Executive Summary

In this report we are going to explain the different health policies and how these policies have
their importance in the health sector. Public health is always been a subject of concern for
democratic government, and year on year new policies have been created to sort out the issue of
public health.
Australian government has tried different health policies, either by implementing the new
policies or by adding on the new customer friendly points to the already existing policy. But the
main motive behind that is to provide the best service to the users, and maximum distribution of
the services.
Here in this report we have studied about the process like Food Security, Health Public Policy
and Health in All Policies (HiAP) and how these different policies and processes have impacted
the life of people, what are their advantages and disadvantages of the different health policies
and how government can made changes to the existing system of health system.
We get in details of the Food Security Policy to understand how it works, what is Food security
in actual is , what is the requirement of the Policy, and how the local government is involved in
the food security system. We have get to know the vision of the Food security policy and how
they are connected to the Health policies promoted by the government.
The complete report revolves around the impact of different health and food policies and how
they have helped in the life of the people using it, understanding the effort government is making
in to make the system even better. And in the end we will be analyzing the pros and cons of the
complete health system and what are the changes government needs to do to make the system
even better.

Introduction

We are going to understand in the report how the different health policies work in different
regions of Australian, what are their pros and cons. We will also study about the food security
policy and how the same has been implemented and to what level it is being successful.
The complete report will be divided into three parts where we in each part we will be explaining
the different aspects of the local health policies and food security System in the states. First we
will analyze how the Local Health Policy and Health in All policies are implemented and what
are their impact on those who needed it and those who have used them.
Then we will critically analyze the complete program comparing with each other and identifying
the best offering of the system and also checking out the prospective loop holes in the system.
Here we will also try to demonstrate what our understandings of this complete health system are.
Through this report we will also consider if Health public policies values are also helpful for the
development of better health policy structure and how the study of the same can impact in
making a better policy. We are also going to get into detail of all the 6 features of the Health
Public policies and will outline the major points for that.









Health in All Policies (HiAP) and Health Public Policies

Now more and more countries are looking toward implementing the Health in All Policy, this is
a strategy that shows that health plays a very major role in the economic and social life of the
people of the 21
st
Century. The main motive behind that are the better health conditions,
improvement in the outcome of the population health. The main idea behind that is to address all
the complex challenges behind a health policy by making an integrated policy that can cover all
the aspects of the health issue. This HiAP also allows government to address the very complex
health related issues, and solve them in the more systematic way. With the help of this
population health can also be improved which can be helpful for different sectors of the
government.
Heller et al. (2003, p. 64) defined public health in terms of the types of knowledge required to
meet the health needs of the public:
[The] use of theory, experience and evidence derived through the population sciences to
improve the health of the population, in a way that best meets the implicit and explicit needs of
the community [the public].
Healthy Public Policy can be called as the precursor of the HiAP, that was created in the early
1980s. The main agenda behind that is to put health related issues as the major agenda in front of
the policy makers. The motive behind healthy public policy is to focus on the process of policy
making and also targeting the changes in the process to achieve better response.
When HiAP is started health started to become the major agenda of the government, it was not
the just the policy with the introduction of HiAP, now it has become a part of the society, and
government and also becoming the standard process of the government. With the introduction of
HiAP it has also been forced to promote it as a equated policy, with equally distributing the
policy features among the likes of lower income group and the higher income group.
With the introduction of HiAP the policy creator, started to look into the facts like how the health
policies are treating the inequality, among the people with that the policy maker started
strategically working on the possibility of minimizing the inequality related issues.
According to the World Health Organization (WHO) (1986) health promo tion is the process of
enabling people to increase control over, and to improve their health.
Healthy public policies are created as the political commitment of the parties toward the health
related issues, by different sectors. Different policy makers were brought together to work on the
system that can simplify the health related issues among the different income groups or we can
better say it in bringing the same health policy for all the population.
To work in a more strategic way on healthy public policies , the policy makers has divided the
four key areas to work on, there areas were 1) Women health issues, 2) better food security
policies, 3) Safety and nutrition for children and last 4) Working on the low alcohol usage.
The main idea behind the healthy public policy is to motivate the public to live the healthy daily
life, and in the process of the same government has also helped in creating the healthy
atmosphere for the people in and around the place they live.


Healthy Public Policy and Limitations of Food Security Policy

Health promotion is a portmanteau term for a range of activities including health education,
preventive health services, economic and regulatory activities, environmental health measures,
organizational development, community-based work and healthy public policies (see Ewles and
Simnett, 2003, p. 28)
The main motive behind the food security policy is to provide enough food to every people that
they can live a healthy life. The same is only possible when the people are provided a proper
supply of good, with proper access for the same, in the same way food security policy also cover
the quality of food that is being provided to the people, it has to be good in nutrition, every
people can afford that, it should not be like that a particular group of people are not able to afford
the same, and lastly the food people are going to eat should be safe for them.
Food Security policy is still to be picked up as one of the major policy considering the public
health, though Australian government has launched the policy nationally , but still the food
security policy is not launched as the way it was planned initially, that it should cover all the
aspects of the food, that is going to be provided to the population. Though government has tried
the same but there are drawbacks in the policy like.
1) In most of the places the nutritious food that is being provided is too expensive to buy, so
people are not actually buying the nutritious food.
2) The Quality of the food that is being provided is not up to the mark as it has to be causing
the problems like malnutrition.
3) The way the food is transported is not being managed properly , or better to say it like
that the transport system is not managed properly, so the requirement of food is not being
catered the way it has to be.
4) Even in some parts the food that is being provided to the people is not culturally
appropriate, result to that either they are not eating it, even if they are eating it then they
are not taking it in the quantity that a person should eat to live a healthy life.
So what we can say here is that the motive behind the policy is correct but the way it is being
implemented of being followed up by the different government department is not the way it
should have been.
Public health reflects key ideological debates about the freedom of the individual, the authority
of the state, and the balance between individual and collective responsibilities (see Mills and
Saward, 1993; Leichter, 1991).
While implementing the healthy policy the one thing that has been of every departments interest
is that health risks, that health related issues are not limited to the local people be it like for a
particular zone, city or State, health related issues are global. So while making a healthy public
policy, be it revolving around the issues related to the Food Security, the policy has to be made
considering the global factors, because every region has their own problems, like we have
explained above there are different issues in different areas, so to make this public healthy policy
is a success concerned person has to take care of the global issues not only the local problems.
There are few other factors that works behind the success of the policy, one of the other major
factor is the letting the people know how they can make use of this policy, because the policy is
designed for people only and, if they cannot use it then it cant be a successful policy, to make
the policy a grand hit, the policy makers has to educate the people about the different aspects of
the policy. How the people can make use of the different features. Like they have to explain
them, why they need the food security, what are the advantages and disadvantages of having the
nutritious food, how the healthy public policy can help them in their day to day life, and they are
also needed to be educated to the things like whistle blowing, when they find any issues related
to the supply of good and arrangement of services related to the public healthy policy then they
have to raise their voice to the concerned department. So the issues will sorted out quickly. These
are the things, which are not being implemented as of now, right now policy makers are just
making a strong policy they are not interested in the things like that people should be made
educated about the things they are going to get through these healthy public policy.

Analysis of Health in All Policy and its Support

Health in All policy is the requirement of the todays ever growing and developing society, as
the population is increasing so is the, demand of better living standard and requirement of
healthy life, and at some points it has become the governments responsibility to provide the
healthy life to the people.
While talking about the HiAP there are many aspects of this, which is needed to be taken care of
this, like a consolidated plan to roll out the policy, and it should have the features like food
security, which can help to provide good and healthy food to all the populations. Griffiths has
outline few points of public health that are very important in consideration of Public health
policy, (Griffiths et al., 2005): health improvement such as information about healthy lifestyles
or improvements to housing; health service delivery and quality for example primary care
services; and health protection including immunization and screening.
The HiAP policy is a very revolutionary step taken forward by the government, as with the help
of this they are planned to take out the majority of the health related issues that has been a pain
point of local population from quite a long time and historically health is always being one of the
major concern for the people living in the society.
So there is one thing that has not been taken care of properly in the HiAP is the Food Security
policy, these are number of layers in a society and each have their own concerns that are related
to the food Security. Even if the food security policy is being implemented then still there are
obstacles in that like people dont have sufficient income to take use of that, so government has
to consider that the system they are making up for issues like food security should cater the
different income group of the local population. It should not be like that, one group of society is
happy with the policy, which the other is still getting along with the same problem.
Even some department do talk about the contemporary health issues, there are the kind of issues
which are already present in the society and they are needed to be removed of, with the help of
HiAP, government sectors and policy makers are somehow being successful in removing the
contemporary health issues like social and economical barrier is removed with HiAP, now they
are targeting the health is reached to each and every people of the society without any failure.
Infectious diseases are been taken care of and the number of those are being decreasing day by
day.
The best and most favorable way for the Health in All Policy to be successfully implemented is
that, the complete infrastructure is to be setup around the policy requirement, which can even
help the different departments of the policy makers to make it in more robust way. If
infrastructure is in place then even the complex of the situation can be taken care of in a very
quick time.
When we look at the HiAP the policy is as per the requirement of the society, but yes there are
few issues and concerns that are needed to be taken care of so that the people of the society can
make use of the policy in a way that it has been planned for. There should not be any social and
economical barrier in the policy which can become an obstacle for some people.
