Board Meetings & Minutes Drafts There are no meeting minutes drafts from the prior regular and special meetings. Due to the WSSDA Annual Conference, the Thanksgiving holiday, and holiday vacation schedules there were no Friday Report publications in advance of the December 10, 2013 regular meeting. Due to the resignation of the board president and the need to implement the process to appoint a qualified district resident to complete the unexpired term of position 3, the Board Annual Agenda Plan was adjusted to accommodate the screening and interview meetings and to postpone the new director orientation. Board Agenda Items Board Vacancy: Special meetings have been scheduled for January 6 and 9, 2014 for the board to engage in the process of determining a successor to Jeff Russell for the unexpired term of director position 3. Several districts in our region have contributed examples of notices, invitations, screening tools, and interview questions used for their appointment processes. Examples from five districts are provided for directors' background. These sessions are geared for parents of first through fourth grade students interested in having their child considered for testing and possible placement in the Highly Capable Program for the 2014-2015 school year. Childcare was provided, and Spanish and Russian interpreters were available. Attendance was exceptional, exceeding 100 or more individuals at many of the events. Highly Capable Program Alternate Assessment (Strategic Target: 1.2.a) The Cognitive Ability Test (CogAT) screener was recently administered to every first grader in Everett Public Schools. Teams of retired teachers and reading specialists administered the screener in every first grade classroom in the district over the past two weeks. Screener test results will provide data to be used to identify and work with parents of students who are good candidates for winter highly capable testing and potential placement in Highly Capable second grade classrooms for 2014-15. Kindergarten Assessment Alignment (Strategic Target: 1.2.b) Kindergarten Assessment Resource Kit (KARK) has been aligned to the Common Core State Standards (CCSS). Kindergarten teachers have received updated kit materials and tasks to assess CCSS foundational skills of phonics, phonological awareness, sight word recognition and retelling. A core team of kindergarten teachers were involved in the decision-making and alignment process. They met five times this fall to make necessary changes in how they assess these early literacy skills. Training on how to administer the KARK was recently provided for teachers as well. STEM 2014 Fair Update (Strategic Target: 1.2.b) Preparations continue for the 2014 STEM Fair. This year the fair will include categories for students in 4th through 8th grades. Students will enter projects in one of three areas: engineering, experimental design, or research. Current preparations are

focused on increasing the participation of students in underrepresented groups. Principals are being notified early and school based coordinators will meet in early January to determine how to increase participation. The Everett STEM Fair grew out of a realization that many kinds of learning experiences, both in and beyond the classroom, contribute significantly to the education of students. The goal of having a district STEM fair is to help students become more proficient in their scientific and engineering thinking, questioning, problem solving and communication skills, so that in later grades, students are adept at generating ideas and solving highly challenging problems. Math Proficiency Scaling (Strategic Target: 1.2.c) Understanding of the Common Core State Standards for Mathematics (CCSS-M) is literally brought to new levels by secondary math teachers across the district. CCSS-M requires high-level cognitive demand, such as asking students to demonstrate deeper conceptual understanding through the application of content knowledge and skills to new situations and sustained tasks. The rigor and cognitive demand of the standards are being scaled using Webb's Depth-of-Knowledge (DOK) Levels. Workgroups comprised of 6th, 8th, algebra and geometry teachers are writing proficiency scales, which are enhanced standards that clearly define the different levels of thinking for each individual standard. These levels will inform the revision of our district common assessments to reflect the increased rigor of CCSS-M. Seventh Grade Social Studies (Strategic Target: 1.4.a) Seventh grade social studies teachers met in October to revise district curriculum maps in order to create semester-long courses for Washington State History and world geography. Their goal was to ensure that each course would continue to focus on important standards and units of study, as with current district curriculum maps. Following this meeting, teachers reviewed current and proposed curriculum maps with colleagues in their social studies departments to get agreement and feedback. The social studies revision team met again in November to finalize district curriculum maps, utilizing input from their colleagues. In addition, they examined History/Social Studies Common Core State Standards (CCSS) and added CCSS to the current Washington state Social Studies standards that constitute the foundation of the courses. STEM Leadership Network (SLN) (Strategic Target: 5.1.a) The STEM Leadership Network (SLN) is meeting this week to continue their collective input on the district-wide STEM program. A clear definition of a STEM student and STEM instruction is the focus of the workshop. Participants will describe the attributes of a STEM student, provide a vision of STEM in the district, and identify and describe the elements that constitute effective STEM instruction. The group has expanded to include a wider range of Everett STEM stakeholders. Everett administrators, industry partners, and instructional facilitators will join the teacher group and provide their connection and voice. The groups feedback will inform a district-wide STEM strategic plan and an Everett STEM instructional framework. High School Fall Athletic Team Grade Point Averages (Strategic Target: 5.2.b) The Washington Interscholastic Activities Association (WIAA) sponsors a scholastic awards program. The program is designed to recognize sports teams and activity groups that excel in the classroom. A team with a grade point average of 3.0-3.49 qualifies for the Distinguished Award. A team with a grade point average of 3.5-4.0 qualifies for the Outstanding Award. This fall, several Everett Public Schools teams qualified for these WIAA honors. Early Learning Leadership Team: PreK-3 Partnerships to Increase Aligned, Quality Early Learning Experiences (Strategic Target: 5.3.a) Everett Public Schools' Early Learning Leadership Team met December 2 and set work plans for the school year. The team's ongoing collaboration focuses on developing strategic partnerships that ensure kindergarten readiness, increase alignment across levels, and provide for smoother and more effective transitions for children and families. For 2013-2014 the team will focus on: 1) expanding the use of the PreK-K Transition Report, 2) gathering information from families regarding what they want/need to know about kindergarten and preparing their children for school success, 3) sponsoring a PreK-K Connections event focused on "Kindergarten Today: Integrating Challenging and Achievable Learning with a Whole Child Approach", and 4) developing our district communications and website to increase staff, family and community access to information on early

learning, kindergarten preparation and entry. Student-Athletes Sign National Letters of Intent (Strategic Target: 5.4.a) On November 14 several Everett Public Schools student-athletes signed National Letters of Intent to compete at the collegiate level in 2014. The excellence of these student-athletes in competition and in the classroom led them to these outstanding opportunities. This is a process where NATEF sends an evaluation team to observe the instructional strategies of the teacher, review the curriculum, inspect the facility including safety and equipment, interview students, speak with job site employers and verify the teachers industry certifications are up-to-date. An evaluation team consists of a NATEF team leader and four local industry representatives. The process is extensive, taking a full day to complete. A successful evaluation means that the program continues to be recognized as a national certified program and will continue to provide students the opportunity for industry auto certification along with access to service information and curriculum. A full written copy of the recommendations from NATEF will be sent to us in 30-60 days. Developing a Diversity Pipeline Human resources, OTG, teacher and school administrator representatives met with representatives from the education programs at Everett Community College and Western Washington University to identify ways to connect the strategic interests and initiatives that each institution has in increasing the diversity of our workforces. The group was joined by a representative from the YMCA. We all are especially interested in increasing the diversity of the teaching profession by devising ways to encourage and support students from under-represented populations to pursue educational careers by capitalizing on and leveraging work that is underway. Participants agreed to explore how to reinstitute the paraeducator-to-teacher program and a version of the Teacher Education Advancement grant. The group discussed how to capitalize on College in the High School, AVID, GEAR UP and Minority Achiever Program activities and volunteer opportunities. Other options include outreach to Familias Unidas, Natural Leaders, and district labor groups. Finally, the group looked at promotion of employment opportunities for college students. Electronic Registrar Online (ERO) On December 3, 2013, the advisory committee for the new professional development software system, Electronic Registrar on Line, met to review the district's professional development business processes. The core team of 22 members reviewed and provided input on the system's features including a course catalog, scheduling options, transcripts, and automated substitute scheduling. Members represented all facets of the district including professional technical staff, teachers, administrators and professional development staff. The system was positively received by the group. The next meeting on December 9 will include further discussion on the processes that will be incorporated as district staff move into this new system. The target date for district-wide registration for teachers' professional development will be June 2, 2014. Highly Qualified Teacher Status The federal Elementary and Secondary Education Act (ESEA) of 2001 or "No Child Left Behind" requires teachers meet requirements deemed "highly qualified." Washington State also has other certification and endorsement requirements for teachers that do not directly match the federal requirements. Title I regulations require all teachers instructing in the core

subjects meet these federal requirements, and the rules are more stringent for Title I schools. After the start of the school year, changes in special education program placement moved a middle school special education teacher to Madison Elementary, a Title I elementary school, resulting in the district being out of compliance in this regard. The teacher meets Washington State requirements with a Bachelor of Arts degree in education, a major in special education and a Washington State residency certificate with a special education endorsement. However, the teacher also must complete the Elementary Education WEST-E exam to be deemed "highly qualified" under the federal law. Completion of this test is scheduled to occur this month. As required by the ESEA for Title I schools, a notice was distributed to the parents regarding highly qualified status, and a report will be made to the Office of the Superintendent of Instruction (OSPI). Procedure 3205P, Harassment Revisions to Procedure 3205P, Harassment, were suggested by legal counsel as part of a review of other school districts' harassment procedures, and are provided for directors' information. Proposed revisions to Procedure 3205P, Harassment, have been reviewed by legal counsel and superintendents cabinet. Attachment: 3205P IR 20131206.pdf (44 KB) Procedure 3323P, Long-Term Suspension or Expulsion Proposed revisions to Procedure 3323P, Long-Term Suspension or Expulsion, are to comply with RCW 28A.600.022, Suspended or expelled studentsRe-engagement plan, including the addition of language regarding the development of re-engagement plans for students who are suspended or expelled. These revisions are provided for directors' information. Revisions to Procedure 3323P, Long-Term Suspension or Expulsion, have been reviewed by legal counsel and superintendent's cabinet. Attachment: 3323P IR 20131206.pdf (47 KB) Public Record Requests Update Debra Kolrud: Ms. Kolrud recently requested all reports, documents, emails, and correspondence that discuss tax rates for the February 2014 election. This request includes documents prepared by the district as well as from outside agencies or contractors. With advice from district counsel, staff are evaluating the scope of the request and will soon provide Ms. Kolrud with an estimated response date for her request. It is possible that we may provide courtesy notification to affected third parties prior to the release of email or other correspondence, depending on the content. A preliminary search of the district email archive using the criteria "tax rate" indicates over 3,000 emails in the system containing those words, many of which will be matters of business not responsive to this request; however, each and every email will be reviewed for responsiveness. Michael Whitney: Mr. Whitney, of the Snohomish County Tribune, requested and received a copy of the resignation letter submitted by former school board president Jeff Russell. QBSI/Xerox: Representatives from QBSI, a copier vendor, requested and received a copy of the lease documents between the district and Wells Fargo Financial Leasing for our recent copier acquisition. Risograph, Inc.: The previously reported request from Risograph for copies of the 2003 and 2008 Request for Proposal submittals from the Witt Company for copiers, duplicators and related services, and copies of the monthly invoices from the Witt Company dating back to January, 2006 was completed. A total of 351 pages were prepared in response to this request. Risograph was notified of the availability of the documents for their review or purchase. Following 30 days of no response, their request was considered abandoned and has been closed. Rodman Reynolds: In a series of requests, Mr. Reynolds requested and received all editions of the Friday Report dated September 27 November 1, and November 15. There were no documents responsive to a request for a November 8 Friday Report.
