Subject: Construction of access road to Plant Dear Sir(s), Pursuant Letter No. X-C-F-GN-2011/048 on March 08, 2011 of Contractor- SEC about comment that asked for changing design of access road to Plant- the main gate section to area rear three floor administrative building of Contractor-SEC, it is deleted clause 6.4: The excavation and compactness depth for subsoil is lm in design drawing F4092S-Z 0107-01 with reason that is current road was surface hardness enough so that should not excavate more 1 m and compact depth again. Pursuant to Report of Meeting on March 14, 2011 with participants include ContractorSEC, Technical Consultant (PECC1); Pursuant to Letter No. X-C-F-GN-2011/048 on April 10, 2011 of Contractor- SEC in that asked the Owner has writing for response according to proposal for design change of Contractor-SEC's access road. After consideration and investigation, Quang Ninh Thermal Power Joint Stock Company would like fto bring out tfeee alternative constructions of access road for ContractorSEC's selection as follows: 1. First alternative: It is agreed with design change of access road to Plant according to SEC's proposal with conditions that meet following requirements: Contractor- SEC has to have a engaged writing sending to the Owner about that Contractor- SEC shall take responsibility for maintenance and reparation of road till finish of Project: The construction of the road must be completed 45 days from the date of starting work and commitment to take responsibility to the Owner in order to ensure traffic

and equipment and goods transportation for construction of Quang Ninh Project No.2 when the road construction. 2. Second alternative: Not change the design of access road to Plant according to SEC's proposal and when complement of construction of Quang Ninh 2, it's time to construct access road. It is required Contractor- SEC have to repair access road to Plant by spraying additional layers 20 cm crushed stone on the road so that traffic safety when the rainy season comes. Best regards^j'
