INTERNATIONAL LAW OUSTED: The recent decision made by a number of countries that signed agreements on friendship and cooperation with FR Yugoslavia -- namely to allow NATO to use their air-space for the bombing of FRY -- represents a double breach in the sense of applicable inter- national law. By meeting NATO demands, these countries have breached not only the agreements on friendship and cooperation, but also the UN Charter, because granting the use of territory for military operations against a given country - without the permission of the UN Security Council, constitutes com- plicity in the aggression itself. In case of transgression of the aforementioned documents, concrete interna- tional liabilities are involved, and FR Yugoslavia can appeal to the internation- al Court at the Hague and insist that the breaches be ruled on and reparations given. By bombing the residence of the president of FR Yugoslavia in 15 Uzicka St. in Belgrade (at pic- ture), NATO also breached a special convention banning terrorist actions against persons enjoy- ing international legal protection, such as heads of state or government, ministers, diplomats, UN officials. Yugoslavia can also appeal to the International Court at the Hague for this crime or ask for an international arbitration. Even though the most powerful countries of the world are currently involved in an unprece- dented erosion of international norms and laws, pursuing only the right of force, the respect of international law must be insisted on, because even though it is imperfect, it still provides a sat- isfactory framework for preserving the balance and avoiding the catastrophe of a global conflict.
