INTERNATIONAL LAW OUSTED: The recent decision made by a
number of countries that signed agreements on friendship and cooperation
with FR Yugoslavia -- namely to allow NATO to use their air-space for the
bombing of FRY -- represents a double breach in the sense of applicable inter-
national law. By meeting NATO demands, these countries have breached not
only the agreements on friendship and cooperation, but also the UN Charter,
because granting the use of territory for military operations against a given
country - without the permission of the UN Security Council, constitutes com-
plicity in the aggression itself.
In case of transgression of the aforementioned documents, concrete interna-
tional liabilities are involved, and FR Yugoslavia can appeal to the internation-
al Court at the Hague and insist that the breaches be ruled on and reparations
given.
By bombing the residence of the president of FR
Yugoslavia in 15 Uzicka St. in Belgrade (at pic-
ture), NATO also breached a special convention
banning terrorist actions against persons enjoy-
ing international legal protection, such as heads
of state or government, ministers, diplomats, UN
officials. Yugoslavia can also appeal to the
International Court at the Hague for this crime or
ask for an international arbitration.
Even though the most powerful countries of
the world are currently involved in an unprece-
dented erosion of international norms and laws,
pursuing only the right of force, the respect of
international law must be insisted on, because
even though it is imperfect, it still provides a sat-
isfactory framework for preserving the balance
and avoiding the catastrophe of a global conflict.

DAILY REVIEW
INDJIJA: (14:40) Several detonations were registered in
the village of Slankamen in the early afternoon. Windows
on housing facilities broke due to strong explosions.
BOKA: (16:40) Several detonations were registered in
the broader area of Bokakotorska Bay (Montenegro).
NOVI SAD: (01:15) The Zezelj bridge in the capital of the
Vojvodina province was completely destroyed, and
strong detonations were heard in the northeastern part of
the city. YA Air Defenses responded energetically to
NATO attacks.
SOMBOR: (01:30) In this town in the north of the country
several detonations were registered. The local airport
was again targeted.
VALJEVO: (01:40) NATO air force attacked Jugopetrol
Oil Company depot in the village of Pricevic, which was
previously bombed on April 17, 1999.
ALIBUNAR: This town in the region of Banat, some
50km east from Belgrade was attacked for the first time.
PRISTINA: Several towns in the southern Serbian
province were attacked by NATO air force. In Pristina,
civilian airport Slatina was attacked once again, and det-
onations were registered in the towns Djakovica i
Leposavic.
THE YA SECOND ARMY
COMMUNIQUE
NATO aggression on the FR Yugoslavia, which has been
going on for a month now, has strengthened the belief
and resolution of Yugoslav Army and people to endure in
the just struggle to defend the country. Stating the exam-
ples of close cooperation between the Army and the peo-
pl e i n defendi ng the country, YA Second Army
Information Service informed that the local government
representatives of Kolasin, Mojkovac, Bijelo Polje and
Berane municipalities visited the YA Second Army units
in the field, talked to the soldiers and their commanders,
and took the opportunity to distribute some presents --
food and personal hygiene supplies. Many socially-
owned and private companies based in Podgorica,
Berane, Niksic, Bar and Novi Pazar contribute to the
defence of the country through their donations or through
providing services to the military units, stated the com-
muniqu of the Information Service.
