IED Conformace testing is formalized in the standard IEC61850 Part 10. It defines:
the methods and abstract test cases for conformance testing of devices used in substation automation systems the metrics to be measured within devices according to the requirements defined in IEC 61850-5.

May 2006 - The SVC (in Baden/Switzerland) is qualified by the UCA International Users Group to be an IEC 61850 Competence Center. It is the very first manufacturers test lab in the world to be qualified.
The SVC is thereby officially entitled to certify the IEC 61850 conformity of products and attach the Users Group Label to them.
LD and higher plant identification designations Functions and Allocation of functions to IEDs Applications Redundancy Tools and engineering process SA concepts and architectures
Conformance test procedures for clients SCL Implementation Conformance Statement (SICS) for tools
Full fletched system documentation according IEC61850 in a SCD file including a reproducible single line diagram and the complete data flow

IEC61850 Part 6 defines interoperable file format for data exchange between substation automation engineering tools such as
Substation Configuration description Language, is a formal, standardized and extendable description of the communication between logical nodes in a substation All communication related configurations are supported by one neutral and formal description. The description can serve as support for engineering and automatic testing.
Common approach of system engineering without the need of time consuming, error prone human conversion of engineering data.

Import and Export of SCL data between system configuration tools and device configuration tools
Common approach of system engineering & documentation in one file (SCD) without the need of time consuming, error prone human conversion of engineering data. Save investments made in proven application data and migrate the application to new hardware generation of same or different device manufacture Minimize maintenance cost in the life cycle of their secondary equipment
Data consistency checks can be done by comparison of offline data (SCD file) with online data on IEDs :
Reporting version information can be read on demand Data model version and IED HW / SW version can be read on demand

Project experiences have shown that in multi vendors systems, a good SCL file quality delivered by all suppliers is essential for efficient system integration Non compliant SCL files can be a show stopper for the integration of IEDs System Integrators must therefore be able to very fast identify poor quality SCL files to not loose time and money during project execution
As ABB has both roles supplier and system integrator, ABB has developed a expert SCL file validation tool which is used in
R&D to ensure high quality SCL files coming out of ABB engineering tools SVC for fast analysis of own and sub-supplier SCL files
ABBs SCL file Validator checks SCL files for conformity with the IEC 61850 Standard and report any errors found during the validation process. 1. 61850 part 6 schema (2003, 2006 and known extensions) 2. Object construction validation. The names are checked to ensure that they follow the allowed naming conventions in the standard, or that there are no two objects with the same name in a same context. 3. Semantic validation of the structures (checking that a collection or a dictionary is not empty, reference checking, etc.). 4. Semantic validation according to the data model defined in Parts 7-3 and 7-4. For instance, an XCBR is checked to have a Pos DATA.
The data flow between clients and server is defined by datasets and control blocks.
A dataset is the container that includes signals that have to be transferred A control block is the vehicle that defines how and when a dataset is transferred Both clients and servers must have the description of the datasets (map) and exchanged between the configuration tools by using the SCD file
Vertical Communication
using Report & Setting Control Blocks - Report = Buffered / Unbuffered / LOG CB - Settings = Setting Group CB
Horizontal Communication
using GSE Control Blocks - GOOSE CB GOOSE = Generic Object Oriented Substation Event

Additional changes of data in the same data set are collected during buffer time (BufTim) and sent out as one report at the end of BufTim. Typical Setting 50-100ms.

Unbuffered Reporting
Yes
No. Possible to retrieve historical events happening during a communication error when reconnected
Yes. Not possible to retrieve historical events happening during a communication error when reconnected
Changed data is buffered for predefined time - if other data in the same dataset is changed, only one combined report will be sent out
In Systems delivered by ABB Buffered Reporting is used for mission critical data & Unbuffered Reporting for
measurements only
System Performance
Faster startup time because no datasets must be initialised at startup or reconnection after loss of communication
Ethernet traffic can be decoded based on SCD file or uploaded data from an IED that has been browsed
Enables Systemconsistency checks by comparing online data from IED with offline data in SCD file (e.g. model, versioning)
Dynamic datasets not visible for clients that have not created them. Ethernet traffic cant be decoded because the content of a report is not known Systemconsistency must be handled by client
