Additional attached? Safety is of paramount importance for the City. Traversing arterial streets presents the greatest challenge to pedestrian safety. As traffic speeds and volumes increase, so does the need for protection afforded pedestrians. Economic development in the City's Centers and Corridors requires facilities for safe pedestrian crossing of arterials. This ordinance will ensure the City's street infrastructure is developed and reconstructed with safety and economic development as primary considerations.

Section 17H.010.210 Crosswalks A. Generally, marked crosswalks are installed at school and trail crossings, adjacent parks, in Centers and Corridors, at signalized intersections and at locations identified in the Pedestrian Master Plan. B. At locations on arterial streets identified in section A, marked crosswalks shall be established at every intersection. Mid-block marked crosswalks may be added to arterial streets when the distance to another crosswalk is greater than 200 feet, where significant pedestrian traffic generators exist and when pedestrian conditions warrant. C. Traffic circles and roundabouts shall have enhanced or marked crosswalks at the perimeter of the facilities of all intersecting streets. D. Curb ramps shall meet ADA Standards for Accessible Design. E. Installation of painted crosswalks at other locations requires an engineering study or the approval of the director of streets. The Pedestrian Master Plan shall identify locations where there are conflicts between vehicle and pedestrian movements or where pedestrians may not otherwise recognize the proper place to cross. Neighborhood Councils shall be consulted and their input taken prior to installation of a crosswalk. F. On new or reconstructed arterial intersections with three or more lanes and no traffic signal, a crosswalk with a mid-point pedestrian refuge shall be constructed. Travel lane widths may be narrowed and/or the number of travel lanes may be reduced and/or additional, available right-of-way may be utilized to accommodate pedestrian refuges and traffic calming. Pedestrian refuges shall be vegetated or treed or otherwise contain elements to establish a sense of place. G. Crosswalks on arterial streets shall be of continental design per Federal Highway Administration Best Practices Design Guide or be raised or of alternative material or be textured and/or colored. H. Raised crosswalks may be used in lieu of pedestrian islands. I. Raised crosswalks shall be installed on all streets at designated trail crossings when either the street is rebuilt or a new trail is constructed. J. Traffic controls shall be installed requiring on-street traffic to yield or stop at all on-grade trail crossings. K. The director of the Office of Neighborhood Services shall provide a process whereby Neighborhood Councils may apply for crosswalk installation.
L. Any new marked crosswalk must be approved by the director of streets prior to construction. M. Marked crosswalks shall be maintained at the same regularity as arterial street striping. N. Marked crosswalks shall only be removed with Council approval, which shall be authorized by Resolution.
