modifications to the biographic data will be
allowed. Removing a case from hold status will only be possible in three instances - the case is retrieved
and changed to a refusal, the case is updated to reflect that it is a Criteria A referral (only officers will be
able to perform this updating), or the case is deleted. Again, only officers will be able to perform this
delete function.

6. Crew list visas will be held for issuance if any of the crewmembers adjudicated as an issuance falls
within the target population.

7. Posts will be able to retrieve cases in hold status from the applicant query screen by typing in the
letter H under status as a search criterion. Retrieved cases on the screen will actually show the status as
blank.

8. In order to accomplish changes in a very short timeframe, department has not been able to build as
smooth an interface as desired. Posts will receive Oracle error messages if they try to perform functions
no longer permitted by these system changes. Please contact the support desk (supportdesk, ca) for
questions related to system functions. Given that the 20 day hold period for certain nationalities is an
interim measure. CA does not intend to develop more than a "quick fix" for the relatively short period
during which this special clearance requirement will be in effect.
