Since the first-ever UN General Assembly High-level Dialogue on International Migration and Development (HLD) in 2006, the international debate about how best to harness the benefits of migration for development has intensified significantly. Yet migration remains inadequately integrated into development frameworks at national and local levels, and public perceptions of migrants and migration are often very negative. In 2013, a second High Level Dialogue on International Migration and Development will be held, presenting the international community with a critical opportunity to focus its attention on how to make migration work for development and poverty reduction. The HLD takes place at an important time, as the international community is seeking to formulate a new agenda for global development as we approach the target year of the Millennium Development Goals in 2015. The World Migration Report 2013 contributes to the global debate on migration and development in three ways: First, the focus of the report is on the migrant, and on how migration affects a persons well-being. Many reports on migration and development focus on the impact of remittances: the money that migrants send back home. This report takes a different approach, exploring how migration affects a persons quality of life and their human development across a broad range of dimensions. Second, the report draws upon the findings of a unique source of data the Gallup World Poll surveys, conducted in more than 150 countries, to assess the well-being of migrants worldwide for the first time. Third, the report sheds new light on how migrants rate their lives, whether they live in a highincome country in the North, or a low or middle income country in the South. Traditionally the focus has been on those migrating from lower income countries to more affluent ones; this report considers movements in all four migration pathways and their implications for development i.e. migration from the South to North, between countries of the South or between countries of the North, as well as movements from the North to the South. The first three chapters of the World Migration Report 2013 provide an introduction to the chosen theme Migrant Well-being and Development, present the current global migration situation across four migration pathways and review existing research on the emerging field of happiness and subjective well-being. Chapter four presents original findings on migrant well-being from the Gallup World Poll, looking at outcomes on six core dimensions of wellbeing across the four migration pathways. The final part draws conclusions and makes recommendations for future initiatives to monitor migrant well-being and the impact of migration on development, with reference to the inclusion of migration in the post-2015 global development framework.

Human Development Report 2013: The Rise of the South - Human Progress in a Diverse World

Half a decade since the onset of the Great Recession, the Asia-Pacific region continues to anchor the global economy, but its rate of economic growth remains subdued compared to the pre-global financial crisis period. It is also showing signs of strain, as uncertainty and crisis deepen in the United States and the euro zone. More importantly, the Asia-Pacific regions growth path continues to leave behind hundreds of millions and to put unsustainable pressure on the natural resource base. The 2013 edition of the Economic and Social Survey of Asia and the Pacific argues that macroeconomic policies can play a key role not only in supporting the economies of the region in the short term, but also in reorienting the region towards a more inclusive and sustainable pattern of development. By carefully designing short-term support measures, it is possible to sustain growth as well as address long-term structural issues. As an illustrative example, the Survey 2013 estimates, for a number of Asia-Pacific countries, the public investment needs required to deliver a package of policies to sustain growth and to promote inclusive and sustainable development. The policy package comprises a job guarantee programme, a universal pension scheme, disability benefits, increased public health spending, universal school enrolment and universal access to modern energy.
This report identifies developing countries that have done better than expected in human development terms. It analyses the causes and consequences of these achievements and the challenges they face. Each of these countries has its own unique history. Yet they share important characteristics and face similar challenges. They are increasingly interconnected and interdependent and their peoples are demanding to be heard, as they share ideas through new communications channels and seek greater accountability from governments and international institutions. The report identifies policies that could promote greater progress. With fresh analytical insights and clear proposals for policy reforms, the report helps chart a course for people in all regions to face shared human development challenges.

The 2012 edition of the Preliminary Overview of the Economies of Latin America and the Caribbean analyzes the impact of the global economic crisis in the region. In general terms, the regions economy proved resilient, despite the global economic downturn. The monetary policy was slightly expansionary during 2012, the fiscal position deteriorated in most of the countries, but fiscal policies remained predominantly prudent, employment and wages rose, with unemployment falling more among women than among men. The economic outlook for Latin America and the Caribbean depends heavily on how the global economy will evolve in 2013.

African trade posed by non-implementation of regional trade agreements and provides new insights into how to enhance implementation of existing regional agreements. The report argues that for African countries to reap expected gains from intra-African trade and regional integration, they will need to place the building of productive capacities and domestic entrepreneurship at the heart of the policy agenda for boosting intra-African trade. In this context, the report recommends that African Governments should promote intra-African trade in the context of developmental regionalism. In particular, it stresses the need for a shift from a linear and processbased approach to integration, which focuses on elimination of trade barriers, to a more development-based approach to integration, which pays as much attention to the building of productive capacities and private sector development as to the elimination of trade barriers.

Measuring and Analysing the Generational Economy: National Transfer Accounts Manual

National Transfer Accounts (NTA) provides a coherent accounting framework of economic flows from one age group or generation to another, typically for a national population in a given calendar year. This manual presents and consolidates concepts in a systematic fashion, together with methods and estimation procedures that measure these flows of resources across age. NTA estimates are useful to understand and analyse inter-generational economic flows, and the implications of changing population age structures for the fiscal sustainability of social programmes, the accumulation of physical and human capital, macroeconomic growth, and familial support for children, youth and older persons.

The Least Developed Countries Report 2013: Growth with Employment for Inclusive and Sustainable Development
United Nations
UN estimates show that Least Developed Countries (LDCs) population will grow rapidly to 1,500 million by 2040 from todays 880 million, and the labour force will almost double. Approximately 130 million people in LDCs will be entering the labour force until 2020, which makes creating employment opportunities a real challenge. The report aims to raise awareness and galvanize the attention of policy makers to the magnitude of the problem. It also reviews and analyses recent labour market performance of the LDCs, compares it with the future needs in relation to job creation, and elaborates concrete policy recommendations for growth with employment.

This publication presents the latest data and analysis of trends in foreign direct investment (FDI) and related policies. The report analyses the sharp decline in global FDI flows in 2012, which was particularly marked among developed countries. As a consequence, developing economies received more FDI than developed countries for the first time ever. Moreover, developing countries were the source of almost one third of global FDI flows. Over the period 20132014, FDI flows are projected to rise moderately. However, a number of potentially destabilizing factors may add to the uncertain outlook for the global economy and thus constrain the pace of FDI recovery.

This report focuses on trends and developments in the economies of Asia and the Pacific in their post-recovery from the 2008-2009 crisis and trade collapse. The report finds that after the initial promising signals of a recovery in 2010, exports from Asia and the Pacific are again facing a risk of deceleration. Pressure in the euro zone and the rising threat from a slowdown in the emerging economies have raised the fear of trade and investment contractions. The growth of goods exports in developing Asia and the Pacific countries, in real terms, was expected to drop in 2012, while import growth was projected to fall. Export opportunities continues to depend on the growth of intraregional demand and the ability of developing countries to deal with various external shocks.

The 2010 Revision constitutes the 22nd round of the global population estimates and projections produced by the Population Division since 1951 and it breaks new ground in the production of population projections. For the first time, projections are carried out up to 2100, instead of 2050 as previously. In order to extend the projection period to 2100, a new method for the projection of fertility was developed. Since the first-ever UN General Assembly High-level Dialogue on International Migration and Development (HLD) in 2006, the international debate about how best to harness the benefits of migration for development has intensified significantly. Yet migration remains inadequately integrated into development frameworks at national and local levels, and public perceptions of migrants and migration are often very negative. In 2013, a second High Level Dialogue on International Migration and Development will be held, presenting the international community with a critical opportunity to focus its attention on how to make migration work for development and poverty reduction. The HLD takes place at an important time, as the international community is seeking to formulate a new agenda for global development as we approach the target year of the Millennium Development Goals in 2015. The World Migration Report 2013 contributes to the global debate on migration and development in three ways: First, the focus of the report is on the migrant, and on how migration affects a persons well-being. Many reports on migration and development focus on the impact of remittances: the money that migrants send back home. This report takes a different approach, exploring how migration affects a persons quality of life and their human development across a broad range of dimensions. Second, the report draws upon the findings of a unique source of data the Gallup World Poll surveys, conducted in more than 150 countries, to assess the well-being of migrants worldwide for the first time. Third, the report sheds new light on how migrants rate their lives, whether they live in a highincome country in the North, or a low or middle income country in the South. This forty-second issue of the National Accounts Statistics: Analysis of Main Aggregates presents a summary of the principal national accounting aggregates based on official national accounts data for more than 200 countries and areas, covering 1970-2011. It contains a section on the estimation methods used for compiling data. Tables include analysis of data on gross domestic product (GDP) by different structural components. They are classified into analysis of the level of total and per capita GDP, the percentage shares of GDP by type of expenditure and gross value added by kind of economic activity, economic development expressed in terms of real growth of GDP and its components by type of expenditure and gross value added by kind of economic activity, and price development reflected by implicit price deflators of GDP.

The publication contains detailed official national accounts data for 202 countries or areas of the World for the years 2000 to 2011. Each country chapter presents a write-up on the methodology and data sources which are used to compile the national accounts. The publication contains statistics on gross domestic product by expenditure at current and constant prices and the relations among product, income, saving and net lending; value added by kind of activity at current and constant prices, and output, gross value added and fixed assets by industry. It also contains classification of consumption expenditure of general government, households, and non-profit institutions serving households according to purpose; production account through the financial account for the institutional sectors; and cross classification of gross value added by sector.

During the 1990s, nine out of ten of the bloodiest conflicts occurred in Africa. Despite some twenty peacebuilding operations in Africa in the last 25 years there is still a significant lack of cohesive strategy to target key areas in the regeneration of a conflict-ridden country. An Afrocentric perspective is therefore a suitable starting point for researching strategies for post-conflict peacebuilding. This book explores South Africas policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organizations. It intends to foster understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.

Daily Subsistence Allowance Rates (DSAR), accumulated and maintained by the International Civil Service Commission (ICSC) is a database which contains rates which relate to good-level commercial hotels and restaurants at various locations in more than 900 cities around the world. These rates are meant to be used as guidelines for business travellers, human resources managers, travel coordinators, etc. These rates include an extra 15% on top of lodging and meal costs to accommodate for incidental expenses. In general, DSA rates relate to specific cities within each country. Additionally, users can refer to an "elsewhere" rate, provided to encompass all remaining areas of a country. This report presents the 2010 Revision of the population estimates and projections prepared by the Population Division of the Department of Economic and Social Affairs of the United Nations Secretariat. The 2010 Revision constitutes the twenty second round of the global population estimates and projections produced by the Population Division since 1951 and it breaks new ground in the production of population projections. For the first time, projections are carried out up to 2100, instead of 2050 as previously. In order to extend the projection period to 2100, a new method for the projection of fertility was developed. The method used in the 2010 Revision is based on the advances made in projecting fertility since the 2000 Revision, advances that have been combined with a probabilistic approach to yield the future paths of fertility used in producing the medium variant of the 2010 Revision. The full results of the 2010 Revision are presented in two volumes. The first volume provides comprehensive tables displaying key demographic indicators for each development group, major area, region and country for selected periods or dates within 19502100. The second volume contains demographic profiles presenting time series and plots covering the period from 1950 to 2100 for selected indicators for each country with at least 100,000 inhabitants in 2010 as well as for development groups, major areas and regions.

Half a decade since the onset of the Great Recession, the Asia-Pacific region continues to anchor the global economy, but its rate of economic growth remains subdued compared to the pre-global financial crisis period. It is also showing signs of strain, as uncertainty and crisis deepen in the United States and the euro zone. More importantly, the Asia-Pacific regions growth path continues to leave behind hundreds of millions and to put unsustainable pressure on the natural resource base. The 2013 edition of the Economic and Social Survey of Asia and the Pacific argues that macroeconomic policies can play a key role not only in supporting the economies of the region in the short term, but also in reorienting the region towards a more inclusive and sustainable pattern of development. By carefully designing short-term support measures, it is possible to sustain growth as well as address long-term structural issues. As an illustrative example, the Survey 2013 estimates, for a number of Asia-Pacific countries, the public investment needs required to deliver a package of policies to sustain growth and to promote inclusive and sustainable development. The policy package comprises a job guarantee programme, a universal pension scheme, disability benefits, increased public health spending, universal school enrolment and universal access to modern energy. The Survey finds that most countries can finance such a package without jeopardizing macroeconomic stability, although least developed countries would also require global partnership and development cooperation. The analysis underlines the need to move forward the regional development agenda from a discussion on the future we want to the means of implementation to realize that future.
