Democratic practice in the thereotical work and thought of the Party

Prof. Dr. Duong Phu Hiep PhD candidate. Tran Van Dong After briefly presenting the issue of democratic practice in thereotical work and the guidanceline, policy building of the Party performed in the preparation process of the Documents of Partys Congress and Plenum meetings, the authors analyzes the issue of democratic practice in ideological work of the Party, genelizes some issues emerging today, their causes and recommends some solutions for implementing the ideological work of the Party today. Within the national cause of the socialist oriented renovation, the task of building of the pure and strong Party in accordance to the political task of the ruling Party is a key duty. In this article, the author clarifies the concept of the Party as the sole party in power, as well as the leadership ability and role of the Party.

From new understandings of those issues, the author offers some oriented solutions for enhancing the leading role of the Party to the Government and society, and futher heightening it in carrying out political orientation of the renovation period.

Since then, the author offers some contents of the social welfare system in developed and developing countries in the world. Those are, 1) preventing risks proactively for the majority of the society, 2) reducing risks for related subjects that should be considered carefully and settling thoughfully at social and natural aspects, 3) raising risk recovery funds for disable people, 4) constructing an rapid growth economy with high and sustainable efficiency and a deeply embedded human, democratic and progressive culture.
